Narcotic drug issue came to Myanmartogether with imperialism that intruded thecountry. After regaining the independence,successive governments made efforts for eradi-cation of narcotic drugs. Nowadays, the government has been im-plementing the projects on eradication of nar-cotic drugs, improvement of quality of life ofthe national races and development of borderareas and total eradication of cultivation ofopium. The government is undertaking the borderareas and national races development taskswith greater momentum. As transport, eco-nomic and social sectors have now developed,national race organizations and local peopleare participating in anti-narcotic drug activi-ties with the aim of totally eradicating cultiva-tion of opium. The government is rendering assistance tocultivation of opium substitute crops, livestockbreeding and economic undertakings fulfillingrequirements on rice and other provisions.Farmers in border areas have given up opiumcultivation willingly and they entrusted drypoppy bulbs and opium seeds to local authori-ties. These opium bulbs and seeds were de-stroyed 13 times. At the same time, the government has beenlaunching anti-narcotic drugs issue. Altogether77,640 drug cases were exposed in cooperationwith departmental officials and the people from1988 to March 2006. The value of the seizednarcotic drugs was US $ 20,432 million. 26 June is the International Day AgainstDrug Abuse and Illicit Trafficking. On thatday, the seized narcotic drugs were destroyedand educative talks on disadvantages of nar-cotic drugs were held and prizes are givenannually to winners of novel, article, poem,song, cartoon, painting, poster, computergraphics, poster and photo contests in com-memoration of International Day Against DrugAbuse and Illicit Trafficking. It is necessary for the media to inform thepeople of disadvantages of narcotic drugs andpsychotrophic substances widely. All the na-tional people are urged to take part in the anti-narcotic drug drive hand in hand with the gov-ernment.

US-led war on terrorism, reminded all states on Friday of their duty to ban torture and give all securitydetainees a fair trial.

A California brownpelican probably wasintoxicated by a naturallyoccurring toxin found inalgae blooms when she hitthe car on the Pacific CoastHighway in OrangeCounty Thursday, wildlifeofficials said.

The driver was startled,but not hurt. The pelicanneeded surgery for abroken foot, and also hada gash on its pouch.

“She’s hanging inthere,” said Lisa Birkle,assistant wildlife directorat the Wetlands andWildlife Care Center inHuntington Beach.

Though toxicologytests take several weeks,the odd bird behaviourwas likely the result ofpoisoning from domoicacid, which has been foundin the ocean in the area,Birkle said.

Pelicans have excellenteyesight and are unlikelyto fly into cars when sober,

Birkle said.The center has received

16 calls of strange birdbehaviour in the pastweek, and was holdingthree other birds founddisoriented and wanderingthrough yards and streets.

KUWAIT CITY, 24 June— The state-ownedKuwait PetroleumCorporation (KPC)

announced on Friday thatit reaped a record 2.316billion Kuwaiti dinars(7.87 billion US dollars)in total net profit for thepast fiscal year 2005-2006.

Kuwait EnergyMinister and KPCChairman Sheikh AhmadFahad Al- Ahmad Al-Sabah said in a statementthat the profit of KPC in2005-2006, which ended on31 March, was the largestsince the establishment ofthe corporation.

Comparing to theprevious fiscal year, theoperational profits of theKPC in 2005-2006registered an increase of544 million dinars(1,849.6 million dollars),said Sheikh Ahmad.

The United NationsDevelopment Project(UNDP) is also askingvillage chiefs to watch outfor traffickers who lurevillagers with promises ofwell-paid jobs but forcethem into the sex trade.

“For the first time, weare going to fighttrafficking at the source,”Mona Mishra, who headsUNDP's HIV andtrafficking project in India,told Reuters late onThursday.

“Beating the traffickersrequires a day-to-day,m i n u t e - t o - m i n u t esurveillance that only thecommunity itself can do.”

