Since there remain two more years before the end of his term (i.e. the duration of a normal term after 2021), he proposes that a new Secretary be appointed as soon as possible. The Executive Council has agreed with this proposition. A call to members will be made very soon to propose names to the Election Committee. Elections to select a new Secretary will be coordinated with the Vice-President nomination. A calendar will be discussed later during the Committee Meeting. Topic 4. Minutes of the 19th ESR Committee Meeting

President: Website Applied Rheology used to publish a buyer’s guide listing a number of manufacturers

with their contact providing equipments in the field of rheology. This information no longer exists but it will become available on line through the website.

A conference listing exists on line and can be completed with the information provided by the members.

A Membership button to become individual member will be added on the website. Masthead, data protection plan, ‘we use Cookies’ warnings will be implemented. Jan Vermant will make a request to Rheologica Acta to give open access to the

Weissenberg papers. AERC reports will be available on the web-site. The minutes of the Committee

Topic 6. Proposals for ICR 2020, AERC 2021, AERC 2022, and ICR 2023

No special information has been forwarded from the organizers of the ICR 2020.

Updates for AERC 2021 (Sevilla) and AERC 2022 (Leeds) are presented to the Committee members. The presentations are attached to the minutes.

The preparation of the ICR 2023 will enter into an active phase after the ICR 2020.

Topic 7. Rheology in Georgia

Professor Maka Mantskava presents the activities of the Rheology Society of Georgia; her presentation is attached to the minutes. An application to join the ICR has been submitted.

Topic 8. Proposals for changes in ESR constitutions, by-laws, and procedures

1) Reminder of the decisions adopted at the previous Committee Meeting Three main decisions have been made: 1) introduce the position of a Vice-President; 2) shorten and synchronize the mandates for the Executive Committee and the Delegates of Individual Members to 2 years, starting in 2021; 3) the Weissenberg Award will be presented every year.

2) Presentation of the updated Constitution The ESR is ruled by a Constitution and a by-law document. An updated version to the Constitution is presented; it is attached to the minutes. In order to keep the Constitution simple, only one Committee, i.e. the Election Committee, is mentioned in the Constitution. The other Committees, like the Weissenberg Committee, will work separately from the Election Committee. The composition and its attribution will be detailed by the bylaws. This principle will also apply to the other ad-hoc committees that will be created to make the ESR more efficient.

3) Implementation In order to proceed to the election of the Vice-President and the Secretary, the following agenda is proposed and accepted:

- Nominations for VP and Secretary will be sent to the Election Committee by May 15. - The Election Committee will announce a list of candidates by June 1. - Votes will take place before June 15. - VP and Secretary will take office on July 1. (until April 2021).

4) Weissenberg Awards The Weissenberg Award will be presented in 2021 and 2022 as decided. At the unanimity the Committee decides that the Award should not be presented the year of the ICR conferences (i.e. in 2020). Topic 9. Account and Budget

The financial situation of the ESR is healthy. On 23 March 2019, the total funds of the Society stand at £ 30,509.05 shared between Club Charity and Trust, and Business Instant Access (about 5,500 £). The Society has benefited from the large number of participants at the AERC2018. The financial report will be updated soon. The ESR treasurer reports for the periods 2017-2018 and 2018-2019 are attached to the minutes.

Treasurer’s Report

April 2017 to March 2018

This financial report covers the 12 months period from April 2017 to

March 2018. At the end of this financial year, the total funds of the

Society stands at £ 25,066.45. Based on a sterling-euro transfer rate of

1.15 this equals € 28,826.42. The fund at the beginning of this financial

year was £18,388.08 or € 21,146.29.

Member subscription of € 40 each was obtained from 24 members

equating to € 960 (£ 839.48 credited to the paypal account). The by far

largest income was from the AERC 2017 Copenhagen; total 295 paying

full delegates ad 105 paying students, i.e. the sum transferred was EUR

13,900.00 (£ 11,739.86 credited to the account). In terms of banking fees

a total of £ 45 were paid (foreign currency transfers). Interest (gross)

gained on the Business Instant Access account was £ 11.32. Charity

Commission Annual return figures, for period 01 Jan - 31 Dec 2017, are

income-receipts (£12,851.01), outgoings-payments (£6,131.87).

The Annual Bank Financial Statement and banking documents will have

been viewed by an independent scrutineer and made available to ESR

executive committee (Board of Trustees). All financial dealings

throughout the year have been conducted by direct bank transfer.

Four members of ESR Committee are current signatories to the Society

cheque book.

Accordingly, the position of the Society is commended to you as

buoyant, covering the financial and organizational procedures outlined

above.

