SPECIALIST GR. II (SR. SCALE) - SUPER SPECIALITIES

SCALE OF PAY: PB-3 Rs-15600-39100/- with Grade Pay of Rs. 7600/- plus Non – Practicing Allowance (NPA) as admissible to analogous posts in the Central Health Service.

AGE LIMIT: Not exceeding 45 years as on 10.11.2015. Relaxable up to 5 years for employees of

the Employees’ State Insurance Corporation and Government Servants. Upper age limit is also relaxable for SC/ST/OBC/PWD/Ex-Servicemen candidates as per Govt. of India instructions.

Relaxation in age – SC / ST / OBC candidates shall be eligible for age relaxation to the extent of the

posts reserved for these categories. In case vacancies are not reserved for these categories of applicants in any of the above speciality, the candidates shall not be eligible for any age relaxation.

ESSENTIAL QUALIFICATIONS:-

1. A recognized medical qualification included in the first or second Schedule of Part-II of third Schedule (other than licentiate qualifications) to the Indian Medical Council Act, 1956. Holders of educational qualification included in Part-II of the Third Schedule should also fulfill the conditions stipulated in Sub-Section (3) of Section 13 of the Indian Medical Council Act, 1956.

2. Post Graduate Degree in the concerned speciality as mentioned in Table A or equivalent. 3. Five years’ experience in the concerned specialty after obtaining the first Post Graduate

Degree. 4. Language Test: The candidate shall have passed middle level examination in official

language of the State concerned where the vacancies are notified or if no candidate is available who fulfills the required conditions, Selection Board will have powers to recommend candidates who have working knowledge of local language.

NOTE I: In case of holders of D.M./M.Ch. Qualification of five years duration, the period of Senior PG

Residency rendered in the last part of the said D.M./M.Ch. shall be counted towards

requirement of five years’ experience.

NOTE I: Work experience after obtaining the P.G. Degree will be reckoned as on 10.11.2015.

Experience certificates duly signed by the Head of Department indicating clearly the period

and nature of work, should be submitted along with the application form.

NOTE III: The qualifications regarding experience in respect of Scheduled Castes and the Scheduled

Tribes candidates is relaxable based on the guidelines issued by the Government of India

from time to time.

NOTE IV: Non-medical candidates i.e. candidates not possessing MBBS or equivalent qualification

recognized by the MCI/State Medical Council as mentioned at Sl. No. ‘1’ above under

‘Essential Qualification’ are not eligible for the above post.

NOTE V: The MBBS or equivalent qualification and Post Graduate Qualification as mentioned at Sl.

No. ‘1’ and ‘2’ above should be recognized by the MCI/State Medical Council. The

candidates are advised to attach the certificate of registration/recognition of their MBBS or

equivalent qualification and Post Graduate Qualification with the MCI/State Medical Council.

The candidate whose MBBS or equivalent and Post Graduate Qualification is not recognized

by the MCI/State Medical Council, he/she will not be eligible for the above post.

NOTE VI: The candidates possessing Certificate of Passing Official Language (in the Middle Level

Examination) have to attach the self-attested copy of the Certificate of Passing Official

Language of the State concerned with the application form failing which their candidature

shall be considered for selection as candidate not having requisite Language Certificate.

MNAMS (Radio-diagnosis) MNAMS (Radio-Therapy) MNAMS (Public Administration) MNAMS qualification granted after passing Part-II Examination may be considered as requisite Post-graduate qualifications for the purpose of appointment of teachers in medical colleges/teaching institutions, provided that a holder of the MNAMS qualification without an MD or MS Degree of an Indian University, shall undergo one year’s research experience in an institution recognized by the Council and duly accepted by the Medical Council of India after necessary evaluation.

5. In terms of Govt. of India, Ministry of Health and Family Welfare (Department of Health) Notification No. V.11015/12/78-ME (Policy) dated: 29.08.1978, the qualifications granted in United Kingdom shall be recognized medical qualifications only when granted on or before 11th November, 1978.

