The government is providing necessaryassistance for national entrepreneurs andencouraging export services through the ex-ercise of the export and import policy toachieve one of the economic objectives —Proper evolution of the market-oriented eco-nomic system.

It is also giving encouragement for exten-sive reclamation of vacant and fallow landsand cultivation of the 10 major crops includ-ing paddy, along with edible oil crops, peren-nial crops, new crops and other suitable cropsthroughout the nation. National entrepre-neurs, farmers and livestock breeders areengaged in growing marketable crops, rais-ing farm animals and producing marine prod-ucts through mutual interests system.

The nation can enjoy economic develop-ment only when it is able to boost productionof goods. National entrepreneurs with in-vestments should have to make investmentsextensively not only in service and trade sec-tors but also in the manufacturing sector.

In the process, national entrepreneursare to engage systematically in the enter-prises that can bring benefits not only toindividuals and groups but also to the State.

Furthermore, they are to work hard so asto speed up export of goods and earn moreforeign exchanges and to spread their wingsin manufacturing import-substitute goodsfor helping the nation reduce its reliance onimported goods and stand on its feet.

Therefore, making use of the assistanceof the government effectively, national entre-preneurs should make harmonious efforts toboost production and export of goods, manu-facture import-substitute items, minimize lossand wastage and practise thrifty for greatnational economic development.

BEIJING, 12 July —Chinese scientists have de-veloped a “Wing-In-Ground” (WIG) aircraftwhich can fly long dis-tances just a few feet abovethe sea surface, state me-dia said on Wednesday.

The plane can fly aslow as half a metre (1 foot 7inches) off the surface, hit-ting speeds of up to 300kilometres (180 miles) perhour and can carry up to fourtons on takeoff.

Iran starts new probe overdetained Iranian-Americans

TEHERAN, 11 July—Iran’s judicial authoritieshave launched investi-gations based on freshevidence in the cases oftwo Iranian-Americansdetained on spyingcharges, a judiciary spokes-man said on Tuesday.

Haleh Esfandiari, aMiddle East expert atthe US-based WoodrowWilson InternationalCentre for Scholars, andAli Tajbakhsh, urbanplanning consultant with

George Soros’ Open So-ciety Institute are beingheld on security charges.

Two other Iranian-Americans are accused ofthe same charges. One ofthem has been freed onbail but is banned fromleaving the country.

“We have receivedfresh evidence about(Esfandiari and Taj-bakhsh’s charges ... freshinvestigations have startedbased on this evidence,”judiciary spokesman

Alireza Jamshidi told aweekly news conference.

The United States hascalled for the release ofthe Iranian-Americans,denying any involvementby them in spyingactivities.

Iran, which does notrecognize dual natio-nalities, accuses Washin-gton of using intellectualsto carry out a “softor velvet revolution”to topple the Islamicstate.

Jamshidi said lastmonth that the cases ofthe four “were in the finalstages and results of theinvestigations will beannounced in the next oneto two weeks.”

Suicide bomber killsfour people in

N IraqMOSUL, 12 July — A suicide bomber stormed

a wedding ceremony in a town near the northernIraqi city of Mosul on Thursday, killing four peopleand wounding five others, local police source said.

”A suicide bomber wearing an explosive-belt blew himself up in a wedding party inside ahouse in the town of Tal Afar, 70 km west ofMosul,” Staff Brigadier Ibrahim al-Jubouri, chiefpolice of the town told Xinhua by telephone.

The attack targeted the house of a brotherof an Iraqi police officer in the town, killing fourpeople and wounding five others, most of them incritical condition, al-Jubouri said.

In a separate incident, a car bomb detonatedin the Bab Sinjar neighbourhood in western Mosul,local police source said.

The attack targeted a passing police patrolin the neighbourhood, wounding two policemenand four civilians, the source added.

Mosul is the capital of the Iraqi Ninevehprovince, some 400 km north of Baghdad.

Al-Qaida’s NorthAfrican affiliate claimedresponsibility for the truckattack on Wednesday,saying the truck carriedmore than a ton ofexplosives, the Al-JazeeraTV network reported,quoting a recorded mes-sage from an allegedspokesman for the ex-tremist group.

