• Till 1991 electric energy sector in Slovenia was

organized in vertical public enterprise EGS

• In 1991 unbundling process split vertical organization

in 13 independent companies: one transmission

company, five distribution companies and eight

production companies

• In 1991 ELES was established as transmission

company acting as single buyer for electricity

• In 2000 process of liberalization started. ELES was

transformed in Transmission system operator

SI-IT border (part of CSE region) • Yearly, Monthly and Intraday auctions performed by auction office

CASC located in Luxemburg

• On daily level Market Coupling performed by BSP (Slovenian Power

Exchange) and GME (Italian Power Exchange)

• Since February 2015 SI-IT border part of MRC (Multi Regional

Coupling) solution: MRC currently covers 19 European countries

SI-AT border (part of CEE region) • All auctions for cross border transmission capacities performed by

auction office CAO located in Germany

• Intraday: first come first serve, performed by ELES

As consequence transmission grid is

exposed to:

• Large energy flows from

periodically excessive production

of renewables from North, hydro

from East and Nuclear from West.

• Energy flows most of the time in

direction to Italy.

• Appearance of discrepancy

between commercial and physical

flows due to loop flows of energy.

• Consequence is operation under

severe conditions with heavier

loaded network somethimes close

to operational limits

• Need need to improve

predictability and observability

Realization of listed investments is often hindered

because of:

- Enlarging environmental protection (Natura 2000)

•long lasting acquisition of environmental consensus

- Strong and long lasting opposition of local communities

• Consequently long lasting acquisition of on site

permissions for erecting

- compliance monitoring (self assessment and on site audit)

• Coordination of operation on regional (RSCI cooperation-

TSCNET and CORESO) and european level:

- in real-time phase for security of supply with data exchange

(Electronic Highway, European Awarness System, quality

check of congestion forecasts, etc.)

- in planning phase for security assessment (including outage

planning, congestion forecasts and remedial actions) and

capacity calculation (yearly, day ahead and intraday)

- training of operators

Before 2011 transit of loop flows was growing:

• Peak value in 2010 was 1988 MW exceeding domestic

consumption in value

• Huge difference between physical and commercial flows

• Very often violation of internal n-1 criteria and even stability

limit

• All internal countermeasures were insufficient

• Need for regional mutual remedial actions – expensive

solution

• Consequence was limited value of NTC

Operation of Phase Shifter Transformer in SS Divača since the

end of 2010:

• Controlling of loop flows within secure limits

• Lowering of difference between physical and commercial

flows

• Permanent maintaining of security of operation internaly

and on regional level (Pentalateral cooperation on northern

Italian border)

• Consequence is significant increase of NTC

supervision, management and protection:
