Chapter 2 Site description

2.1. Topography and Geology of the precise area 2.1.1. Topography Based on the topographical map No. 72P/11 the Pakur district, hills are widely scattered with adulatory

topography. The general slope of the area towards east around ML area. The ML area is about 45 Km

South of Pakur. Villages around ML area are Golpur, Babuijhuti,Tiladonga,Matichua,etc

2.1.2. Geology of the precise area The general stratigraphic succession in the Rajmahal hills consists of Precambrian granite gneiss and schist overlain by Talchir, Barakar, Dubrajpur ,Rajmahal volcanic and intertrappeans, laterite and alluviam. The general succession of the litho units in the area is as follows: Laterite Gondwana - Rajmahal Group Basaltic Flows and intertrappens, laterite and alluviam. (The number of flows and intertrappeans varies) Super-…………………….Unconformity………………………………….. Group- Dubrajpur Group Barakar Group Talchir Group ……………………………..Unconformity…………………………………… Precambrian- Granite gneiss and schist with metabasics The stratigraphic column of Rajmahal Trap varies from area to area and the number of basaltic flows and intertrappens also varies. Basaltic flows have been identified on the basis of recognition of intertrappens beds at the interfaces of the different flows. In course of the present investigation field evidences were obtained to throw some light on certain aspects of volcanism in Pakur area viz, loci of eruption , nature of eruption, eruptive breaks, and sedimentary environment. The aforesaid local evidences aided by regional linear extension and overall configuration of the Rajmahal Trap indicate that the lava were poured out essentially as fissure vent flows and such vent had a N-S trend. The Pakur Volcanic Suite is overwhelmingly dominated by Thleiitic Basalt of more or less uniform composition. 2.2. Existing Land pattern Geo referenced landuse pattern around 300 m to 500 m radius is shown in Figure 1 .

2.3. Climatic condition Owing to its position near west Bengal and hilly landscape of the region climatic condition is slightly different from the rest of the state. The climate of Pakur district is semitropical with hot & dry in summer and cold in winter throughout the district. During winter season the temperature varies between 100C to 150C and during summer season it varies between 250C to 450C. The summer season set in the month of March and last till around mid June, when the area receives first showers of monsoon. The last fortnight of May is the hottest, and the mercury may shoot up to 450C. The district receives a larger share of the annual rainfall mainly by the south west monsoon during the rainy season and from the retreating monsoon during the inter monsoon period which originates in the Bay of Bengal. The district receives most of the annual rainfall during the monsoon period. The district receives an annual rainfall of 1100 mm. to 1350mm

2.4. Relative Humidity The average daily relative humidity for August is around 76 % 2.5. Flora and Fauna 2.5.1. Flora: Flora as observed and identified in the field are covered by photograph and shown

below. Mostly Erukku, acacia, neems are found more on regional scale. The applicant has developed

trees like Neems, Tamarind and Mango etc with proper nursery garden and plantation on vacant

land. Some of the floras are as shown in figure 2.2 and listed in table 2.2.

CHAPTER 3 ENVIRONMENTAL MANAGEMENT PLAN

Impact of mining on environment will be Dust generation, Temporary storage and utilization of top

soil, Land degradation, Stabilization and vegetation of dumps, Adverse effect on water regime,

socio-economic benefits arising out of mining, Noise and Vibration. Major impacts, mitigation

measures and good practices are discussed below.

3.1. AIR ENVIRONMENT 3.1.1 INTRODUCTION

The ambient air quality monitoring with respect to the study area of Golpur project site was done for

the baseline information. The various sources of air pollution in the region are industrial, traffic,

urban and rural activities. The data will also be useful for assessing the conformity to standards of

the ambient air quality during the Mining operation. The study area represents mostly rural

environment.

3.1.2 SELECTION OF MONITORING STATIONS

The baseline status of the ambient air quality has been assessed through a scientifically designed

ambient air quality monitoring network. The design of monitoring network in the air quality

surveillance programme has been based on the following considerations:

AIR POLLUTION CONTROL MEASURE Dust generation during drilling of shot holes, haul road, smoke from vehicles shall be controlled by

following practices:

Dust extractor or wet drilling to be followed to control dust at source of emission during drilling.

Sharp drill bits will be used for drilling and regrinding will be done periodically to reduce the dust

generation.

Emission level in all machineries and transport vehicles to be tested once in a year to keep them in

control with proper maintenance and service as per TNPCB Standards

Water sprinklers along the sides of haul road shall be fixed to control fly of dust while transporting

minerals and waste. Provision for automatic water sprinkle system on permanent road and water

spray by tankers on temporary road shall be made.

Avenue trees along roads and green belt around ML boundary shall be planted with density of 2000

trees per Hectare as per the norms of MoEF to control fly of dust, noise etc

Ambient air pollution monitoring will be carried out as per the regulations

.3.2. WATER ENVIRONMENT.

3.2.1 Introduction

Selected water quality parameters for ground water have been studied for assessment of ground water and surface water within the radius of 500 m radius around the proposed project site. The purpose of the study is to

Assess the water quality characteristics for physical and chemical parameters;

Analyze the impacts on agricultural productivity, habitat conditions, recreational resources and aesthetics in the vicinity; and predict impact of the project on water quality.

Water pollution control Measure : Depth of Mining is planned to above the ground water table. Therefore pumping of ground water or surface water does not arise in this mine. The turbid rain water during rainy season is proposed to settle in a pit before discharging in to the natural stream for settling the suspended particles. Pump having required capacity is installed to lift accumulated rain water from working pit to the settling tank. The rain water should be collected by garland drain around the lease boundary/pit and allowed to settle in a small pit for settling suspended particles before passing to natural drainage system. It shall be ensured that quality of drinking water for the worker is hygienic and good sanitation system shall be made available. 3.3. Land Environment Significant impact on land occurs due to change in land use pattern, degradation of soil quality and

dumping of waste. The project is site specific due to the availability of mineral resources. Hence

there is no alternative location suggested for mining.