WASHINGTON, 11 July—The US Army, strained bythe war in Iraq, fell nearly1,400 recruits short in June,the Pentagon said onTuesday, marking thesecond straight month themilitary’s largest branchmissed its target for newsoldiers.

The active-duty Armyrecruited 7,031 soldiers inJune, missing its goal of8,400. That followed ashortfall in May, when theArmy signed up 5,101recruits, below its goal of5,500. Other active-dutybranches of the US military

met or exceeded goals,according to Pentagondata.

For example, theMarine Corps, which toohas been strained bydeployments to Iraq andAfghanistan, recruited4,113 new Marines, ex-ceeding its goal of 3,742for June. Of the reserveforces, all except the AirNational Guard met orexceeded monthly recrui-ting targets, the DefenceDepartment said.

Defence officials,speaking on Mondayahead of the release of theJune figures, called theArmy’s shortfall trou-bling. June is typically astrong recruiting month,given the timing of highschool graduation in theUnited States. Pentagon

Hundreds of thousands strandedin India floods

Vietnam’s automobilesales surge in 1st half

HANOI, 11 July— Automobile joint ventures inVietnam posted total sales of 28,528 vehicles in thefirst half of this year, up 79 per cent over the sameperiod last year, according to a local industrialassociation on Tuesday.

In June alone, the country’s automobile sales stoodat 6,083 units, increasing 62 per cent over last June,said the Vietnam Automobile ManufacturersAssociation.

Last month, Toyota Vietnam kept on holding thebiggest local market share, with 1,774 units sold,followed by local bus and truck maker Truong Haiwith 956 vehicles, and Vinaxuki with 608.

Automobile joint ventures in Vietnam, soleproducers of cars and main makers of other kindsof automobiles in the country, sold 39,876 vehiclesin 2006, down from 40,853 in 2005, said theassociation.

Last year, Vietnam with a population of over 83million housed 13 automobile joint ventures with totalregistered capital of nearly 700 million US dollars andcombined annual capacity of 173,000 units.

Bay of Bengal Initiative for Multi-Sectoral Technicaland Economic Cooperation (BIMSTEC)

The Bay of Bengal Initiative for Multi-SectoralTechnical and Economic Cooperation (BIMSTEC) hasreached its tenth anniversary in June this year.

Widely known as BIMSTEC, the regional organiza-tion is a sound result of the integration of Thailand’sLook West policy and India's Look East policy. Thai-land adopted the Look West policy with the aim ofextending economic and trade ties with its westernneighbours — South Asian countries. Likewise, coun-tries of the Indian Sub Continent laid down the LookEast policy to establish close economic relations withSoutheast Asian nations after witnessing the latter'seconomic growth.

BIMSTEC is formed with countries touching theBay of Bengal or relying on the said sea for trade, withthe objective of promoting multi-sectoral cooperationfor economic and social progress of the region. Its sevenmembers are: Bangladesh, Bhutan, India, Myanmar,Nepal, Sri Lanka and Thailand. BIMSTEC was formedin June 1997 and it had six sectors of cooperation in1999. In 2006, the number of sectors was increased to 13.

With an idea of forming an economic cooperationgroup comprising Bangladesh, India, Myanmar, SriLanka and Thailand in the Bay of Bengal region, Thai-land initiated talks with India on the matter. As Myanmarhad not joined the body yet then, the ministerial meetinghosted by Thailand in Bangkok on 6 June 1997 formedthe Bangladesh-India-Sri Lanka-Thailand EconomicCooperation (BIST-EC).

As India aimed at forming the body with the partici-pation of Bangladesh, India, Myanmar, Sri Lanka andThailand, it approached Myanmar and invited her toattend the ministerial meeting. As Myanmar wished towait and see the situation, she attended it as an observer.

Myanmar began to make preparations to join theBIMSTEC in June 1997. In accord with the procedures,the country presented a proposal to the body throughThailand that was taking the alternate chairmanship toenter the body in early July 1997. Without any objection,all the four founding member nations accepted Myanmar'sproposal. Myanmar started to attend the monthly meet-ing of the Bangkok-based BIST-EC Task Force at thesecond meeting held on 25 August 1997.