With the help of 40NGOs, the UNDP willwork with 15,000 village

councils — or panchayats— in 11 states over thenext 10 months, theagency said.

“Majority of those infected by this disease compriseyouths between the age group of 16 to 35 years,”Santosh Man Shrestha, president of Liver Foundationof Nepal (LFN), a Non-Government Organization,said in a Press conference.

The pregnant women were extremely vulnerable tothe Hepatitis E virus, which put both the mother andunborn child’s lives in peril, Shrestha noted, adding,“The women bearing child for the first time are evenmore susceptible to the disease.”

“Water pipes supplying drinking water in the valleyare old, leaky and remain empty for a long time,leading to water contamination,” Shrestha said.

Bluntly, I should take no heed of an unimportantcase and there is no need to write an article about that.However, I have to write this article in case unlesssomebody points out that, the failure will exacerbatethe situation and the persons concerned will becomemore daring to commit wrong verbal actions. So, Ihave to remind them about their wrong actions so thatthey can pick up a correct conception in this regard.

I was taken aback by the contents of a pamphletof the central women’s committee of a political partythat said it had set up an objective to improve the well-being of the people by ruling Myanmar.

I was also shocked by the description carried bythat pamphlet that says “The Myanmar Women’sDay is the birthday of General Secretary of theNational League for Democracy Daw Aung San SuuKyi”. Indeed, the statement is rather extreme andbased on personality cult.

According to the statement, they meant that theday they have chosen must be designated as theMyanmar Women’s Day. So, it can be deduced fromthe statement that they have assumed that the NLD isrepresented by the entire Myanmar women. If openlyto say, just as I read the statement, I noticed that all theNLD members wanted to launch indirectly the one-party system and individualism policy.

Many persons with such extreme ideas areincluded in the political party and that tarnishes thedignity of the people of Myanmar.

In this regard, there may be a question “How dothey bring dishonour to the people?”

The more the external elements, who are anxiousto interfere in the internal affairs and exploit thesituations of the nation, know that the NLD is, in fact,formed with the extreme members who persist onwhat they want to gain, to tell and to be withoutweighing up cause and effect, the more they willflatter and abet such extreme members. Besides, withsuch external elements’ knowledge of low intellectualpower of the members who are anxious to ruleMyanmar, that will automatically attract the alienpeople’s oppression of Myanmar national people.

That is the major point that disgraces themotherland.

The pamphlet also says that the 19th of June, thebirthday of the leader of the political party, has beencelebrated on a grand scale as the Myanmar Women’sDay for seven times.

Let it be. It has been ten years since the governmentof Myanmar established the Myanmar NationalCommittee for Women’s Affairs as a non-governmental organization on 3 July 1996 to enhancethe rights of Myanmar women in various sectors.

And it has been eight years since the 3rd of Julywas designated as the Myanmar Women’s Day.

In doing so, the government did not take intoconsideration the birthdays of any particular personand any commemorative date. So, what is the mostsuitable in that regard is that the date on which theMyanmar National Committee for Women’s Affairsthat represents the entire mass of Myanmar womenfolkwas conceived is designated as the MyanmarWomen’s Day.

In the pamphlet, it is also said that in response tothe designation, a late rector remarked that the NLDwoman leader who abhors violence like the nationalleader of India Mahattama Gandhi is like Mahattama

Does she really take after Mahattama Gandhi?Maung De Doe

Gandhi.I would like to ask the NLD central women’s

committee if she purports to be like Mahattama Gandhi.The name of that rector is stated in the pamphlet.

But, I do not reveal his name because I do not want tosee his dignity tarnished. And does the central women’scommittee know why we should be considerate towardsthe dignity of a person?

May I explain that point short and to the point.In which points can this NLD leader be compared

with Gandhi? Gandhi is the one who was able to bringabout a reconciliation with leaders of different racesand ideologies, who was able to solve the problems ofracial and religious affairs, who strove for his countryto be free from the British colonial rule, who was notawarded any gains but reprimanded by the British,who always wore his home-made dhoti.

