Groundwater Overdraft Groundwater overdraft occurs when

groundwater use exceeds the amount of recharge into an aquifer, which leads to a decline in groundwater level.

Groundwater pumping is said to have reduced flow on the Mattole, Eel, and Upper Klamath rivers.
