More than 130 escape fromMexican prison on US border
MEXICO CITY, 18 Sept—More than 130 inmatesescaped through a tunnel froma Mexican prison on the borderwith the United States in one ofthe worst jailbreaks thecountry’s beleaguered penalsystem has suffered in recentyears.
Homero Ramos, attorneygeneral of the northern stateof Coahuila, said 132 inmatesof the prison in the city ofPiedras Negras had got outthrough the tunnel in an oldcarpentry workshop, then cutthe wire surrounding thecomplex.
Corrupt prison officialsmay have helped the inmatesescape, said Jorge LuisMoran, chief of publicsecurity in Coahuila, addingthat US authorities had beenalerted to help capture thefugitives if they try to crossthe border.
The jailbreak is areminder of the challenges thatawait Enrique Pena Nieto, theincoming president, who haspledged to reduce crime in thecountry after six years ofincreased gang-relatedviolence under President
Felipe Calderon. Many ofMexico’s prisons areovercrowded and struggle tocounter the influence ofcriminal gangs that can usetheir financial muscle tocorrupt those in charge.
Ramos said that the stategovernment of Coahuila wasoffering a reward of 200,000pesos ($15,700) forinformation leading to thecapture of each fugitive.
The Piedras Negrascomplex housed a total of 734inmates, and the tunnelthrough which the prisonersescaped was about 1.2 metres(four feet) wide, 2.9 metres (9-1/2 feet) deep and seven meters(23 feet) long, Ramos said.

Microsoft warns on Internet Explorersecurity flaw
BOSTON, 18 Sept—Microsoft Corp warned anewly discovered bug in itsInternet Explorer web browsermakes PCs vulnerable to attackby hackers and urgedcustomers to download apiece of security software tomitigate the risk of infection.
The security flaw affectshundreds of millions ofInternet Explorer browserusers. Microsoft saidattackers can exploit the bugto infect the PC of somebodywho visits a malicious websiteand then take control of thevictim’s computer. Thesoftware maker advisedcustomers on its website lateon Monday to install thesecurity software as an interimmeasure, buying it time to fixthe bug and release a new, more secure version ofInternet Explorer. Thecompany did not say howlong that will take, but severalsecurity researchers said theyexpect the update within aweek.
The free security tool, which is known as theEnhanced MitigationExperience Toolkit, or EMET,is available through anadvisory on Microsoft’swebsite: blogs.technet.com/b/msrc/
The EMET software mustbe downloaded, installed andthen manually configured toprotect computers from thenewly discovered threat, according to the posting fromMicrosoft. The company alsoadvised customers to adjustseveral Windows security

