Signatures:
Due to what Africa witnesses from power leakage in our present time and due
to what Africa may suffer from by 2020 from power leakage , we Ethiopia
have decided to build the millennium dam with the acceptance of the
downstream countries : South Sudan , north Sudan and Egypt . which will
provide Africa by more than 15,000 MW and this was under conditions which
obligates Ethiopia to offer the following countries these offers :
Egypt : -Netherlands scholarships
-20% share in the dam ownership decreased to 12% by 1% every
year
- 8% off permanent of hydroelectric power price
- 13 % off in non-rainy season
- longing the building period for 8 years instead of 4
- Obligation of 5% share in any future power project in Ethiopia
- construction of a water developmental company with HQ in Egypt
with 10% of the capital of the dam and participate in the Egyptian stock
market in bonds shape (investment by 1800 million EGP) starting from 1st
day after 8 years of construction with ability of widening by another 2% for
reservoirs and turbines costs .
- no visa restrictions for tourism into ethiopia
- construction of a research institute funded by 1 % with increase of
1% every 5 years of the hydroelectric power profits and supervised andscientific materials by netherland universities with obligatory enrolling from
the 10 Nile basin countries by a 10% constant permanently
- 10 % priority in fishery cultivation investments with (20% work
force )

- 29% share in electric transmitters from Addis Ababa to Khartoum
and from Khartoum to Aswan and Cairo
North and south SUDAN :
- 8% off permanent of price
- 13 % off in non-rainy season
- longing the building period for 8 years instead of 4
- It would thus increase the useful lifetime of dams in Sudan such
as the Roseires Dam, the Sennar Dam and the Merowe Dam
- The beneficial and harmful effects of flood control would affect the
Sudanese portion of the Blue Nile, just as it would affect the Ethiopian part of
the Blue Nile valley downstream of the dam.

Nile basin countries :
- 10% off permanent of price
- 15 % off in non-rainy season
- no visa restrictions for tourism
- construction of a research institute funded by 1 % with
increase of 1% every 5 years of the hydroelectric power and supervised
and scientific materials by USA university by profits with obligatory enrolling
from the 10 Nile basin countries by a 10% constant permanently
- Encouraging power project for development of any of the
nile basin countries with giving all the facilities needed from Addis Ababa .
Netherlands :
- Students loans for 2000 students (8 $ millions )
- Providing 20 % priority for cultivation and fishery cultivation
investment projects
- 30 % priority for raw steel mining projects
- Netherlands supervision for the biggest African water research
institute

Addis Ababa, April 17 (IANS) Ethiopia has begun constructing the countrys biggestpower project on the Nile that will be built totally by local engineers and technicians. Itwill benefit not only Ethiopia but also the neighbouring countries of Sudan and Egypt.
Ethiopian Prime Minister Meles Zenawi laid the foundation stone of the dam termed the
Ethiopian Renascence. The dam when completed will generate 5,250 MW of electricity.
The reservoir will be the tenth biggest man-made lake in the world, the Ethiopianembassy in New Delhi said in a statement.
The dam would also be funded totally by the Ethiopian government. The estimated cost is
3.3 billion euros.
Experts have said the dam would not only help Ethiopia fight poverty but also strengthensolidarity and ensure sustainable economic development for all the three countries,
including Sudan and Egypt.
Prime Minister Zenawi said the project was rightly called the Millennium Dam. It is
the largest dam we could build at any point along the Nile, or indeed any other river, hesaid.

After completion, the dam is expected to hold 67 billion cubic metres of water almost
twice the size of Lake Tana, a natural lake that only reaches 32 billion cubic metres at its
peak.
The dam will create the largest man-made lake in Ethiopia and will also provide
opportunities for fishery cultivation, the prime minister said.
The project will play a major role towards eradication of poverty, he said.
When the Millennium Dam becomes operational, communities all along the river banks,
particularly in Sudan, will be permanently relieved from centuries of flooding, he said.
The dam will increase the amount of water resources available, reducing wastage from
evaporation, which has been a serious problem in the mentioned countries, he said.