6. Holders of equivalent Post-graduate qualifications as are approved by the Medical Council of India from time to time will be considered to have requisite Post-graduate qualification in the subject concerned.

7. In the case of qualifications in Super Specialties (M.Ch./D.M.), except in case of holders of DM/M.Ch. of five years’ duration, the holder should have obtained MD (General Medicine) or MS (General Surgery) or an equivalent qualification as prescribed by the said Council in its recommendations on Post Graduate Medical Examination.

8. After 1998, for teaching appointments in Super Specialties of Gastro-Intestinal Surgery, the candidates must possess Post-graduate Degree Qualification in the Speciality concerned, that is DM/M.Ch. after MD/MS or other qualifications as may be approved by the Council from time to time. The existing alternative qualification that is MS or an equivalent qualification with two years special training in a recognized training centre in the speciality concerned shall cease to be sufficient qualification for appointment to aforesaid teaching posts from that date.

9. This list is not exhaustive. The Controlling Authority in consultation with Union Public Service Commission shall have the powers to assign other qualifications to above list.

(a) The candidates who are not exempted from payment of application fee should pay the requisite fee by generation of challan through online application.

(b) Fee once paid will not be refunded under any circumstances.

(c) To pay the fee, candidate shall have to take the print out of challan generated online after filling application and uploading scanned photograph and signature. Deposit the requisite fee in any branch of State Bank of India and then take print out of online application. The fee is to be paid only through State Bank of India. Detailed instructions for filling online application and generation of challan are available on the website.

(d) Women candidates, ESIC Employees and candidates belonging to Scheduled Caste, Scheduled Tribe, Person with Disabilities (PWDs) and Ex-serviceman are exempted from paying fee. The candidates exempted from payment of fee are not required to generate challan for payment of fees. Such candidates can submit online application and take print out of online application.

(e) Fees paid by modes other than through SBI Challan as indicated above will not be accepted and the applications of such candidates will be rejected forthright and the payment made shall stand forfeited.

(f) Copy of challan through which fee is paid must be retained by the candidate and produced on demand.

1. Candidates must apply online through the website www.esic.nic.in. No other means/mode of application will be accepted. 2. Detailed Instructions for filling online application are available on the website. Candidate should read the instructions carefully before making any entry or selecting options.

3. After submitting the online application, the candidates are required to take print out of the finally submitted online application and retain the same with them.

4. Candidates are not required to submit to ESIC either by post or by hand the printouts of their online applications or any other document. They will be required to submit printout of online application along with documents in support of their eligibility etc. at the time of interview in case they are found eligible to be called for Interview.

5. A candidate should submit only one application for a particular specialty or post (Sr. Scale or Jr. Scale) in a particular State. If a candidate wants to apply for more than one specialty or more than one post (Sr. Scale or Jr. Scale) in a State or more than one State he should submit separate Online Application for different specialties /different posts /different States. However, if somehow, he/she submits multiple online applications for a particular specialty or post in a particular State, then he/she must ensure that online application with the higher “Registration Number” is complete in all respects including fee. The applicants, who submit multiple online applications, should note that only the online application with higher “Registration Number” shall be entertained by the ESIC and fee paid against one “Registration Number” shall not be adjusted against any other “Registration Number”.

6. Application once submitted cannot be modified, hence utmost care should be taken to furnish the correct details before submitting the online application.

7. Candidates are required to keep active the Email-ID and the Mobile Number during the currency of this recruitment process. ESIC may also send Interview Letters for interview and other communication only at the registered email ID of candidates. Hence under no circumstances, the candidates should provide email ID to anyone.

8. Before applying online, candidate will be required to have a scanned (digital) image of his/her recent photograph and signature for uploading. The scanned photograph and signature should be in JPG/JPEG format only and the digital size of the each file i.e. scanned photograph and signature must be between 5 kb to 50 kb.

