1. EXECUTIVE SUMMARY

The Mong Duong 1 Thermal Power Plant project has been classified as category A1 in

accordance with ADB’s Environmental Assessment Guidelines (2003). The Project EMP developed as an integral part of the Environmental Impact Assessment (EIA) process of the

Project was completed and approved by ADB in 2006.

To ensure that negative environmental health and safety impacts are minimized and

addressed effectively throughout the project implementation and operational phase, an

environmental management plan (EMP) has been formulated detailing mitigation measures

and a monitoring program during various project phases of the Mong Duong 1 Thermal

Power Plant project, which is located in Quang Ninh province (Northern part of Vietnam).

The Quarterly Environmental Monitoring Report is highlighting the environmental

monitoring tasks and quality observations performed by various project entities on air &

noise, vibrations, water quality, aqua culture and fishery development and mangrove

reforestation.

It is further reporting on health & safety issues at project sites as well as social impacts on

affected communities including gender issues related to man and women working together on

the same project and sharing some common camp facilities.

The report covers the works implemented during the period from July to September 2015 and

provides a summary of current problems, conclusions and recommendations on how to best

mitigate impacts on affected parties and environment.

The following environmental aspects were investigated for environmental compliance and

environmental quality during the reporting period.

• Health, Safety and Environment (HSE)

• Air and noise quality

• Aquaculture and fisheries status

• Water quality

Below is the summary table for activities of monitoring missions at the Construction Site of

each discipline:

Air & Noise and Vibration Issues

Regarding Air Quality and noise impact levels, the monitoring results of affected areas of

this quarter do not show significant changes comparing with that of the last quarter.

However the impact was worse due to increasing work volume month over month.

Aquaculture and Fisheries

Based on the results of the survey carried out in the areas of Mong Duong, De Dach and

Thac Thay Rivers, Luong Gac and Costal Line of Cam Hai Commune during the third

quarter of 2015, it was observed that the construction phase of Mong Duong I Thermal Plant

has recently created minor impacts on the fishermen’s livelihood and fishing activities in the

inspected area.

It is recommended to monitor closely the aquatic species (plankton and benthos) before

Mong Duong 1 thermal plant goes into operation.

Health & Safety and Environment

Monitoring consists of daily observation and inspections of environmental pollution, soil

contamination, fire hazards, labor and site safety issues and other health or safety hazards.

Current results show

• HSEM Plan (Rev B) the Organization structure is in line with the plan. Safety

Engineers/Officers have Certificate of OHS and working experience shows good

performance of OHS

• HDEC’s training programs was carried out at site. Current employees are required

to get a basic health check, while new the employees or visitors are required to

get a training course on safety conducted by the Contractor before entering the

site.

In order to maintain a good standard, the EPC contractor is required to strictly follow the site

safety plan, warn offenders and in repeat cases dismiss them from site (some recent

incidents shown in the attached pictures need to be corrected).

2. INTRODUCTION

2.1. The Project

The Government of Viet Nam has requested assistance from the Asian Development

Bank (ADB) to partly finance the construction of the Mong Duong 1 Thermal Power

Plant (under Loan No.2350, and 2610). The Project is a coal-fired, thermal power

electricity generation project with a generation capacity of 1,000 MW. The overall project

comprises of two power plants on the same plot of land with an ultimate generation

capacity of 2,200 MW. The Mong Duong Power Plant 1 will comprise of two 500 MW

generating units, and associated supporting infrastructure whereas the Mong Duong 2 power

plant built under a BOT scheme comprises of two 600 MW generating units.

The MD1 project has been classified as category A1 in accordance with ADB’s

Environmental Assessment Guidelines (2003). The EMP was developed as an integral part

of the Assessment (EIA) that was completed in 2006.

2.2. Incorporation of Environmental Requirements into Project Contractual

Arrangements

To ensure that any possible negative environmental impact are minimized and addressed

effectively, an environmental management plan (EMP) has been formulated detailing

mitigation measures and a monitoring program during various project phases.

Key players in the implementation of the EMP and their corresponding responsibilities are

presented in Table 2.1.

2.3. Project Implementation Progress

During the 3rd Quarter of 2015 (1st July – 30

th September, 2015) of the Construction phase

of Mong Duong 1 Thermal Power Plant project, the construction activities increased

commensurate with the continuous progress of the project (Table 1.2).

