Strategy:Sun Moon Lake is not only one of the most famous national scenic areas in Taiwan, but it is also one of the most popular tourist attractions attracting numerous domestic and foreign tourists every year. However the large number of tourists and private cars in the Sun Moon Lake National Scenic Area has caused serious traffic congestion and affected the environment and air quality in the area. The i3 Travel Project which represents ‘innovative, intelligent and interesting’ is proposed for solving these problems; the main ideas are to introduce ITS, ICT and low-carbon environmental protection in providing high-quality transport services in the scenic areas. Also, the new "Park & Travel" patterns of tourism promoted in Sun Moon Lake combines 4 aspects: "public transportation", "low-carbon vehicle", "traffic management" and "intelligent tourism" to plan and implement the related strategies of low-carbon tourism and intelligent transportation. By providing real-time Location-Based Service (LBS) in traffic and travel information services, as well as high-quality low-carbon seamless public transportation, visitors are encouraged to take public transportation directly into the Lake District, or first park their private vehicle at the Sun Moon Lake area surroundings and then change to low-carbon transport in order to reduce the inflow of private transport in the Sun Moon Lake area, thereby improving the traffic problems in the Sun Moon Lake National Scenic Area.

The i3 Travel Project is planned and led by the Institute of Transportation, MOTC, integrating the resources of central authorities (such as the Ministry of Economic Affairs and Environmental Protection Agency), and local government (Nantou County Government) to promote the implementation of the aforementioned four strategies. In addition, this project also encourages the participation of the private sector, and has obtained great support and nearly USD$ 6.7 million investment from Taiwanese high-tech companies, including: Hotai Motors (TOYOTA agents), Industrial Technology Research Institute, Easycard Corporation, ASUS, Chunghwa Telecom, etc.Effective interdisciplinary collaboration and resources and technology integration between the public and private sectors not only effectively reduce the amount of governmental investment, but also successfully promote the development of related industries, create economic benefits, and a triple-win situation among the public sector, private sector and the people.

Because of the promotion and

implementation of this project, Sun Moon Lake National Scenic Area has become the demonstration area for the country’s “Low Carbon Tourism, Smart Travel” project, and also gained a lot of media coverage and public recognition. Therefore several strategies of this project are currently replicated and used by other scenic areas and cities, e.g.: Low-carbon tourism area: Alishan, Kenting Electronic travel package: Kaohsiung and Yilan Intelligent traffic management: Taichung, Yilan Car Sharing: Hotai Leasing Corporation

In the early stages of project planning, the Sun Moon Lake National Scenic Area Administration (local authority) invited local businesses and opinion leaders to a coordination meeting to exchange views and understand the needs of local residents through public meetings, which are very helpful for the follow-up promotion and implementation of this project. In addition, in the project, we have also collected internet information (such as news stories, blogs and facebook) to analyze the opinions of visitors with big data techniques, and are ready to respond to the opinions, or adjust the service strategy accordingly.

There are 3 significant differences of this project in comparison with similar projects:1. The interdisciplinary integration and cooperation: This project integrates not only resources

of governmental transportation, economic and environmental units, but also the technology and resources of several private companies.

2. Having multiple goals and multiple strategies at the same time: The main purpose of this project is to improve the traffic problem in Sun Moon Lake Scenic Area, but it also promotes other policy objectives in the meantime, such as local air quality improvement, promotion of local high-quality businesses and electric car-sharing services.

3. Sustainable management and services: In the early stages of project planning, the issues of sustainable management and rendering ofall additional services and equipment were already considered. Although the subsidy of government resources for this project has been terminated, all the facilities and services of the project are still continuously in normal operation.

Measure:The four strategies: "public transportation", "low-carbon vehicle", "traffic management" and "intelligent tourism, of the i3 Travel Project have been effectively implemented. The content of promotion and implementation for each strategy is described as follows.I. Public Transportation StrategyFrom 4 aspects: time, space, information and service, this project has examined the gaps between public transportation in two parts, i.e. within Sun Moon Lake area (Lake Region) and access traffic, and proposed recommendations for public transport development strategy in the Sun

Moon Lake area having considered the overall tourism situation. Visitors will use public transport services to enter the Sun Moon Lake area. Electric buses equipped with multimedia audio tour will be used for lake scenery tours, and the combination of bicycle lanes and walking trails can provide a slow living environment. It further provides public transport services for other scenic routes.

II. Low-carbon Vehicle StrategyIn order to successfully establish the new “Park & Travel” pattern of tourism, this project first enhances the service quality of the tourism transport system around the Sun Moon Lake area, and then gradually introduces controls on private cars. Its low-carbon vehicle extension strategy includes the introduction of new electric buses and electric vehicle-sharing (EV-Sharing) service, and also replaces the diesel boats with electric boats. In addition to meeting the different needs of various visitors, the overall quality of travel services is enhanced through the integration of travel systems.1. Electric Buses for New Low-Carbon Lake ServicesBy cooperating with the Environmental Protection Administration for promotion, the electric buses have replaced the original diesel lake buses, and provide new low-carbon lake travel services. The buses are also equipped with multimedia audio tours and dynamic information display systems, allowing the Sun Moon Lake National Scenic Area to become the first National Scenic Area in Taiwan to make complete use of electric buses.2. Electric Vehicle Sharing (EV-Sharing) ServicesBy cooperating with the Ministry of Economic Affairs for promotion, high-quality electric vehicles (iQ-EV) are provided for travelling around the Lake area. Through a sharing scheme which can effectively reduce vehicle idle time and increase the vehicle turnover rate, tourists in the Lake area can experience the beauty of Sun Moon Lake in energy-saving and environmentally friendly ways. Each electric vehicle is equipped with Advanced Navi Services (ANS), which use the concept of information services in future cars to develop an exclusive

