EU Barley Exports Start Strong
With larger production, the European Union has exported more barley in the first quarter of 2019/20 than the previous trade year. France and Germany are major exporters within the EU, shipping primarily to Saudi Arabia, China, and Iran. Greater exportable supplies have pressured barley prices which, in turn, have provided an advantage to EU barley exports. In addition, strong exports are attributed to reduced competition from Australia and Russia. In the last 2 decades, the EU and Australia have been the top two barley exporters. However, Australia’s recent drought has affected production and substantially squeezed exports on sky-high prices and Russia’s exports have slowed as the country attempts to expand domestic use. The EU has primarily raised its exports to China, becoming the top supplier. Previously, Australia held a 70-percent share of China’s barley trade. However, in November 2019, China announced it would extend the antidumping and countervailing duty investigation of Australian barley. The Chinese government’s action likely has influenced buyers to seek supplies elsewhere.
For 2019/20, EU exports are currently forecast up 8 percent to 6.6 million tons. Australia’s prices have begun to ease closer to EU prices due to recent rainfall which has alleviated some concerns over drought and has reduced feed demand for livestock. Although EU prices remain competitive, questions remain over whether it will hold its position in China or look to other markets such as the Middle East to maintain its strong exports.

WHEAT PRICES Domestic: Prices for all U.S. wheat classes were down during the month of February, pressured by competitor prices and losses in other markets related to the widening spread of COVID-19. Hard Red Winter (HRW) dropped $8/ton to $222 and Soft Red Winter (SRW) fell $13/ton to $239. Soft White Winter (SWW) lost $8/ton to $233 and Hard Red Spring (HRS) eased $3/ton to $256.
OVERVIEW FOR 2019/20 Global production is marginally higher as upward revisions for Argentina and India more than offset reductions for Australia and Turkey. Global trade is raised slightly with much larger imports for Turkey. Higher exports for Argentina and Russia more than offset lower projected shipments from Canada and Australia. The projected U.S. season-average farm price is unchanged at $4.55 per bushel.

Global: Exporter prices generally trended lower during the month of February, following other markets lower on rising concerns related to the spread of COVID-19. Russia’s prices dropped significantly on favorable new-crop growing conditions. EU prices also trended lower. U.S. HRW weakened slightly but still maintains a premium to EU and Russia. Canada and Australia both saw prices ease in the last month but are still relatively expensive. On the other hand, Argentina’s price increased even further with tightening domestic supplies amid a frenetic pace of exports.

MARKET FEATURE Argentina Exports Soar to Start New Marketing Year
Argentina’s exports are off to a blazing start in the 2019/20 marketing year. Typically, Argentina’s largest export months are December through March; the pace this year is even faster than normal with exports totaling more than 6 million tons, a record for December and January combined. Exporters were motivated to move wheat quickly based on expectations of looming policy changes. In December, Argentina’s newly elected government raised the export tax for wheat from approximately 7 percent to 12 percent.1 Before the crop was harvested, however, exporters had already aggressively sold much of the projected exportable supplies, anticipating the higher tax rate. Once the sales were made and the supplies procured from producers, the export tax was fixed in advance of shipping the product. With such a large supply sold in advance, shipments surged once the supplies became available.2 Given that nearly all of Argentina’s 2019/20 wheat shipments had already been committed before the December tax increase, that action is expected to have little effect on 2019/20 exports. Early indications are that February shipments are back to seasonally normal levels. Over the next few months, exports seem likely to wane seasonally. Argentina exports wheat to a variety of markets. Brazil is a year-round destination for Argentina, buying consistently to fulfill its needs. The United States and other suppliers may make some inroads into Brazil with the newly applied 750,000-ton tariff-rate quota in place, but Argentina is set to continue as the dominant supplier. In peak export months, Argentine wheat is competitive enough to reach a variety of other markets in Africa and Asia. Recently, Argentine exports to Southeast Asia (particularly Indonesia, Thailand, and Bangladesh) have flourished in light of tight Australian supplies.

