• EU`s Lisbon strategy 2000 aimed at making Europe more dynamic and competitive to secure a prosperous, fair and environmentally sustainable future for all citizens
• This kind of aim need high educated citizens and professionals in the labour market
• Higher education means more years at school and universities - and in a mean time - prolonged transition into the labour market
• Young person will establish his/her position in the labour market in the age of 27-28 that is 75% employment rate (Finland and Sweden statistics)

How do we calculate the amount of young people outside the school and labour market?
• Spain - Example– Unemployment rate 55%– Unemployment ratio 21%– Outside the labour market and school 20%– Outside the labour market and school and have
the feeling and experience that they are unemployed 13%
• The age groups– 15-19, 20-24, 25-29 – make the difference!!!
