Mr. Peter Murphy is a Public Financial Management Advisor,
based at the IMF Southern African Regional Technical Assistance
Centre (AFRITAC South) in Mauritius. He is a graduate Chartered
Public Finance Accountant (CPFA) with a Masters degree in Public
Policy and Management from SOAS, London University. He has
over thirty years PFM experience, including working as: an IMF
Senior Economist, a World Bank Senior Public Sector Management
Specialist and as a SIDA/DFID/EU funded expert/consultant in
more than twenty-five Ministries of Finance in Africa, Asia, Europe
and the Middle East.
His specific PFM expertise covers budget formulation, budget
execution, IFMIS, and accounting/fiscal reporting as well as
the design, management, coordination, implementation and
evaluation of government PFM and Public Administration reform
programs and activities. He also has extensive experience of
change and project management, and the use of PFM diagnostic
instruments including the PEFA, FTE and PIMA.

Mr. Alan Edwards is Chairman CIPFA Development. Much of his
work is focused on growing CIPFA’s international presence. He is
Deputy Chair of Accountancy Europe’s Public Sector Group and a
member of IFAC’s PAO Development Committee.
Most of his career has been spent as a management consultant
supporting the public sector having been a Partner at PwC and
KPMG and an Executive at IBM. He is an experienced public sector

of Birmingham Women’s and Children’s Hospitals as well as an
Ethics, Transparency and Audit Panel member of Staffordshire
Policing. He was previously an Independent Member of the Board

Mabakubung Pitso works in the Cash Management Unit of the
Treasury, Ministry of Finance, Lesotho. She acted as the Deputy
Accountant General from 08 December 2015 to 30 June 2016. She
is a Chartered Secretary and a Public Sector Accountant.
She holds an ICSA Post graduate Diploma in Strategic Management
and Corporate Governance, CIS qualification and a CIPFA
International Diploma in Public Sector Accounting and Auditing.
She is also an Associate member of the Chartered Secretaries
Southern Africa (ACIS) and a member of the Lesotho Institute of

Lesitsi Mokeke works in the Judiciary of Lesotho as the Registrar
of the High Court and Court of Appeal. In terms of Administration
of the Judiciary Act of 2011, the Registrar is the Chief Accounting
Officer and overall administrative head of the Judiciary.
It is important to note that being the third arm of government;
the Judiciary is a huge institution which cannot be compared with
other government ministries which form part of executive arm of
the government. In terms of the constitution of Lesotho Mr. Mokeke
is the Secretary to the Judicial Service Commission a body which
is constitutionally mandated to deal with the recruitment and
disciplinary processes of all the judicial officers.
Mr. Mokeke has an abundance of fourteen (14) years experience
in the office of the Registrar having first been appointed as an
Assistant Registrar in 2003, Deputy Registrar in 2008 and finally
as Registrar of the High Court and Court of Appeal from 2011.
Mr. Mokeke enrolled for Bachelor of Arts Degree in Law in 1998
with the University of the Free State in Bloemfontein (RSA) and
completed his studies in 2003. He has been a member of various
boards of directors including the Millennium Challenge Account
and the European Union Steering Committee member.

Cornelia K. Sabiiti is the Executive Director of the Public Procurement and Disposal of Public Assets Authority (PPDA), the Ugandan Public Procurement Regulatory body. She has worked for PPDA for 13 years and was earlier working as the Head of the Legal department/Board Secretary before she was appointed as the Head of PPDA in 2011.
Cornelia is a graduate of Makerere University with a Bachelors degree in Law (LLB Hons) and a Masters degree in Law (LLM). She has a Post Graduate Diploma in Public Procurement Management from ILO Turin, Italy. She is 48 years old and married with two children.

