RoW -A right-of-way is a strip of land that is granted, through an easement or other mechanism, for transportation purposes, such as for a rail line or road. A right-of-way is reserved for the purposes of maintenance or expansion of existing services with the right-of-way. In the case of an easement, it may revert to its original owners if the facility is abandoned. In Kazakhstan, road rights-of-way are considered government property by the Committee for Roads by applicable state laws.

1. INTRODUCTION

1. The Asian Development Bank (ADB) has assisted the Republic of Kazakhstan (RK) for the International Transit Corridor CAREC 1 “Western Europe-Western China” Investment Program-Project 3 through its financing under Loan L2697-KAZ. The Project is divided in three packages each entailing the new construction, reconstruction and rehabilitation of a road. As such, the Committee for Roads (COR) of Kazakhstan Government has initiated Zhambyl Region State Road Investment Program to implement the up-gradation and improvement work of various identified road stretches in the region for capacity augmentation for safe and efficient movement of traffic. 2. The ADB Loan was provided by using Multitranche Financing Facility (MFF). The project 3 of the MFF was approved on 3rd December 2009 (Western Europe-Western China International transit Corridor). The three packages (Contract 006/CW-1; Contract 007/CW-2 and Contract 008/CW-3) are classified as “A” Category, because 2 roads (Contract 007/CW-2: Korday By-Pass) and (Contract 006/CW-1: Kulan Bypass) passing through the Archaeological sites, and the other road is a new construction of 7.7 km plus existing 10.0km (17.7km, Approach to Kyrgyzstan Border). Therefore, the environmental monitoring for the three contracts needs to be submitted Bi-annually to ADB. 1.1 Project Background

3. In Kazakhstan roads are a key element of regional and international transport system. They play an important role in providing access to rural areas, and facilitating transit traffic and in-country transport movement. However, much of the road network is in poor condition-about 60% of the national roads require major rehabilitation and proper maintenance. Moreover, the feeder road network serving the rural population is not fully developed; and is characterized by poor conditions and a low service level, especially during wintertime. This results in high transport costs. The road sector has long-standing bottlenecks, such as: (a) the road network is incomplete, and in some sections in bad condition; (b) truck overloading is frequent, cutting into the economic life of road assets; (c) revenues from transit are low, affecting cost recovery and reinvestment capabilities; (d) inefficient cross-border procedures increase the burden on trade and traders, and raise the cost of doing business; (e) weak road sector planning affects sound investment sequencing; and (f) project development and project management shortcomings create inefficiencies, high costs, and poor governance.

4. These gaps translate into higher-than-average transport costs. They also hamper regional cooperation and integration opportunities, and ultimately the country's competitiveness. As such, the Government of Kazakhstan's Western Europe-Western China Corridor development program intends to remove these constraints to improve the road sections in the country's territory of CAREC Transport Corridor I, which total 2,715 km running from Khorgos through Almaty and Shymkent to the Russian Federation's western border. The Corridor Development Program will improve the existing road and construct By-Passes and new alignments to make the Corridor suitable for international traffic. The Government sought assistance from the international financial institutions to fund sections along the Corridor. Asian Development Bank (ADB), with the Japan International Cooperation Agency (JICA) and the Islamic Development Bank (IDB) finance 470 km in Zhambyl Oblast. The Project 3 is one of such programs currently under implementation (Contract 006/CW-1 km 383-404, Kulan By-Pass; 21km; Contract

007/CW-2 km 162-260, Korday By-Pass, 80km; and Contract 008/CW-3 Km 0-17.7, Approach to Kyrgyzstan Border).

5. Further to note, each of the national road segments financed under the project is intended to promote economic growth in Kazakhstan by reducing transport costs. The project 3 also supports the government's strategy to reduce poverty and relieve transport bottlenecks, and each of the national roads had regional dimensions, with CAREC-1 network being major transport corridors to Western Europe, and Project 3 equally serving as a transport corridor to Western China. The project is expected to improve accessibility, promote economic and human development, reduce road transport costs, and increase the capacity to effectively manage and maintain the road network. During project formulation by the MoTC & COR, policy dialogue focused mainly on strengthening transport planning capacity and road maintenance capability and on development of road user charges.

1.2 Objectives, Scope, and Methodology

6. This Bi-annual Environmental Monitoring Report has been prepared in the month of June 2013. The report aims to provide information on the progress of implementing the Environmental Management Plan (EMP) and to evaluate the implementation of EMP for necessary improvement if needed. 7. The purpose of environmental monitoring report (this Bi-annual EMR) is to satisfy the environmental safeguard requirements of the Government of Kazakhstan and the Asian Development Bank (ADB) as well as to fulfill the requirements written in the loan document for COR of MoTC (CAREC 1 Project). 8. The findings are based on the review of monthly progress reports and monitoring reports submitted by the Contractors on the monitoring of environmental impacts and findings obtained during the supervision of site specific monitoring by the Environmentalists of Construction Supervision Consultant (CSC) intermittently between May to June 2013 and overall monitoring covers the period January to June 2013. 1.3 Project Description

9. The MoTC is the implementing and disbursing agency of this program through the Committee for Roads (COR). The project is a four lane/two lane all weather road with divided carriage ways of concrete and bituminous pavement. It is being implemented in several contract packages. The environmental monitoring of construction contracts being the subject of this report includes reconstruction of the road sectors from km 383 to km 404 (Contract 006/CW-1, Kulan By Pass) by the contractor "LLP JV Kazakhdorstroy-HYUNDAI" with contract price of 8.651.643.771,40 KZT; From km 162 to km 260 (Contract 007/CW-2, Korday By Pass) contractor being "Cengiz Insaat Sanayi ve Ticaret Sirketi" with contract price of 18.290.797.377,17 KZT and 17.7 km (Contract 008/CW-3) from Korday to Kyrgyzstan border by "Akmola Kurilys Materialdari" (АКМ) with contract price 1.487.678.879,30 KZT. Hence this project consists of three independent contract packages. SNC-LAVALIN International Inc of Canada associates with «Kazdorproject" of Kazakhstan for Construction Supervision of these three contracts in Zhambyl Region (detailed in Section 1.3.1) for a duration of 25 months from 09 April 2012 (date of signing the contract with COR). The objectives of Consulting Services are to provide high quality services through execution of the Contracts in a timely manner within the budget, as well as

implementation of construction work in full compliance with the approved project documents, technical specifications, ADB, FIDIC and SNiP policies and guidelines, economic standards and GOST; including Environmental Management and Monitoring Plan. 10. The works and the consulting services for the above mentioned segments are being financed by JICA, ADB and the Republic of Kazakhstan. 1.3.1 Contract Packages 11. The construction contract for all the road sections has been awarded between November 2011 and January 2012. The Package wise date of signing on each contract and firms responsible for civil work construction is presented in Table- 1.1. This Bi-annual Environmental Monitoring Report is prepared considering time period January to June, 2013 for 3 Packages. 1.3.2 Changes in Project Organization and Environmental Management Team 12. The Executing Agency (EA) is the Ministry of Transport and Communication (MoTC). The MoTC has set up an Implementation Unit1 through Committee of Roads (COR) including its Regional COR office specialists to manage day-to-day coordination, implementation, monitoring and administration activities of the project. The CR is assisted by PMC-ADB, and CSC

(SNCLII). No changes to the project organization structure occurred during this reporting period. There were no changes to CSC project organization team. Some changes in the staff in particular, one new Environment Specialists have joined to the CENGIZ Insaat Contractor's team (Ms Elena Shamilova since October 2012). Further, on 23rd January, 2013, AKM entered into an agreement with Branch of State Enterprise "Zhambyl Regional Centre of Sanitary-Epidemiological Expertise"2 for laboratory support towards investigation of ambient air, noise and vibration, water and other parameters as part of EMMP administration. 1.4 Relationships with Contractors, Owner and Lender 13. During the reporting period the “Committee of Roads (COR) of Project 3 Road Corridor Investment Program” closely collaborated with PMC-ADB; CSC (SNCLII); LLP JV Kazakhdorstroy-HYUNDAI (KDSH); Cengiz Insaat Sanayi ve Ticaret Anonim Sirketi (CENGIZ); Akmola Kurylys Materialdary (AKM) and ADB to review Environmental Reports for the (3 Contracts) of the Program. 2. CONSIDERATION OF ENVIRONMENTAL SAFEGUARDS DURING PROJECT PREPARATION

14. At the time of project preparation at feasibility stage, the TAPP consultants were deputed for the survey and preparation of EIA for Project 3 roads (3 Contracts). As part of detailed project preparation, environmental impact assessment reports3 (EIA) were prepared by environmental consultant engaged by the Committee for Roads (COR). 15. Aside from the environmental consultant under the supervision work, the Project Management Consultant (PMC) office has also engaged an environmental consultant to guide and review environmental assessment reports for the current projects submitted by CSC; assist in procurement process to ensure that the environmental assessment report and its EMP is included or attached in the bidding document of the ongoing project; to ensure that contractors selected have capability to implement EMP especially implementing mitigation measures associated with construction works; work closely with supervision consultant (SNCLII) to monitor the implementation of EMP by contractors; and ensure that the EMP is implemented throughout project implementation period. In addition, the environment specialist under the PMC is also responsible to cross-check and monitors the overall implementation of EMP as part of periodic exercise. 2.1 Development of Environmental Management Plan

16. The environmental management plan was further revised by the Contractors' supported by the Environmentalists of CSC to identify potential environmental impacts of each project road and how to mitigate the impacts. The environmental assessment report provides recommendations on how the potential environmental impacts could be mitigated. a set of guidance on what, how, when and where the mitigation measures have to be implemented. It also includes who has to implement and monitor the implementation of mitigation measures. 17. There were 3 Environmental Impact Assessment (EIA) reports prepared under the feasibility stage. The environmental assessment reports in the form of EIA are helpful in following ways:

• It provides the basic information about the environmental conditions of the project areas and what will be the potential environmental impacts

• It provides the recommendations to mitigate potential environmental impacts and describe on how to implement in the environmental management plan

• It provides guidance on how the environmental monitoring has to be carried out, and

• It indicates what kind of environmental statutory clearance will need to be obtained. 2.2 Preparation of Bid Documents 18. The Environmental Management Plan (EMP) covers the information of potential environmental impacts and the proposed mitigation measure for each road has been provided in the bidding documents. In addition to the EMP that was provided to the contractors, the bidding document also includes some detailed instructions on subject that highlight in the EMP and environmental monitoring plan on the followings:

• Precaution to be adopted during disposal of debris of solid wastes including disposal of organic debris generated during road construction

• Precaution to be adopted at sanitation and housekeeping at the labor construction camp like toilets, hygiene, water supply, waste disposal, first aid and maintenance etc

• To measure and maintain the air quality standard • To measure and maintain the noise and vibration quality standard • To check the primary water quality standard including physical and chemical properties

of drinking water. 19. The contractors’ response on the instruction to include works for environmental impacts associated with the construction activities is moderate to satisfactory. Necessary budget has been allocated particular for Category ‘A’ projects to handle environmental problems. Additionally, the contractors’ budget includes items of implementation of environmental management and monitoring plan included in the contract document. 20. The contract document for the contractors' (Clause 106 of Technical Specification & Item 4.18 of Contract Terms; Clause 100 of Technical Specification, 512-Borrow Pits of general and special conditions of contract) includes detailed terms and conditions regarding the safeguard issues and implementation of the Environmental Management and Monitoring Plans that has to be adhered and implement by the Contractors'. 2.3 Environmental Statutory Clearances 21. As stated in the loan document, prior to commencing a civil work all the required statutory clearances have to be obtained with regard to the 3 road projects (3 Contracts) classified by

ADB as ‘A’ Category project. The environmental statutory clearances for Project 3 are related with preservation of archaeological sites in Contract 1 and Contract 2, including removal of trees at village Kainar, and at the start of contract 1. In addition displacement of containers and petrol station (Contract-2) that has been obtained from the Akimat and Regional Department of the Committee for Roads (RDCOR) and clearances for some construction activities have been obtained from the Ministry of Land4. 22. Removal of trees along the ROW: Trees are removed within the proposed ROW in some places to allow for widening of the carriageway, construction of shoulders or to meet current road safety standards. It should be noted that trees within the ROW are considered to be within the purview of the Akimot (in Kulan, Project-1) and Agricultural Organization of near village Kainar (Project-2). Further, detailed in Section 4.5 (and Appendix-3) of this Report, and supporting Appendices. 3. IMPLEMENTATION OF ENVIRONMENTAL SAFEGUARDS DURING CONSTRUCTION 23. The civil work contracts were granted to 3 Contractors in November 2011 and January 2012 respectively. The civil work construction for Contract-1 and Contract-2 started almost in time, for the contract 3 started a little bit late because of delay in signing agreement. Works related to setting up the site offices, mobilization of resources and equipment, and land clearing for the embankment have been completed (except for Contract 007/CW-2, where land clearing is ongoing from km 35 to km 00 towards Village Otar, and Contract 008/CW-3, land clearing is ongoing from km 8+00). 3.1 Setting up Site Offices and Construction Camps 3.1.1 Contract 006/CW-1 (21 Km: Kulan By-Pass)

24. The Contractor has established one main office and warehouse in Kulan. At present mobilized 642 contractor's staff (Engineers, Topographic Department and Laboratory, Quality Department, Mechanic, Common Labour Personnel, Road Men, Servicing Personnel, Medical staff, cookers, cleaners, security, suppliers, electricians, laundress, drivers etc.) deputed for the implementation of civil works for 21 km road project till to the submission of this Bi-annual Environmental Monitoring Report January-June 2013. The Contractor has submitted their revised work program to the Client at the beginning of the work. The contractor's field office, storage facilities and construction camps are not located near by the water bodies (e.g. lakes, ponds, stream, river, etc.). The sites for the construction camps are selected in consultation with the respective authority. All the sites of construction camps are located in government or rented land and contractor has obtained necessary lease agreements with respective department of the Republic of Kazakhstan (RK).The contractor has established separate workers camp with adequate water supply and sanitation facilities and standard canteen for all the staff. 25. The project components under category I-b -21 km include the following items:

The Contractor has established their main office at Camp Site near village Sogandi. The project recruited competent workers to meet requirement of construction work in parallel with the current construction program. The total number of employees reached to 482. This camp has all the facilities like running water, twenty four hour electricity etc. Medical Centre, Main Office, Work Shop, Ware house, Engineers Office, Living accommodation for staff and workers, Mess Facilities, Site Laboratory is within this camp. The Contractor submitted their work program to the Client at the beginning of the work, and submitted another revised program following instruction of CSC. The Contractor also submitted EMP at the end of October, which was approved by the CSC. In reference to the submitted Report on Burials and Archaeological Sites along the proposed road corridor (km 162-260) by the CSC with recommendations for incorporating at least 3 firms for bidding has been entertained by the PMC-ADB and Regional Committee for Roads in Zhambyl in Taraz. Hence, the 3 competitive bidders participated for bid as part of ADB requirements. Among 3 competitive firms, "Kazarchaeology" has been awarded the work to carry on the remaining detailed study. Accordingly "Kazarchaeology" submitted the report which is approved by Culture Department and relevant departments of RK. The CSC has also reviewed the archaeological finding report and recommended for acceptance by the PMC-ADB. 27. However, the sites for the construction camps, plants and other facilities are selected in consultation with the respective authorities. The sites are located in government or rented land and contractor has obtained necessary lease agreements from respective departments and individuals of the RK.

The submitted EMP is accepted by the CSC, which comply with the RK and ADB requirements. 30. 3.2.1 Contract 006/CW-1 (21 Km: Kulan By-Pass) 31. The mobilization of heavy equipment and machineries has been done by the contractor Kazakhdorstroy-Hyundai at all project roads. The heavy equipment for land clearing was transported through existing road. So far, there is no destruction on existing road due to the movement of the heavy equipment. They have an operational Batching Plant, Crusher Plant, Screening Plant, in the adjoining lot. Currently most of these establishments are subject to gradual phase out and some are closed. However, the Material Stock batching plant is functional, and the overall construction work is in a finishing stage. 3.2.2 Contract 007/CW-2 (80 Km: Korday By-Pass) 32. The Contractor has erected the Concrete Batching Plant and has been commissioned producing cement concrete for structures and cement concrete pavement. Crushing Plant and Cement Concrete Base Course Plant are operational. Quarry for the crusher is just adjoining to site at Km.46.5. Further, plants, machineries and equipment, (such as Crushing plant, Concrete batching plant, Asphalt plant, Mechanical stabilization plant, Mobile crusher, Cement silos, Excavator, Asphalt paver, and others-total about 40 types) allocated by the Contractor up to June 30, 2013 are provided in the Monthly Progress Report5. 3.2.3 Contract 008/CW-3 (17.7 Km: Approach to Kyrgyz Border) 33. The crushing plant is located in Village Alga at a distance of 30 km from Village Korday. Crusher is producing a fraction of 5-10mm, 10-20mm, 20-40mm, suitable for the production of concrete for bridge structures, artificial structures and concrete pavement and 0-40 for Crushed Base course. The Asphalt Concrete plant is also located in the same location. Laboratory is situated at Village Bet Kainar, 25 km away from Korday and is fully functional. 3.3 Main Site Activities

3.3.1 Contract 006/CW-1 (21 Km: Kulan By-Pass) During the reporting period the Contractor has performed the following works:

Execution of works on culverts During this period, the Contractor has executed the following works on culverts. Rectangular culvert (cattle pass) [4.0x2.5]m. km 399+837 34. All the main works on cattle pass construction were performed – base preparation and foundation concreting, installation of portals and wing walls, erection of culvert rings, surface and back-lining waterproofing and culvert backfilling. In addition, the works on slopes and bed protection were started. Total progress on this culvert is 95%. 35. During this period, the Contractor has continued the works on sealing of joints with cement mortar between rings on inside of culvert as well as works on slopes and bed protection of the culverts. The protection of the culverts was performed with in-situ concrete as: (a) 23 culverts – 100%; (b) 2 culverts – 50% 36. In total, from the commencement of the construction until present the Contractor has performed works on 46 culverts: Pipe culverts d= 1.5m - 8 pcs...............80% - 2 pcs...............90% - 8 pcs...............95% d= 1.0m - 10 pcs..............80% Pipe twin-cell culverts 2хd= 1.5m - 2 pcs......80% - 1 pc........95% Rectangular culvert [4.0x2.5]m – 1 pc...........80%. - 4 pcs..........95%. Total number of culverts including the changes is 47 units. At present there is 1 culvert has to be performed. On all culverts the following works are unfulfilled – bituminous grouting of the joints in concrete protection, filling of rear apron with stones and bed clearance. Execution of works on overpasses Overpass at the interchange km 390+363.60. 37. During this period, the Contractor has performed the concreting of in-situ overhead slabs in the span 1, the concreting of back-wall of the piers No.1 and No.5; the mounting of approach slabs of the pier No.5 was performed and works on slopes protection were started.

Overpass at the interchange km 402+239.13 38. The Contractor completed the mounting of span beams as well as the concreting of in-situ overhead slab in the span 1. 3.3.2 Contract 007/CW-2 (80 Km: Korday By-Pass) Main site activities during this period include the following items:

• Site Clearance has been completed at the sections PK 26+00 – PK 30+00, PK 30+00 – PK 80+00, PK 80+00 – PK 118+00, PK 118+00 – PK 133+00, PK 133+00 – PK 150+00, PK 250+00 – PK400+00 , PK 400+00 up to PK 800+11. Total progress has reached to 88% of actual total quantity of the project.

• Removal of top soil has been carried out at the section from PK 26+00 till PK 30+00 PK 30+00 till 80+00 PK 80+00 till PK 118+00, PK 133+00 till PK 150+00, PK 250+00 till PK 400+00 and PK 400+00 till PK 800+11.

• At the end of the reporting month the length of laid cement concrete pavement is 35.01 km.

• Total amount of completed base course layer is 39.80 km. • Construction of sub-base is carried out with two layers for the road section from PK

380+00 – PK 401+00; PK 415+00 – PK 800+11, T-junctions P-1, P-2, P-3, P-4. Total amount reached length of 43.8 km of the road.

Execution of works on culverts Culvert construction has been completed in 56 locations. Total progress reached about 59% of actual total quantity of the project. Section km 40-km 80 Culverts d=1.5m PK 402+14, PK 413+10, PK 669+81, PK670+69, PK 712+88 – the culvert backfilling was performed. Total progress on these culverts is 80%. Total on section km 40 – km 80 since commencement of construction the works were executed on 36 culverts: Culverts d=1.5m - 30 pcs...............80% 2х d=1.5m - 2 pcs...............80% d=1.0m - 1 pc.................80% - 2 pcs...............70% d=0.5m - 1 pc.................60% Section km 0 – km 40 Culverts d=1.5m PK 376+03, PK 367+64, PK 356+95 – the culvert backfilling was performed. Total progress on these culverts is 80%. Culverts d=1.5m PK 321+33, PK 307+70, PK 297+60, PK 285+20. In May-June 2013, the main works were performed – base preparation, concreting of foundation, installation of portals and wing walls, erection of culvert rings, surface and back lining waterproofing. Execution on these culverts is 70%.

Cattle pass at PK 393+60 [4.0х2.5]m: The erection of culvert blocks was performed earlier. Similarly the surface and back lining waterproofing of the culvert was performed. Execution on this culvert is 70%. In total, 11 culverts were constructed since commencement of construction work as: Culverts d=1,5м – 5 pcs...................80% - 4 pcs....................70% rectangular [4.0x2.5]м – 1 pcs...................70% – 1 pcs....................20%

Execution of works on bridges Bridge over the river Kakpatas at PK 593+00 39. The Contractor has performed concreting of cross beams – 3 pcs. The construction of columns was fully completed. Besides, the concreting of foundation stones of the pier No.3 was performed. Then the erection of span beams (spans 3 and 4) was performed. Underpass for agricultural machinery at PK 671+90 The concreting of retaining walls was completed, and then the erection of span slabs was done. Backfilling has been started. Underpass for agricultural machinery at PK 712+65 The concreting of foundations and bottom part of retaining walls of first sections (length – 4m) was performed and then the erection of span slabs was done. Backfilling has been started. Bridge over channel Georgiyevsky at PK 713+20 The Contractor has carried out the works on preparation of reinforcement cages for pier caps. Underpass at PK 783+74.59 40. The Contractor has performed the concreting of pier caps and bed stones of the piers No.1 and No.5. Accordingly, the construction of the piers was completed. Then the erection of slabs was performed in the 4th span, as well as erection of beams (9 pcs) in the span No.2. Total progress on all bridges at the section km 40 – km 80 for May-June 2013 is 60%.

In June, the works include:

a) Construction walls of column No.1 and No 2; b) Cast-in-place transition with concrete No.1, No.2, No.4, No.5-33.3m3

c) Installation of slabs-21 pieces d) Beams mounting-15 pcs.

Progress Status

Culverts: On section km 40 - 80 it is necessary to speed up the construction of 4 culverts on ramps at the interchange PK 783+74.59. Bridges: So far the Contractor has not started the bridge construction at km 0 – km 40. 3.3.3 Contract 008/CW-3 (17.7 Km: Approach to Kyrgyz Border) Main Site Activities include the following: Milling: Milling carried out for 8 km. There was no problem on milling. Earth works: During this period, the Contractor carried out earthwork without Subcontractors support. Plan for May-June was 79440m3, actually performed – 5786 m3 that is 7.26%. Plan for 2013 is 283090 m3, actually performed up to May-June 56164m3 that is 19.84%. Backlog up to this day is 69056 m3. There is a problem on earth works performance; this is related to shortage of vehicles, excavators and loaders that accordingly will result in backlog of following pavement layers. Sub base: Plan from the beginning of year is 4.4 km, actually performed 4,8 km, that is 30.77 %. Crushed stone gravel sand mix base course: Plan from the beginning of year 5 km, actually performed 4.8 km. The backlog– 0.2 km. Asphalt concrete base course: Plan from the beginning of year 2 km, actually performed 3.6 km. Binder course: Plan from the beginning of year 1.5 km, actually performed 1.5 km. Material`s store. Plan for Fractioned crushed stone -59060 m3, stored- 38640m3, that is 65,42 % in annual plan, there is а backlog from stock schedule. There are big problems on stock of fractioned crushed stone due to the lack of financing. Execution of works on culverts The following works were performed by the Contractor: Rectangular culvert [4.0x2.5]m - PK 129+32 – culvert waterproofing is being executed. Besides, culvert backfilling was completed at the initial section. 41. On these culverts the works on bed protection and fill slopes are unfulfilled as well as the works on bed clearance. 3.4 Cut and Fill for Preparation of Embankment 3.4.1 Contract 006 CW-1 (21 Km: Kulan By-Pass): The Contractor has completed embankment construction stage. Currently, the road construction of this Contract is in a final stage. 3.4.2 Contract 007/CW-2 (80 Km: Korday By-Pass): For this Contract, about 10 km cut and fill for embankment strengthening for road alignment will further require in different places of the road Section from km 00+00 towards km 35+00 for leveling of undulating road surface. Currently the work is ongoing. 3.4.3 Contract 008/CW-3 (17.7 Km: Approach to Kyrgyz Border): Completed from km 0+00 to km 6+00, remaining work is ongoing. There is no significant adverse effect detected on environment by using balance cut and fills method during this stage, except infrequent localized temporary dispersion of dust pollution. The mitigation measures proposed in EMP are followed by the contractor to reduce and eliminate pollution caused by embankment development process. 4. ENVIRONMENTAL MONITORING 4.1 An Overview 42. During this period, construction activities were suspended from December to February due to winter season. However, to enable effective monitoring, the Environmental Impact Assessment Report with Environmental Management Plan has been developed for all three Contracts6, and then has been revised and finalized by the Contractors' supported by CSC (SNCLII). Therefore, the monitoring activities are being guided by EMP procedures. However, the salient features of environmental compliance monitoring are reflected in Table 4.2. 4.2 Air Quality 43. In dusty areas such as at road sections where site clearance have been undertaken to facilitate construction of new pavements, at new embankment construction areas or at temporary unpaved detour or access roads; the surfaces have been sprayed with water using water trucks equipped with sprinklers or any other appropriate means. This procedure was executed to effectively control the excessive spreading of dusts particularly during dry season. Dust emission created by asphalt plant has been collected by its dust collection system or cloth filters to control the excessive dust. All construction activities have been executed in such a way that attempted to minimize if not totally eliminates the spreading of dust or any inconvenience and nuisance to road users and the roadside communities. cement silos, construction sites, concrete plants, sand washing plants, are Inorganic dust, Nitrogen dioxide, Soot, Sulfur dioxide, Alkanes7, Carbon monoxide, etc,. 44. The surveyed results for all contracts are within the limit of established standards. Details are provided in Appendix-1 (Contract 006/CW-1), Appendix-2 (Contract 007/CW-2) and Appendix-3 (Contract 008/CW-3). 4.3 Noise and Vibration 45. The Contractors' have employed the most practical means to minimize noise resulting from their operations. Noise has been minimized through proper maintenance of equipment and vehicles. As such, most of the vehicles and mechanical plants used for the purpose of works were fitted with effective exhaust silencers, which are being maintained in good and efficient working order. Sound from power generators has been reduced by installing them inside with sound limiting enclosures away from the office and residential accommodations. Machines in intermittent use were being shut down in the intervening period between works or throttled down to a minimum. 46. The Contractors' have organized their operations with regard to the positioning of plant and movement of vehicles to minimize noise adjacent to properties. Special consideration have been provided to protect workers from harmful and long exposures to noise originating from construction machinery such as the wearing of earmuffs for operators. In most cases, handling of construction materials has been done during daytime and not in the night. 47. In any case, the sound level generated from Crushing and Screening Complex; Mortar Concrete plant, and around construction sites for 3 Contracts did not exceed the legal limit of noise standard levels (Noise level standard ranges from 75 to 80 decibels (dB)8 and, actual field results found from Contract-1 varies from 51.0 to 61.2; for Contract-3, varies 42 to 76). Details are provided in Appendix-1 (Contract 006/CW-1), Appendix-2 (Contract 007/CW-2) and Appendix-3 (Contract 008/CW-3). 4.4 Water Quality 48. All construction activities for 3 Projects (Contracts) within the wetted perimeter of natural bodies of water like Karakistak River, Kakpatas River, Agalatas River, and seasonal streams, etc., have been avoided. Machinery and equipment were not operated within the wetted perimeter or these bodies of water. All works have been undertaken in a manner that minimizes the silting of any body of water and no debris, slash, wood chips, organic debris, soil, petroleum, diesel fuel, oil, grease, ashes, or other substances deleterious to aquatic life etc, were not allowed to enter any body of water. Natural drainage patterns have been maintained or controlled throughout the entire construction operation to minimize silt release into streams. 49. Temporary access roads and haul roads have been constructed and functional so that they are stable and do not erode to cause silting. Where they cross water streams or channels that

contain water during rainy season, they have been properly provided with temporary culvert. Necessary stream diversions have been scheduled so that once started, the complete diversion can be completed at the earliest possible time (Contract 007/CW-2, at Village kainar Over Bridge Intersection). Any protective works required have been provided in accordance with the guidelines of concerned Authorities. The crossing of streams by vehicles and earth moving equipment has been avoided if other reasonable alternatives are available. For the 3 Projects