Provisional Treasurer’s Report 01April 2018 to 31 March 2019

This financial report will be updated soon after 31 March 2019. This provisional repot covers the 12 months period from 01 April 2018 to 23 March 2019. At the end of this (incomplete) financial year, the total funds of the Society stands at £ 30,509.05. Based on a sterling-euro transfer rate of 1.17 this equals € 35,607.94. The fund at the beginning of this financial year was £ 25,066.45 or € 28,826.42. Member subscription of € 40 each was obtained from 26 members equating to € 1040. The by far largest income was from the AERC 2018 Sorrento: € 19,540 (£ 16,739.43 credited to the account. In terms of banking fees a total of £ 67 were paid (foreign currency transfers). Interest (gross) gained on the Business Instant Access account was £ 14.65. CONSTITUTIONOFTHEEUROPEANSOCIETYOFRHEOLOGY

1.DEFINITIONOFTHEEUROPEANSOCIETYOFRHEOLOGYMembership of the European Society of Rheology (hereinafter called The Society) is open to all European national societies and groups devoted to rheology (hereinafter called Rheology Groups) belonging to the International Committee on Rheology, as well as to Individuals interested in rheology (herein called Individual Members). The Society is set up under the laws of the European Union and shall be governed by this Constitution. Membership may be terminated by The Society if financial obligations or other duties of membership are not fulfilled. A Rheology Group or an individual may revoke membership by the end of a calendar year only. In the case of dissolution of the The Society, any net worth of The Society falls to the Scott Blair collection*.

2.THEAIMSOFTHESOCIETYARE

• To encourage European, and wider international, collaboration in all aspects of rheology.

• To promote rheology and be active at national and international level in seeking funds for rheological research, education and training.

• To act as a steering body for the European Rheology Conference and delegate its organisation to a Rheology Group.

• To collect news of conferences and other rheological activities and disseminate this means of an ESR website and in other appropriate ways.

• To investigate the possibility of further European publications, and consider how these may be made available to Rheology Groups and their individual members.

3.THESOCIETYSHALLBEGOVERNEDBYACOMMITTEEThe Committee shall consist of one Representative from each Rheology Group belonging to The Society, as well as one Delegate for initially every 50 Individual Members of The Society. The maximum number of Delegates shall not exceed the number of Representatives. The number of Individual Members per Delegate may change to fulfill this rule. The Representatives shall be appointed by the Rheology Groups in whatever way the Rheology Groups wish (without restriction imposed by the Society). The Delegates shall be elected by the Individual Members in a democratic way, normally for a period of two four years. The Committee shall meet on the occasion of each European Rheology Conference, and on such other occasions as are deemed necessary. Decisions of the Committee shall be taken, as far as possible, by consensus. If a vote is necessary, it shall be decided by a qualified majority. This is defined to be more than half of those eligible to vote, with each Representative and each Delegate having one vote. Decisions may be taken following a postal ballot, with communications to the Secretary by letter or, FAX and electronic mail. being acceptable

* The Scott Blair Collection is a collection of books and papers on Rheology set up by endowment from the estate of the late Dr. George Scott Blair, a pioneer of British Rheology, and is built on his own large collection of books on the subject. 4.OPERATIONOFTHESOCIETYThe Committee shall elect Honorary Officers of The Society, not necessarily from among the Representatives or Delegates. The Officers shall be the President, Past-President, Vice-President Secretary, Treasurer and two Members-at-large. The Officers shall be elected for a period of two four years and form the Executive Council of The Society. The President shall be Past-President and the Vice-President shall be President for the next two four-year period. The European Editor shall be ex-officio officer of The Society and member of the Executive Council. The Executive Council shall normally meet at least once a year to execute the policy of The Society as defined by this Constitution and the decisions of the Committee. The Committee shall also elect four Honorary Fellows of an Election a Nomination Committee, separate from the Executive Council for a period of normally two four years, not necessarily from among the Representatives or Delegates, who assist the Committee in nominating possible candidates for the election of Delegates, Officers of The Society, and the Election Committee. Delegates and Officers of The Society. The Committee can install Subcommittees reporting to the Committee for special tasks and activities of The Society, and shall elect Honorary Fellows of the Subcommittees, not necessarily from among the Representatives or Delegates. No monies of The Society shall be used for travel or other personal expenses of Representatives, Delegates or Officers. A yearly subscription shall be levied on each Individual Member, at a rate determined by the Committee. Failure to pay the subscription will result in a withdrawal of services and privileges of membership, and will render the member liable to termination of membership. The Committee shall have power to seek further financial levies in pursuit of its agreed aims, either from the European Rheology Conference, through its organisers, or from Rheology Groups belonging to The Society when necessary. Rheology Groups shall make every effort to accord the same privileges to Individual Members of The Society as they accord to their own individual members, e.g. access to and discounts at conferences, meetings and schools.

Summary  

The  12th  Annual  European  Rheology  Conference  (AERC  2018)  was  organized  in  Sorrento  (Italy)  in  the  period  April  17-­‐20,  2018,  in  conjunction  with  the  XV  Italian  Society  of  Rheology  (SIR)  Conference.      Organizing  committee

The  total  number  of  delegates  was  595  (including  171  students).  In  addition,  there  were  28  accompanying  persons.  The  delegate  distribution  among  the  various  countries  (40  in  total)  is  shown  in  Table  1  (numbers),  while  Figure  1  shows  the  division  between  Italian,  European  (Italy  excluded),  and  non-­‐European  delegates.

