FIELD VISIT REPORT
Monitoring of Environmental and Social Safeguard on Packages B2,C1&C2
Makassar at January 20 – 23, 2020
1. Objectives
The objectives of the Duty trip are:
(i) to supervise the safeguard aspects
(ii) Presentation of CEMP to contractors
(iii) to coordination with related agencies (LPMU and DLHK) for environmental permit issues
(iv) to collecting data on communal WWTP/ community-based sanitation in Makassar
(v) to review the implementation progress from previous recommendation.
(vi) to observe the implementation of the Environmental Management Plan (EMP).
The team consists of Leti Hermawati and Tyas Utami (PISC).

4. The superv i sion noted several good observations of safeguard implementation that
should be sustained during the life of the project:
(i) Safety briefing for visitors was conducted at the workshop prior to facility site visit and
PPE was available for visitor use.
(ii) Safety briefing for workers was conducted daily covering safety aspects such as PPE
compliance.
(iii) Package B2, Clean restroom, the toilet has considered gender (male and female are
separated) and office, prayer rooms, worker Mess, kitchen are available.
(iv) The base camp office and others facilities under finalize construction (B2)
(v) Rain drainages available at base camp.
(vi) Base camp location for packages C1 and C2 being negotiated with the land owner

6. Conclusion
The findings generally as follows:
1. The Safeguard Team PISC has conducted presentation of Environmental Management
Plan to the Contractor B2, C1 and C2.
2. Package B2 ongoing construction (Pit activity), the worker Mess, parker areas under built.
then for packages C2 and C1, mobilization process and the base camp & stock yard
location under negotiation.
3. Safety briefing for visitors was conducted at the base camp B2 prior to facility site visit
and complete PPE was available for visitor use
4. Pack B2: no trash bin available for plastic, organic, inorganic and wastes
5. None of the contractors have temporary toxic and hazardous (B3) waste storage (TPS) at
base camp/stock yard.
6. Contractors have to follow the requirements in their respective environmental
documents (RKL-RPL/AMDAL).
9. Suggestions and Next Steps
▪ Organize housekeeping campaign for all working areas involving all workers to improve
site environmental performance and behaviour change is the key.
▪ Include environmental topic in regular safety morning/safety talk which should cover:
1. SOP/working instruction socialization
2. Pollution prevention
3. Spill reporting
4. Waste segregation - organic, inorganic, toxic and hazardous wastes
5. Housekeeping improvement 6. Traffic and access management
▪ The disposal should be conducted in the designated area (agreed in PCM-to be further checked).
▪ Follow the requirements in environmental documents (RKL-RPL/AMDAL) for toxic and
hazardous waste management (temporary storage and disposal).
▪ Increase field supervision by PISC and share the observations to all stakeholders as lessons learned/continual improvement. Desirable sanctions to Contractors may be considered as necessary.