For the first time, Myanmar delegation led by theDeputy Minister of Foreign Affairs took part in theBIST-EC special ministerial meeting and the seniorofficials meeting held for four days from 19 to 22December 1997. The special ministerial meeting held on22 December, officially welcomed Myanmar andchanged the body's name from BIST-EC to Bangladesh-India-Myanmar-Sri Lanka-Thailand Economic Coop-eration (BIMST-EC) with the proclamation signed bydeputy foreign ministers of the five member countries.Later, Bhutan and Nepal joined the body.

The first Summit held in Bangkok in July 2004changed the body's name to Bay of Bengal Initiative forMulti-Sectoral Technical and Economic Cooperation(BIMSTEC). The two acronyms "BIMST-EC" and"BIMSTEC" are the same in pronunciation but totallydifferent in meaning.

The BIMSTEC is organizing two senior officialsmeetings and one ministerial meeting annually and aSummit every two years to lay down future work pro-grammes and to implement them through coordination.

monthly in Bangkok at which every Lead Country presentssector-wise cooperation activities and the participantsdiscuss other matters including the sponsoring of aBIMSTEC film festival, the issuance of BIMSTEC busi-ness travellers card, the cooperation with Asian Develop-ment Bank, the establishment of main BIMSTEC websiteand setting up of the BIMSTEC Secretariat.

The Ministry of Foreign Affairs can serve as acoordinator for other ministries to present their develop-ments, work programmes, stance and opinions to theTask Force meeting.

MOFA also serves as the central liaison department,and Myanmar is the Lead Country in energy and agricul-ture sectoral cooperation.

The first BIMSTEC Summit was hosted by Thailandin Bangkok on 31 July 2004. The regional body is not ableto sponsor its second Summit till now, although theplanned date was in 2006. At present, it is planning tohold the Summit in New Delhi in the early 2008.

Member countries take BIMSTEC chairmanship fora year in rotation in alphabetical order. The countryholding the chairmanship is responsible for hosting seniorofficials’ meetings, ministerial meetings and summits,and taking a leadership role in discussions aboutBIMSTEC affairs. At present, India is holding the

chairmanship. After theSecond Summit to be heldin New Delhi, Myanmarwill have to take over thechairmanship.

The Foreign AffairsMinister has to lead thedelegation of the countryconcerned to attendministerial meetingsaccompanied by high-ranking officials of relevantministries as members. The9th Ministerial Meeting

took place in India in August 2006.The 2nd BIMSTEC Ministerial Meeting held in

1998 passed a resolution to propose BIMSTEC sectors ofcooperation into six and share the duty of the leadingcountry sector-wise. The Eighth Ministerial Meetingheld in Dhaka in December 2005 laid down seven moresectors, so the number of the chapters reached 13. Thesectors and leading countries are as follows:

BIMSTEC consists of certain ASEAN countriesand members of SAARC-South Asia Association forRegional Cooperation. So, BIMSTEC serves as abridge to link the two regional organizations. Indiaenjoying rapid economic growth and Thailandenjoying economic growth are playing a leading rolein the BIMSTEC. So, the organization will contributetowards sector-wise economic cooperation in the region.

Under the political encouragement given by Headsof State/Government of the member countries,cooperation meetings are being held to cooperate at thedepartmental level. However, the plan has not been ableto mobilize the active participation of private sector andcommercial sector that can make significant contributiontowards economic growth and trade development. Andit is still needed to build infrastructures to link transportand communication among the members of smoothtransport of commodities and people.

BIMSTEC has come into existence for 10 yearsonly. Some salient works of the BIMSTEC areendorsement of Framework Agreement on BIMST-ECFree Trade Area, designating 2004-2005 as VisitBIMSTEC Year, establishment of BIMSTEC Chambersof Commerce and Industry, holding the first BIMSTECyouth football tournament in Phuket, forming of Central

Department on BIMSTEC activities in Bangkok, andimplementing bio-gas project in Kokke village,Myingyan Township, Myanmar. There have still beenlimitations on cooperation of the member countries dueto the difference on national development, areas, cultureand historical backgrounds. However, if small membersare able to apply the strong points of globalization inhuman resource development with the use oftechnological advancement, they will be able to catch upwith big countries in the international economic sphere.Therefore, Myanmar joined the BIMSTEC soon afterbecoming a member of ASEAN—and this may be seenas the right step.