(Contracts), water quality9 results for parameters such as PH, Natrium+Potassium, Calcium, Potassium, Magnesium, Iron, Copper, Zinc, Suspended solids, BOD, COD, Chlorides, Sulfur, Ammonium nitrogen, Phosphate, Iron, Fats, Synthetic surface active substances, and others shows within the standards. 50. However, exceptional results have been detected in Contract 006/CW-1, it is identified that, Iron in the River Karakystak is 4.9 times higher in April (actual concentration obtained from field is 1.47mg/m3). In May 1.5 times higher (actual concentration obtained from field is 0.44mg/m3) and in June 1.1 times higher (actual concentration obtained from field is 0.32m/m3). The established Standard for Iron is 0.3mg/m3. It should be noted that, the main sources of iron compounds in the surface waters are the processes of chemical weathering of rocks, accompanied by their mechanical breakdown and dissolution. During the interaction with the mineral and organic substances contained in the natural water- there forms a difficult complex of iron compounds. Irons are dissolved, weighted and colloidal when in water. Significant amount of iron comes with an underground drain and wastewater from agricultural effluents. The iron concentration is subject to appreciable seasonal fluctuations as well. 51. Also there is an excess of Phosphate MAC from 5 up to 30,7 mg/dm3, approximately 6,14 times in April, from 5 up to 25,1 mg/dm3, approximately 5,02 times in May and approximately 4,96 times in June 2013. The compounds of mineral phosphorus comes into natural waters as a result of weathering and dissolution of rocks containing orthophosphate (apatite and phosphorus), and proceeds with the surface of the reservoir in the form of ortho -, meta-, pyro-and polyphosphate ions (fertilizers, detergents, additives, warning scale formation in boilers and the like) and are formed during the biological processing of the remains of animals and plants. Excess levels of phosphate in the water, especially in groundwater, may be a reflection of the presence of impurities in the water - body fertilizer, components of domestic sewage, decaying biomass., etc,. Further, details are provided in in Appendix-1 (Contract 006/CW-1), Appendix-2 (Contract 007/CW-2) and Appendix-3 (Contract 008/CW-3). 4.5 Flora and Fauna Monitoring 52. The Contractors had to remove terrestrial flora and insignificant fauna habitats along the road alignment during the execution of works. However, during this period for Contract 006/CW-1, no floral habitats have been removed. For other contracts, details are provided in Appendix-2 (Contract 007/CW-2) and Appendix-3 (Contract 008/CW-3). 4.6 Land Acquisition and Resettlement 4.6.1 Contract 006/CW-1 (21 Km: Kulan By-Pass): This issue is not applicable, as the overall construction work is in a complete stage. 9 River water, Sewage water, Sand washing plant, (Water outlet No2, Contract 007/CW-2)

4.6.2 Contract 007/CW-2 (80 Km: Korday By-Pass): 53. The short Land Acquisition and Resettlement Plan (LARP) for affected area of PK 783+00 (Village Kainar) where 2 level Clover Leave Interchange is under construction have been developed. This short LARP is based on findings of Social Impact Assessment conducted during October and November 2012. While designing the short LARP, current status of relocation has been considered as: 54. Based on Detailed Design, the total land requirement for the construction of 2 Level Clover Leaf Interchange is 79275.72m2. There are no impacts on common property and community assets, agricultural land and crops, residential lands, residential cum commercial lands and trees. Current Status at PK 783+00 55. On April 16, 2013 a meeting was arranged with 16 various container owners to discuss and decides relocation of 16 containers. Deputy Director and Head of Quality Control and Works Acceptance of Department of Roads, Zhambyl Oblast, Deputy of Kordy District, Akim of Saybulak Rural District, Chief of Lands Relations Department of Korday District, Resident Engineer of CSC, Site Inspector LLP “Kazadoproject”, Senior Manager of “Cengiz Inssat” and Coordinator of Community Liaison Group Coordinator of PMC (ADB) participated in this meeting along with representatives of 16 containers. All the representatives of 16 containers were running their business in the land of Mr. Tukhiyev T.A. Finally, 16 container representatives agreed to move their containers from PK 783+00 to new location at PK 794+00 which belongs to Mr. Tukhiyev T.A. 56. Till April 30, 2013, 12 out of 16 containers were re-established in new location of PK 794+00 and remaining 4 were under process of shifting. The respective contractor of contract 007 “Cengiz Inssat” provided all support in transporting containers and other goods from PK 783+00 to PK 794+00 and also installing containers. The remaining owners of 15 containers have agreed for self relocation. They are finding suitable place to relocate their containers. The respective contractor of contract 007 “Cengiz Inssat” has also agreed to support all this containers in moving and rebuilding containers at newly identified location. 57. There is no direct impact of construction of interchange on permanent structures (Café and Petrol Station) of Mr. Dilavarov B. As per design project a Gabion revetment with a height varying from 2m to 4m will be constructed to protect the structures from embankment slope. These properties have access to the ramp connecting the main route with the existing Korday - Shu road. In case of café “Akzhol” of Mr. Bozhanov Z. the case is in the court for next decision. Until the court judgment, the structure will be not demolished. Till the time the diversion will be provided to avoid the impact and also continue the construction work. 58. Regarding access to Agricultural land of 500 hectares of Mr. Varshikadze Omirali, the Engineer of CSC is planning options. On May 10, 2013, Social Development Specialist along with Resident Engineer of CSC-SNCLII and Surveyor visited the site to find out access which will be technically appropriate and economically viable.

Land Ownership Status 59. The persons, who are the land owners, refused to present any official title documents. One of the property owners at km 78+300 Mr. Baizhanov Sabit Zhakibekovich, St. Utegianov-5 has appealed to the court and waiting for decision. This delay has led the Contractor to realign the ramp temporarily to connect the traffic between Kordai and Merke which was open to traffic since 16th of December 2012. Access to Existing Petrol Stations (Contract 006/CW-1, Km 402+239) 60. The owner of “Mirza Petrol Station” in Contract 006/CW-1 (Km 402+239) has requested to provide entry and exit to his petrol station. Due to construction of interchange, the old access to this petrol station has been closed. According to the contract providing entry and exit from the main road is technically not possible. The contractor Kazakhdorstroy HYUNDAI (KDSH) in consultation with Designer, Engineer and respective departments are working on the options to further resolve the issue. 61. Similarly, the other Petrol Station “BT Petrol Station” has also lost access to petrol station due to construction of high embankment. The Contractor KDH is working on the options to resolve the issue. «Munay Invest $ К» Ltd case 62. Compensation amount for Munay Investment has been calculated by appointed valuator during assessment. The compensation amount is 15 693 400 KZT for loss of petrol station. As per information provided by Regional Department of Roads, Zhambyl Oblast, the property was mortgage to the ATF Bank by the owner and since long the owner is disappearing and there is no trace. The matter is now in the court and the result is pending. 4.6.3 Contract 008/CW-3 (17.7 Km: Approach to Kyrgyz Border) 63. The Contractor obtained permission for temporary land use for 2 years and developed storage sites for construction materials and top soils, storage of inert material, concrete plant, etc. The following Table-4.1 provides temporary land acquisition status. 4.7 Salient Monitoring Features 4.7.1 Contract 006/CW-1 (21 Km: Kulan By-Pass) 64. The Contractor has obtained permission for releasing allowable emissions to environment at mortar-concrete plant and Sand washing plant, as well as crushing and screening plant «Sandvik».

Since gradual seasonal transition to summer with favorable weather conditions in March, the following environmental measures were carried out related to road construction in project area:

1. Routine checks of production facilities (mortar concrete plant, crushing and screening plant, sand washing plant, road section km 383-404), the identification and elimination of violations of environmental regulations;

2. Dust minimization at various places, such as, access roads, production facilities, areas of temporary storage of road construction materials;

3. Provided instructions on Environmental requirements in the implementation of road construction works.

65. Likewise, the Health and Safety Department of LLP “Kazakhdorstroy-HYUNDAI” had organized a workshop for the staff on prevention of AIDS/HIV which was delivered by T. Ryskulov district branch of the Zhambyl Oblast Centre of promotion and healthy lifestyles. The topic was "HIV/AIDS Viral hepatitis A, Drugs"

66. The Physicians, Ms. T. Tamaeva and F. Turginbekova also participated in the workshop and delivered a presentation by slide show and provided handouts and data sheet to staff of LLP “Kazakhdorstroy-HYUNDAI”.

67. In relation to project intervention, the environmental monitoring activities focused on the following major aspects, also detailed in Appendix-1.

Air Quality: Monitoring continued at preset sampling stations. While testing ambient air quality, climatic parameters were also recorded as: wind speed and direction, barometric pressure, humidity, temperature. Ambient air quality monitoring was carried out for detecting the concentration levels of the components such as, nitrogen dioxide, nitrogen oxide, sulfur dioxide, soot, sulfur dioxide, carbon monoxide, alkanes and inorganic dusts. For optimum valid data sampling was carried out not earlier than 3 days after rainfall. Analysis of air was carried out by gas analyzer GANG - 4. It has been observed that, results are within the standard for relevant parameters. Noise Level: Noise levels are within the standard as reflected in the survey results.

Protection of Surface and Ground Waters: Care was taken during Pile driven operation for the overpasses at km 390+363 and km 402+293.

Water Quality: Monitoring conducted for surface water (River Karakystak), the results of various parameters does not exceed the standard. The analysis of sewage water of sand washing plant has not been conducted as the plant was not functional due to gradual closedown process.

Sediment and Erosion Control Measures: Sediments partly drifted to the roadside edge, no erosion noticed.

Borrow Pit Site: The Borrow pit at km 392+700 provided the necessary quality material required for the construction of this road. Currently the Borrow Pit is restored and converted in to its original condition.

Wastewater Control: Discharged to pit through adequate facility.

Construction Site Management: Moderate, adequate traffic control.

Storage of Materials: Established and functional.

Waste Storage and Clean Up: Works undertaken, and is ongoing.

Restoration of Site: Work is ongoing.

Residual Contamination: Not noticeable during site visit.

Handling and Disposal of Hazardous Materials and Wastes: No adverse situation encountered, the work is ongoing.

Environmental Permit: The contractor obtained authorization document for camp, contract for waste disposal, permission for carrying out work in the road RoW and other supporting authorizations to deal with environmental safeguard issues.

