Environmental Management and Monitoring Report of Per Aru Reservoir and

Surface Water Intake

July to December 2016

1. Introduction

North and north western region of Sri Lanka is classified as part of the dry zone of the country. This

zone is benefited mainly by the second inter monsoon and north east monsoon rains which spread

from October to early February. The remaining period of the year is mostly dry in climate. With ending

of a nearly three decade civil conflict the Government of Sri Lanka (GoSL) in year 2009 identified the

need of supplying safe drinking water and improving sanitation needs of people living in urban and

peri-urban towns located in north and north-western regions of the country.

Vavuniya town and its suburbs located between the north and central part of the country has now

become a hub in socio-economic development in northern region. Therefore Vavuniya is one of the

towns which required urgent development in the areas of water and sanitation.

The GoSL secured funds from the Asian Development Bank (ADB) in year 2009 to initiate a project

that would supply safe drinking water and to provide improved sanitary facilities to public living in north

and north west dry zone regions of the country. The project was named as “Dry Zone Urban Water

and Sanitation Project” or DZUWSP. The project is financed under ADB loans No. 2477 and 2977 with

a total amount of US $ 163 million and grant No G129. The project which is expected to complete in

year 2016 is executed by Ministry of City Planning and Water Supply and National Water Supply and

Drainage Board (NWS & DB) is implementing the project.

Vavuniya district was also considered under this project, where the need of constructing a new surface

water reservoir and a water treatment plant was agreed. Per Aru reservoir and surface water intake is

one of the subproject in Vavuniya district under DZUWSP.

Under this subproject an earth dam having a maximum height of 10 m with a length of about 3 km was

designed to be constructed across Per Aru River. The reservoir is to store and pump raw water to the

water treatment plant for purification, storage and distribution.

Construction of this reservoir was considered to be a prescribed project under the National

Environmental Act (NEA) requiring and Environmental Impact Assessment (EIA). The project has also

been categorized as “Category A” under ADB Safeguards Policy Statement, 2009 (SPS). An EIA

report was compiled in November 2012 which included sections “Screening of Potential Impacts” and

“Mitigation Measures”. With completion of the EIA and obtaining necessary approvals, land clearing

and civil works of dam and intake structure commenced in July 2013.

An Environmental Management Plan (EMP) was developed based on environmental good practices

discussed under the EIA report. An Environmental Monitoring Plan (EMoP) was also prepared

including information on environmental parameters to be monitored, Location, time and frequency,

cost for sampling and stage of subproject on which the monitoring should be conducted. The EMoP

is considered to be a useful tool to monitor the implementation of mitigation measures and EMP.

Under safeguards requirements of ADB’s for the project, it is required to prepare an Environment

management and Monitoring Report (EMR) on a semi-annual basis. This report is developed to satisfy

the above requirement. Construction works of the reservoir and intake structure of Per Aru reservoir

was completed in September, 2016. However the report is prepared for the time period from July to

December 2016.

1.1. Contractors’, Supervision Consultants’ and Clients’ role in

environmental safeguards compliance

Construction of the dam and reservoir was carried out by BMG – K.D.A. Weerasinghe & Co. (Pvt) Ltd

(a joint venture). During the construction period the contractor was responsible to implement the

mitigation measures listed under EMP and conduct environment parameter monitoring based on the

EMoP.

A Project Co-ordination Cell (PCC) headed by the Project Director was setup within NWS & DB

(project implementing agency) with overall responsibility implementation of EMP and EMoP by the

contractor. The Supervision Consultant/ Engineer {(SC), SMEC International in association with

Ocyana Consultants and Ceywater Consultants (Pvt) Ltd} working under the PCC directly supervise/

monitor the contractor in implementing the EMP.

The contractor has developed an Environmental Method Statement (EMS) which has been reviewed

and approved by SC. The SC monitor any critical construction activity on a daily basis, any non-

compliance situations and rectification measures/ instructions to contractor are recorded in Daily

Progress Reports (DPRs), engineers’ log books and monitoring checklists.

Monitoring of air quality, water quality, noise and vibration levels are done on a quarterly basis by the

contractor, while compliance indicators such as availability of Vehicle Emission Test certificates are

monitored by the SC at a lesser frequency. A public complaint register is also maintained by the

contractor under the supervision of SC. Any complaint received from public is expected to attend by

the contractor in consultation with NWS & DB and SC.