Russia: Third Year as Leading Wheat Exporter
For the third year in a row, Russia remains the leading global wheat exporter. With 3 consecutive bumper crops, Russia continues to export large volumes and is now seeking new market opportunities. Favorable weather, combined with improved production technology, has improved yields and quality. With larger supplies, Russia has become increasingly competitive, gaining market share in price-sensitive importing countries. Demand for Russian wheat is strong in price-sensitive markets. Currently, Egypt is the largest global importer, sourcing much of its demand from Russia. Russia typically dominates Turkey’s market, supplying more than two-thirds of its imports. Furthermore, a recent surge in Turkey’s imports has benefitted Russia’s exports. Turkey’s domestic grain board (TMO) has been authorized to import additional quantities of wheat duty-free in order to stabilize domestic prices. Egypt and Turkey together account for over one-third of Russia’s exports due to price competitiveness and logistics. Distant, price-sensitive markets are also responding to Russia’s competitive pricing, causing a surge in shipments to markets such as Bangladesh, Nigeria, and Indonesia. Increased demand for feed-quality wheat in the Philippines has also created a spike in its overall wheat imports, with Russia as a major supplier. In addition, improving quality and large supplies have led Russia to seek additional market opportunities, such as quality-sensitive markets where it had previously been limited. For example, Russia has gained access to Algeria and Brazil and aims to enter the Iraqi market in the near future. Improvements in Russian wheat quality have also stimulated recent discussions with the Philippines, a market that has generally purchased most of its milling wheat from the United States. As it expands its scope and seeks new market opportunities, Russia is expected to remain a formidable export competitor.

RICE PRICES Global: Since the February WASDE, Thai 100B quotes once again rose to $451/ton, reflecting concerns about exportable supplies amid drought. Vietnamese prices strengthened to $380/ton reflecting harvest delays and strong demand from Southeast Asian buyers. Meanwhile, Indian quotes were steady at $363/ton, while Pakistani quotes strengthened to $381/ton on steady exports to core African markets. U.S. quotes have risen to $615/ton on tightening supplies. Uruguayan quotes have remained at $516/ton as South American harvests are beginning.

MARKET FEATURE Western Hemisphere Paddy Rice Trade Overview Most of global rice trade is milled rice, while paddy (rough) rice represents only about 5 percent of global rice exports. However, paddy accounts for approximately one-third of rice trade in the Western Hemisphere. Countries surrounding the Caribbean basin are the primary paddy buyers, with the United States and Southern Hemisphere exporters competing for market share. Importers The major Western Hemisphere paddy importers are Mexico, Venezuela, Colombia, and Central American countries.6 These countries produce rice, have their own milling industries (that they seek to protect) and prefer to capture the value-added by milling in-country. Mexico is the top global importer of paddy rice. Over the years, consumption has grown and been supplied by larger imports, especially of paddy rice. Duty-free access granted under the North American Free Trade Agreement and maintained with the United States-Mexico-Canada Agreement has provided a competitive advantage for U.S. rice. In addition, geographic proximity and favorable logistics facilitate a majority market share. However, U.S. market share waned in 2017 when Mexico established an annual tariff-rate quota (TRQ), of up to 150,000 tons, allowing duty-free imports from other suppliers including Guyana and Uruguay. Although the TRQ was extended through 2019, the United States regained market share from Guyana last year with more competitive prices. Meanwhile, Uruguay’s access to the Mexican market is currently constrained by phytosanitary issues. Although Central American countries produce rice, consumption growth is leading to rising imports. The Dominican Republic-Central America Free Trade Agreement (FTA) has provided opportunities to U.S. exporters. Over the phase-in period, TRQ volumes for paddy rice are expanding while tariffs decline. Colombia is another market where an FTA has opened new opportunities to U.S. rice. The TRQ volume is rising each year and is consistently filled. In 2017, Colombia granted access for the United States to ship paddy to all ports. This expanded port access has resulted in Colombia shifting from primarily importing milled rice to mainly paddy rice. Venezuela has been a significant paddy importer, but unlike the other regional importers, its volumes have fluctuated significantly in recent years due to its political and economic turmoil. fell sharply in 2019, with further reductions likely in 2020. Amid the economic constraints, Venezuela has shifted its suppliers over time to access the lowest-price option. Exporters The Western Hemisphere rice market has evolved to include several suppliers willing to export paddy to these markets. The United States is the top supplier, accounting for over half of global paddy exports. FTAs and logistical advantages have enabled a majority market share throughout Mexico, Central America, and Colombia. However, its dominance was threatened by South America in 2018 particularly as Brazil’s exports to Venezuela increased sharply. Other South American exporters include Guyana, Paraguay, and Uruguay. In 2019, overall South American exports declined, although record Uruguayan shipments partially offset some of the Brazilian and Paraguayan decline. The United States regained market share in 2019, a trend that is expected to continue into 2020 due to the tight supplies of Western Hemisphere competitors. Thus far, U.S. export sales have remained strong across the region. While U.S. supplies are expected to tighten over the summer months, prospects are favorable for increased U.S. supplies after the harvest of the 2020 crop.