Peter Erdosi is an economist and a technologist. In his current
position Peter is a Director with Oracle ECEMEA (Eastern-
Central Europe, Middle-East, Africa), responsible for business
development in the Public Sector line of business. He specializes
in Public Financial Management (PFM) and in different solutions
helping governments improve their fiscal positions and generally
their internal efficiencies. Peter is also responsible for projects
that are donor funded and generally relate to international funding
organizations, such as the World Bank or African Development
Bank.
He is a Hungarian citizen and he has been working with Oracle’s
Budapest based Public Sector Center of Excellence (PS CoE) for the
last 11 years. Peter holds a MSc in Economics, and prior to joining
Oracle he held several positions with his country’s Government,
where his last assignment was Director-General for Foreign Direct
Investment and Economics at the Ministry of Economic Affairs.
Peter during the last five years with Oracle has extensively
engaged with a number of Governments in Africa and has gained
significant experience with PFM and e-Government initiatives and
ICT development agendas globally.

Ranoo Patil Hunma is currently a Senior Manager at State Informatics
Limited (SIL), a company specialising in e-Government solutions,
including Integrated Financial Management Information Systems
(IFMIS), Business Facilitation solutions, Social Services solutions,
and Police and Justice solutions. He is based in Mauritius.
As part of his responsibility for expanding SIL’s e-Government
offerings into new territories, Ranoo has been involved in
responding to IFMIS requirements from several governments in
mainland Africa, as well as in Mauritius.
Ranoo is in the IT industry for the past 25+ years, whereby he has
interacted with customers in Government, Banking and Insurance,
Retail, Distribution, Logistics and Utilities in several countries in

process streamlining and data centre design to Government and

Jim Wright is the President of the ICGFM. Jim provides management
consulting services to international financial institutions, donors
and Government Agencies. Jim has managed or supported a range
of Governance and Public Financial Management reforms during
his consulting career, including financial management, budgeting,
activity-based costing and business intelligence solutions for
public sector clients in the US and abroad. He is a Certified
Government Financial Manager (CGFM) and is currently serving in
a two year term (2017-2018) as the President of the International
Consortium on Governmental Financial Management. Mr. Wright’s
primary focus is assisting international clients to develop and
execute organizational change management strategies in support
of Public Financial Management and Governance reforms.
Prior to his work with Evans Incorporated, Mr. Wright served in
Grant Thornton Global Public Sector’s International Practice and in
the Secretary’s Budget Office at the U.S. Department of the Interior.
Mr. Wright is a Presidential Management Fellow alumnus, and has
a Master’s in Public Administration from the University of North
Carolina at Chapel Hill and a B.A. from Wake Forest University.

Compliance at the Botswana Unified Revenue Services. Until the

Mike Coppin is the Managing Associate of Mike Coppin and Associates, an independent Public Financial Management (PFM) and IT Consultancy. He is the former Global Lead for Oracle’s PFM solutions within their Industry Solutions Group (ISG).

Tom Omariba is an experienced business leader. He is currently the Chairman of the Institute of Certified Public Secretaries of Kenya (ICPSK) and a Senior Advisor at Thompson Associates. He is currently a non-executive director at Hello Doctors Ltd (aka “Sema Doc”) and also MetropolitanCannon Life Kenya Ltd. He is credited with the adoption of electronic voting at ICPSK.
Mr. Omariba is a member of the Advisory Board of the Presidential Digital Talent Program. He was a member of the Task force that developed the Bill on Special Economic Zones that is now an Act of Parliament and was also a member of the Taskforce in the ministries of ICT, Energy, Transport and Infrastructure that developed the Critical Infrastructure Protection Bill in year 2015. under the Department of Public Enterprises and falls within

activity in Mozambique. Trish is also key in the development and
implementation of the transformation strategy within the forestry

Dr Onai Muvingi is a Researcher, Consultant and seasoned Public Finance
Management Expert. She is currently a Lecturer at the Graduate School
of Management, University of Zimbabwe on the Master of Business
Administration program. Her area of expertise is Accounting and Finance.
She is a Zimbabwean citizen with a Doctor of Philosophy (PhD) degree
from Cranfield University (UK). She also holds an MSc in Accountancy
and Finance with Birmingham City University (UK); Master of Business
Administration; and Bachelor of Accountancy (Honours) degree from the
University of Zimbabwe.
She has carried out extensive research on the legal, policy and regulatory
framework governing Public Finance especially in Sub-Saharan Africa. Dr