However, this woman is just the one who attemptedto disrupt the official designation of Myanmar Women'sDay and who created slanders on her own countryaffairs by saying that there is disunity within. So shecannot be any way like Gandhi. In addition, in thepropaganda pamphlet they mentioned that there didexist many women leaders in countries such as Pakistan,the Philippines, Bangladesh, India and Indonesia. InMyanmar also there were women leaders like BaddaNu Wadi of Tagaung, Malar Sandi of Srikestra, Pantraprincess of Beikthano, Hanthawady Shin Saw Pu,Phwa Saw of Bagan Period, Ruzi Ya Pa Ba princess ofInnwa Period, Nanmadaw Me Nu of Konboung Period,consort of King Hsinbyushi, consort of King SakkyaDeivi and Su Phaya Latt. Besides, the pamphlet saysmany famous, heroic women emerged in the countryafter the above-mentioned periods. They are Pin KhinKhin, Monywa Khin Lay Gyi and wife of Bagan BoCho as well as Chin nationals like Lamkyaing, KwaiWan Twenan, Wonnin, Onhe Nayan Kyaing and DinNyan. Many more famous women are also described inthe pamphlet. These are all common knowledge andthey cannot be concealed by anyone.

But, did those famous leaders from Asia andMyanmar famous leaders try with egoism to designatetheir birthdays as an auspicious day representing themass of women? It was found that even the mostinfluential and powerful Myanmar women from theperiod of feudalism didn't show such egocentric spirit.Their ladies-in-waiting did not do any acts either toflatter them to be famous. Even generous Shin Saw Pudid not try to be remembered by posterity. Only aftercenturies had passed, Shin Saw Pu Road had to bedesignated as a remembrance.

There is also a lop-sided statement found in thepropaganda pamphlet. It said that there are those who

are trying to play down and tarnish the sector ofwomen who dared to sacrifice for their country andthe people. In fact, those from NLD Women WorkCommittee who wrote their one-sided statements inthe pamphlet should know facts that have alreadygone down in the annals of history can no way bediscarded. It is sure that one who sticks to one's owninterest cannot be the one who has positive attitude.

The statement is also devoid of rejoicing at thesuccess and prosperity of others. It seems to promotesan individual. In fact, it holds no water.

At the end of the statement, there included apoem, entitled, permanent flower, which says certainperson remains in the hearts of all. It continues to saythat the person is the rose as well as the garland ofjasmine that is fragrant forever.

The poem likens the person to a hawk, an eagleand a kite. It also compares the person to ruby,diamond and gems; it says that the person is thefuture, the permanence, and the principal. It wishesthe freedom of all the political prisoners includingthe person.

True, it is readable.But please answer a question. Could the person

build the nation alone? Of course, without relying onthe external assistance. If the foreign assistance is tobe sought, they should compose a poem referring tosuch nations which are confronted with hardshipsand sufferings due to their reliance on foreignassistance.

A review of the NLD statement will show that itis totally devoid of the basic requirements of Myanmarwomen. It draws the conclusion expresing theirdemands. Here, the protest note of the MyanmarWomen’s Affairs Federation, released on 7 April2005 may be recalled.

According to the protest note, the MWAF, onbehalf of the mass of Myanmar women who constitutemore than half of the population of the country,strongly protested the unjust accusations andresolutions and sanctions imposed devoid ofsympathy and with intent to put political pressure onthe nation. The NLD statement, on its part, is not ina position to stand by the mass of Myanmar women.In fact, the statement of the NLD central women’sgroup is a narrow-minded one representing no one.It has been documented in history.

As they say those who try to erase history will bepunished severely by history itself eventually, thewords will apply to anyone guilty. Keep your words,NLD central women’s group.