Cultural, Historical and Archaeological Sites: During this period, Cultural, Historical and Archeological Sites and Burials were not detected within the proposed road alignment and its influence area. Flora and Fauna monitoring: The Contractor did not encounter any Flora or Fauna along the road alignment. 4.7.2 Contract 007/CW-2 (80 Km: Korday By-Pass) 68. The environmental monitoring activities also focused on the following major aspects:

Air Quality: During this period, monitoring conducted at preset sampling stations. Analysis on air at the borders of sanitary protection zone and territory of industry (Crusher Plant, Concrete Plant, Boiler room of camp, etc.) was carried out using universal microprocessor gas analyzer «GANK-4» on presence of actual concentration of mixture of carbohydrates limit C12 C19, nitrogen dioxide (NO2), nitrogen oxide (NOx), carbon monoxide (CO), organic dust, inorganic dust, sulfur dioxide (SO2), etc,. The analysis indicates that concentration of pollutants is within the standard. To note, Cengiz Insaat engaged "Aspan Taraz Ltd, a certified research Laboratory in January 25, 2013 to conduct relevant analysis along the 80km road alignment. Noise Level: Noise levels are within the standard as per investigations carried out during this period Protection of Surface and Ground Waters: Measures were taken during Pile driven operation for the overpasses at Blogoveschenko (pk 783+74.59) and Bridge site at Kakpatas River (PK593+00)

Sediment and Erosion Control Measures: Sediments partly drifted to the River Kakpatas edge, but no severe erosion noticed.

Borrow Pit Site: There are 9 Borrow Pits allowed to use for the designated Project work. Out of those, some Borrow Pits are still in use and provide quality material required for the construction of this road. However, no information noted about details of Borrow pit status (overall individual site plans, rehabilitation, etc)

In view of this, a detailed study was conducted by "Kazarcheology" of Almaty between December and March 2013 funded by CENGIZ Insaat (Contract 007/CW2). The environmental monitoring activities also focused on the following major aspects: Air Quality: Conducted ambient air quality survey at the border of the SPZ as follows: - Between the constant direction of the wind; - Single sampling process consists of a series of measurements at each point and the average excretion 70. Analysis was conducted to detect concentration of the pollutant, such as, Inorganic dust, nitrogen oxides, sulfur dioxide, carbon monoxide, hydrocarbons, lead. Sampling was conducted in accordance with RD - 52.04.186-89 "Guidelines for the control of air pollution", Moscow 1991 The results are within the standard for relevant parameters.

General requirements Noise levels are within the standards Protection of Surface and Ground Waters: Care was taken during Pile driven operation for the culverts and bridges. As such, concentration of pollutants in water and soil do not exceed the established standards. Water Quality: The measurements were conducted with the standards established in the order of Ministry of Health of the Republic of Kazakhstan № 554 dated 28 July 2010 "The sanitary and epidemiological requirements for water sources, potable water supply, places of cultural and domestic water use and safety of water objects." In the immediate vicinity of the Project construction site, one open reservoir is located (river Agalatas km 13). Water analysis has not been conducted due to lack of water in the river. However, water for industrial and domestic use, the contractor collect from the water supply network, which is located in the village Korday (tap water supply network is owned by the organization Korday Aksu." LLP). In accordance with the conclusion of the center of the sanitary-epidemiological expertise, analysis of water samples collected from water supply corresponds SaNPiN № 104 of 18/01/12, the - drinking water. Therefore overall results do not exceed the standard.

Sediment and Erosion Control Measures: Moderately addressed during Borrow Pit operation.

Borrow Pit Site: Following a contract signed on 21 December 2012, between AKM and Authorized body for Land Resources of RK, the Contractor is using deposit of sand and gravel Karasu (the SGM) is located in Zhambyl District of Korday area at 3 km of the road " Almaty-Korday-Blagoveshchenska-Merke-Tashkent-Termiz", further borrow site at 500 m left of this proposed road "17.7 km Approach to the border of Kyrgyzhstan". The Borrow pit is still in use for material required for the construction of this road. However, the Borrow Pit lacks proper specification and documentation regarding its use including liquidation, restoration, and associated procedural directives, etc. reminding to contractors through NCN continues. Wastewater Control: Around 3rd week of each month the Contractor makes an application to the Municipal State Enterprise “Housing and communal services” on disposal and recycling of garbage, dump and formation of sewage (waste waters); and to carry out constant control over its execution. Accordingly waste water adverse effect to ground is managed. Construction Site Management: Moderate traffic control is established throughout the project site

5. EMERGENCY RESPONSE PROCEDURE 71. In the event of an environmental emergency, such as a chemical spill, the following procedures are administered. It is the responsibility of the Contractor under the supervision of the CSC-SNCLII to follow this procedure in emergency situation.

• Ensure the appropriate environmental emergency equipment such as spill kits are available at all times and are appropriately located.

• Ensure staff understand the emergency communication procedures • Ensure that the appropriate staffs are trained in emergency procedures such as use in

chemical spill kits. • In the event of an emergency the first consideration is the safety of staff and the public.

72. For the safety of the staff and the public, the environmental emergency procedures would include: In the event of spillage of fuels, paint and/or chemicals, on-site:

Containment equipment / kits should be used to contain spills in accordance with Regulations of Republic of Kazakhstan (RK).

Block nearby drainage channels with earth or sandbags. If the spill occurs in the vicinity of a natural watercourse or in an environmentally

sensitive area take immediate extra precautions such as construction of earth mounds downstream of the spill, blocking-off natural drainage channels with earth or sandbags.

Treatment of any chemical spill should be treated according to the Republic of Kazakhstan (RK) Regulations.

Contaminated material should be excavated and stored in labeled drums, and transported to a Regional Government depot (Akimat) or transported and disposed of in an approved waste management facility.

Raise an Environmental Incident Report to notify of the incident and report to the CSC.

During this period the Monthly progress reports and monitoring reports submitted by the Contractors' have been reviewed, as well as the revised Environmental Management Plan (EMP) report for the 3 Sections (Projects) was thoroughly scrutinized to make sure all the project details are updated and presented in accordance with requirements of RK legislation and ADB’s policies. 6.2 Site Inspections and Audits 74. During the reporting period several joint site visits have been carried out by the Environmentalists of CSC (SNCLII) and Contractors' for implementation of Project 3 Road Corridor Investment Program. The Environmentalist of Contract 007/CW-2 was not available at the time of site visit. However, had meeting on 20.06. 2013 at Cengiz Camp. 6.3 Non-Compliance Notice 75. The Non-Compliance Notice (NCN) and letters issued by the CSC to the 3 Contractors for conflicts with the contract documents. They range from non-conformance with recognized on site public and employee safety requirements to deficiencies with the work of the project. 6.4 Corrective Action Plans Not Applicable for this reporting period. 6.5 Consultation and Complaints 76. The final EMP report has been shared with the PMC-ADB for review and then has been submitted to the CR of the MoTC of the RK. During the previous six months environmental issues, problems or complaint from the local populace with reason that all construction work has been taken care with environmental safety precaution and coordination with local government and local village elders are as follows: 6.5.1 Contract 006/CW-1 (21 Km: Kulan By-Pass) 77. During this period environmental and social issues, problems and overall consultation proceedings with local people and other stakeholders are reflected as:

(a) The inhabitants of Tassholak and Zhalpaksaz villages have requested for construction of additional ramps to the left at Km 392+034 and Km 394+997.

(b) The Engineer has approved the construction of additional left-side ramps and at present the Contractor started this work.

Lugovoye village, on which the population was explained that pond will be reconstructed before the beginning of irrigation season. This statement was welcomed by the local population. At present the pond is reconstructed. 6.5.2 Contract 007/CW-2 (80 Km: Korday By-Pass) 78. During this period environmental and social issues, problems and overall consultation proceedings with local people and other stakeholders are as follows:

(a) Realignment of the Center line between PK 112+00-133+00: To avoid the burials of 1930s the alignment has been redesigned but more burials are being detected. The Realignment has been revised by moving further to the north involving additional rock excavation.

(b) In the construction of irrigation system at km 71+326 to 77+700, 3 additional water outlets have been requested by the Akim of Sarybulak and the irrigation department “Kazvodkhoz” Korday branch asked for channels type LR10 instead of LR8 at the connection with the main irrigation channel.

6.5.3 Contract 008/CW-3 (17.7 Km: Approach to Kyrgyz Border) Not applicable during this period. 6.6 Environmental Control 79. The environmental control includes the items as:

a) Contractor takes every effort to minimize or avoid any adverse effects thereto. Furthermore, all construction activities and all plant and facilities for the Contract comply with relevant national laws, ordinances and regulations, or other regulatory bodies (ADB) having proper jurisdiction over the works. Construction activities in environmentally sensitive areas10 are subject to the approval of the Engineer at all times (Contract 006/CW-1 and Contract 007/CW-2).

b) All construction activities within the wetted perimeter of any river, stream, canal, lake or

other bodies of water have been minimized. Machinery and equipment were not operated within the wetted perimeter or these bodies of water as much as possible.

c) In most cases, works were undertaken in a manner that minimized the silting of any

body of water and no debris, slash, wood chips, organic debris, soil, petroleum, diesel fuel, oil, grease, ashes, or other deleterious substances to aquatic life were allowed to enter any body of water.

d) Natural drainage patterns were maintained or controlled throughout the construction

operation to minimize silt release into the streams. Temporary access roads and haul roads were constructed so that they are stable and do not erode to cause silting. Crossing of streams or channels that contain water during the rainy season were properly provided with culvert.

e) The Contractors' scheduled necessary stream diversions so that once started, the

complete diversion could be executed as soon as possible (Contract 007/CW-2).

f) The crossing of streams by vehicles and earth moving equipment were avoided as other reasonable alternatives are available.

g) The Contractors' in such a manner avoided pollution with gasoline, diesel fuel, oil

grease, filters or other disposable materials carried out servicing of machines near streams or other bodies of water. The Contractors' ensured that all hydraulic systems, fuel systems and lubrications systems are in good repair to avoid leakage of petroleum products.

h) At road sections where pavements have been removed to facilitate construction of new

pavements and at new embankment constructions as well as at temporary unpaved detour or access roads, the road surfaces were sprayed with water using water trucks equipped with sprinklers or any other appropriate means. This procedure was executed to effectively control the excessive spreading of dusts particularly during the dry season.

i) Sewage and waste water disposal from camps, offices and all construction work areas

were disposed in accordance with the requirements of the Government Authorities having jurisdiction on this matter.