Some of the main works carried out at the construction site of the Mong Duong 1 Thermal

Power plant during the 3rd Quarter of 2015 could have serious environment impact unless

the monitoring of accidental pollution was carefully performed.

2.4. Report Purpose

This report intends to describe the progress with the implementation of the project EMP

and compliance issues and corrective actions for the 3r d

quarter of 2015 of the

Construction Phase of Mong Duong 1 Thermal Power Plant project.

The following environmental aspects were inspected and monitored for environmental

compliance:

• Health Safety and Environment aspects (HES)

• Air and noise quality

• Vibration

• Aquaculture and Fisheries

This report contains reference material to assist functional environmental agencies in

supervising and managing activities of Mong Duong Thermal Power Plant project in Cam

Pha town and providing appropriate information for devising environmental protection

programs within Quang Ninh province area.

2.5. Environmental Law and Regulation

• The Environmental Protection Law of the Socialist Republic of Vietnam 55/2014/

QH13;

• Decree No.19/2015/NĐ-CP of Viet Nam Government, detailing and guiding the

implementation of some articles in the Environmental Protection Law;

• Decree 18/2015/NĐ-CPCP of Viet Nam Government, on environmental protection

planning, strategic environmental assessment, environmental impact assessment and

environmental protection plans

• Circular No. 21/2012/TT-BTNMT from Vietnam Ministry of Natural Resources and

environment.

• Standards and National technical regulations about Environment of Vietnam which

are legal and validation.

• QCVN 05:2013/BTNMT – National technical Regulations on Ambient Air Quality

• QCVN 26:2010/BTNMT – National Technical Regulations on Noise

• QCVN 27:2010/BTNMT – National Technical Regulations on Vibration

3. ENVIRONMENTAL COMPLIANCE INSPECTION

Figure 2.1 below summarizes the environmental compliance and monitoring conducted at the

Construction Site by the Consultant during the 3rd Quarter of 2015.

3.1. Environment Compliance at Construction Site

Air Quality & Noise Control

Air quality can be effect when Boiler and STG are in operation. In order to reduce air

pollutant in air emission, some mitigation methods are applied:

• Coal fire is in process. During commissioning phase, all environmental mitigation

methods are applied according to EIA Report and Vietnamese Law.

• More grass and trees are planted to serve as buffer at the site

• Road cleaning car works daily to prevent dust.

• Speed limit monitoring has been implemented in the site to prevent traffic accident

and minimize noise level. Only authorized vehicles are allowed to work in site to

control noise level. Only 10 km/h is the maximum speed in the site.

Although noise level this period was lower than 85 dB according to Vietnamese standard,

only authorized people with suitable P.P.E are allowed to work in those commissioning areas

to avoid noise hazards to workers.

Water Quality

To minimize deterioration of surface water, environmental methods have been implemented

complying with EIA report:

• All rivers and water resources are always strictly protected by prohibiting trucks from

dumping at water courses.

• Permanent storm drainage system has been completed. So storm water is separated

from other water sources to reduce risk of contamination.

• Oil fence system is always installed during oil receiving from fuel oil jetty to reduce

oil spillage. Oil spillage equipment such as boat, oil spillage kit, and PPE are

available in fuel jetty where potential hazard of oil spillage are high.

• Waste water treatment plant is under commissioning. Waste water will lead to Seal

Pit and mix with sea water after cooling process for discharge. It is monitored to

compare with Vietnamese Standard every month.

• Groundwater test was conducted to analyze and ensure that water is in good quality.

• Waste and soil in drainage system is removed regularly

3.2. Health Safety and Environment Aspects (HES)

3.2.1. Health, Safety & Environmental Management Plan (EMP)

The EPC contractor’s Environmental Management Plan (Rev B) was issued to the Project

Owner on 30th

Nov 2012 under Doc No. MD1-0-T-070-01-00021 and it was approved.

The safeguard policy is disseminated to all employees and those working for and on behalf

of HDEC through the induction courses and displayed at the site working area and in the

prominent places.

3.2.2. HSE Management Organization (EPC Contractor Hyundai E&C)

• The EPC contractor’s HSE organization structure is in line with their EMP (refer to

Appendix 1 – updated on 5th

October 2014).

• Safety Engineers/Officers have Certificate of OHS and exhibit good working

experience.

• Contractor’s Environmental Officer (OE) is appointed as requested in the EMP and

• Portrays excellent knowledge of the environmental management system (EMS) and

the applicable approved environmental impact assessment report (EIA).