The BIMSTEC is located in a strategic area. Themembers with economic growth and technologicaladvancement are in a position to provide assistanceto other members. Members can expand theirmarkets with the use of their economic growth.Intellectuals and intelligentsia from relateddepartments and private organizations are urged towork hard together for the development of respectivesectors so that the BIMSTEC can help members toenjoy greater economic growth and practise themarket economic system.

Yeywa Hydro Power Project is being implementedon Myitnge River near Yeyaman Village byConstruction-2 of Hydropower Projects ImplementationDepartment under the Ministry of Electric Power No 1.

At the briefing hall, officials concerned reported tothe minister on progress of the project, tasks beingundertaken and future tasks for the 2007-2008 fiscalyear and condition of machinery.

After hearing reports, Minister Col Zaw Min urgedofficials concerned to make efforts for timelycompletion of work, to cooperate with departmentsconcerned and to carry out preventive measures againstnatural disasters in the rainy season. He also called forwork site safety and stockpiling of materials to be usedin construction works in the open season.

Afterwards,the minister and party went to theconstruction site and inspected construction of theseparation wall, concrete dam and intake structure. Healso inspected construction of the power supply stationand other works.

Over 37 per cent of the work of the project has beencompleted. Generators of the project will have a totalcapacity of 790-megawatt and the project is expectedto produce about 3,550 million kwh annually. — MNA

Serbia plans to join WTOby end of 2008

BELGRADE, 11 July—The World Trade Organizationhas told Serbia it can join by the end of next year andBelgrade plans a series of reforms to meet membershiprequirements, Economy Minister Mladjan Dinkic saidon Tuesday.

“Our delegation was told today that Serbia couldbecome a WTO member by the end of 2008,” Dinkictold Reuters after meeting WTO Director-GeneralPascal Lamy in Geneva.

“We have agreed a timetable of activities that needto be completed...These include regulatory changesand a revised list of goods,” he said.

Serbia must improve hygiene standards at bordercrossings where goods leave the country, strengthenfood safety regulations, lift non-Customs protectionand reduce customs protection from the current averageof 6.5 per cent. Regulatory improvements and otheractivities will be discussed at a joint working groupmeeting due in late October.

The findings appearin the 12 July issue ofjournal Nature.

Giovanna Tinetti,European Space Agencyfellow and colleaguesfrom around the world,used data from NASA’sSpitzer Space Telescope.

They targeted planetHD 189733b, 63 light-years away, in theconstellation Vulpecula.

The planet wasdiscovered in 2005 as itdimmed the light of itsparent star by some threepercent when transiting infront of it.

Using Spitzer, Tinettiand the team observed thestar, which is slightlyfainter than the Sun.

They watched itsstarlight dim at twoinfrared bands (3.6 and 5.8micrometres).

Had the planet been arocky body devoid ofatmosphere, both thesebands and a third one (8micrometres), recentlymeasured by a team atHarvard, would haveshown the same be-haviour.

MOSCOW, 12 July — Moscow will bid to host thefirst Youth Summer Olympics in 2010, a senior Rus-sian sports official said on Wednesday.

Alexander Polinsky, general director of Moscow'sbidding committee for the 2012 Olympics, said theRussian capital was the ideal choice to stage the youthversion of the world's greatest sporting spectacle forathletes aged 14-18.

Moscow officials scheduled a news conference onThursday at City Hall where they planned to make theannouncement.

Moscow, which hosted the boycott-affected 1980Summer Olympics, also staged the first Youth Gamesunder the patronage of the International Olympic Com-mittee (IOC) in 1998.

Beijing airport gears upfor Games “challenge” BEIJING, 12 July — Beijing's main airport will

likely handle more flights than London Heathrow orParis Charles de Gaulle during the 2008 Olympics andbe "challenged" by the increased passenger numbers, astate newspaper said on Thursday.

"An average of 1,150 flights take off and land atthe airport every day now. But during the Games, thenumber will be between 1,700 and 2,000," the ChinaDaily quoted Zhang Yuehua, in charge of air trafficplans for the Games, as saying.

Even with the opening of a third runway nextMarch, that number could prove hard to handle, hesaid.

"When the daily movement reaches 1,700 or thecapital airport encounters thunderstorms that last lessthan an hour, we will launch the blue scheme, underwhich additional air routes will be opened," Zhangsaid.
