Going digital may not improve US patient careCHICAGO, 25 Jan—Electronic health

records — touted by the White House asa key way to improve healthcare in theUnited States — may actually do little toimprove quality, US researchers said onMonday. A team from Stanford Universityin California analyzed nationwide surveydata from more than 250,000 visits tophysicians’ offices and other outpatientsettings between 2005 and 2007.

    They found electronic health records

did little to improve quality, even whenthere was “decision support” softwarethat gives doctors tips on how best to treatindividual patients.

“Across a wide range of qualityindicators there was no consistentassociation between having thoseelectronic tools available and providingbetter quality of care,” said Dr RandallStafford of Stanford, whose study appearsin the Archives of Internal Medicine.

Electronic health records systems thatinclude this software have been shown inother studies to significantly improve healthquality. President Barack Obama has madeusing information technology a centralplank in his plan to cut costs out of the UShealthcare system, offering up to $27 billionin government funds aimed at speeding theswitch to electronic medical records.

Dinosaur’s single digit draws world attentionBEIJING, 25 Jan—

Scientists have discovereda new dinosaur specieswhose members weresimilar in size to a parrotbut only had one finger.Scientists view that raresolitary digit as evidencethat the evolution ofdinosaurs was morecomplex than they firstbelieved.

The new dinosaur wasfound in rocks formed from84 million to 75 millionyears ago in Linhe, a citynear the Yellow River.

The species belongsto a family within thecarnivorous dinosauriangroup theropods, whichlater gave rise to modernbirds, according to Xu Xingof the Institute ofVertebrate Palaeontology

and Paleoanthropology, which is under the ChineseAcademy of Sciences.

The new dinosaur, called Linhenykus, “mostlikely grew to a few feettall and weighed only asmuch as a large parrot”,said Xu, who led theinternational team ofscientists that discoveredthe species.

Unlike previouslyknown types of theropods, this dinosaur is unusual inhaving hands with just onelarge claw, which mayhave been used to dig outinsects like ants, said thescientists in a report to bepublished online onTuesday in the journalProceedings of theNational Academy ofSciences.

The unusual physicalattribute makes thespecimen the only dinosaurknown to have one finger. That uniqueness is whatmost piques the interest ofscientists,Xu said.

IEA’s Birol: Say goodbye to climate goalsPARIS, 25 Jan—Without a serious

policy turnaround from the world’slargest emitters, the world won’t meetits target of limiting the globaltemperature increase to no more than3.6 degrees Fahrenheit, a top IEA officialhas warned.

The 3.6 degree F cap — 2 degreesCelsius — a threshold scientists say iscrucial to avert the most catastrophiceffects of the temperature increase, can’t be reached given the internationalcommunity’s current level ofcommitment, said Fatih Birol, the chiefeconomist of the International EnergyAgency.

“As we stand now, we’re only afew meters away from saying goodbyeto the 2-degree target,” The New YorkTimes, in a story from the ClimateWire, quoted Birol as saying. “When I look atthe next 10 years, even if I take intoconsideration the pledges made afterthe Copenhagen meeting, the best case

is that this could put us on a trajectory inline with 3.5 degrees C,” or 6.3 degreesF. Decarbonization efforts had to beincreased by 400 percent to stay withinthe 3.6 degree F limit, Birol said.

At a climate summit in Cancun,Mexico, the limit was included in a jointstatement by the countries present, including the world’s two biggestemitters of greenhouse gases, Chinaand the United States.

Yet the international communityhas still not agreed to a binding climateprotection treaty. Adding upindustrialized nations’ reduction targetswhile considering all the loopholesburied in the current agreements amountto carbon dioxide reductions of 2 percentin 2020 based on 1990 levels, theHeinrich Boell Foundation, a policythink tank linked to the German GreenParty, said in its analysis of the decisionstaken at the Cancun climate summit.

Lack of services for homelessyouth in California

SAN FRANCISCO, 25 Jan— Homeless teenagers inCalifornia cannot obtain even the most basic servicesin most counties, according to a new study.

The study by the California Homeless YouthProject finds that 38 of the state’s 58 counties don’thave any services at all for kids living on the street:no shelters, no substance abuse treatment, nocounseling.

Two state senators have introduced a packageof bills to try to address the lack of homeless youthservices. But since the state is in the midst of abudget crisis, for now the bills simply seek to set aminimum standard for shelters, develop a statewideplan, and prevent any further cuts in homelessyouth funding.

“The goal right now is to really raise the visibilityof the issue,” said Sherilyn Adams with the LarkinStreet Youth Services in San Francisco.—Internet

Leaks show Palestiniansgiving much ground to Israel

JERUSALEM, 25 Jan—Palestinian negotiators se-cretly told Israel it could keep swathes of occupiedEast Jerusalem, according to leaked documents thatshow Palestinians offering much bigger peace con-cessions than previously revealed.

The documents, obtained by the Al Jazeera tel-evision channel, could undermine the position ofPalestinian President Mahmoud Abbas, whosepublic declarations about Jerusalem are at oddswith what his officials were promising in private.

Equally sobering for the Palestinian people, whowant to create a state on land Israel seized in a 1967war, is the fact that Israel offered nothing in returnfor the concessions and turned down their offer, saying it did not go far enough.