3.2.3. Man Hours of EPC Contractor and its Subcontractors

Table 2.2 shows the accident hours against cumulative total man-hours during the

period of July to September, 2015.

** Fire incident:

At approx. 07:35 in 2-Aug-2015, fire incident was observed by Comm. field operator at

boiler #2B Air-preheater area. HDEC HSE team dispatched emergency team to the area just

right after receiving the report. 2B was shut down and with fire-fighting system and washing

water. The fire was extinguished readily at approx. 07:50. 2 fire trucks and fire watchers were

assigned for any emergency situation until it cools down.

3.2.4. Accident Free Man hours of the EPC Contractor and its Subcontractors

Until 30th September 2015, there were no fatal accidents while man-hours now reaching

34,738,447. There were 5 First Aid Cases during the 3rd Quarter of 2015. The First Aid cases

did not relate to the fire incident. The fire incident did not cause injury. Refer to Attachment

1, List of First Aids cases and the Fire Incident.

3.2.5. Health, Safety and Environmental Training Training Methodology:

Power Point presentation for site safety training in both languages English and Vietnamese

are available and instructed at Hyundai’s Site Safety office.

• All new employees/visitors are required to pass the safety training before admission

to site.

• In case of an accident occurrence, involved persons are sent back to repeat training to

avoid incidents of similar nature.

Environment Compliance Inspection Reports were issued for July to September 2015 by

HDEC.

3.2.7. Personal Protective Equipment (PPE)

All employees of the EPC contractor and all its subcontractors’ workers, or anyone visiting

the work area, are required to wear hard hats (with exception of office, cafeteria,

accommodation and vehicles), safety shoes, high visibility vests and fluorescent gathers

covering the ankles above the safety shoes. The use of safety harness is compulsory when

working at heights greater than 2 meters above ground. Safety harness has double clip

arrangement to secure safety for workers when they wear it.

3.2.8. Security Status

Day time (Security Guard): 37 persons (07:00 - 19:00)

Night time (Security Guard): 40 persons (19:00 - 07:00)

Total (Security Guard): 77 persons

3.2.9. Safety Award

There are about 20-30 workers who received a “Safety Award” per month. HDEC

provide certificates for Safety Award and 1.000.000 VND on the first day of each month.

3.2.10. Waste Management

Until now, waste in the site has been classified into five kinds for effective management, such as:

Domestic Waste

Domestic Waste is collected and removed regularly from Mess Hall, Camp and Office. After

that, domestic waste treatment is conducted at Quang Hanh Landfill (Zone 7, Quang Hanh

ward, Cam Pha city).

Construction Waste

Construction Waste is collected on the construction site. It is gathered to some areas for easy

access and it is removed by waste trucks daily. Trolleys for carrying waste and bins have

been provided properly to the site. All waste is removed from the site as soon as possible.

Construction waste is moved to temporary area located at Zone 9, Mong Duong ward, Cam

Pha city to be classified. Reusable waste can be kept here, and others will be transported to

Quang Hanh Landfill (Zone 7, Quang Hanh ward, Cam Pha city) to be disposed. The

company is allowed by Mong Duong Police to use the temporary area for construction waste

at Zone 9, Mong Duong area. Construction waste is classified temporarily before it will be

transported and treated at Quang Hanh Landfill located in Quang Hanh, Cam Pha, Quang

Ninh. Quang Hanh Landfill is permitted by Cam Pha City’s Authorities. Kindly refer to Attachment 2, Photos of Dumping Areas and Attachment 3, Document of Treating Waste in

Authorized area.

Septic Water

Septic water is removed periodically to make sure toilets in the site in good condition.The

septic water is disposed at Quang Hanh Landfill, Zone 7, Quang Hanh ward, Cam Pha city.

The septic truck removes septic water from all toilets at the site once or twice per day. Kindly

refer to Attachment 4, Document of Treating Septic.

Hazardous Waste

Hazardous waste management has complied with regulations of Ministry of Natural

Resources and Environment. For more information, kindly refer to Attachment 5, List of

Hazardous Waste generated and Attachment 6, Hazardous Waste Company Certificate.

Hazardous waste in the site is removed regularly by Phuc Loi Company which has contract

with Hyundai about transporting and treating this waste in authorized area.

As the recommendation of Environmental Police Department, hazardous waste management

procedure has been issued to reinforce environmental condition.

Environmental team checks the compliance with hazardous waste management procedure.

