Local Authority Overview
Harlow has a fast growing economy, with the Advanced Manufacturing & Engineering and Health sectors of
significance. It is home to some of Essex’s leading manufacturing businesses including Raytheon and OI
Manufacturing. Harlow has an above national average growth rate of numbers of business. The Sir Charles Kao
University Technical College opened in 2014. There is likely to be further growth to 2021, including a cluster of
new developments. This includes the further development of the Harlow Enterprise Zone which will create 5,000
jobs and provide a base for many sectors including Advanced Manufacturing; IT, Digital & Creative; and Life
Science.
Significant investment is to be made in public health science with the creation of new world-class public health
labs in Harlow. The investment will see part of Public Health England move from its existing ageing facilities at
Porton Down into the new labs at Harlow, to continue their vital work in tackling some of the biggest issues in

Further Education and skills provision is broken into the following types of learning:

Apprenticeships which are paid jobs that incorporate on- and off-the-job training leading to nationally recognised qualifications;

Participation in Higher Education
Analysis published by the Higher Education Funding Council for England shows the proportion of young people
who participate in Higher Education. This is based on the combined participation rates of those aged 18 between
2005 and 2009 who entered HE between 2005-06 and 2010-11 academic years. Further information can be found

The following chart shows whether the level of young participation in higher education in different areas is higher
or lower than expected, based on factors known to have a bearing on participation. The analysis is based on 5
cohorts of young people, who were aged 18 between 2006-07 and 2010-11 academic years. The participation gap
is expressed as a percentage point difference from the expected young participation level. For example if the
young participation rate is 30 per cent and it was expected to be 40 per cent, then the participation gap is
