R&D Opportunities
2003
2004
" Development of user communities for both institutional and commercial applications;
" Develop and demonstrate information products derived from ESA current and future missions, based on applications already demonstrated in the framework of pilot projects, e.g. the ERS Announcement of Opportunity (AO) projects;
" Establishing useful and cost effective services.

EOMD Initial Focus
• EO VACs (> 60 companies, > 20 under contract)– Specialist (innovative) services, Land & Marine– niche views, niche markets
• Market Players– Geo-information service providers, non-EO today– Established market offerings
• ESA Missions– Largely SAR-based (but also RA, Scatt)– Now MERIS and SPOT
• Markets– Largely Govt, some Industry (Oil & Gas, Utilities,
Engineering)
EOMD : Market Players
PDO
• BGS (UK)• EBA (CDN)• Shell PDO (Oman)• Western Geco (UK)• IMC (UK)• UNOSAT (Int)• Swiss Re• Fugro• Fugro-GEOS• Ocean Numerics• Thales ISR• Thales Geosolutions• ….• We need more !
EOMD : Potential Customers
• Shell E&P• BP• Anglo American• Ruhrgas• Soltanche Bachy• Canadian National
Railway• Canadian Pacific• BC Hydro• Enbridge Pipelines• Dassault Aviation• …..• & more of these too !

Geo-Technical Risk
Atlantis & EBA
Achievements• Integrated Service offering:
– Differential InSAR based land surface motion measurement– Market Player (EBA) = geotechnical & consulting engineering– Customer sectors – road, rail, hydro-power, mining
• Achievements :– EBA now using Differential InSAR as part of on-going
contracts in BC– CN rail and CP rail planning joint project to better
characterise utility of InSAR– US Federal Dept of Transport promoting InSAR based ground
motion measurement to State Transport Depts
Value Statements
“Although the technology should be used in conjunction with existing tools, it should be noted that it is not redundant in that it represents a
significant addition or improvement to our arsenal of risk management tools for these types of hazards”
CN Rail“Deformations occurring at Bennett Dam are
complex and InSAR seems successful in adding information about these processes”
“BC Hydro considers that the potential blockages to commercial use of this technology exist
primarily around the understanding of InSAR and its application potential”
“We feel there is a commercial potential for InSAR for other embankment dams that we
monitor with respect to settlement and to other civil and tailings dams around the world”

GMES Services Element (GSE)
– ESA Programme dedicated to GMES• Approved: ESA Ministerial Council Nov
2001• Earthwatch element
– Deliver Operational Services• Support for environmental & security
policies– Budget
• 83 Meuro• 5 years
GSE Objectives
– Short-term• Foster maximum use of EO-based
services in support of European Policies on Environment & Security
– Long-Term• Establish case for future EO-based
operational systems to delivery policy-related info for benefit of Europe’s citizens

Global Monitoring for Environment and SecurityFinal Report for the
GMES Initial Period (2001-2003) Version 3.5
The current priorities for development are therefore as follows:• A radar satellite providing high resolution imagery for continuity with ERS & Envisat radars, with an interferometric capability for small surface motion monitoring and a medium resolution mode with the widest possible coverage for marine and ice surveillance• A multi-spectral optical imaging satellite at two spatial resolutions:
• - High resolution for local & regional operational monitoring applications (continuity of SPOT & Landsat classes)
• - Medium resolution for global applications (continuity of ENVISAT and SPOT sensors), with multi-spectral capabilities and optimized for vegetation, cloud & aerosol and ocean color
CONCLUSIONS• ESA Missions R&D
– Exploitation Groups (FRINGE, POLinSAR, MERIS, OZONE profiles...)
– New Algos/Products & Tools
• DUP-DUE– Applications– Users Focus
• EOMD– Service industry (VAC)– Market
• GSE– Operational services– Requirements for new missions