Temporary hazardous waste storages were provided in subcontractor working area.

Hyundai’s hazardous waste is stored and separated with label in the proper area.Kindly refer

to Attachment 7, Photos of HDEC’s Temporary Hazardous Waste Storage.

The waste amount generated during July to September 2015 is presented in Table 2.4.

4. ENVIRONMENTAL QUALITY MONITORING

4.1. Air Quality, Noise and Vibration Monitoring

4.1.1. Monitoring of Air Quality

To evaluate the impacts on air quality from construction activities, air quality monitoring

has been conducted at two residential sites. Based on the instruction in approved EMP,

the nearest residential areas were selected in the distance of about 900 to 1600 m far from the

construction sites in the down wind direction.

Monitoring Frequency: monthly monitoring, actual time have been identified based on

the weather condition, construction activities on the site. Monitoring was conducted

three times in this quarter as per below:

It had to be noted that: three monitoring times above belong to the third quarter 2015 but two

monitoring times (the seventh monitoring time and eighth monitoring time) in September

2015 because the monitoring time in July 2015 could not be carried out because rainfall

caused floods in cities and areas, including Ha Long and Mong Duong in Quang Ninh

Province.

Monitoring Location, Indicator and Equipment

The selected monitoring locations, parameters as well as sample/analysis equipment and

applied technical standards are presented in the Table 3.1 and Figure 3.1.

*Related to the results of TSP and PM10 levels, both KK1 and KK2 monitoring stations are

located along the road and vehicles movement is the likely source of air pollution in these

stations. Moreover, before the project started, the road was earth road and very dusty and

also no mitigation measures were applied. During the first stage of the construction phase,

this road was concreted road and the contractor conducted watering one or two times per

day in the summer to reduce dust.

Comments on the Monitoring Results:

• The concentration of total suspended particulate (TSP) – 1h average at in KK1 and

KK2 in all three monitoring times fluctuated 219 - 325 g/m3, and lower than the

permission level stated in QCVN 05:2013/BTNMT in all sample times at the

monitoring times in August and early September 2015. While, one sample times at

the monitoring in end of September in KK1 were higher than the standards. The TSP

concentration was quite varied among three monitoring times. The highest

monitored value was at the second time of September and pollutant concentration at

KK1 was slightly higher than KK2, as the same of the previous quarter. Thus, the

air quality in the KK1 of the monitoring t imes in end of September were

polluted by the TSP, the reason could be explained that i) strong wind and dry

weather in this quarter; and ii) increasing in volume of transport vehicles on the

routes; iii) activities of coal transport and rock quarries in surrounding areas.

Meanwhile, all monitored value was in June of this quarter were lower than standards

due to the weather during taking sample was small rain. It is noted that the ambient air

quality was polluted before project started since the results from baseline show that

almost monitoring locations were exceed the permitted standard.

• According monitoring results, parameters of total suspended particulate (TSP) –

24h average was also presented the similar situation. The concentration of TSP – 24h

average at KK1 and KK2 in three monitoring times varied from 165 to 227 g/m3,

only the concentration at KK2 (August) and KK1 (end of September) were higher

than permission standard in QCVN 05:2013/BTNMT. The concentrations were

also varied between three monitoring times. However, comparing with pre-project

condition, these values are still lower than the baseline data.

• The concentration of PM10 – 1h average at 2 monitoring sites and three monitoring

times were varied from 96 to 159 g/m3. At present, there is not standard on

permitted concentration of PM10 – 1h average in ambient air. However, in

comparison with the baseline data, the present values are much lower than that.

• The average concentration of PM10 – 24h at KK1 and KK2 in three monitoring times

fluctuates among 78 to 108 g/m3 that are lower than permission standards QCVN

05:2013/BTNMT. It is noted that the three monitoring times results in third quarter

are lower than from last quarter. The reasons could be explained that i) slightly wind

in this quarter; and ii) the volume of transport vehicle on the routes is not high; iii) not

too much activities of coal transport and rock quarries in surrounding areas.

The Mong Duong Thermal Power Plant No. 2 has started with performance test activities

from 8th

to 11st in September 2015 to assess the effect of noise level and air emission on the

environment and to surrounding areas. Moreover, the site clearance and environmental

recovery need to do during this areas, which include i) remove all unused material,

construction equipment from construction site; ii) clean and reinstate the affected road and

public facilities; iii) planting the trees in the construction sites and disposal location.