settings to thwart potentialattackers, but cautioned thatdoing so might impact the PC’susability.
Some security expertssaid it would be toocumbersome for many PCusers to implement themeasures suggested byMicrosoft. Instead theyadvised Windows users totemporarily switch fromInternet Explorer to rivalbrowsers such as GoogleInc’s Chrome, Mozilla’sFirefox or Opera SoftwareASA’s Opera.
“For consumers it mightbe easier to simply click onChrome,” said Dave Marcus, director of advanced researchand threat intelligence withIntel Corp’s McAfee securitydivision.
Marc Maiffret, chieftechnology officer of thesecurity firm BeyondTrust, said it may not be feasible forsome businesses to install
Microsoft’s EMET tool ontheir PCs.
He said the securitysoftware has in some casesproven to be incompatible withexisting programs alreadyrunning on networks.
Tod Beardsley, anengineering manager with thesecurity firm Rapid7, said thatat first blush it appeared thatthe EMET may not beparticularly effective inthwarting potential attacks.
Microsoft officialsdeclined to comment on theskepticism that those securityexperts expressed about theeffectiveness of the EMETsoftware.
POISON IVYEric Romang, a researcher
in Luxembourg, discoveredthe flaw in Internet Explorer onFriday, when his PC wasinfected by a piece of malicioussoftware known as Poison Ivythat hackers use to steal dataor take remote control of PCs.
When he analyzed theinfection, he learned thatPoison Ivy had gotten on tohis system by exploiting apreviously unknown bug, or“zero-day” vulnerability, inInternet Explorer.
“Any time you see a zero-day like this, it is concerning,”said Liam O Murchu, a researchmanager with anti-virussoftware maker SymantecCorp. “There are no patchesavailable. It is very difficult forpeople to protect themselves.”
Zero-day vulnerabilitiesare rare, mostly because theyare hard to identify —requiringhighly skilled softwareengineers or hackers with lotsof time to scrutinize code forholes that can be exploited tolaunch attacks. Securityexperts only discloseddiscovery of eight major zero-day vulnerabilities in all of2011, according to Symantec.
Symantec and other majoranti-virus software makershave already updated theirproducts to protect customersagainst the newly discoveredbug in Internet Explorer. Yet, OMurchu said that may not besufficient to ward offadversaries.
“The danger with thesetypes of attacks is that theywill mutate and the attackerswill find a way to evade thedefences we have in place,” hesaid. Internet Explorer was theworld’s second-most widelyused browser last month, withabout 33 percent market share, according to StatCounter. Itwas close behind Chrome, which had 34 percent of themarket.—Reuters
China’s Lenovo to buyBrazilian electronics company
CCESAOPAULO, 18 Sept—China’s Lenovo Group Ltd agreed
on Wednesday to buy Brazilian electronics maker CCE, as theworld’s No 2 PC maker by sales bets that Brazil’s promisingconsumer market can help revive its slowing profit growth.

“Brazil has a positive growth rate (for PCs) even in thecurrent relatively volatile environment,” Lenovo chief financialofficer Waiming Wong told Reuters in an interview. “If wereally go for the high growth market, the big market, Brazil isobviously the candidate.”
Lenovo’s purchase of CCE, Brazil’s largest domesticmanufacturer of electronics such as PCs, DVD players andstereos, will allow the Chinese company to nearly double itsshare of the PC market in the world’s sixth-largest economy.

The deal will also add mobile phones and televisions toLenovo’s product line in Brazil, where it recently announcedplans to build a $30 million factory, helping it expand beyondits current focus on the corporate sector.
“In order to win in Brazil long term you have to have localmanufacturing,” Wong said, adding that the acquisitionwould boost Lenovo into third place in Brazil’s PC market from7th place currently. “When CCE came along, it definitely wasa good fit.” The deal highlights the growing, yet uneven tradeties between Brazil and China, two large emerging economies.

NEW YORK, 18 Spet— After surgically removing a large gelball blocking the intestines of a baby girl, Texas doctors arewarning parents about a new kind of water-absorbing ballsoften sold as playthings.
The coloured balls, marketed under the brand name WaterBalz by Ohio-based DuneCraft Inc, are small to begin with, butcan grow to the size of a racquetball when placed in water.
For orally fixated toddlers, that can be a problem, said DrOluyinka Olutoye, a pediatric surgeon at Texas Children’sHospital in Houston. “It goes in small and grows on the insideand may not come out,” he told Reuters Health.
That was the case for an eight-month-old girl, who wasbrought to Texas Children’s with stomach problems. Herparents suspected she had eaten one of her sister’s Water Balz, and their concerns grew when they read on the label that theballs expand up to 400 times if placed in water.
Olutoye and his colleagues could see on x-rays that partof the child’s small intestine was distended, as if something wasblocking it, but they couldn’t see the culprit. Over the next 48