9. Candidate should first scan their photograph and signature, ensuring that both the photograph and signature are as per the prescribed specifications. If the size of the file is less than 5 kb or more than 50 kb then adjust the settings of the scanner (or resize the image).

10. Candidates are advised in their own interest to apply online much before the closing date and not wait till the last date to avoid the possibility of disconnection/inability/failure to log on etc.

SELECTION PROCEDURE

Selection will be made on the basis of interview which will be conducted by the Selection Board. The interview for the above posts will be held at a suitable place, preferably in the State capital, which will be notified at the time of calling for interviews. The Corporation, however, reserves its right not to conduct interview in any of the venues and to call candidates in a State other than his/her choice, in the event of inadequate number of candidates available for interview in a particular venue. The results of the interview will be published on the website of the Corporation and no inquiry or correspondence in this regard will be entertained.

IMPORTANT INSTRUCTIONS TO CANDIDATES

1. Candidates are not required to submit to ESIC either by post or by hand the printouts of their online applications or any other document.

2. Copy of challan through which fee is paid and printout of online application must be retained and produced at the time of interview.

3. ESI Corporation will not undertake detailed scrutiny of online applications for eligibility and other aspects for calling candidates for interview and, therefore, the candidature is accepted only provisionally. The candidates fulfilling the eligibility criteria for the post will be called for interview on the basis of information furnished by them in the online application. Mere submission of online application does not confer any right to the candidates for being called for interview. Before applying, candidates are advised to go through the requirements of essential qualification, age etc. and satisfy themselves that they are eligible for the post. When detailed scrutiny is undertaken at the time of interview, if any claim made in the application is not found substantiated, the candidature of the candidate will be cancelled and the decision of ESIC in this regard shall be final.

6. Candidates seeking reservation benefits under SC/ST/OBC /PWD category must ensure that they are entitled to such reservation as per eligibility prescribed in the Notice and as per the instructions issued by Govt. of India. They should also be in possession of the certificates in the prescribed format of Govt. of India in support of their claim. Candidates claiming reservation/ age relaxation under OBC Category should submit the OBC Certificate given at Annexure -”A” prescribed vide Govt. of India, Department of Personal and Training OM No. 36012/22/93-Estt.(SCT) dated 15.11.93 along with Self Declaration given at Annexure “B” failing which the benefit of reservation or age relaxation will not be given.

7. CLOSING DATE: The Closing Date for submission of Online Application through ESIC website www.esic.nic.in is 10th November, 2015 (upto 5:00 P.M.).

8. The last date for printing of completely submitted Online Application is 17 th November, 2015 (upto 5:00 P.M.). The candidates who have generated SBI Challan for payment of fee by 10th November, 2015 (upto 5:00 P.M.) can deposit the application fee in cash in any branch of SBI upto 13th November, 2015 and can take print out of online application by 17th November, 2015 (upto 5:00 P.M.).

9. The crucial date for determining the age limit, essential qualification, experience and other criteria regarding eligibility for the post shall be the closing date of submission of online application i.e. 10

th November, 2015. 10. The selected candidates will be kept posted and transferred anywhere in the State chosen in the

respective cadre, as far as possible, but they are liable to be posted anywhere in India. 11. The Corporation may send emails to candidates regarding successful submission of on-line

ESIC’S DECISION FINAL

The decision of the ESIC in all matters relating to eligibility, acceptance or rejection of the applications, penalty for false information, mode of selection, conduct of interviews, allotment of interview centers, selection and posting of selected candidates will be final and binding on the candidates and no enquiry/correspondence will be entertained in this regard.

Disqualification:- No person, (a) Who has entered into or contracted a marriage with a person having spouse living or (b) Who, having a spouse living, has entered into or contracted a marriage with any person Shall be eligible for appointment to the said post.

Provided that the Director General of the Employees State Insurance Corporation may if satisfied that such marriage is permissible under the personal law applicable to such person and to the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of these regulations.

Caution: - Canvassing in any form will be a disqualification.
