1. Introduction

1.1 Background

Hastie Waste propose to construct and operate a solid waste depot (the Premises) at Lot 509 Pedretti Road, Picton East (Figure 1). Activities at the Premises will involve sorting and recycling of construction and demolition waste. Waste material accepted at the Premises will predominantly consist of inert materials such as bricks, concrete, tiles, sand and gravel.

The Premises will have a design capacity of approximately 30,000 tonnes of waste per annum. Initial volumes of waste accepted at the facility are likely to be in the order of 10-20,000 tonnes per annum.

The Premises is a prescribed premises listed under Schedule 1 of the Environmental Protection Regulations 1987 (EP Regulations) (Category 62: Solid Waste Depot) and requires a Works Approval and Licence pursuant to Part V of the Environmental Protection Act 1986 (EP Act).

1.2 Purpose, aim and scope

The purpose of this Environmental Management Plan (EMP) is to outline the proposed activities at the Premises, the potential emissions, and the proposed environmental management controls to minimise emissions and manage associated environmental risks.

The aim of this EMP is to demonstrate an acceptable level of environmental management at the Premises to support approvals under Part V of the EP Act.

The scope of the EMP is as follows: 1. Premises description including location. 2. An overview of key infrastructure, equipment and operations. 3. Definition of emissions, environmental risks and management controls. 4. Implementation framework including monitoring, reporting and document review.

1.3 Legislative requirements

The environmental management controls outlined in this EMP have been prepared in accordance with all relevant legislative and guidance documents, including:

2. Premises description

2.1 Overview

Hastie Waste propose to construct and operate the Premises for the purposes of sorting and recycling of construction and demolition waste. Waste material accepted at the Premises will be sourced from private waste collection companies and largely consists of waste materials from commercial and residential construction and demolition projects. Waste material will predominantly consist of inert materials such as bricks, concrete, tiles, sand and gravel.

The Premises will have a design capacity of approximately 30,000 tonnes of waste per annum. Initial volumes of waste accepted at the facility are likely to be in the order of 10-20,000 tonnes per annum. The Premises will operate between 7:00am to 7:00pm Monday to Saturday. Under normal operations, there is anticipated to be 10-20 truck movements per day. The maximum number of truck movements is not expected to exceed 30 truck movements per day.

2.2 Location

2.2.1 Site description

The Premises boundary comprises Lot 509 on Plan 59719, No. 22 Pedretti Road, Picton East (the Site, Figure 2). The Site comprises a cleared vacant lot within the Picton East Industrial Area and lies within the Shire of Dardanup.

The Site topography has been developed for industrial use, being relatively flat with a retaining wall on the eastern side. Runoff from the Site is expected to discharge to the north and west into Pedretti Road, which may drain into the adjacent Multiple Use wetland (C Class reserve 50516) and ultimately into the Ferguson River to the south-west.

Geology comprises Bassendean Sands overlying Guildford Formation. Geotechnical investigation at the Site (August 2017) indicated grey, white and yellow/orange sands to depths of up to 2.2 m below the surface. Groundwater was recorded at the Site at 1.25 to 1.45 metres below ground level (mbgl) (August 2017). Groundwater flow is expected to be to the north-west (Commander 1984).

2.2.2 Specified Ecosystems and sensitive land uses

Department of Water and Environmental Regulation (DWER) guidance on Environmental Siting (Department of Environment Regulation 2016) identified Specified Ecosystems as areas of high conservation value and special significance that may be impacted as a result of emissions or discharges from prescribed premises.

The following Specified Ecosystems have been identified within 2 km of the Premises (Figure 3):

• Multiple Use category wetland - adjacent/east and approximately 200-250 m west of the Premises

• Resource Enhancement category wetland - approximately 570 m north of Premises

• Conservation category wetland - approximately 1 km west of Premises

• Parks and Wildlife managed lands (C Class Timber Reserve 40552) are located approximately 1 km west of Premises

• Banksia Woodlands of the Swan Coastal Plain Threatened Ecological Community (TEC) may be present in the vicinity of the Premises, however clearing of vegetation is not required to facilitate construction.

Figure 3 also identifies the closest noise sensitive premises (residences). Most of the noise sensitive premises lie at least 200 m from the Site, consistent with Environmental Protection Authority (2005) guidance for separation distances between waste depots and sensitive land uses. The exception is Lot 39 Golding Crescent, which lies approximately 170 km to the south-east of the Site.