Finally, the doctors took the baby to the operating room. They cut her intestine open and drew from it a bright-greenWater Balz nearly an inch and a half across.
She recovered and is doing fine, according to Olutoye. The surgeon said that as this type of product becomes
more common, parents and doctors alike need to be aware ofthe danger it poses if swallowed. He explained that if theintestine is blocked long enough, the building pressure mayeventually cause it to rupture.
“If this is not taken care of really quickly, there canactually be a perforation… and you can die from it,” saidOlutoye. DuneCraft’s CEO Grant Cleveland said he was sorryto learn of the incident. But the 75-year-oldmedia magnate is keepingItaly guessing about whetherhe will stand for prime ministerat the head of his centre-rightPeople of Freedom (PDL)party in the election.
Berlusconi, one of thecountry’s richest men, attacked the policies of hissuccessor, unelectedtechnocrat Mario Monti, inhis first interview to Italianmedia since being forced frompower last November, whenItaly tottered on the edge of aGreek-style debt crisis.
Berlusconi said in theinterview with his family’s ilGiornale daily that the PDLwould abolish a deeplyunpopular tax on homesworth 20 billion euros (16.1billion pounds) a year, which
is a major plank in Monti’stough austerity programmeto cut Italy’s huge debt.
The former EuropeanCommissioner has restoredItaly’s credentials since hetook over from the scandal-plagued Berlusconi at a timewhen a loss of confidencehad pushed the country’sborrowing costs to untenablelevels.
Berlusconi, who hasremained out of the limelightfor months, said the tax on theowner of every house in Italymust be repealed in the sameway his governmentabolished a previous levy in2008. As the world’s food systems are in crisis, seeking a way for ensuring food security is amatter of strong concern. Food waste is nowthe second largest waste stream which requiresthorough thinking and extreme patience.
It is clear that food waste has serious impacton economy and environment. The scandalousreason that food is discarded is because itdoesn’t meet aesthetic criteria, and evenperfectly formed vegetables and otherperishables often end up in supermarketdumpsters.
The most noteworthy finding is that peoplefrom different regions should take streamlinedsteps in purchasing, preparation and storageof food. Increasing the perceived value of goodsin question is also the best way to reduce foodwaste.
The right to food is a human right derivedfrom the International Covenant on Economicand Cultural Right (ICESCR), recognizing the“right to an adequate standard of living, including adequate food”, as well as the“fundamental right to be free from hunger”.
Drought and flooding have compromisedcrop production across the world. But someoverstocked supermarket shelves continue topropagate the illusion of plenty and the rate offood waste in some regions has more thandoubled.
With the continued explosion of globalpopulation plus the decreased capacity toproduce food, more and more people will gohungry. Therefore, all consumers are urged topractise thrift and alter their own behavioursthat could touch off food waste.

Dubai has world’s highest rental, foodprices: study
DUBAI, 18 Sept — Dubai is the most expensive city in the Middle East, while in somecategories the Gulf Arab metropolis is even the world’s costliest place to live, according toa study on the cost of living abroad published on Sunday by Swiss bank UBS.
In relation to rentals, Dubai shares the pole position as a city with the world’s highesthousing prices like New York and Zurich. Average monthly rental prices in the three citiesare up to 100 percent above the global average, UBS said.
The Swiss largest lender added in the study that together with Norway’s Oslo andSwitzerland’s Geneva, Dubai also has the priciest food in the world. A three-course menu ina stylish restaurant in the aforementioned three cities costs around 95 US dollars.
Dubai, officially free of income taxes, became the Middle East’ s most expensive cityalso due to its growing bureaucracy and a number of “hidden taxes.” In the past two years, thousands of once- for-free parking spaces were transformed into paid parking zones. Inaddition, bachelors are not allowed to share apartments in order to reduce rental costs.Transport costs and traffic fines were also massively increased by the government.
Regarding the combined costs of living, Dubai ranks globally the 22nd, according tothe UBS study, while Oslo is the priciest place to live for foreigner.—Xinhua

Against Atlanta, however, Manning struggledto find his receivers andwatched the home defensepick off his passes and race toa 20-0 lead.
“Anytime you come onthe road and throw threeinterceptions in the firstquarter you really put yourteam in a hole,” Manning toldreporters after finishing with241 yards passing and onescore to go with the threecostly turnovers.
“Three bad decisions.
We’ll learn from this and getbetter.”
After the dreadful start,Manning composed himselfand threw a touchdown toDemaryius Thomas justbefore the intermission to cutthe deficit to 20-7 at the half.
Atlanta quarterback MattRyan extended their lead to27-7 with a scoring pass toRoddy White in the thirdquarter before Manning ledtwo drives that were bothcapped by short touchdownruns from Willis McGaheethat pulled Denver (1-1) withinsix. However, the Falconswere able to keep possession
and run out the clock to sealthe win.
Ryan threw onetouchdown pass in each halfand had no interceptions.
“That was a good win forour team,” Ryan said. “We’re2-0, it’s a good start to ourseason but that’s it. There’s along way to go.”