The theme proclaimed by the United NationsOffice on Drugs and Crimes (UNODC) this year forcountries around the world to deal with the crisis ofdrugs they all are being faced with is “Drugs are notchild’s play”.

The spirit of this message is never to try outdrugs as it can have disastrous consequences on theinterconnected web of individual’s education, health,economic and social well being. It is not intendedonly for young people but for people of all ages asdrugs, once addicted to it, can drag a person alongthe stream of peril.

In his message to the International Day AgainstDrug Abuse and Illicit Drug Trafficking in 2005, theUN Secretary General highlighted that there are al-most 200 million individuals who are abusing illicitdrugs. To try out modern drugs with fancy and inter-esting names like CRACK, POP, JUNK, CRYSTAL,METH and DISCO BISCUITS that has different ad-dictive powers, is nothing but acquiring a fast ticketto shorten our lives. That is the reason why he hasurged individuals to steadfastly refuse to be caughtin the vortex of drugs through the lessons learnt fromthose who were dragged under.

All throughout different Governments era,Myanmar has strived to combat the menace of illicitdrugs using its own resources. We have launched a15-year narcotic drugs eradication program since

On the demand reduction side as well, variousworking groups on drug dependency treatment, on re-habilitation and on mass educational campaigns, con-stituted under the Central Committtee for Drug AbuseControl are implementing relevant programmes. Withan emphasis on youth-to be void of drugs — we areorganizing group discussions against the use of drugsat schools together with teacher and Myanmar AntiNarcotic Association complemented by delivering edu-cational talks. As part of our strategy to eliminate il-licit drug use, we have been encouraging students toactively participate in literary , music, painting, car-toon and poster competitions held on 26 June annu-ally, the International Day Against Drug Abuse andIllicit Drug Trafficking.

By the same token, 26 major drug dependencytreatment centers and 40 minor treatment units havebeen established under the direct supervison of theDepartment of Health. In those townships where suchcenters or units cannot be established yet, respectiveTownship Health Departments are providing treatmentfacilities. Those who completed treatment can take partin the rehabilitation programmes provided at 6 Statesand Divisional level rehabilitation camps managed bythe Department of Social Welfare. The Central Com-mittee for Drug Abuse itself is running two youth re-habilitation centers namely “Shwe Pyi Thar” and

“Shwe Pyi Aye” where both dependency treatmentand rehabilitation programmes are available. Theseare part of our undertakings to eliminate illicit druguse in Myanmar.

The survey conducted in 2003 at States andDivisional levels indicate that there are a total of68,230 durg addicts and compared with a total of58,134 addicts resulting from surveys conducted inJanuary 2006, we find that number of drug addictsdecreased by more than ten thousand within this threeyear period.

Through the joint enforcements measures ofthe Tatmadaw, Myanmar Police Force and relevantGovernment Departments, we managed to destroy10249.85 acres of poppy during 2005—2006 culti-vation season that is 409.54 acres more than 2004-2005 season. This is due to the increased capabilitiesof our enforcement teams as well as the enhancedcooperation received from international organizationsand neighboring countries. This also contributed to-wards taking legal actions against those who com-mitted drug related crimes transnationally and arebeing brought back to be tried here in Myanmar.

Accordingly, I would like to caution our citi-zens, in compliance with 2006 theme “Drugs are notchild’s play”, never to treat the problems of drugslightly and to take it seriously. Nobody should trythem out, regardless of age and other factors, as itcan have disastrous consequences on the intercon-nected web of individual’s education, health, eco-nomic and social well being. Let me again urge youall to join hands with the Government in eradicatingthe use of illicit drugs.

Taking drugs or not is about making choices informed choices. Yet too many people in the world arebadly informed about the potentially devastating effects of drugs. That is why we need to work for bettereducation and greater awareness to prevent drug abuse. We need more consistent leadership fromGovernments. We need better examples from role models whose drug use damages more people than justthemselves.