2.2.3 Zoning

The Site and surrounding lands are zoned for Industrial use (Figure 4).

2.3 Infrastructure and equipment

The proposed Site Plan for the Premises is presented in Appendix 1.

Key infrastructure at the Premises will comprise:

• Storage Bunker (10.0 m x 39.6 m reinforced concrete floor, 3.0 m high concrete tilt walls)

• Sorting Shed (15.0 m x 33.0 m reinforced concrete floor, concrete tilt walls, 8.3m high colorbond roof, 3 no. 5.5 m x 5.5 m auto opening roller doors)

• Office (6.0 m x 6.9 m area, timber framed, concrete floor, 2.7 m high colourbond roof)

• 1.8 m high security fence and chainlink gates on north and west sides

• compacted aggregated pavement within Waste Depot yard (outside Storage Bunker and buildings)

• three (3) no. stormwater swales (capacities 35.0 m3, 10.0 m3, 25.0 m3) sized to capture and infiltrate the 1 hour, 1 in 1 year average return internal (ARI) storm event as per Shire of Dardanup requirements

• septic system and leach drain approved under the Health Act 1911.

Key equipment at the Premises will comprise:

• Excavator with sorting grab (CAT 14C, CAT 320C or similar)

• Agri telehandler (JCB 531-70C or similar)

• Forklift (2.5 tonne Toyota 42-7FG25 or similar) • Cardboard baler within Sorting Shed.

2.4 Waste depot operations

Waste material accepted at the Premises will be unloaded and bulk sorted on a concrete Storage Bunker, using an excavator with a sorting grab. Further sorting of material will be undertaken in a purpose-built Sorting Shed using a forklift.

Sorted waste, including building rubble and sand, will be stored in the concrete Storage Bunker and collected for re-use or recycling off-site. Scrap metals will be collected by a metal recycler on an intermittent basis when a sufficient quantity is stockpiled. Minor quantities of other wastes such as plastic, paper, cardboard, putrescible waste, hazardous materials and asbestos containing materials may be present in loads of construction and demolition wastes accepted at the Premises. These wastes will be separated and temporarily stored in designated storage areas and removed from the Premises for recycling or disposal at an appropriate facility. A cardboard baler may be installed and operated within the Sorting Shed.

Putrescible waste will be stored in enclosed containers within the area labelled ‘Rubbish Collection’ on the proposed Site Plan (Appendix 1). Asbestos containing materials will be temporarily stored and managed in accordance with the Asbestos Management Plan prepared for the Waste Depot (Appendix 2).

Trucks will primarily enter and exit from the northern gate adjacent to the Storage Bunker. Light vehicles will enter and exit from the western gate adjacent to the office.

3. Risk assessment and management controls

3.1 Risk framework

A risk assessment has been undertaken for the Premises based on the DWER risk assessment process for prescribed premises (Department of Environmental Regulation [DER] 2017). This involves the following:

(a) Establishing the context of the risk. (b) Identification of emissions. (c) Identification of risk events through source-pathway-receptor analysis. (d) Risk rating process by application of consequence and likelihood criteria. (e) Determination of risk rating. (f) Determination of regulatory controls.

In establishing the context of the risk, reference has been made to the DWER guidance on Environmental Siting (DER 2016) including Specified Ecosystems discussed and sensitive premises identified in Section 2.2.2 of this EMP.

Risk rating is based on consequence and likelihood criteria in DER (2017) as presented in Appendix 4, and incorporating proposed environmental management controls.

3.2 Risk assessment findings

4. Implementation framework

4.1 Monitoring

Construction phase monitoring will be as follows: • ongoing visual monitoring of wind conditions and dust levels to guide dust suppression, if required

• daily inspection of construction site for litter and spills, including waste storage areas

• weekly inspection of temporary stormwater swales and following major rainfall events (> 20 mm in one day) to ensure they remain in good condition and free of excessive debris, litter or weeds.