   Abstract  submission  

Abstract   submission   was   managed   through   a   separate   web   system   developed   and   hosted   by   Professor  Albert  Co,  University  of  Maine.  Deadline   for   the  abstracts  was  December  4th  2017  and  the  notification  of  acceptance  was  given  by  January  10th  2018.  All  the  presenters  were  urged  to  register  before  March  1st  2018  in  order  eliminate  no-­‐shows.  External   scientific   chairpersons   approved/rejected   abstracts,   allocated   them   either   as   oral   or   as   poster  presentations,   and   selected   keynote   speakers   among   the   approved   oral   presentations.   Total   of   602

Rheology  Course  

Before   the  AERC  2018,  on  Monday  16th  and  Tuesday  17th  of  April,  a   rheology  course  with   title  “Particles,  Active  Matter,   Confinement   and   Viscoelasticity:   The  Microfluidic   Playground   Program”  was   organized   in  Naples   at   the   Federico   II   University.   The   course  was   coordinated   by   Pier   Luca  Maffettone,   and   lectures  were  also  given  by  Amy  Shen  (Okinawa  Institute  of  Science  and  Technology)  and  Julia  Yeomans  (University  of  Oxford).  The  program  included  the  following  lectures:

 The  course  was  fully  booked  with  95  participants.      Awards  

Procter&Gamble   sponsored   two   awards,   for   the   best   student   oral   and   poster   on   topics   of   potential  industrial  interest  (500€  each).  The  open  access  journal  Applied  Sciences  sponsored  one  award  for  the  best  oral  (500€),  while  the  journal  Soft  Matter  sponsored  3  awards  for  the  best  3  posters  (consisting  in  one-­‐year  subscriptions   to   Soft  Matter   journal).   A   committee   chaired  by  Giuseppe  Marrucci,   and   including  Dimitris  Vlassopoulos,  Norman  Wagner,  Paula  Moldenaers  and  Vincenzo  Guida  evaluated  the  oral  and  the  posters  during  the  conference  for  all  the  awards.  P&G  awardees  were  Mohammad  Shanb  Ghazani,  Canada  (poster  title  “Continuous  fractionation  of  particles  in   viscoplastic   fluids”),   and   Bram   Schroyen,   Belgium   (oral   presentation   on   High   frequency   rheology   of  colloidal  dispersions:  from  hard  to  soft,  from  smooth  to  frictional).  Applied   Science   awardee   was   Stefano   Aime,   France   for   his   oral   presentation   with   title   “Power   law  viscoelasticity  of  a  fractal  colloidal  gel”.  Soft   Matter   Poster   Awardees   were   Corinna   C.   Maass,   Germany   (Self-­‐propelled   oil   emulsions:   an   active  matter  model  system),  Domenico  Truzzolillo,  France  (Interfacial  stresses  in  miscible  fluids:  an  insight  from  fluid   dynamic   instabilities),   and   Ashna   Rajeev,   India   (Liquid   crystalline   domains   and   associated   sol-­‐gel  transition  in  cellulose-­‐ionic  liquid-­‐water  mixtures).  Finally,   Rheologica   Acta   gave   the   2018   publication   award   to   Ha   Seong   Kim,   Frank   Scheffold,   Thomas   G.  Mason   for   the   paper   “Entropic,   electrostatic,   and   interfacial   regimes   in   concentrated   disordered   ionic  emulsions”  (Rheologica  Acta  55,  2016,  683-­‐697).      Sponsors  and  exhibitors

   As  clearly  reported  in  the  budget  the  differences  between  the  provisional  and  the  final  one  are  essentially  due  to  a  larger  income  obtained  thanks  to  the  large  number  of  delegates  attending  the  conference  and  to  the  sponsorships.  The  outcome  is  reduced  because  we  were  able  to  have  some  discount  by  Hilton  Sorrento

Palace   and  we  were   able   to   pay   less   tax   than   predicted   thanks   to   a   very   scrupulous  work   done   by   the  secretary.  With  the  net  profit,  the  Italian  Society  of  Rheology  -­‐  SIR,  a  no-­‐profit  society,   is  financing  student  research  scholarships  on  rheological  topics,  students’  participation  to  conferences  and  so  on.    

 

Feedback  from  the  participants  

A  satisfaction  survey  was  sent  to  all  the  conference  delegates,  resulting  in  replies  from  146  delegates.  The  delegates  were  asked  to  rate  the  parts  of  the  conference  from  1  (poor)  to  5  (excellent).  The  average  grades  for  the  different  parts  are  given  below:

Overall  average  grade   4,4      In   addition,   the   delegates   could   leave   comments   and   detailed   feedback   on   the   most   positive/negative  things  at  AERC  2018.  The  conference  received  lots  of  enthusiastic  comments  pointing  out  the  excellence  of  the   conference   venue,   catering,   scientific   content   and   local   organization.   Negative   feedback   related  primarily   to   the   crowded   poster   area,   and   to   the   fact   that   the   meeting   closed   quite   late   on   Friday  afternoon.
