GENERAL • Recognition of the wildlife corridor function of the valley for deer• Importance of coordination with Metrolinx Ontario Line Project

PRIORITY AREA 1 • Concern for use of embedded log/wood debris boulder revetment in area

prone to high water events• Concern for proximity of parking lot to eroding bank

PRIORITY AREA 2 • Support for Preferred Alternative and proposed pocket wetland feature

PRIORITY AREA 3 • Impacts to adjacent recreational uses (disc golf facilities, West Don Trail)

Impact to Disc Golf Course

Mitigation Measures• Construction Best Management

Practices will be used for noise, dust, vibration, spill control, sediment control and soil management

• Application of TRCA Erosion and Sediment Control Guidelines

• Environmental construction monitoring• Embedded large wood in bank

treatments to increase roughness and minimize downstream energy transfer

Effects• Potential noise, dust and vibration

impacts to adjacent properties during construction

• Potential spills during construction could affect soil and surface water quality

• Increase in channel width and inclusion of pocket wetland (Area 2) will have a positive effect (improved water quality and habitat diversity)

• Erosion mitigation will be constructed where existing infrastructure is at risk, or there is potential for downstream erosion effects

Analysis of Environmental Effects

Toronto and Region Conservation Authority 29

PHYSICAL ENVIRONMENT

NET EFFECTS • Nuisance effects from construction activities will be reduced to the extent possible

Mitigation Measures• All temporarily disturbed areas will be

restored and planted with native vegetation

• Proposed habitat restoration of 4,800 m2 (total for 3 Priority Areas)

• Guidelines to reduce risk to migratory birds will be followed

• Species at Risk surveys during detailed design and mitigation in consultation with Ministry of the Environment, Conservation and Parks

• Evaluation of harmful effect to fish habitat during detailed design, then mitigated (in-water timing windows)

Effects• Disturbance of wildlife habitat during

construction• Removal of woodland/forest• Removal of riparian vegetation• Approximate area of habitat removal is

1,900 m2 (total for 3 Priority Areas)• Potential removal of bat maternity roost

habitat• Potential negative impacts to fish

habitat during construction (due to in-water works)

• Potential impacts to Bank Swallow habitat (Area 2)

Analysis of Environmental Effects

Toronto and Region Conservation Authority 30

NATURAL ENVIRONMENT

NET EFFECTS • Re-established vegetation will comprise targeted native vegetation to contribute to heathier

ecosystem. Total net area of habitat enhancement/restoration for the project is ~ 2,900 m2.

Mitigation Measures• Appropriate public notification of

construction works and trail closure• Pedestrian barriers around work areas

and other safety measures to be implemented during construction to ensure public safety

• Coordination with City and Ontario Disc Sports Association to mitigate impacts to the disc golf course

• Stage 2 Archaeological Assessment to be conducted prior to construction

Effects• Temporary closure of trails will impact

accessibility within the parklands• Disruption to park users during

construction• Impacts to disc golf course• Potential to encounter buried cultural

resources (as per Stage 1 Assessment)

Analysis of Environmental Effects

Toronto and Region Conservation Authority 31

CULTURAL ENVIRONMENT

NET EFFECTS • Temporary and minimized impacts to access and enjoyment of recreation areas during

construction, including reduced risk to trail users.

Mitigation Measures• Preferred alternatives to be

implemented by those experienced in natural channel design

• Construction monitoring by fluvial geomorphologist and/or water resource engineer

Effects• Long-term improvements to creek bank

stability and reduction in bank erosion• Protection of at-risk infrastructure (e.g.

sanitary and stormwater infrastructure, trails)

• Maintenance requirements are reduced (Areas 2 and 3)

• Potential for improper design implementation

Analysis of Environmental Effects

Toronto and Region Conservation Authority 32

TECHNICAL/ENGINEERING ENVIRONMENT

NET EFFECTS • Positive effects on long term channel/bank erosion• Improved ability to maintain and protect infrastructure