Operations phase monitoring will be as follows: • ongoing visual monitoring of wind conditions and dust levels to guide dust suppression, if required

• visual inspection of all incoming waste deliveries for evidence of hazardous material (including asbestos containing materials) or liquid wastes

• visual monitoring of waste unloading to identify occurrence or potential for liquid waste or hazardous materials spills to guide emergency spill response, if required

• weekly inspection of Premises for litter, spills and evidence of any ground contamination, including all waste and hazardous materials storage areas

• quarterly inspection of spill kits and after each spill event to ensure kits remain fully stocked to support spill response as required

• monthly inspection of temporary stormwater swales between May and October and following major rainfall events (> 20 mm in one day) to ensure they remain in good condition and free of excessive debris, litter or weeds.

4.2 Reporting

Monitoring results will be reported internally and records will be maintained for internal and external compliance auditing purposes.

All spills of wastes or hazardous materials that leave the Premises will be reported to DWER as soon as possible and no later than 24 hours after the spill event occurs.

4.3 Document review

This EMP reflects the current knowledge of the Premises. In order to maintain relevance of the EMP, it may be subject to review as required. The EMP may also be reviewed in response to requests made by DWER.

5.5 ACCEPTANCE, DISPOSAL AND HANDLING OF ASBESTOS WASTE PURPOSE OF PROCEDURE To ensure that asbestos waste (asbestos or material containing asbestos), is accepted, handled and disposed of in a manner that protects employees, the public and the environment from harm.

SCOPE: This procedure applies to Hastie Waste (HW) staff handling any type of asbestos waste, and to anyone transporting or disposing of asbestos waste at any waste management facility run by Hastie Waste. Hastie Waste will only dispose of asbestos waste at a suitably licensed waste facility.

ASBESTOS AT PICTON EAST SOLID WASTE DEPOT 1. Asbestos waste is not accepted at Picton East Solid Waste Depot. 2. Signage and information

a. Picton East Solid Waste Depot shall have signage stating “No Asbestos will be accepted at this depot”.

b. Concealment of asbestos will result in rejection of future deliveries. c. All customers shall be informed that waste contaminated with asbestos will not be

accepted at the depot. Information will be provided on alternative facilities that accept asbestos

3. Waste Deliveries a. All waste transporters must declare that their load does not contain asbestos in order to

gain entry to the Depot. b. All covers to waste loads must be removed to allow visual inspection of loads prior to

acceptance and unloading/sorting. c. Should inspection of loads indicate potential presence of asbestos, the delivery shall be

rejected and the transporter referred to a facility licensed to accept asbestos. d. Records shall be kept of all rejected deliveries including date, transporter, source and

vehicle registration. e. All accepted loads will be classified as high or low risk as per DEC (2012) guidelines for

managing asbestos at waste recycling facilities. 4. Waste Unloading and Sorting

a. Deliveries shall be unloaded at the high risk or low risk area at the Waste Storage Bunker.

b. All loads shall be visual inspected by Depot staff while unloaded. Any loads found to contain suspected asbestos materials (fibrous, fines or contaminated material) shall be immediately classified as high risk and unloaded appropriately.

c. All high risk classified loads shall be unloaded with Bunker water spray operating. All high risk loads will be unloaded at a depth of less than 30 cm to enable detailed visual inspection.

d. Any suspected asbestos material identified in loads will either be immediately re-loaded and handed back to the transporter or isolated, wetted and managed in accordance with relevant regulations.

a. Any suspected asbestos materials removed during waste sorting shall be isolated, wetted and disposed of as follows.

b. Appropriate PPE shall be worn. c. Asbestos shall be immediately wrapped in double layer durable plastic sheeting or bags,

sealed with durable ties or tape, of a manageable size and weight for manual handling. d. Wrapped asbestos materials shall be labelled with appropriate warning signs and stored

in the 'Rubbish Collection Area'. e. Contaminated/disposable PPE and equipment shall be double wrapped in durable plastic

bags, sealed with ties and appropriately labelled with warning signs. f. Wrapped asbestos materials and contaminated/disposable PEE and equipment shall be

collected from the Depot within 24 hours of wrapping, and disposed off-site of at a licensed waste facility.

6. Records of Asbestos a. All deliveries found to have contained asbestos post-acceptance shall be recorded

including date, quantity, transporter, source, registration number. b. Associated customers shall be notified of the asbestos in their delivery and warned to

ensure that future deliveries at to be asbestos free. c. Repeat delivery (more than twice) of asbestos materials to the Depot shall result in

customers being excluded from the Depot.