4.1.2. Noise Monitoring

Noise monitoring is taken to assess the impacts of noise from construction

vehicle/equipment to local people and workers on the construction site.

Monitoring Frequency: The actual time of monthly monitoring has been identified based

on the weather condition, construction activities on the site. Three times were conducted

in this quarter as following:

Comments on Noise Monitoring Results:

• The noise monitoring results in the daytime of 7:00 - 8:00 and 17:00-18:00 (during

the period of 6:00 – 18:00) at NS1 and NS2 in all three monitoring times

fluctuated in the range of 63.4 to 71.2 dBA and which exceed the permissible

values regulated in QCVN 26:2010/BTNMT – National Technical Regulations on

Noise during the daytime.

• The noise monitoring results for noise during the nighttime of 22:00 – 23:00 (the

period of 21h - 6h) in two monitoring locations of NS1 and NS2 in all three

monitoring times varied from 54.6- 63.1dBA. The noise level monitored at two

monitoring locations (NS1 and NS2) exceeded the permissible values regulated in

QCVN 26:2010/BTNMT – National Technical Regulations on Noise (55dBA) at five

out of six samples at three monitoring times, excepting noise level at NS2 in end of

September (54.6dBA). This indicated that noise pollution could cause a disturbance

for local people during nighttime at Residential area 6, 4 Mong Duong Ward. It was

observed that, there are a lot of vehicles transporting coal on this road during

nighttime that could be considered as main noise generated sources.

At the working site:

NS3 is only noise monitoring location on the working site which was selected based on

the guidance of site engineering. The results from three monitoring times in the third

quarter of 2015 are in the Table 3.5:

To build up a good baseline data during the construction phases, the monitoring locations on

the sites will be selected based on the advisory from site managers, detail as below:

• One monitoring time in August, 2015: at the condensate water supply bed ash cooler

(inside factory).

• Two monitoring time in September, 2015: far from the turbine 1 housing about 20m.

Comments on the Results:

The noise monitoring results at the working site (on the construction site) during three

monitoring times varied from 68.2 to 87.6dBA). During this period, the commission

activities has started, the operation of construction equipment were limited on the sites but

selection of monitoring location at condensate water supply bed ash cooler machine in

(August) that was operating thus equipment' s noise level was higher than QCVN 26-2010

BTNMT (85 dBA). Two monitoring time in September at the turbine 1 housing during

repairing and fixing small errors at the working place and the noise levels were lower

than permitted noise level at the working place QCVN 26-2010 BTNMT as the same of the

previous quarter. Noise monitoring stations outside of the work area but within the plant

premises will be added in next monitoring time.

4.1.3. Vibration Monitoring

Vibration monitoring w a s taken to assess the impacts of vibration from construction

vehicle/equipment to local people during construction phase.

Monitoring Frequency: monthly monitoring, actual time have been identified based on

the weather condition, construction activities on the site. Two monitoring times were

conducted in this quarter as below:

quarter of 2015 presented in the Table 3.7.

Comments on the Vibration Monitoring Results:

The vibration at monitoring sites in the third quarter of 2015 in two locations at all three

monitoring times were measured in the range of 38.2 - 48.1dB, and all monitored results

did not exceed the permissible standards regulated on QCVN 27:2011/BTNMT – National

Technical Regulations on Vibration. The vibration level at the day time was slightly

higher than at nighttime.

4.1.4. Overall Assessment

In general, the construction contractors have implemented and strictly followed the approved

EMPs, and there were no noncompliance with EMPs cases recorded in the progress reports in

this quarter.

Also no complaints on environmental issues from local people and local authorities have

been recorded during this time;

The results from the monthly monitoring show that the ambient air quality in this quarter is

the same trend with the last quarter. This could be due to the rainy and cool weather condition

in the surrounding areas. The concentration of TSP 1 hour slightly exceeded the permissible

standards on QCVN 05:2013/BTNMT at one monitoring time (KK1 in end of September) but

the concentration was lower than the baseline data conducted in April 2006 (TSP 1 hour

concentration at KK1 953 mg/m3, KK2 1295 mg/m3). For the TSP 24 hours was higher than

QCVN 05:2013/BTNMT at two times (KK1 in end of September and KK2 in August) but

these concentration was lower than the baseline data conducted in April 2006 (KK1 107

mg/m3 and KK2 271mg/m3). Thus, it is noted that ambient air quality could be polluted

before the project started.