travel navigation system aimed at the characteristics of tours at Sun Moon Lake. The ANS integrate numerous smart transportation system services. In addition to controlling the state of the vehicle at all times to ensure the safety of tourists, location-based services (LBS) and multimedia information can also be used to guide tourists on in-depth tours of Sun Moon Lake.

III. Traffic Management StrategyIn order to effectively solve the traffic problems caused by the influx of private cars into the Sun Moon Lake area, we have proposed the "multi-level traffic control and vehicle guidance and diversion" strategy. The concept is to implement congestion control in the Sun Moon Lake area, together with expanding the attraction area and providing guidance on the travel route. By completing the coordination for the integration of resources and information across agencies and departments, this project has provided the

integration of regional transport coordination and management, which can effectively facilitate the work of the Sun Moon Lake National Scenic Area Administration on the execution of traffic control measures and evacuation operations for large-scale activities.

IV. Intelligent Tourism StrategyIn order to provide visitors with a complete experience of low-carbon tourism and intelligent transportation environment, this project has promoted the “Innovative Services for Sun Moon Lake Low-Carbon Tourism Electronic Travel Packages” to jointly develop the PPP (Public-Private Partnership) integration model of low-carbon transportation and business.This strategy fully combines the transportation and tourism resources, and integrates business systems with cloud verification and transportation systems with offline card reading and writing. Through electronic tickets, local transportation and commercial shops of low-carbon tourism are linked. In addition, an integrated service platform for electronic tickets is established to provide exclusive app services for Sun Moon Lake tours, and promote a complete intelligent platform for transportation and low-carbon tourism.

Each strategy planned and implemented in this project was only executed after full discussions with all units. In addition, in this project, there are dedicated agencies responsible for promotion and implementation; during project establishment, it is the responsibility of the Institute of Transportation, MOTC, and after establishment, the service, maintenance and operation is the responsibility of the Sun Moon Lake Scenic Area Administration. Because there is already planning and SOP for executing each procedure, it is gradually extended to other scenic areas in Taiwan for promotion and implementation. We have also accumulated mature technology and

experience through the actual implementation process; therefore, we can assist other countries or regions of the world with promotion and implementation in the future.

The establishment work of this project was just completed at the end of 2014, and various measures and systems are officially in operation for providing services in this year. Therefore, the Institute of Transportation, MOTC has executed a project this year (2015) to assess various benefits of this project, including the observation of reducing the amount of private car use, improvement of traffic congestion and other phenomena; based on the abovementioned phenomena, the reductions on air pollution and energy consumption are estimated.This project considers both intelligent transportation and low-carbon energy-saving strategies, and uses only electric vehicles under the direction of the Sun Moon Lake Scenic Area Administration, including electric buses, electric cars, electric boats, cable cars and bicycles. Another feature of the project is that all electric vehicles are charged during night hours for off-peak electricity in order to achieve the goals of energy-saving and environmental protection.

Performance:Various strategies of the i3 travel project have been successfully promoted and implemented, and the effectiveness of project implementation is as follows:1. In Sun Moon Lake, we have established a comprehensive Low-Carbon Transport System, and the tourists can use the connections among trails, bicycles, cable cars, electric vehicles, electric buses and electric boats to enjoy a region-wide low-carbon tour in Sun Moon Lake.2. In the first year in which the electric car sharing service was provided, there were more than 23,000 passengers (90% were originally private vehicle users) having experienced the service, and about 300,000 km was travelled which equals to reducing 57 tons of CO2 emission in the Sun Moon Lake area. Follow the import of electric vehicles unmanned hire service, the electric vehicle sharing services could reduce CO2 emissions by 96 metric tons each year.3. For the traffic management strategy, during the Sun Moon Lake International Fireworks and Music Festival, this project conducted 2 operations: “traffic control and transit (shuttle bus) program” and “CMS Information Dissemination Platform for Seamless Communication Cross Agencies”. Based on the traffic change on different dates and the estimated carbon reduction benefits, this measure can effectively reduce 6,300 kg of carbon emissions.Various services continue to be promoted. It is estimated that beginning in 2020, CO2 emissions could be reduced by approximately 1,340 metric tons each year.

The Taiwan government has declared Sun Moon Lake as the low-carbon tourism and intelligent transport demonstration area. This project shares various technology and experience, and main scenic spots in Taiwan have begun to replicate the measures and services of this project. Therefore, although this project is only promoted and implemented in the Sun Moon Lake Scenic Area, the influence of the project results is gradually extended to other scenic spots and urban areas in Taiwan.