1.0 INTRODUCTION  

Herring  Storer  Acoustics  has  been  commissioned  to assess  noise  emissions  from  the proposed development of a solid waste depot (the Facility) to be located at Lot 509 Pedretti Road, Picton East. The purpose of this assessment was to assess noise emissions from this new facility for compliance in  accordance  with  the  Environmental  Protection  (Noise)  Regulations  1997.  This  assessment therefore concentrates on compliance with the Regulations at noise sensitive premises (residences) in the vicinity of the Facility.  The proposed Facility site is located within the East Picton Industrial Area.  The proposed Facility site and surrounding lands are zoned industrial under the Regional Planning Scheme, however it is understood that a number of residences are located in the vicinity of the Facility site.    For information, a site plan is attached in appendix A.  

 

2.0 SUMMARY  The Facility would only operate during the day period, with the operating hours being Monday to Saturday 0700 to 1900 hours (excluding Public Holidays).  At the nearest noise sensitive premises (Lot 39 Golding Crescent), the noise level received from the Facility has been determined to be an LA10 of 51 dB(A), which when the +5 dB(A) penalty for tonality is applied, results in an assessable LA10 noise level of 56 dB(A). This can be compared to the allowable day period noise level of 58 dB(A). For the other residences to the west, the LA10 noise received from the Facility has been determined to be between 33 and 50 dB(A), which even after a +5 dB(A) penalty for tonality is applied, would be deemed to comply with the assigned LA10 noise levels at these residences. Additionally, there is a caretakers residence located on Lot 200 Pedretti Road and at this residence the assessable noise level is 53 dB(A), compared to an assigned LA10 noise level of 65 dB(A).  With  the  inclusion  of  the  intermittent  noise  levels  associated  with  truck  movements  at  the Facility,  the  LA1 noise  level has been  assessed  (i.e.  including  the +5 dB(A) penalty  for  a  tonal component) at between 38 and 58 dB(A). These levels would also be deemed to comply with the assigned noise levels under the Regulations.  Based on the assessment, noise level emissions attributable to the operations at the proposed solid waste depot located at Lot 509 Pedretti Road, Picton East, have been determined to comply with the Environmental Protection (Noise) Regulations 1997 at the nearest residential premises, for the proposed times of operation.   

 

3.0 CRITERIA  The allowable noise level for noise sensitive premises in the vicinity of the proposed Facility site is prescribed by  the Environmental  Protection  (Noise)  Regulations  1997.   Regulations 7 and 8 stipulate maximum allowable external noise levels or assigned noise levels that can be received at a premises from another premises. For residential premises, this noise level is determined by the calculation of an influencing factor, which is then added to the base levels shown below.  The influencing factor is calculated for the usage of land within two circles, having radii of 100m and 450m from the premises of concern. For industrial premises, the assigned noise levels are fixed. The base noise levels for residential premises and the assigned noise levels for industrial premises are listed in Table 3.1.

It is a requirement that received noise be free of annoying characteristics (tonality, modulation and impulsiveness), defined below as per Regulation 9. 

 “impulsiveness”   means  a  variation  in  the  emission of  a  noise where  the difference 

between LApeak and LAmaxSlow is more than 15 dB when determined for a single representative event; 

 “modulation”   means a variation in the emission of noise that – 

 (a) is more than 3 dB LA Fast or is more than 3 dB LA Fast in any 

one‐third octave band; (b) is present for more at least 10% of the representative 

assessment period; and (c) is regular, cyclic and audible; 

 “tonality”   means  the  presence  in  the  noise  emission  of  tonal  characteristics 

where the difference between –  

(a) the A‐weighted sound pressure level in any one‐third octave band; and 

(b) the arithmetic average of the A‐weighted sound pressure levels in the 2 adjacent one‐third octave bands, 

 is greater than 3dB when the sound pressure levels are determined as LAeq,T  levels  where  the  time  period  T  is  greater  than  10%  of  the representative assessment  period, or  greater  than 8dB  at  any  time when the sound pressure levels are determined as LA Slow levels. 

 Where the noise emission is not music, if the above characteristics exist and cannot be practicably removed, then any measured level is adjusted according to Table 3.2 below.

