Hello Everyone, I will start by bringing you up to date on the progress with the Range Enhancement Project. The permitting process with the County can drag on as some of you may be aware. Kurt and I have submitted the plans and are working on the list of compliances. Thanks to Dick Cross, he conducted a survey of the property, gave up two weekends of his personal time to create a plot plan, building layout, and utility plan. The Valley Center Fire Marshall has approved the plans with a condition that we install fire sprinklers in the building. We are getting pricing for this. This is not a major cost and certainly not a show stopper. Kurt and I met again with the Department of Health and were successful in negotiating with them a special allowance for us to use the Septic holding tank in lieu of installing leech lines. That would be expensive. However, the stipulation is that we present them with a design of how the installation was done. Lonnie Fowler dropped the installation instructions off to a civil engineer and they are being prepared. Again, this is a minimum cost. Also, the City was required to provide a letter to the County stipulating that they would be responsible for us pumping the tank on a regular basis. We have established a contract with Diamond and provided that along with a letter from the City to them. The fees associated with this permit are also being kept at a minimum because we were able to classify this permit as a commercial project. Fire Mitigation Fees, School Fees, Traffic Impact Fees, and Environmental Health fees are set at a fraction of what they would be for Residential. Ed Migdal coordinated the construction of the concrete ramps to the new building. Vinnie has painted the rest room doors as well as some of the roll-up door jams. I cannot give you a date of completion because I don’t know what the County will require from the plan review. Hopefully when I submit the requirements next week, they will be more receptive in issuing the permit and allow us to turn the power and water on. Lastly, it has been brought to my attention several times that there are comments made between individuals that are somewhat racial in content. Please be aware of your audience when having these types of conversations. Do not have these types of conversations while on duty for the Association. I am not asking you to give up your first amendment rights, just asking you to cautious while on Association property. Remember, we lease this property and we would not want bad publicity on this subject. By Andrea Calcagno October 19, 2009 MEDFORD, Ore. - Regulations on handgun ammunition sales are increasing in California. California Governor Arnold Schwarzenegger signed a law that takes effect in 2011 requiring any seller of handgun am-munition to fingerprint customers and keep a log of information about ammunition sales. Some business owners say the added restrictions and information may cause gun owners to head north to Oregon. "What it will promote people doing is going out of state to buy. Like we live pretty close to the Oregon border and its not very far up to Ashland or Medford where they can purchase ammunition all they want ,or all they can get, I should say," said Drake Davis, Owner of Don's Sporting Goods. Representatives with Black Bird Shopping Center in Medford says it sees Californians coming in to buy ammo. "I think we'll probably see a lot more just on the basis of a matter of principle. People going on vacation or going on a trip will probably rather buy up here than go through the extra tedium down there to acquire what they need," said Josh Robbins with Black Bird Shopping Center. In Oregon, and previously in California, a person only needed to show proof of age to buy ammunition. California lawmakers say the law is designed to track criminals using handguns to commit crimes. Similar laws have previously been enacted in 13 California cities. "Criminals don't follow the law, that's why they're criminals. The only people it hurts is the law abiding citizens of California," Davis said. The law also prohibits buying handgun ammunition online. All hand gun ammunition sales must be done in person.

Greetings Range Officers and Members,Thank you, Tom Kendall, Assistant Chief RSO, for writing last month’s sound off. I believe it is refreshing to

present another point of view. Tom will continue to “Sound Off” several times a year. Also, thank you Lee Al-len, Assistant Chief RSO for your assistance with training and scheduling our new range officers. Their are many behind the scenes that volunteer their time to keep our range safe. Thanks

Members using the primitive camping area now have a sign in sheet on location. It is placed at the entrance of the camping area in a box under the arch, the Eagles Nest. Please sign in and out of the primitive area and in-dicate the date and time of your usage. Please use the BBQ stands and remember, no open fires are permitted.

We have many new members that have volunteered for Range Officer Duty. The following have completed training or are in the process of scheduling a training session: Donna Woods, Dave and Vickie Lunden, Michael Lasiter, Theresa Thomas, William Debreau and Patrick Helly. Lee Allen and Tom Kendall are doing their best to complete training sessions, so please be patient. We are ahead of the curve but in need of more active range officers both weekends and weekdays. I am posting the schedule around the 28th of the month also indicating days we need range officers. The schedule is posted on the window in the trap Ramada and on all ranges. In the future the schedule will also be emailed to all range officers. Please help out when you can to keep the range staffed.

A few points to follow while on your range: Please sign in and out of all ranges you use. No rifle or shotgun shooting on the pistol range: (we had a report last month that a new member was shooting a rifle on the pistol range). No pistol shooting on the 150 range (no exceptions during casual shooting). Pistol shooting is permitted at 50 yards or more on the 100 yard range. ALL rounds must impact the backstop. KNOW YOUR TARGET AND WHAT IS BEYOND. I observed a member on the 150 yard range in position #5 with his target frame at 50 yards in position #7. His bullets were punching holes in his target and also in another members target placed at 150 yards on position #10. If this is exaggerated bullets will come to rest outside our range boundaries. VERY DANGEROUS and not acceptable. To avoid any accidents, position the shooting bench on the number and place your frame on the corresponding number down range. NEVER shoot out of your lane.