6.7 Safety Control 80. A great effort and caution was stressed on the safety and health of all construction personnel and the protection of all property on or near the 3 Project Sites (Contract 006/CW-1, Contract 007/CW-2, and Contract 008/CW-3). Accordingly, Safety and Security Plans were established and closely observed so that any foreseeable losses of human life, property, environmental conditions and time to be minimized. 81. The major objective of the plan is to provide comprehensive measures that ensure the protection of life and properties as well as to promote construction efficiency through selective use of safe work practices and working conditions. The Safety and Security Plan includes among other things the following:

a) A statement of the Company Policy for job safety and security

b) Applicable safety regulations, rules and guidelines

c) Assignment of general and specific responsibilities for safety and security activities to supervisory staff, foremen and craft personnel

d) Requirements for initial safety and security orientation for all employees

e) Identification of works classified as hazardous and requirements for job hazard analysis

in each work phase

f) Requirements for the issuance, use and care of personal safety protection devices

g) Requirements for initial and follow-up test procedures for the safe operation of construction equipment.

6.8 Health and Safety 82. Health and Safety monitoring was conducted in Contract 007/CW-2 on May 14, 2013 and Contract 008/CW-3 on May 15, 2013. Followings are the main findings: 6.8.1 Contract 006/CW-1 (21 Km: Kulan By-Pass) 83. The Health and Safety Department of KDSH organized training and information dissemination on AIDS/HIV and other health related disorders to the staff and workers engaged for the project. The topic includes the health and safety of works at the company, control over compliance of laws and regulations on labor protection, efforts to prevent occupational injuries, and production induced diseases, activities to create healthy and safe working conditions at the company. Thus, following approved prevention and control activities plan to prevent HIV / AIDS for staffs of KDSH, the topic was “We choose a healthy lifestyle” organized with the participation of representatives of the Center for Prevention and Control of AIDS (detailed in Appendix 1). 6.8.2 Contract 007/CW-2 (80 Km: Korday By-Pass) 84. The activities during this period are:

a) The Contractor provides and maintains all necessary first-aid equipment, medical supplies and other facilities. A sufficient number of trained personnel are available at all times to render first aid. One equipped room has been provided with facilities for emergency medical treatment and a planned system for transport to hospital for personnel requiring further treatment. Other activities are:

b) Checking and restocking of First Aid Kit contents is regularly conducted to ensure contents of the kits being utilized for spoilage, are within date of manufacture recommended validity and sufficient stocks are available for use.

c) Surfaces, structures and installations are easy to clean and maintain, and not allow for

accumulation of hazardous compounds;

d) All the buildings are structurally safe, provide appropriate protection against the climate, and have acceptable lighting conditions;

e) Fire resistant, noise-absorbing devices are moderately available;

f) Floors are mostly level, even, and non-skid;

g) The space provided for each worker, and in total, is adequate for safe execution of all

activities, including transport and interim storage of materials and products.

h) Provision of manual firefighting equipment that is easily accessible and simple to use are placed in various places;

i) Lavatory facilities (toilets and washing areas) are provided for the people to work in the facility. Toilet facilities in all workplaces and camp are “Functional”. Toilet facilities are also provided with adequate supplies of hot and cold running water, soap, and hand drying devices;

j) There are total 2 camps including main office where accommodation is provided to the

staff. One is located in main office campus where total 350 staff is accommodated; the other is Sub Contractor SMP 306 camp where total 20 staff is accommodated. In all the camps there is provision of lavatories and showers and also for men and women separated. In June, total project personnel includes 562, among 46 are foreign personnel11.

k) Adequate supplies of potable drinking water are provided in all the workplaces, canteens and camps;

l) Water supplied to areas of food preparation or for the purpose of personal hygiene

(washing or bathing) complies with drinking water quality standards;

m) The cooking and dining areas are clean and hygienic, as such; workers are not exposed to the hazardous or noxious substances. For 2 camps there is a canteen having facility for preparation of food and serving;

n) It is observed that the workers who are engaged in construction work and cannot come for lunch to the main canteen are supplied lunch at their work place. There is no provision of place where workers can take their lunch in hygienic way. They seat on the ground and take their lunch (in the open air);

o) Remote sites (km 35 to km 0 -Otar Village) have written emergency procedures in place for dealing with cases of trauma or serious illness up to the point at which patient care can be transferred to an appropriate medical facility;

p) HIV/AIDS program is conducted in collaboration with Regional Hospital of Korday;

q) Health Check up of each staff is conducted weekly. In case of serious problem the staff is referred to the Regional Hospital at Korday;

6.8.3 Contract 008/CW-3 (17.7 Km: Approach to Kyrgyz Border) 85. Salient features are as follows:

a) There is no accommodation for any staff provided by the contractor within camp. All the staff and workers are staying in rented houses in Korday. Almost all the staff and workers are local.

b) Periodically basin health check up is carried out for every workers

c) In case of emergencies, the case is referred to the Regional Hospital of Korday.

d) Enforcement of appropriate PPE on sites is still an issue. Although mostly compliant,

several cases were observed where PPE standards were not followed. PPE supplied to the staff like safety boots, a fluorescent safety vest, and construction helmet (for use if working in holes or culverts and other tasks where there is a risk to head injury) is not up to the standards. For other tasks, handling dangerous substances and heated substances would include gloves (which were seen being used on-site appropriately), safety glasses/face masks for welding etc.

e) The building where Office is run is not in good condition and also the space is not

enough for safe movements. There is only one toilet for men and women. The same toilet is also used by other people working in the same camp. The Contractor has another Office at "Baris" inKorday.

f) Staff of AKM had instruction on aspects of H&S and HIV/AIDS. Elements of prevention

of infectious diseases are freely available, brochure literature and posters awareness materials were provided to workers.

7.5 Traffic Control 86. Traffic control for 3 Contracts' includes the following measures.

a) For the effective and smooth passage of vehicles and equipment during this construction period, the Contractors provided careful attention and managed the flow of traffic on the road. The Contractor minimized any inconvenience to motorists and the public and facilitates execution of the Works with minimal obstructions.

b) The Contractors' provided and installed appropriate warning signs, traffic signs and

barriers at conspicuous places clearly visible to both motorists and construction operatives for their proper guidance and safety during the construction period.

c) Where necessary to facilitate the construction of major work items, the Contractor

provided diversion, detour or access roads in accordance with the guidelines of Government Authorities of Kazakhstan. On completion of the phase of work, such temporary access or detour roads will be removed and the site reinstated to its original condition.

8. CONCLUSION RECOMMENDATIONS 87. Overall, the project is proceeding towards successful as realized in the midway of this implementation stage. However, the activities of environmental components of the Contract 007/CW-2 and Contract 008/CW-3 need to be urgently improved to ensure that the recommendations of the EMP are implemented by the Contractors to further comply with the requirements of the RK and ADB. 88. Further to note that, the CSC did not approve some of the Contractors' submitted reports due to deficiency in obtaining regulatory authorization, inadequate supporting documents, reference of outdated specifications and inappropriate text presentation. The CSC instructed the Contractors' for re-submission considering their comments. 89. Further to note that, "CENGIZ Insaat" did not submit any appropriate report on implementation Environmental Management and Protection Plan, for which they gave explanation that there is no Environmental Engineer permanently working at the site. Moreover, in spite of several reminders, no environmental reports covering the previous six months environmental monitoring activities received till 10th of June. 90. In relation to the three Projects, this "Bi-annual Environmental Monitoring Report (B-aEMR)- January to June 2013" has been developed by the CSC based on available information and field inspection. Hence, this Bi-aEMR contains detailed environmental safeguard status covering the period January to June 2013. The findings of the three Projects are rated relevant, effective, efficient, and likely to be sustainable. 91. However, the following recommendations need to be considered as priority The Contractors of Contract 007/CW-2 (Cengiz Insaat) and Contract 007/CW-3 (AKM) must comply with the following recommendations:

a) Immediately mobilize professional environmentalists to carry on field monitoring program as prescribed in the EMP;

b) At the time of launching site specific sampling of different parameters (air quality, water quality, noise and vibration, electromagnetic radiation, etc), the Contractor must inform the CSC in advance by issuing Request for Inspection (RFI) letters. So that the CSC representative can assist in overall survey program including cross-checking the locations, calibration of instruments and verify proper procedures followed as per EMP;

c) Borrow pit ground investigations should be carried out at regular intervals across the site. It is further recommended that the characteristics and thickness of the workable deposit is investigated on an appropriate basis; (an example of 30 m to 50 m square grid). This distance should only be widened if the site is very large and the materials very similar at each test location. Unexpected changes in the ground profile should be examined locally by making additional intermediate investigation sites in the grid. A site plan of each Borrow Pit should be prepared, showing:

• The main features of the site. • The means of access and the pit location with respect to haul road placement for

extraction.

• Reclamation / rehabilitation of the site to an acceptable satisfactory condition by: - eliminating unacceptable health hazards and ensuring public safety - restoring the site to a condition that is visually acceptable to the (community, as the land is used for grazing) - reclaiming the areas impacted for future use (agricultural for example) -preparing the site to be amenable to support vegetation -removing any contaminated soils -ensuring physical stabilization of the soils (a combination of smoothing and contouring slopes, replacing overburden and topsoil and re-vegetating) -ensuring that final drainage of the site does not adversely affect neighboring properties.

d) Equipping facilities with fire detectors, alarms, and modern fire-fighting equipment should be installed in Contractors' mail office and dormitories.

1. Introduction

This Appendix-A1contains supporting additional information and data to the main text covering the project monitoring period January to June 2013 for the Contract 006/CW-1, (Kulan By-Pass) by the Contractor Kazakhdorstroy-HYUNDAI (KDH).