An Environmental Specialist (ES) has been appointed by the SC on an intermittent basis, to look into

the environmental safeguards aspects of the overall project. Due to the intermittent nature of the

assignment the ES has developed a mechanism to communicate between Team Leader, Deputy

Team leaders and Resident Engineers of SC to assist them in resolving any environmental issue

arising in each subproject. However the ES conducts site visits at least once a month to record the

level of compliance by the contractor and instructions are given to improve on any non-compliance

situation/s.

Status of environmental safeguards compliance with respect to Per Aru sub-project in Vavuniya for

the time period from July to December 2016 is presented through this report. The report is based on

actual field observations made during the site visits; Daily Progress Reports (DPRs), engineers’ log

books, monitoring checklists and other available records/ approvals at site.

2. Monitoring of environmental parameters

As per the contract agreement the contractor has to conduct environmental parameter monitoring on

a quarterly basis. As the construction works were completed by September 2016 no measurements

on selected environment parameters were taken during this reporting period. Monthly total rainfall and

the number of rainy days from July to December 2016 is presented in below table.

Compared to the first six months of the year the project area received less rain during the last six

months (with a highest of 140.0 mm in November). Compared to the last six months in year 2015

which yielded a total rainfall of around 900 mm the last six of year 2016 has received less rains (a total

of only around 240 mm). Therefore the last six months of the year could be considered as relatively

dry.

3. Key construction activities during the periodBeijing Municipal Construction Group Co. Ltd & KDA Weerasinghe Joint Venture, who is the contractor

was issued the letter of acceptance on 30th May 2013. With signing of contract agreement the

contractor commenced work in August 2013. The key construction activities related to Per Aru

reservoir are clearing of jungle and vegetation along dam axis, tank bed and spillway tail canal;

establishing engineer’s site facilities and mobile office; construction of causeway; construction of

access and by roads; construction of Bentonite cut-off wall; construction of spillway structure including

the fish pass, spillway tail and approach canals, construction of the earth dam and construction of

Hindu Kovil. As per the recommendations of EIAR a reforestation and forest enrichment planting

program and a species rescue and translocation program were also carried out in parallel to the

construction works of the reservoir. The construction work of the reservoir is now completed (in

September, 2016) and the reservoir is now being filled with water. This section of the report

summarizes the key activities which were carried out during the reporting period.

1. Jungle clearing in dam axis, tank bed and spillway tail canal

Clearing of vegetation (jungle) in dam axis and tail canal is 100% completed. All trees with timber

value was marked and removed from the site by State Timber Corporation. A total of around 1,600

such valuable trees were removed during this operation. Clearing of shrub jungle in tank bed

inundating area was completed by August 2016. Removal of tank bed area vegetation was carried out

by small scale contractors and bushes/ shrubs were also taken by villagers around the project area.

As stated in the EMR for January – June 2016 the final phase of translocation of fauna & flora in tank

bed area commenced and field works completed in month of October 2015. Final report of this bio

diversity rescue and species translocation was received by consultant in March 2016.

2. Establishing engineer’s site facilities and mobile office

Engineer’s site facilities have been established. Mobile office was operational from the location where

it was re-established during November 2015.

3. Construction of causeway

Construction of left and right bank abutments, wing walls and top slab has been completed. Back filling

works have also completed. Construction of approaching ramps with side drains on left and right banks

of stream were completed in August 2016. Improvement and protection works identified is stream

banks of upstream and downstream was identified as extra works were also completed during this

period. Trees identified in stream stretch obstructing the water flow in upstream and downstream

causeway also completed by Timber Cooperation.

4. Construction of access, by roads and inspection road

Key works in the access road and by road included laying of sub base, construction of culverts and

providing top wearing surface. Sub grade work in by road has been completed by September 2016.

Providing gravel wearing surface to some parts of access road was not completed during the reporting

period due to the issue of obtaining gravel permits. Drainage crossings, formation and gravelling of

bund inspection road was also completed by September 2016.

5. Construction of Bentonite cut-off wall

All construction works related to Bentonite cut-off wall has been completed in September 2015, hence

no activity was carried out with respect to construction of Bentonite cut-off wall during reporting period.

6. Reforestation and forest enrichment planting

A reforestation and forest enrichment planting program was developed in order to compensate the

loss of vegetation due to construction of the reservoir. Locations selected for planting and forest

enrichment included; 1. Around the reservoir (buffer zone above Full Supply Level (FSL)), Down

Stream (DS) and high land inside the reservoir; 2. Upper catchment at Chemamadu and 3. Upper

catchment at Cheddikulam. Contractor maintained two plant nurseries for this activity (one at project

site office and other at Pampaimadhu).