We need spread the understanding that drugs are illegal because they are a problem; not a problembecause they are illegal. Drugs cause health and mental problems. When addictive, they can spell misery forusers and those close to them. When taken intravenously , they can spread deadly disease —— especiallyHIV/AIDS. When they wreak their devastation, they no boundaries of income, race, occupation orgeography.

Our efforts must focus especially on young people- through outreach, peer-to- peer networks, andusing opportunities such as sport to keep young people active, healthy, and confident. That also meansengaging and encouraging parents and teacher to play their part in full.

Our efforts also require working to reduce supply-through law enforcement, and through working withthe producing countries to give farmers sustainable alternatives to growing illicit crops. In this way, we muststrive to tackle poverty and drug supply at the same time.

This International Day Against Drug Abuse is a reminder to all of us to play our part. The UnitedNations is here to assist you in fight. Let us arm people with the information they need to say no todrugs.— UNIC

They are allowed to review records from the nervecentre of the global banking industry, a Belgian cooperativeknown as SWIFT that routes about 6 trillion US dollarsdaily between banks, brokerages, stock exchanges andother institutions, government and industrial officials werequoted as saying.

The records mostly involve wire transfers and othermethods of moving money overseas and into and out of theUnited States. Most routine financial transactions confinedto the country are not in the database, the report said.

The programme has played a hidden role in domesticand foreign terrorism investigations since 2001 and helpedin the capture of the most wanted al-Qaeda figure insoutheast Asia, the officials said.

The programme, run by the Central Intelligence Agencyand overseen by the Treasury Department, “has providedus with a unique and powerful window into the operationsof terrorist networks and is, without doubt, a legal andproper use of our authority”, Stuart Levey, an undersecretaryat the Treasury Department, told the newspaper.

TEHERAN, 24 June — Iran will halt gasolineimports from 23 September. and start rationinggasoline supplies to motorists because of budgetconstraints, Iranian Oil Minister Kazem Vaziri-Hamaneh said on Friday.

YANGON, 25 June —Some 2,325 gem mer-chants— 1,439 foreigngems merchants from 388companies of nine foreigncountries and 886 from376 local companies —visited jade, gems andpearl special sales for 2006at Myanmar ConventionCentre on MindhammaRoad in Mayangon Town-ship from 20 June up tonow.

Jade lots were soldto the local and foreignmerchants through tenderat 9 am today. A total of602 jade lots were sold ineuro. A total of 782 jadelots were sold through ten-der yesterday and today.The remaining jade lotswould be sold through ten-der.

YANGON, 25 June — Members of YeU Town-ship National League for Democracy of SagaingDivision U Mya Sein, U Tin Swe, U Kyaw Tun, UKyaw Tin, U Chit Sein, U San Ba, U Daung Yi andU Nyo Seint of Sagaing Division, of their ownvolition, resigned from the party on 24 May 2006,members U Sein Ya, U Soe Myint, U Tin Aung andU Sein Thin on 28 May, members U Kyaw Myint andU Soe Win Naing on 29 May, members U Than andU Shwe on 30 May, U Myint Than, U Than, U TunMyaing and U Hla Ohn on 1 June, members U TunHlaing, U Thein Tan, U Khin Maung Win and UMyint Aung on 2 June, members U Nyo Win, UKaung Aye and U Kan Nyunt on 3 June, TownshipNLD Chairman U Tin Maung and Secretary U ChitHmwe on 4 June, and sent the letters of resignationto NLD headquarters and local authorities.

In their resignations sent to Sagaing DivisionMultiparty Democracy General Election Sub-Com-mission, they stated that they lost interest in the NLDand had no more belief in the party. Therefore, theyof own volition resigned from the membership of theparty.

Likewise, Vice-Chairman U Hsan and U TunWin of YeU Township NLD, Sagaing Division, hadalso resigned from the party of own volition. So far,31 persons had resigned from YeU Township NLD.