• It is noted that the monitoring results of average concentration of PM10 – 24h at

KK1 and KK2 in three monitoring times are lower than t h e permissible standards

on QCVN 05:2013/BTNMT and much lower than baseline values. The reason could

be explained that i) wind and rainy weather in this quarter; and ii) increasing in

volume of transport vehicles on the routes.

• Above results showed that although the ambient air quality in the project area has

improved, project activities are also considered as one of main dust generation sources

which impact on ambient air quality of the region in both phase of construction and

operation.

The results from noise and vibration monitoring show that, most of values taken at NS1 and

NS2 during the daytime were around the permitted standards, meanwhile most of monitoring

results during night time at three monitoring times at both locations exceeded the allowed

values in QCVN 26:2010/BTNMT – National Technical Regulations on Noise. This indicates

that the residential area 6 and 4, Mong Duong Ward are affected by noise during nighttime.

However, the main noise generation sources (such as coal transport and passenger cars)

during the monitoring time are not come from project activities which could considered as

other importance noise generation source in the project area. However, any project activities

implemented at the two residential areas have to follow the noise control measured proposed

in the approved EMP.

During this quarter, the noise monitoring at the working place were taken to measure the

noise generation from operation of plant’s equipment at condensate water supply bed ash

cooler and the result show that noise level was higher than allowed values. These two noise

level at location far from turbine 1 housing were lower than QCVN 26-2010.

Problems identified and Actions recommended:

Although the Contractor complied with the environmental protection requirements that

are specified in the environmental management plan (EMP) during this quarter , for

further improvement on EMP implementation and environmental quality, there are several

recommended activities that should be considered in the coming times as follows:

• The inspection on the use of noise protection equipment by workers working in the

turbine house and plant’s equipment should be stricter to reduce the impacts of

noise on workers on the construction site.

• Almost all excavation and leveling activities were completed, some inside roads

were concreted. However, there are still several areas within the plant boundary are

still uncovered surface and fixing errors are implementing at the construction site

which could create high risk of dust release. Thus, to improve the effectiveness of

EMP’s compliance, contractors need to observe the dust release from those areas and

water the surface right away.

• Besides, the main access roads in surrounding areas have still not be concreted,

which create high risk of dust releasing due to operation of heavy trucks and other

transport vehicles; Vehicle and equipment repairs are also potential sources of

generated noise.

• Moreover, the site clearance and environmental recovery need to do during this

areas, which include i) remove all unused material, construction equipment from

construction site; ii) clean and reinstate the affected road and public facilities; iii)

plant trees in the construction sites and disposal location

• The Mong Duong Thermal Power 2 has operated which could also be considered an

important emission source of air pollutant gases (such as dust PM10 and TSP,…) and

noise generation. This needs to be taken into account that the Mong Duong Thermal

Power 1 is not the only one cause of pollution.

The monitoring of SO2 and CO levels to establish baseline concentration in the area are discussed

with PMU and this program will be implemented in the next monitoring time.

4.2. Water Quality Monitoring

There is no activity of water quality monitoring in this quarter. According to the Contract, the

water quality monitoring specialist finished his tasks at Mong Duong 1 project in Quarter 2,

June 2015.

Permanent concrete drainage system has been completed and cleaned regularly to ensure that

rain water can be drained off easily to avoid flood and reduce the risk of contamination.

5. AQUACULTURE & FISHERY

5.1. Overview

The Environment Monitoring and Analyzing Centre (EMAC) of Quang ninh province were

quarterly carried out the survey on fishing activities in Thac Thay, De Dach, Mong Duong

rivers and coastal area of Cam Hai commune in order to get information of fishes, endemic

aquatic species and in the area. The data of this inspection is compared with the data in EIA

report (in the phase of pre-construction when there was no impact from the project) and EPM

requirements. Thus, this report is database for monitoring the environment changes and

assessing the effected level of environment as well as being a basis data for investor and

contractor to mitigate environmental impacts during the operation of the Mong Duong

Thermal Power Plant I. It will assist functional environmental agencies in supervising and

managing activities of Mong Duong Thermal Power Plant project in Cam Pha town, Quang

Ninh Province.

Monitoring Procedures

• Collecting secondary data such as environmental data, fisheries and aquaculture,

socio-economic conditions at Cam Pha district, Quang Ninh province and other

agencies.