In fact, construction environmental monitoring is a function of supervision, and the essential purpose is to ensure adherence to the EMP. The monitoring is a day to day process, which ensures that departures from the EMP are avoided or quickly rectified, or that any unforeseen impacts are quickly discovered and remedied. Specific actions in the EMP that are to be monitored are included in the Monitoring Program (Section 2). As such, during construction of 21 km Kulan By-Pass, environmental monitoring was carried out to ensure the protection of landslide, side slopes, and embankment from potential soil erosion, borrow pits restoration, quarry activities, siting of work sites and material storages, siting of batch, concrete, sand washing and asphalt plants especially close to the nature reserve, preservation of religiously sensitive locations, community relations, and safety provisions. In addition, empirical surveys focused on the state of ambient air, water quality, noise and vibration levels, and other relevant parameters with respect to project intervention towards safeguarding the ecosystem.

2. Monitoring Program

In view of EMMP implementation, the Contractor KDSH worked during the past six months in project area and its hinterlands (Area of Influence). While working, the Contractor also considered the Technical Specifications (Section 106) and Sub-Clause 4.18 of Particular Contract Conditions. This program includes the implementation of the measures presented in Table A-1.1.

Fuel and chemicals storage is provided at specially assigned fuel (gas) stations according to acceptance, storage and delivery of oil products contract №СП/Оку/1-1-10 dated 01.01.2013 with Individual Entrepreneur “Ertis Tugilshiev”. (Annex 15). Filling of fuel is operated by refueling truck. Taking into account abovementioned there will not be pollution of the environment.

In order to prevent soil contamination from technological influences, a number of activities is carried out: 1) solid coating on the temporary storage of household waste (at the territory of mortar concrete plant, crushing and sorting complex «Sandvik», camp); 2) organization of the collection of waste in special containers that prevent ingress of waste into the soil; 3) the timely removal of solid waste and to prevent overflow of containers (at the territory of mortar concrete plant, crushing and sorting complex «Sandvik»); 4). Carried out controlling for the timely removal of waste in accordance with the contracts, the above-listed items; 5). Carried out controlling on accounting logs traffic of wastes at site.

According to Chapter 14, Articles 128-131 of the Environmental Code of RK entity LLP "JV" Kazakhdorstroy-Hyundai », performing ad hoc nature, carries a mandatory production of environmental control. Environmental monitoring is conducted on the basis of the environmental control program, developed by nature user and agreed with the authorized body in the field of environmental protection. The program of Environmental Monitoring (PEM) is set to the mandatory list of parameters monitored during the production of environmental control, the criteria for the determination of its frequency, duration and frequency of measurement used by instrumental or computational methods. In January 16, 2013, the Kazakhdorstroy-Hyundai» signed a contract Number 61 with an accredited laboratory ZhB LPP "KESO Otan" for conducting environmental monitoring in working areas of road reconstruction, production facilities (crush & screening plant “Sandvik”, mortar concrete plant and sand washing plant of seasonal type, cement silos) and also - identification of water sources conditions (natural and waste), located in areas of construction works.

4. Quarries and Borrow Sites

During construction of the road, locations of quarry and borrow sites, access roads, spoils disposal sites for wastes and other facilities was determined by contractors. The Contractor did not implement any exploration activities from illegal sources. Borrow pits location was determined by the contractor's team at the final design stage. The exploitation of the borrow pits and quarries was conducted by the Constructing Contractor following legal permit and authorization from the Government authority (Section 2). The Borrow area consists of is 14,3 hectare, including: plot area for loam extraction is 14,3 hectare - rain-fed arable land (Mining Allotment No. U-09-1503 dated 08.05.2012 Y). The sole of productive strata is determined by the depth of the proposed working out, namely: the horizontal plane of the surface of 738.0 meters above sea level. The surface of the productive sequence has sharply dissected relief with soil-vegetation layer (0.1 m), presented by loam with plant roots. Useful stratum consists of sandy and calcareous loam with brownish –grey color, cloddy. Depth of prospecting wells and the opened capacity of minerals is from 3,6 m to 16,1 m. The substratum of the site “Enbeksh-1” is ground water level. The hydrographic network is represented by small rivers such as: Karakata and Sarybulak, which originate in the high part of the Kyrgyz Range. These small rivers are characterized by fast currents and unstable watercourse. Seismically the area has potential 9-point earthquakes. Freezing conditions are absent, the depth of soil freezing in winter up to 0.8 m. LLP “JV Kazakhdorstroy-HYUNDAI” on the basis of Contract for loam extraction Out Ref No. 577 dated 01.06.2012, had made the exploration and production of clay loam at the field “Enbekshi-1” in T-Ryskulov rayon of Zhambyl Oblast. Working out of the site was done on the contours map of mining allotment issued by Multiregional Department “Yuzhkaznedra”, № Ю-09-1503 dated 08.05 2012 for the area of 14,3 hectare (Table-A1.3).

Further, permanent land allotment had been conducted by Employer – Znambyl Oblast Dept. Committee for Roads. At the road section km 383-404 there are the private lands of Ms. Zhabysbayeva. According to the information received from Zhambyl Regional Department (CoR) - regarding to Ms. Zhabysbayeva currently is being seized a land for permanent allotment of land of motor road “Western Europe-Western China” km 383-404 according to the Land Code of RoK:

1. Defined area of land –0,098 ha; 2. There is a resolution of Akimat of T-Ryskulov rayon Zhambyl Oblast № 117 dated

February 28, 2013 “Seizure of land for government needs” ; 3. Determined amount of compensation for the seizure of land is 660 000 KZT and should

be paid by the government up to August 2013.

6. Air Quality As described in the text (Section 4.2), during this period, Air quality survey conducted in different project sites did not exceed the established standards. The following Table-A1.6 shows the detailed survey results addressing relevant parameters.

7. Water Quality

Also there is an excess of phosphate MAC from 5 up to 30,7 mg/dm3, approximately 6,14 times in April, from 5 up to 25,1 mg/dm3, approximately 5,02 times in May and approximately 4,96 times in June 2013. The compounds of mineral phosphorus comes into natural waters as a result of weathering and dissolution of rocks containing orthophosphate (apatite and phosphorus), and proceeds with the surface of the reservoir in the form of ortho -, meta-, pyro-and polyphosphate ions (fertilizers, detergents, additives, warning scale formation in boilers and the like) and are formed during the biological processing of the remains of animals and plants. Excess levels of phosphate in the water, especially in groundwater, may be a reflection of the presence of impurities in the water - body fertilizer, components of domestic sewage, decaying biomass. Also there is an MAC excess of suspended substances from 0.25 mg/dm3 (MAC) to 0.3 mg/dm3 in March, about 1,2 times and from 0,25 mg/dm3 to 0,33 mg/dm3, about in 1,32 times higher norms in May, in June from 0,25 mg/dm3 to 0,33 mg/dm3 about 1.48 times higher. Suspended solids present in natural waters, consists of particles of clay, sand, silt suspended organic and inorganic substances, plankton and various microorganisms. The concentration of suspended particles associated with seasonal factors and the flow regime, depends on the rocks that form the channel, as well as anthropogenic factors, such as agriculture, mining, etc.

Suspended particles are influenced to the transparency of the water and the penetration of light, the temperature, the composition of the dissolved components of surface waters, the adsorption of toxic substances, as well as the composition and distribution of sediments and the rate of sedimentation. In accordance with the requirements for the composition and properties of water bodies at points of drinking and cultural purpose suspended solids from wastewater descent should not increase correspondingly more than 0, 25 mg/dm3 and 0, 75 mg/dm3. For water containing low water more than 30 mg/dm3 natural minerals, is allowed to increase the concentration of suspended solids within 5%. According to the program of environmental monitoring at the site km 383-404 there is crossing with open water reservoir (river Karakystak). In the period from March to June 2013 analysis of sewage water of sand washing plant has not been conducted due to dismantling process. The overall results of the analysis are presented in the following Table-A1.7.

8. Noise Noise level field sampling was conducted for the Village Lugovoe, Mortar Concrete Plant and Crush and Screening Plant and presented in Tables A1.8, Table A1.9 and Table A1.10. Monitoring on actual factors was carried out with noise and vibration analyzer “Assistant”. The obtained results are within Maximum Admissible Level of noise and vibration as well as the requirements of the Sanitary Protection of the environment.

"Korday By-Pass" 1. Introduction

This Appendix-A2 contains supporting additional information and data to the main text covering the project monitoring period January to June 2013 for the Contract 007/CW-2, (Korday By-Pass).

In fact, construction environmental monitoring is a function of supervision, and the essential purpose is to ensure adherence to the EMP. The monitoring is a day to day process, which ensures that departures from the EMP are avoided or quickly rectified, or that any unforeseen impacts are quickly discovered and remedied. However, during construction of 80 km Korday By-Pass, environmental monitoring was weak to ensure the protection of environment. However, field surveys undertaken focusing on the state of ambient air, water quality, with respect to project intervention towards safeguarding the ecosystem. 2. Authorized documents Contract No. 4 has been made with company LLp “Eko-Kokshe” for execution of application documentation on environmental emission permission received on February 14th, 2012. Project of “Environmental impact assessment” Stage III “Environmental Protection of the project Construction of Camp, Crusher, Asphalt Plant, Cement Batching Plant for 16 km of road Betkaynar-Sogandy” has been worked out. Conclusion of State Expertise No. 03-1-1911 dated August 10th, 2012 has been received regarding Project. Conclusion of Sanitary-epidemic Expertise No.175 dated July 12, 2012 has been received regarding the Project. Societal audition had been held on September 9th, 2012 composition and approval of Plan of Measures on Environmental Protection for 2012-2014 Camp, Crusher, Asphalt Plant, Cement Batching Plant for 16 km of road Betkaynar-Sogandy” Positive Protocol has been issued. Application documents for Permission of Environmental Emission receive have been submitted. Manufacturing – and - Ecological Control Program had been worked out and submitted for approval of State Authority. Procedure of Monitoring and environmental impact decrease Plan work out is on. Environmental Protection Plan had been worked out and submitted for Engineer’s approval. 4. Health and Safety

In order to enhance safe working conditions, HSE Department spent efforts in parallel to the safety regulations of the project; maintenance of existing roads and diversions, tool box talk to current employees of the project. The site inspection was conducted to impose all employees to attend safety regulations and to wear Personal Protective Equipment (PPE) all through working schedules at construction site. Cengiz Insaat AS is full dedicated to have zero-accident throughout the entire construction period of the Project. Appropriate safety signage has been installed at service roads and existing roads under influence of construction works. Traffic signs and stakes have been amended on access roads, bridge construction area. Supplementary traffic signs are installed such as speed limit, forbidden overtaking, and road under construction. Daily site inspections are carried out to monitor the Project personnel’s fulfillment and obedience to safety and environment plan and rules of the Project. The performance of safety regulations are under control at construction site, work areas and camp site. The construction site is daily inspected, pre-briefing of labor safety at work place is held, necessary edits and updates are made in accordance with work performance. New traffic signs and additional lightings are installed including maintenance of service roads. The

other measures are executed, in accordance with HSE plan and regulations, to ensure health and safe working condition of the employees. Violations detected were taken under control and all necessary measures applied. To supply better and safer working conditions the internal Safety meetings have been conducted. Health Safety training instructions are conducted for the employees, special attitude to personnel operates in heights especially at bridge construction places.

