The applicant has installed an 800 A Legend Power Electrical Harmonizer – Automatic Voltage Regulator (AVR).

The AVR is a type of power conditioning device consisting of an on-load automatic electronic tap changer with a high efficiency autotransformer that regulates voltage to the optimal level. Based on the incoming voltage, the device applies a 0%, 2%, 4%, or 6% tap to reduce the incoming voltage and thus the power

drawn. Legend Power has installed the AVR on the Main circuit.

Custom Non-Lighting

The scope of the Custom Non-Lighting incentive has not changed since the pre-approval was completed. Namely, the following equipment has been purchased and installed:

(1) Electrical Harmonizer - automatic voltage regulator Harmonizer-AVR 800 Amp

Custom Non-Lighting Demand Savings = 27.960 kW

Custom Non-Lighting Consumption Savings = 141,000 kWh

Custom Non-Lighting Incentive = $15,840.00*

*Note: This project was capped at 10% above the estimated incentive

Proof of Project Scope and Payment

As proof of project scope, the applicant provided: An invoice (#11-RON-04) from the general contractor, dated June 6, 2011, which confirmed the

quantity, type, and model numbers of the installed equipment along with the labour and material costs.

As proof of payment, the applicant provided:

An invoice (#11-RON-04) from the general contractor, dated June 6, 2011, which totaled $59,890.00, and a copy of the cancelled cheque #00236668, dated October 3, 2011, used to pay this invoice.

Measurement and Verification Plan

Since the project is greater than $10,000, an M&V Plan is required for this project.

Reported Consumption Savings

Because the incentive is greater than $10,000 but less than or equal to $25,000, the application falls under the Power Conditioning Devices Enhanced category. The applicant submitted their M&V results based on demand and consumption savings taken over a 24 hour, 7-day period in June 2011. The applicant has claimed 141,000 kWh in consumption savings. Since the consumption savings are analyzed over an entire year, the applicant’s method and result is deemed acceptable.

The applicant extrapolated the week’s consumption savings over the entire year. This assumption is reasonable based on the fact that the affected equipment runs consistently over the entire year (lights, HVAC motors, plug loads etc.). Reported Demand Savings

The applicant has also claimed demand savings for this project. Therefore, the data collection needed to take place between May 1 and October 31. It was confirmed that the applicant took their measurements in June.

According to the program guidelines, demand savings need to be based on the maximum reduction in electricity demand occurring in the same hour on business days between 11am and 5pm. Instead, the applicant calculated their demand savings by averaging the demand savings across a full week. As such, their demand savings were adjusted; the demand savings were averaged for each peak hour and the maximum was reported.

Based on this analysis, it was found that the maximum peak demand savings of 27.96 kW occurred between 4-5pm. An excel spreadsheet with the analysis is attached to the report.

Site Visit

Since the incentive was greater than or equal to $10,000, a post-retrofit site visit was required for this project. Whitby Hydro Energy Services has completed a site visit for this location.

Incentive Calculation

The calculation for the incentive is based on the following: The higher of $800/kW of demand savings ($800/kW x 27.96 kW = $22,368.00) or $0.10/kWh of

annual consumption savings ($0.10/kWh x 141,000 kWh = $14,100.00).

However, the incentive cannot increase by more than 10% above the Estimated Participant Incentive. The Estimated Participant Incentive was $14,400.00. The incentive is, therefore, capped at $15,840.00 ($14,400.00 + 10%).

The incentive is also capped at 50% of the actual project cost. The actual project cost was calculated as $53,000.00 by adding the following costs:

Pre-tax material cost: The applicant provided an invoice from the general contractor totaling $40,500.00 before tax.

Pre-tax labour cost: The applicant provided an invoice from the general contractor totaling $12,500.00 before tax

The incentive is therefore capped at $26,500.00 ($53,000.00 x 50%).

Finally, the incentive is also capped at 55% of the estimate project cost. The estimated project cost was $53,000.00. As such, the incentive is also capped at $29,150.00 ($53,000.00 x 55%).

Based on this calculation, the recommended incentive for this project is $15,840.00. Timeline

It is necessary to verify whether the application was pre-approved prior to project commitment. The application was pre-approved on June 1, 2011. Since none of the documentation indicated that project commitment was made before this date, there is not a timeline issue with this application

It is also necessary to confirm that the project was completed before December 31, 2014. The applicant provided an invoice, dated June 6, 2011, which confirmed that the construction of this project is complete. Since the project was completed before December 31, 2014, there is not a timeline issue with this application.

Finally, it is necessary to confirm that applicant provided an invoice to the LDC no later than 90 days following project completion. Whitby Hydro has agreed to verify this requirement.

Final Evaluation and Incentive Report

Since the incentive is greater than $10,000, a Final Evaluation and Incentive Report was completed. The form is attached to this report.