• Collecting primary data through number methods such as field trip observation, fact-

finding survey, direct interview, interview through prepared questionnaire

• Assessing monitoring results

• Preparing evaluation report of fishing and aquaculture activities

• Proposing treatment measures to minimize negative impacts of the operation phase to

fishing and aquaculture surrounding project sites.

5.2. Inspection Activities

5.2.1. Monitoring Sites

Fisheries and aquaculture activities at De dach, Mong duong and Thac thay rivers mouth;

Luong gac and coastal areas of Cam Hai commune were monitored on September 30, 2015.

5.2.2. Environmental Condition at Monitoring Time

• Sunny and fair strong wind

• Low tide and wave

5.2.3. Monitoring Result and Assessment

Renting a small boat, the inspection team of the Environment Monitoring and Analyzing

Centre (EMAC) of Quang Ninh has monitored the fishing and aquaculture activities from

Van Don bridge to Cam hai coastal area. The team also monitored fishing activities along

Mong duong river. During the inspection, number of methods such as observation of

environmental conditions, fishermen interview and fact-finding survey were applied to

collect data on fisheries and aquaculture activities in the inspected areas.

Dedach and Mong duong rivers: The fishing and aquaculture activities were absent from De

dach and Mong duong rivers. Mong Duong river received domestic waste from Mong Duong

ward and industrial wastes from coal mines. Inspection team observed lots of suspended

solids such as tine wood, nylon in the river water and river bottom. Since the inspected period

was at low tide, the team recorded river water with low water transparency and black color.

Only small fishes were observed in the streams water. The EMAC team did not observe any

boat and fishing activities during the inspection. The poor water quality and absence of

fishing and aquaculture activities in these rivers may be a result of coal exploitation and

trade. Moreover, there were signs of pollution from the heavy rainfall at the end of July,

2015. There is no evidence of negative impacts of Mong Duong I Thermal plant operation on

the aquatic resources and fishing activities during the inspection.

Thac thay river: During the time of inspection, there were three fishermen catching oysters

and scallops at the mangrove forest. Fishing boats were absent at the Thac Thay river during

the monitoring period.

Luong gac and Cam hai coastal area: Fishing activities were observed in Luong gac and

coastal line of Cam Hai commune. Line fishing was recorded during the inspection (Pic.1).

Target species are rabbit fish (Siganus sp), spotted scat (Scatophagus argus), and seabass.

The EMAC team interviewed the fisherman and recorded that fishing day lasted for 20 days

in a month relying on monsoon, tide and wind. Fishing activities in the inspected site are

small-scale fishing with small boats and fishing gears. Because of the appearance of fish

juvenile after breeding season, it shows that the inspected sites are in good condition for

nursing of marine fish. Fisherman reported that construction and operation of Mong Duong I

thermal plant has no serious impacts on their income and livelihood. The depletion of aquatic

resources was caused by coal trading and exploitation and overfishing. Wastes from coal

mine and residential areas also contribute to the depletion of aquatic resources.

Shrimp farming was still observed at the inspected site. The inspection team interviewed

aquaculturists and found down white-leg shrimps were reared in the intensive shrimp ponds

and were stocked at 120 shrimps/m2. Shrimp were just stocked into ponds after heavy rainfall

at the end of July, 2015. The operation of shrimp farming nearby the thermal plant indicated

that operation of Mong Duong thermal plan I has negligible impact on the shrimp farming

operation and water quality surrounding project site.

6. MANGROVE REFORESTATION MONITORING

This activity was completed. According to the Contract, mangrove reforestation was

completed and we demobilized the mangrove specialist long time ago. Thus, we do not have

personnel to carry out this activity more.

7. OVERALL CONCLUSIONS AND RECOMMENDATIONS

7.1. Health, Safety and Environment

Conclusions

• Contractor’s HSEM Plan (Rev B) updated and issued in No 2012. The HSEM Organization structure is in line with the plan. Safety Engineers/Officers possess

certificates of OHS and exhibit good working experience,

• The policy is communicated to all employees working for and on behalf of HDEC

through induction courses and displayed at Site working areas and prominent

locations around the Site

• Training is given by means of Power point presentation in both languages English and

Vietnamese. After the training course participants need to pass a test. All training

courses maintain detailed records.

• HDEC portrays responsible management with regards to health, safety &

environmental inspections.

• All employees of HDEC, its subcontractors and visitors who enter the site area are

required to wear personal protection: ie. hard hat, safety shoes, high visibility vest,

and gathers around the ankles. Using safety harnesses when working at heights

greater than 2 meters above ground is a must.

