SECTION 0: EXECUTIVE SUMARRY

1. Introduction on the project

Duc Trong 2201<V substation & connection line project is proposed to be built to enhance the reliability and safety in power supply for power network of the North of Lam Dong proviilce region, satisfy the additional charge demand, decrease loss and improve quality o f electrical energy.

In the pro-ject area, there are Inany ethnic minorities such as the Churu and IC'Ho mainly living at Chi Rong A hamlet, Phu Hoi coin~nune, the Tho and the Chinese scattering in Ward 2, 12, Lien Nghia township. Iinpleinenting the project components, there will be impacted on local people beca~lse lailcl acquisition required for tower foundations and tree chopping in ROW. However, the project does not cause permanently affected houses; therefore, involuntary resettlement is not required.

2. Project description

Duc Trong 220kV substation and its connection lines include these connponents:

+ Duc Trong 22011 10kV substation has the capacity of 2x1 25MVA with.

+ Construction and installation of connecting line: the 220kV connection line (two routes) with the 1,1001n length and the 1 1 OKV connection line (two routes) with the 6,000in length.

3. Legal framework

Law and current stipulations of Vietnain are Law on environmental protection, Government decree No.80IND-CP, Government decree No.8011VD-CP., . . . Requirements of WB are OP 4.01 environmental assessment, OP 4.04 natural habitats, . . . 4. Environmental: impact assessment

Project effects on vegetation or habitat areas as a result of clearing for ROW, on air quality from vehicle and equipment exhausts and dust generated by construction activities, ... 5. Public consultation

There are many consultation methods as Public notice, Newspaper notification, Public announcement1 radio, newsletter/questionnaire, Public meeting, Public announcement after the EMP approved, . . . 6. Mitigatior~ measures

Solme of inany mitigation measures are don't cut trees if unnecessary and utilize hand clearing of vegetation for effects on vegetation or habitats areas.. . 7. Chance finding procedures and emergency action plan Contractor shall protect the site and report to the Construction SupervisorlPC company and local inuseurn1 cultural management authority; Delive the object tound to local museum1 cultural management authority; and Determine whether construction can be continued or halted for further investigation.. .

Impact description

The earthworks include digging and backfilling 10,481 rn3 soil at substation site and along the connecting line with about 7. I km of the !elgth. Excavation period is short.

The terrain of the project area is rather flat. The substa~ion area is not flooded. The transmission line goes along Nam Son lake. but construction site is far from this lake, so risk of soil erosion is at low level.

The air quality can be effected by: + Exhaust gas (such as SO,, NO,, CO ...) : impacts of ex ha us^ gas on the environment quality is insignificant since the concentration of discharging sources is not great and amount of exhaust gas discharged is not much. +Dust: dust can be generated from excavation, backfilling and activities of equipments. The project area is mainly crop land. Thus, this impact is at low level, only significant in the dry season. It is temporary and will be disappeared after the construction stage.

Vehicles and equipments can cause noise and vibration effecting households along the road and construction sites. However, this impact is at low level because it only occurs in the construction phase and the project will carry out mitigation measures.

Oil leakage from vehicles and construction machines can affect quality of soil and water, especially in rainy season. This leakage oil can affect surrounding area through the overflow rain water.

There are some storehouses and grounds need to be built temporary in order to contain materials and equipments. Constructioil camp will be built for workers.

Re able to 1

Construction camp and materials storehouses can affect the health and safety of local inhabitants and workers by the unsafe keeping of construction materials and equipments and the conflict between workers and local inhabitants.

Workers will be from the locality; the construction camp will include rest room; all of construction equipments and materials will be placed in appropriate places which are fenced around. Therefore, the conflict between workers and local inhabitants and impacts on public health and safety are at low level.

The large number of construction workers ( 1 10 persons in maximum) in the construction sites will cause a risk in conflict with the local people due to different life style and cultural or disturbing or dissatisfied compensation. leakage oil, oil-collected pit will be installed. Oil-collected pit is 25m' in capacity, prevented fi-om leaking. has concreted cover and also be equipped with a automatic water pump. IIowever, risk of oil leakage from the pit still can happen though it is at low rate.

The project does not use cooling oil that contains PCBs and hazardous materials

The transformer will be manufactured according to regulations with noise level under 70dB at 3m of distance. I t will also be installed complying technical requirements to reduce the noise due to operation. Besides, the substation site is plantation of rubber. Thus, impact of the noise is insignificant.

Insignificant

In the operation stage, the substation does not discharge any of hazardous wastes. Domestic waste water from daily activities of operation workers will be treated by a septic tank before discharging the environment. Domestic solid waste will be collected and discharged through waste collected system of the local. Therefore, impact on the environment due to waste discharge is insignificant.

In activities of management, operation, repair and maintenance of the project, problems of gird and accident call occur in case workers do not conform to safety and operation regulations.

Szirnmarization o f attendees' opinions:

- Land in the ROW is productive land. To offer the investor to support and coinpensate in a satisfaction.

- To give supports for households with house in ROW in order to build their houses on the remaining of their land. In case of no land remaining,, the investor needs to have resettlement place for them.

- While doing the project construction, many mitigation measurements inust be done in order to avoid effects on surrounding households.

- When doing the clearing for substation and tower foundation, execution units must limit the unnecessary chopped down trees, especially is rubber trees.

Disclosure:

EMP (draft) was disclosed at People's Coinlnittee of Duc Trong district, Phu Hoi commune and Lien Nghia town dated March 01". 2009. After cleared by WB, the EMP of the project will be disclosed at Vietnam Develop~nent and Infor~nation Center (VDIC) of the World Bank office in Hanoi (May, 2009 as proposed).