Development Partners.

organisations. Dr Onai has previously worked in various capacities within
the Accountant General’s Department in Zimbabwe for 12 years. She

Alexi is an Executive Director at Ernst & Young and heads up
the firm’s Public Sector Technical team, focusing on Accounting,
Auditing, Governance and Public Financial Management. He is a
Chartered Accountant (SA) with a Master’s Degree in Accounting
Sciences, and more than 13 years of specialist experience in
Public Sector consulting and auditing. Alexi is experienced in
the application of Public Finance Management legislation and
principles.
He has facilitated numerous training sessions for government on
topics ranging from accounting, auditing, legislative compliance
and governance, to strategic planning and reporting. He is also
an experienced audit quality reviewer, having performed reviews

Mantsha Pheeha is a Chemical Engineering graduate from the University of the

consulting role in Deloitte where she worked with senior leaders in the private and public

Public Private Partnerships (PPP) at the IDC and ultimately became Chief Director in
Limpopo Provincial Treasury responsible for Infrastructure and PPP. She currently runs

sector clients.

Sithembiso Freeman Nomvalo is the Executive Chairman at Admond Capital and an independent
consultant on leadership development and coaching as well corporate governance through
his company Nia Leadership Associates. He is currently the Chief Executive Officer of ESAAG
and has previously served as the Chief Executive Officer of the State Information Technology
Agency (SITA) from June 2013 to March 2015. He was the Accountant-General of South Africa
at the National Treasury for more than nine years. His responsibilities included setting and
executing the strategy for financial management improvement and governance in the South
African public sector. This role covered areas such as accounting, reporting, internal audit,
risk management as well as the public financial management legislations. In the last six
years this role expanded to include investigations of financial management system failures
and forensic investigations. He worked with the Commonwealth Secretariat assisting 18
Caribbean countries to improve financial and corporate governance between 2009 and 2011.
His passion for leadership development lead him to pioneer a leadership development
programme for the National Treasury for all the senior and executive managers and was later
extended to cover other national departments as well as some of municipality managers.
Persuant to his work in this area, he was invited as a faculty in the programme offered by
Harvard Kennedy School of Government called The Art and Practice of Adaptive Leadership
Development in 2013. He initiated other human capital development programmes for the
public sector that cover technical skills in areas such as accounting, budgeting, procurement,
internal audit, risk management etc. These programmes included a very successful Chartered
Accountancy Academy.
He served on various boards of directors and trustees on behalf of the South African government,
including the Independent Regulatory Board for Auditors (IRBA) and the Accounting Standard
Board (ASB). Freeman also serves on the advisory committee of the University of Pretoria’s

Mr. Semakula Lawrence is the Accountant General of Uganda. A position
he has held since January, 2013. Lawrence joined the Ministry of Finance,
Planning and Economic Development in 2001 and prior to joining
Government, Lawrence worked with Nile Hotel International (Now Serena
Kampala) for a period of 11 years. Lawrence has been a Fellow of ACCA
(UK) for over 10 years and is a member of the Institute of Certified Public
Accountants of Uganda. He holds an MBA from Herriot Watt University
- Edinburgh Business School and Bachelors of Commerce (Accounting)
from Makerere University.
He has undertaken specialized training in the following; Debt Management
from Harvard University Business School, Public Expenditure Management
& Public Policy Management from Joint Africa Institute and Strategy Policy
Planning from International Centre for Parliamentary Studies (UK). He
holds other certificates in various areas of Public Financial management.
Mr. Semakula is credited with various PFM reform initiatives in
Government. He was directly charged with IFMS implementation on behalf
of the Accountant General a task he handled with excellent performance.
In addition, he was the task chair on the implementation of EFT, Treasury
Single Account (TSA) and salary decentralization. He was also charged
with reviewing the Public Financial systems with the aim of strengthening
controls. Lawrence has made various PFM presentations at both
International and National fora. He has also received various accolades
for being innovative, hardworking and good time manager from the work
place, community organisations and former school.
