Numbers of Air washer units each of maximum capacity 1,00,000 m3/hr, with all accessories, DIDW centrifugal fans, circulating water pumps etc. shall be provided.

The provision as per bidding document shall prevail.

II 4Provenness / Ventilation System

Sheet 9 of 40 4.7

The bidder/ its sub-vendor should have designed, supplied, erected, and commissioned atleast two (2) ventilation systems including air washer units having individual fan capacity of 1,25,000 Cum./Hr. or more at each ventilation system, in Industrial/ Commercial installations. The systems should have been in successful operation for atleast two (2) years prior to the date of technocommercial bid opening.

The provision as per bidding document shall prevail.

C2. HVAC

1

1. Please note that as per specification MaximumRequired capacity of airwasher is 100000 CMH and as per provenness criteria of Ventilation system, the PQR is 1,25,000 Cum./Hr for individual fan which is not justified.

Customer is requested to review the Provenness Criteria for Ventilation system and accept 80,000 CMH air washer capacity instead of 1,25,000 CMH individual fan capacity as proveness criteria.

2. a)There are reputed system integrators available in market for Ventilation System. Considering the capacity of the reference (i.e. 80,000 CMH) required as proposed against serial no. 1 above, bidder/ its sub-vendor having one (1) reference may be allowed instead of two (2) references.b)Further, since actual ordering of ventilation systemwill take place after lapse of significant time from date of commerical bid opening, there shall be restriction on the references that can be produced by supplier w.r.t. completion of 2 years of successful operation (as latest supplied system may not qualify for the proveness criteria). Thus, to improve competition, customer is requested to relax proveness criteria to allow supplier who has supplied one (1) no. ventilation system and the system is in successful operation for atleast one (1) year prior to date of technocommercial bid opening.

Provenness / Air Conditioning System

Sheet 9 of 40 4.6

The bidder/its sub-vendor should have designed, supplied, erected and commissioned atleast two (2) Air conditioning systems each having a total installed capacity of 300TR or more, which should have included atleast one chilling unit with a minimum capacity of 60TR at each reference system in Industrial/Commercial installations. The systems should have been in successful operation for atleast two (2) years prior to the date of techno-commercial bid opening. In addition, the chiller unit(s) proposed to be supplied for this package shall be sourced from the manufacturer(s) who have manufactured and supplied atleast two (2) similar type of chiller units each having a capacity of not less than 150 TR, which should have been in successful operation for atleast two (2) years prior to the date of techno- commercial bid opening.

1. It is very difficult for Chiller manufacturer to arrange performance certificates from end user as the chiller is supplied through AC system supplier, in general. Further, bidder/ its sub-vendor shall be procuring the chiller from BHEL standard list of makes of chiller (which shall be furnished to customer for information during detail engineering). In view of this, it is proposed that the proveness requirement mentioned here shall be excercised only in case any new manufacturer (in addition to BHEL standard list of makes of chiller) is required to be approved during detail engineering.

2. a)There are reputed system integrators available in market for AC System. Considering the capacity of the reference (i.e. 300TR) required as per proveness criteria, bidder/ its sub-vendor having one (1) reference may be allowed instead of two (2) references. b) Further, since actual ordering of Air conditioning system will take place after lapse of significant time from date of commerical bid opening, there shall be restriction on the references that can be produced by supplier w.r.t. completion of 2 years of successful operation (as latest supplied system may not qualify for the proveness criteria). 1 III 6Flue GasDesulphurisation System

Sheet 52 of 54 6.11.2

The Bidder shall perform model study (CFD modeling) of complete systemto achieve an optimum size and layout of the ducting/absorber, uniform distribution, required SOx reduction and minimum pressure drop.

Clarification:CFD Analysis is not required since DCFS FGD is proven in more than 100 installations. DCFS FGD design shall ensure uniform flow distribution in Inlet & Outlet ducting & inside the Absorber.

2 III 6Flue GasDesulphurisation System

Sheet 21 of 54 6.5.1

The absorber slurry tank/storage shall be designed for minimum 4 (four) minutes retention time based on the design point absorber slurry flow rate

Clarification:

The Bidder’s criteria to define the absorber tank volume is basically the following three parameters:

1. The tank volume required for forced oxidation performance2. The tank volume required for neutralization load.

Bidder designs the Absorber tank volume according to bidder’s experience with taking into account above two parameters, but not the retention time.

Moreover, our standard slurry concentration is 30 wt. % and therefore gypsum solid basis retention time of absorber tank is almost equivalent with the conventional spray tower. Normally as per our FGD, the absorber slurry tank/storage will be designed for minimum 2 (Two) minutes retention time based on the design point absorber slurry flow rate. DCFS FGD is proven in more than 100 installations hence kindly accept this deviation.

Clarification: In addition to C276 / Alloy 59, bidder re-quest customer include titanium material for Absorber outlet ducting. Titanium is highly corrosion and abrasion resistant material and widely used in FGD application. Please accept.

4 III 6Flue GasDesulphurisation System

Sheet 22 of 54 6.5.1.A. 4)

The slurry recirculation pumps shall have motor driven knifegate valve at pump suction and discharge side.

Clarification: Normally in case of any recirculation pump stoppage the gate needs to be quickly closed without leakages in the slurry lines. In case of knife gate valves, there may be leakages after few operations due to wearing of compo-nents. In such applications, we propose to provide pneumatic/ Motorized operated butterfly valves that are widely provided in FGD plants.

Kindly confirm.

Sufficient number of agitators, as per the proven practice of the contractor, shall be provided for thorough mixing of the recirculating slurry. In case the Contractor's Absorber includes side entry agitators, thecontractor shall offer and demonstrate mixing arrangement such that n-1 number of agitators are sufficient to avoid the slurry settlement in the absorber tank in case of one agitator under breakdown (n-total no. of working agitators). In case vertical agitators in Absorber are offered, one complete mechanical assembly of agitator shall be supplied as warehouse spare for each Absorber

Clarification:As per our FGD design, under normal FGD operation, the Jet Air Sparger (JAS) works to keep the slurry in suspension and no agitators are required to be in operation. The Agitators are required only during FGD stoppage to prevent the deposit settlement. For this purpose, we are offering two numbers of Agitators. However, to meet tender requirement, we offer one spare as a ware house spare.

Sheet 24 of 54 6.5.6.2)

Homogeneity shall be ensured, if the deviation from the average is less than ±10%. Further in the absorber outlet hood no internals such as guide vanes and baffle plate shall beallowed.

Clarification:Customer's requirement "deviation from average: less than +10%" is too strict and it is not mandatory for the stable opera-tion at the actual plants based on MHPS' experiences. The deviation from average is generally 15% and MHPS designed and deliv-ered FGD plants based on the deviation from the average for approx. 15%.Deviation from "+10%" in customer’s re-quirement should be changed from "+10%" to "+15%".