• All required QA/QC forms are available ie. Permit to work, Confined Space Entry

Permit, Gas Test Certificate, Work Permit Checklist…etc

• EPC contractor is providing an Environmental Compliance monthly report

Recommendation

• HSEM plan should be periodically reviewed (every 6 months or 1 year)

• Supervising and monitoring safety on site needs to be confirmed in the same good

standard

• Ratio of HSE supervisor to workers should be1/10 [7.6 – HSEM Plan]

7.2. Environmental Quality Monitoring

7.2.1. Air & Noise and Vibration Monitoring

Conclusions

• The results from three monitoring times in this quarter show that the ambient air

quality in this project area was the same trend polluted in comparison with last

quarter. This could be due to the rainy and cool weather condition and decrease in

the volume of transport vehicles along the main routes in the project area;

• The concentration of TSP 1 hour slightly exceeded the permissible standards on

QCVN 05:2013/BTNMT at one monitoring time (KK1 in end of September) and for

the TSP 24 hours was higher than QCVN 05:2013/BTNMT at two times (KK1 in end

of September and KK2 in August) but these concentration of TSP1 hour and TSP 24

hour were lower than the baseline data conducted in April 2006 (KK1 107 mg/m3 and

KK2 271mg/m3). Thus, it is noted that ambient air quality could be polluted before

the project started.

• The operation activities of Mong Dong thermal Power plant 2 could also become

significant emission sources affecting local ambient air quality. This needs to be

taken into consideration for the coming monitoring times. This needs to be further

discussed with EVN/TPMU1

• Other air pollution sources identified in the region are: coal transport activities;

sorting out coal plant and coal discharge area, which could also impact on the air

quality in two monitoring areas;

• The noise and vibration level during the daytime were under the permitted

standards, meanwhile during the nighttime all monitoring results were higher than the

allowed values, QCVN 26:2010/BTNMT – National Technical Regulations on

Noise. This could be noted that the residential area 6, and 4, Mong Duong Ward

has been polluted by noise during nighttime;

• The noise monitoring at the construction site were taken at two locations: (1). at the

condensate water supply bed ash cooler and the result show that noise level was

higher than allowed values, (2). another location is far from turbine house about 20m

and noises level were lower than QCVN 3985:1999 (85 dBA).

• The Mong Duong Thermal Power 1 has started commissioning activities which

need to consider air pollutant emitted from these activities and noise generation

within project boundary. This will be monitored during the Reliability Run and

Performance Test for Unit 1 and Unit 2.

Recommendation

• To reduce the impacts of noise on the construction site, it is strongly recommended

that use of noise protection equipment by workers working in the boiler and

turbine houses should be strictly implemented;

• Contractors need to complete all site clearance and environmental recovery activities,

include i) remove all unused material, construction equipment from construction site;

ii) clean and reinstate the affected road and public facilities; iii) plant the trees in the

construction sites.

• Building up ambient environmental monitoring program for operation phase also need

to take into account to ensure propose appropriated monitoring plan for operation to

control impacts of air pollutants and noise on local people.

7.2.2. Water Quality Monitoring

7.2.3. Aquaculture and Fisheries

Overall Assessment

The results of monitoring aquaculture and fishing activities at Mong Duong, De Dach and

Thac Thay rivers, Luong Gac and coastal line of Cam Hai commune are as follows:

• De Dach, Mong Duong rivers are heavily contaminated by industrial wastes that

results in poor aquatic resources and no fishing activities in the rivers.

• Fishing activities in Luong gac, Thac thay river and coastal area of Cam hai commune

occur as usual

• Intensive shrimp farming of white leg shrimp is operating nearby the Mong Duong I

thermal plant

• Operation of Mong duong I thermal plant has now minor impacts on the fishermen’ livelihood and fishing activities in the inspected area

Recommendation

• It is necessary to collect and estimate the aquatic species composition: plankton,

benthos, fish, crust oceanic water bodies surrounding the Mong Duong I thermal plant

• The impacts of Mong duong thermal I plant to shrimp farming and fishing activities

should be monitored continuously.

7.2.4. Mangrove

This activity was completed.

The TPMB1 has signed a new contract with the Tai Nguyen Reforestation Company to

continue the monitoring and maintenance of the mangroves which now include removal of

barnacles in September 2014