The closest noise sensitive premises (residences) to the proposed Facility have been identified as follows:    

Residence A  ‐  To the north west (Lot 9001 Harris Road, Picton East) Residence B  ‐  To the west (Lot 5 Boyanup – Picton Road, Picton East); Residence C  ‐  To the south west (Lot 603 Boyanup – Picton Road, Picton East); and Residence D  ‐  To the south east (Lot 39 Golding Crescent, Picton East). 

 We  note  that  there  is  also  a caretakers  residence associated with an  industrial premises  that should be considered. This residence is located within Lot 200 Pedretti Road, Picton East. This has been denoted as Caretakers residence E of Figure 3.1 below.

Based  on  the  above  influencing  factor,  the  assigned  outdoor  noise  levels  for  the  closest neighbouring residences for the day period are listed in Table 3.4.

4.0 PROPOSED FACILITY  

From information provided, it is understood that the proposed Facility will operate during the day period, being between 0700 and 1900 hours Monday to Saturday. We also understand that the Facility would not operate on Sundays or Public holidays.  The Facility includes the following infrastructure:  

‐   3m high Storage Bunker with concrete floor and high tilt‐up walls. ‐   8.3m high Sorting Shed with colorbond roof, concrete tilt walls and auto opening 

roller doors.    Waste deliveries will use  the northern gate adjacent  to  the Storage Bunker.    Locations of  the infrastructure and access are shown on the site plan in Appendix A.  From  information provided, there will be three mobile plant operating outdoors at the site, as follows:  

- Sorting machine ‐ CAT 314C tracked excavator. - JCB 531‐70C Materials Handler. - Forklift. 

 The tracked excavator will operate on the eastern side of the site adjacent and within the storage bunkers. Whereas, the Materials Handler will generally work in front of the shed and storage bins. The forklift will work within the Sorting Shed and also outside  in the same general area as the Materials Handler.  No  fixed  plant,  screening  or  crushing  is  proposed  at  the  Facility.   The  Facility  will  accept construction  and  demolition waste,  sorting  these  for  transport  off‐site  to  other  facilities  for crushing, screening, recycling or disposal.

5.0 MONITORING  

As per the DER Draft Guidelines on Environmental Noise for Prescribed Premises (released in May 2016), continuous noise monitoring has been conducted to establish the ambient noise  levels. Monitoring was undertaken between Tuesday 24th October and Tuesday 31st October 2017.   A noise monitor was located to the west of the site, with the locations identified in Figure 5.1.  Noise monitoring results are shown graphically in Appendix B.  The ambient noise levels were as expected and do not amend the acoustic assessment.

6.0 MODELLING  Modelling was undertaken using  the  computer programme SoundPlan  to  predict  noise  levels received at the closest noise sensitive premises due to noise emissions from the Facility. Sound power  levels used for the calculations are based on file data and manufacturer supplied noise levels.  The modelling of noise levels has been based on the sound power levels shown in Table 5.1 for the main items of plant.

 Based on  the  small nature of  the Facility, noise modelling was undertaken with  the Excavator, Materials Handler and Forklift operating at the same time. Noise emissions from the equipment of site would operate for more than 10% of the time and hence, noise emissions from this scenario needs to comply with the assigned day period LA10 noise level.   An additional scenario was run to assess noise against the LA1 criteria, when a truck would be on site either delivering or collecting waste.

Based on the above, noise modelling was undertaken for the following scenarios :    LA10  ‐  All equipment on site operating.    LA1  ‐  All equipment on site operating, with truck on site. 

 The weather conditions used  for  the modelling, as  listed below  in Table 5.2, were  the  standard weather conditions, as preferred by the Department of Environmental Regulations.

7.0 RESULTS  Based  on  the  SoundPlan  noise  modelling,  the  noise  received  at  the  closest  noise  sensitive premises are shown summarised in Table 6.1.

8.0 ASSESSMENT  Based on the calculated noise levels, compared to the background noise levels, it was determined that noise emissions from the Facility, with the exception of Residence B (Lot 5), when received at the closest noise sensitive premises would be tonal. Therefore, the +5 dB(A) penalty for tonal characteristics has been applied to the noise received at the noise sensitive premises, including to be conservative, Residence B (Lot 5). Table 7.1 summarises the applicable adjustments, and the resulting assessable noise level.