MADRID, 18 Sept— Tito Vilanova is quietly stampinghis authority on the Barcelona team and they head into theirChampions League Group G opener at home to SpartakMoscow on Wednesday with La Liga’s only perfect record.
It was a daunting task to step up from assistant to replacePep Guardiola in the Nou Camp hot seat, taking over from afans’ idol who won a record 14 trophies in his four years incharge. Vilanova, who turned 44 on Monday, did notcommand the instant respect that the former Spaininternational Guardiola had accrued, but he has quicklyshown he is not afraid to plough his own furrow.
At Getafe on Saturday, Vilanova rested World Player ofthe Year Lionel Messi and Brazil international Dani Alves fora fixture Barca have often struggled with, and at a venuewhere champions Real Madrid fell 2-1 last month.
The side were also shorn of Andres Iniesta, Jordi Albaand Alexis Sanchez, and during the Guardiola era oftenstruggled with the so called ‘FIFA virus’ after breaks forinternationals. It had been a year since Messi was last restedfor a league game and after Barca were held 2-2 at RealSociedad, Guardiola never left him out again. Vilanova’sside, however, came through with 4-1 victory at Getafe, displaying the zip and hunger that had at times been missingtowards the end of Guardiola’s reign.—Reuters

Yet Ferrari may alsohave to wait for Hamilton, with potential alternatives toMassa maybe wonderingwhether a McLaren drivemight be a better option thanbeing Alonso’s number two.
Hamilton told reportersat the weekend that he wasfocusing solely on winning asecond title with McLarenand would not be distractedby the contract speculationand ‘rubbish’ swirlingaround him.

Myanmar is set to benefit once again from a special, advantageous tradearrangement with the EU following recognition by the international communityof the country’s recent efforts to improve the political, social and labourenvironments there. Today the European Commission has adopted a proposal tobring the country back under the so-called ‘Everything But Arms’ preferentialtrade regime which would grant duty-free access and quota-free access to theEuropean market for all products except for arms and ammunitions.
According to EU’s ‘Generalised System of Preferences, Myanmar’s productswould be provided tariff preference on the EU market.
EU Trade Commissioner Karel De Gucht said: “Since Myanmar started to openup earlier this year I saw the need to underpin such deep and important changes withreal economic support once key improvements for the workforce had been met.Trade is fundamental to supporting political stability and the EU’s trade preferencesmean we will give this reform-minded country priority access to the world’s largestmarket.
Unprecedented developments of Myanmar now mean the time isright to open new chapter
European Commission proposal would grant Myanmar duty-freeaccess and quota-free access to European market for all products
The EU believes the unprecedented developments now mean the time is right forEurope to open a new chapter in Myanmar.
The International Labour Organization (ILO) concluded that significant progresshad been achieved by Myanmar. On this basis, EU law foresees that preferencesshould be reinstated.
Hence the proposal will be submitted simultaneously to the Council and theEuropean Parliament (EP) for agreement. The Commission hopes that a positivedecision can be taken as quickly as possible.
Myanmar exports to the EU totalled euro 169 million in 2011—this isapproximately 3% of the country’s total exports to the world, and 0.01% ofthe EU’s total imports. These limited exports to the EU are concentratedon clothing.
The current GSP scheme will expire on 31 December 2013. The new GSPpreferences are due to enter into force on 1 January 2014, and provide additionalexport opportunities to those most in need, amongst which LDCs feature.