MARKET FEATURE India Rice Exports to Rebound India has been the leading rice exporter since 2012. It continued to maintain its overall position as top exporter in 2019, but its volume fell in line with overall reduced global trade. Although the forecast is lowered this month, exports are expected to rebound in 2020 on its relatively abundant supply situation and reduced competition. In 2019, India exports fell to 9.8 million tons, the lowest in 8 years. Non-parboiled, non-basmati white rice exports fell sharply, with less buying from Bangladesh and Indonesia. Similarly, Indian parboiled trade was negatively affected by Bangladesh’s absence from the market. Broken rice exports plummeted to West African buyers, especially Senegal. Paddy rice sales to neighboring Nepal have remained steady. Among the various rice categories, basmati was the only category with significant gains, buoyed particularly by large shipments to Iran. In 2020, there are several factors pointing to promising exports for India, enabling it to maintain its dominant position. The 2019/20 Indian rice crop is now estimated at a record 118.0 million tons. In addition to this new crop, the stocks situation is abundant, with the government food security reserves swelling to record levels. Although the stocks in India are not at the extraordinary quantities seen in China, both countries are expected to show export gains in 2020, supported by overall abundant supplies and current low prices. In addition, reduced export competition from Thailand due to ongoing drought will expand India’s export prospects, especially for parboiled and white rice. Likewise, Pakistan has tighter beginning stocks which more than offset a larger crop, offering improved prospects for India’s basmati trade. There are several wild cards that have the potential to impact the export forecast. Domestic use for rice remains strong and government procurement for stockholding has been robust so far. Burma is providing additional export competition for white rice as it continues to expand its sales beyond China and Europe, with a focus on Africa. Whereas Indian export prices are low relative to the other major Asian suppliers, such as Thailand, the overall increase in global rice prices has the potential to dampen global imports. The strength of the rupee is another factor to consider. Overall performance of parboiled trade depends largely on import demand from Nigeria and neighboring countries, currently constrained by a border closure in Nigeria.

CORN PRICES Global: Since the February WASDE, major bids have drifted lower, weighted by COVID-19 uncertainty and benign weather in South America. Argentine bids are down $9/ton to $172 and Black Sea bids are down $5/ton to $178. U.S. bids are little changed overall, down just $1/ton to $177. Brazilian bids remain seasonally unavailable.

OVERVIEW FOR 2019/20 Global corn production is forecast up marginally with a larger crop in South Africa more than offsetting reductions for India, Peru, and Russia. Global trade is up marginally from last month with higher imports for Canada and Peru. Revisions for exporting countries are largely offsetting. The U.S. season-average farm price is down $0.05 to $3.80 per bushel.

MARKET FEATURE Corn Demand Drives Feed Grain Consumption Higher in the Middle East
Most countries in the Middle East7 depend on imported grains, primarily barley and corn, to satisfy demand for feed. The region has been the largest importer and the second-largest consumer of barley, which is often mixed with forages and used for sheep, goats, and camels. As barley prices at world levels have remained relatively strong8 in recent years, price-sensitive buyers in the region have turned to corn as a more competitively priced feed grain.
Middle East corn imports have grown sizably led by Iran, Saudi Arabia, Turkey, Israel, and Jordan. These countries account for 90 percent of regional corn imports. Corn consumption has steadily moved up over the years and is currently forecast to account for more than half of total feed grain use. Demand for corn is expected to strengthen as poultry production continues to expand in Turkey and Saudi Arabia. Ongoing efforts by Saudi Arabia to improve feed efficiency and to use more compound feed also boosts corn consumption, as corn is typically considered to have a higher energy value than competing grains.