All original planting works of stage 1 related to reforestation and enrichment forest planting in

Chemamadu and Cheddikulam has been completed substantially by end December 2015. Up to the

end of this reporting period, around 155,000 plants have been planted as stage 2 and another 140,000

plants have been planted as stage 1. However only maintenance and vacancy planting was carried

out during the reporting period.

7. Construction of spillway structure, spillway tail and approach structures including the

fish pass

Spillway structure construction was completed during the reporting period which included fixing of

radial gates and operation system and protection walls. The fish pass which commenced construction

during the first quarter of year 2016 was also completed.

8. Construction of the dam

Jungle clearing, stripping and removal top layer in dam axis, core trench excavation has already

completed. With completion of formation of earthen embankment the construction of bund top road

with gravel base course was completed during this reporting period. Turf sods placing along selected

bund sections were also completed during the reporting period. As stated in the previous report the

Hindu Kovil was constructed and handed over to the Kovil Committee in June 2016 by NWS&DB.

4. Environmental impacts, mitigation measures taken at site and monitoring

Construction of the reservoir was completed during this reporting period and no any activity that could cause significant adverse impact

on physical, ecological and social environments were not carried out. Most of the activities carried out during this period such as turf

sods placing, maintenance and vacancy planting, construction of the fish pass were beneficial to the environment. However measures

that were carried out to avoid, minimize or mitigate any adverse impacts was in line with the mitigation measures listed in the EIA

report. Effectiveness of mitigation measures have been monitored and recorded by the SC. In cases where further actions were needed

the SC continued to advise the contractor. Table 4.1 below summarizes the activities carried during the reporting period, their impacts/

concerns to the environment, mitigation measures suggested in the EIA.

5. Examples of good practices, noncompliance notices and corrective

plans

Construction works of Per Aru reservoir was completed by September, 2016. During the near three

yearlong construction period the contractor has obliged instructions given to improve management of

environment and safety aspects. There were no major construction works during the reporting period

and no major non-compliance incidents were observed or recoded at site during the reporting period.

Overall there were few environment good practices carried out by this sub-project under DZUWSP,

which are summarized below.

Biodiversity rescue and translocation

The biodiversity rescue and translocation program was conducted in two stages as dam axis, access

roads, tail canal and reservoir bed area. Final cumulative number of individual species translocated

during the translocation and bio diversity rescue operation was 1783.

Construction of fish pass (fish ladder) at spill site

The conditional approval granted by CEA for the subproject included construction of a fish pass in the

dam (reservoir). The EIAR recommended a fish pass with two pipe tunnels across the dam. However,

both SC and contractor carried out detailed studies to obtain information on fish behavior and fish

passages. After a considerable review of literature a fish ladder was designed by end December 2015.

Construction of this fish ladder commenced from January 2016 and was completed during the

reporting period.

Maintenance work and vacancy planting in areas of replanting and forest enrichment planting

Maintenance and vacancy planting has been carried out by the contractor at all three sites where

replanting and forest enrichment planting was done. However, it is important to develop a system to

further maintain these plants even after handing over of site is completed. Such system will enable

the survival of the planted trees and bushes.

Site restoration including disposal sites

Contractor has carried out clearing of debris at site, leveling of soil dumps and piling up of unwanted

rock and boulders as measures of site restoration around the reservoir area. Below figures depict this

situation. The first photograph was taken in April 2016 while the second one was taken in December

2016. Debris spread at site and after restoration are marked in circles.

6. Public complaints

Grievance Redress Committees (GRCs) have been established to look into any public complaints

during the commencement of construction works and a public complaint register has been maintained

by the contractor. However, no public complaint was received during the reporting period.

7. Conclusion and further actions

Construction works of Per Aru reservoir which will supply raw water for the water treatment plant was

completed by September, 2016. As most of the finishing works were carried out during the reporting

period no major environment or social issue was reported. The reservoir is now in the process of filling.

The fish pass which was recommended as part of CEA conditional approval was constructed as a

section of the spillway structure. It is now important to monitor the migration of fish through this

structure.

Contractor continued maintenance and vacancy planting in all three locations where replanting and

forest enrichment works had been carried out. It is important to develop a program which will continue

to maintain these plants even after handing over is completed. Such measure is important as these

plants are damaged by grazing cattle.

As the construction of this reservoir completed and this is the final environment management and

monitoring report in respect to Per Aru surface water reservoir under the Dry Zone Urban Water and

Sanitation Project.