The mining activities will be restricted within the lease area only.

The waste material will be utilized for the construction of road and also used by the local people

for construction work.

The surface run off from the lease area will be retain within the lease and used for plantation, dust

suppression and block cutting. So there will be no soil erosion from the lease area and its

surrounding due to mining activity.

The dump will have inward slope with catch drains at inward side of the terrace and the catch drain

of the individual terrace will be connected to the garland drain outside the periphery of the dump.

Retaining wall and garland drain will be constructed around the dumps and the surface runoff water

pass through the garland drain and finally settled in a settling pit before released outside.

Retaining wall and garland drains for the proposed waste dump will be constructed to arrest wash

offs from the dump.

Maintenance/ repair of vehicles and machineries will not be inside the mining area. However

sudden leakage of oil will be properly disposed off.

proper quantity of explosives and strength. Diesel powered machineries, which is major source of

noise in open cast mining shall be properly maintained. Attention shall be paid towards rigorous

maintenance of the silencer of the diesel engines. Protective devices shall be provided for use of

persons employed in the vicinity. Wherever the noise level is found in excess of the stipulated limits,

necessary protective devices like ear plugs will be provided to the employees exposed to such

3.5. Solid waste management The solid waste shall be dumped systematically with proper repose angle and stabilization as

follows:

Gradation of dump shall be done automatically as coarser materials go to the bottom and finer at

the top and therefore drain of rain water flow freely to the bottom without endangering the stability

of dump.

Stabilization of dump with top soil and tree plantation shall make the dump more stable on long.

Dump should be terraced for every 5 m height and stabilized

1m height parapet shall be constructed for dumps more than 6m height along the toe to prevent and

control wash out from dumps entering into natural system through rain water

Garland drainage around dump shall prevent under wash of dump by hydrostatic pressure to be

developed by surface water and control wash outs and collapse

3.6. Program of Afforestation The common native plant species used to develop green belt in safety zone of all around the

mine lease boundary also in the barren area during conceptual plan period will be Gulmohar,

Neem, Bargad, Amaltas, Pipal, Teak, Arjuna, Kadamb, Ahhatwar etc.

constructed around the open pit mines and watch and ward shall be to safeguard the mine from

access to surface openings

After completion of mining the land will be used as storage of rain water to percolation that the

with aesthetic planting around mines like park. Top Soil, a precious product of mother earth will be

made used for this rehabilitation and land reforming.

Chapter 4 Socio - economic and Welfare measure

4.1. Improvements in physical and social infrastructure

The proposed project will enhance the socio-economic activities in the adjoining areas. Several shops and service providers shall grow in the public adjacent to mines. Schools and city development shall also be possible owing to the fact of economic growth in the village. This will result in benefits such as - Improvements in physical infrastructure. - Improvements in Social Infrastructure. - Increase in Employment Potential - Contribution to the Exchequer. - Prevention of illegal mining. - During and Post-mining enhancement of green cover. 4.2. Employment potential The mining operation will create an employment of about 56 persons, of which about 90 % are from

local area (Son of Soil). 56 persons get employment. Most of labors are Agriculturist. In case of

closure of mine, they may continue their own work or join in the neighbor village people. Being an

existing quarry immediate retrenchment may not arise. Development of the mine provided

employment opportunities and also the industrial culture and civilization to the village people.

Beneficiary villages are Golpur, Babuijhuti, Tiladonga, Matichuan and its hamlets. Other than mine

employment,workshops, spare parts, tyres and tubes and related several self-employment

opportunities were also developed.

4.3. Welfare measures 4.3.1. Drinking Water: Whole some drinking water shall be provided as per the Mines Rules, 1955.

Quantity for Drinking and utilities is 2.52 KLD. Dust suppression and Green belt of water is 22.465

KLD. Minimum quantity of 22.465 KLD has to be maintained as per the Rule.Drinking water is

obtained by ineral water industries by water canes. Dust suppression and green belt is obtained from

the open wells of proponent site.

4.3.2. Sanitary facilities: Surface latrines and urinals shall be constructed at convenient places for use of labors as per the

provisions of Rule (33) of the Mines Rules, 1955 separately for males and female. The scale of

latrine shall be one for every 50 employees for the purpose of calculating the number of latrines.

Washing facilities shall also be arranged as per the Rule (36) of MR,1955.

4.3.3. First Aid facility: Being a small mine First Aid station as per provisions under Rule (44) of

the Mines Rules 1955 will be provided with facilities as per the third schedule as prescribed.

Qualified First Aid personnel should be appointed or nominated to attend emergency first aid

treatment.

4.3.4. Labour Health: Periodic medical examination has to be made for occupational health once in a

year in addition to attending medical treatment of occupational injuries under Rule 45 (A). Medical

checkup is to test silicosis and other respiratory problems.

4.3.5. Precautionary safety measures to the Laborers: For safety provisions PPEs should be

provided as per the circulars and amendments made for Mine labors under guidance of DGMS.

Labours engaged in dust prone areas should be provided with safety devices like ear muff, mask,

goggles etc as per the MMR, 1961 amendments and circulars of DGMS under the provisions of

occupational diseases.

4.3.6. The Child labour Employment: As per the Mines Act, 1952, no child labour below 18 years

old shall be engaged for any work in the quarry.