5. Borrow Pits Borrow pit areas and the access roads to quarries and plants are maintained according to safety measures. Appropriate traffic signs are installed on the service road. Speed limit of construction machinery is strictly controlled.

6. Accidents / Incidents No significant accident / incident occurred in the site and no Loss Time Accident (LTA) has been reported from the site.

7. Trainings & Tool Box Talks The HSE department is continuing to conduct the toolbox talks to aware of project personnel. At construction site the daily safety briefing for employees is held according to safe operation regulations and requirements. Work at height is continuously supervised at bridge works. HSE Department conducts tool box talks at certain location of the project. Particular training session under the topics of "Working at High”, “Fall Protection" “Compressed and Liquefied Gas Cylinder Safe Handling Requirements”, "Crane Operation Area Safety Requirements" and "Cutting Equipment Operation Area Safety Requirements” have been introduced to the project employees.

8. Security The priority objective placed to round the clock control of road safety. There have not been any major security issues during this period. Measures are adopted to enforce a disciplined security system for asset and executive protection. Regular patrolling on basis of 24 hours is conducted throughout the carriageway by the project security team such area as plants, quarry areas and living – in accommodations. All vital points are manned and communication and transport facilitates are provided at all times to ensure the same. CMR contract No.002-12-0002 dated September 17th, 2012 had been made with JSC IC “Nomad Insurance” (license of insurance activity right No.2.1.38 dated 13.06.2011) for construction and mounting risks.

"Approach to Kyrgyzstan Border"

1. Introduction This Appendix-3 contains supporting additional information and data to the main text covering the project monitoring period January to June 2013 for the Contract 008/CW-3, (Approach to Kyrgyzstan, 17.7km). In fact, construction environmental monitoring is a function of supervision, and the essential purpose is to ensure adherence to the EMP. The monitoring is a day to day process, which ensures that departures from the EMP are avoided or quickly rectified, or that any unforeseen impacts are quickly discovered and remedied. Specific actions in the EMP that are to be monitored are included in the Monitoring Program of the Contractor. As such, during construction of the 17.7km road, environmental monitoring was carried out on IECs (air quality, water quality, noise, heath and safety, and other parameters) to ensure the protection of ecosystem and humans in the project area and its area of influence. However, on the basis of the agreement number 12 of January 23, 2013 to implement a package of preventive, anti-epidemic measures to ensure the sanitary and epidemiological welfare of the population in the form of sanitary-hygienic and sanitary-bacteriological water, instrumental measurements, disinfection and pest control specialists Branch State Enterprise "Zhambyl Regional Center of Sanitary-epidemiological Expertise" conducted monitoring with laboratory tests of ambient air, water, noise,etc on the Project sites for May and June 2013. According to Chapter 14, Articles 128-131 of the Environmental Code of Kazakhstan legal entity ”AKM" LLP performing special nature management, carries compulsory industrial environmental control. The environmental monitoring was carried out on the basis of industrial environmental control program, developed by nature user and agreed with the management of natural resources and environmental management of Zhambyl area Akimat. In the program industrial environmental monitoring (PEM) set a necessary list of parameters which monitored in the process industrial environmental control, the criteria for determining its frequency, duration, and frequency of measurement used tools or computational methods. 2. Methods of Environment Monitoring

During this period, monitoring of relevant parameters was carried out considering guidance and requirements of the "Model Regulations on the organization and management production of environment monitoring", approved by the Minister of Natural Resources and Environmental Protection dated 16.08.1999 № 251; "Guidelines for the definition of the components of pollution by toxic substances production and consumption waste "(RND 03.3.0.4.01.-96)," guidelines for the assessment of the impact on the environment hosted storage of industrial waste "(RND 03.3.0.4.01.-95). Sampling, storage, transportation and preparation for analysis was carried out in accordance with approved standards, such as:

For atmospheric air: 1. GOST 17.2.4.02.-81 "Environmental Protection; Atmosphere; General requirements for methods of determination of pollutants in air of populated areas"; 2. GOST 17.2.6.02.-85 "Environmental Protection; Atmosphere; Gas analyzers for the automatic control of air pollution"; Physical factors (noise and vibration) 3. GOST 12.1.003-83 noise. General requirements for safety; Hygienic standards "Hygienic Standards and infrasound noise levels in residential and public buildings and residential property; 4. GOST 23337-78 Noise; Methods of measuring noise on residential areas and in residential and public buildings. Ecological and geochemical sampling Ecological and geochemical sampling was carried out to study the nature of the distribution of toxic elements and compounds in various environmental media. According to regulatory documents, the following types of testing were performed: - Testing of atmospheric air: Sampling of atmospheric air was carried out at different distances from an object of pollution. Testing of atmospheric air also recorded climatic parameters: wind speed and direction, barometric pressure, humidity, temperature. Monitoring the atmospheric air conducted for levels of the following components: nitrogen dioxide, nitric oxide, sulfur dioxide, carbon black, sulfur dioxide, carbon monoxide, alkanes and inorganic dust. For optimal reliable data sampling was performed earlier than 3 days after rainfall. Air sampling was conducted using the gas analyzer GANG-4. Laboratory processing of materials During the processing of the results of sampling concentrations of chemical elements and their compounds, their allocated areas of anomalous concentrations of man-made pollution and natural anomalies. During the processing works performed: - Primary and static analysis of the results with the definition of minimum, maximum and average values of the studied elements; - Made up of environmental data bank; - A map of the actual material; - A catalog of observation points; - The tables of ecological and geochemical features of the site; - There are special sketch maps; - An analysis of the dynamics of the environmental situation; - A forecast of possible anthropogenic impacts on the environment and public health. The designated Laboratory details are provided in Table-A3.3. 3. Environmental Monitoring General information about the location of the production facility, the characteristics of the production processes and data on the frequency of industrial environmental monitoring are given in the Table-A3-1, Table A3-2 reflects the sampling stations.

4.1. Atmospheric Air In carrying out the ambient air quality monitoring, identified parameters present in the air as ingredients, quantities and values were considered. The observations were made at wind speeds - 2.0 m / s. Observations of the air quality at the border of the SPZ conducted as follows: - Between the constant direction of the wind; - Single sampling process consists of a series of measurements at each point and the average excretion The air was determined by the concentration of the pollutants as: - Inorganic dust, nitrogen oxides, sulfur dioxide, carbon monoxide, hydrocarbons, lead. 4.2. Monitoring of Water Resources Monitoring of water resources was conducted in accordance with the EMP of "AKM LLP". Further, sampling was done considering requirements of RK GOST R 51592-2003. The measurements were conducted with the standards established in the order of Ministry of Health of the Republic of Kazakhstan № 554 dated 28 July 2010 "The sanitary and epidemiological requirements for water sources, potable water supply, places of cultural and domestic water use and safety of water objects." In the project area 0 km to 17.7 in the immediate vicinity of the construction work is only one open reservoir (river Agalatas at km 13). Studies have not been conducted because of a lack of water in the river. Water for industrial and domestic purposes of shift camp contractor undertakes from the water supply network, which located in the village. The DTA Korday in and K LLP"'and production base in the v. Korday in Esen Kordai" LLP "(tap water supply network is owned by the organization Korday Aksu." LLP "In accordance with the conclusion of the center of the sanitary-epidemiological expertise, analysis of water samples collected from water supply corresponds SaNPiN № 104 of 18/01/12, the - drinking water (Tale-A3.5). For temporary storage of waste water generated in the process of life-support of contractor's shift camp, as well as ABP and CSP built specialized septic tank. For cleaning and emptying septic tanks, as well as removal of waste water treatment plants, "AKM LLP" has concluded an agreement with the municipal public enterprise for the right of economic management Enterprise for Housing and Utilities Akimat of Korday district. According to the agreement wastewater transported several times in a month (Table-A3.6). Table A3.8 reflects survey results of drinking water for the town, the results are within the standard. 6. Borrow Pit Available deposit of sand and gravel Karasu is located on the left side of the road PC 3+ 00, 500 meters of the Project road under construction. The area (floodplain) is rich in gravel sandy soils (alluvial deposits) which were confirmed by laboratory test. Testing was performed in the circuit area of mining lease granted by MD "Yuzhkaznedra Territorial Department» № Y-09-1585 dated 1 November 2012 on an area of 20 hectares. Balance reserves of 436.3 thousand m3. During the contract period performed open-pit sand and gravel in the amount of 145 560 thousand m3, disturbed area 62,350 m2. 7. Removal of Trees The Project required cutting of 255 trees along the RoW. According to the current legislation for the demolition of green space requires payment of compensation. In this connection, the Contractor obtained the logging ticket from the authorized body № 012,276 dated 11 June 2012, in which, an amount of compensation was 45,863 KZT.
