What is Environmental Impact Statement ? An Environmental Impact Statement (EIS) concisely
describes and analyzes a proposed action which may have a significant impact on the environment. The EIS is available to the public for information and comment. An EIS must include:
1. description of the action, including its need and benefits;
2. description of the environmental setting and areas to be affected;
3. an analysis of all environmental impacts related to the action;
4. an analysis of reasonable alternatives to the action;5. identification of ways to reduce or avoid adverse
environmental impacts.
The Environmental Impact of roadsThe environmental impact of
roads include the local effects of highways (public roads) such as on noise, water pollution, habitat destruction and local air quality; and the wider effects which may include climate change from vehicle emissions.
Air Quality
There are three potential sources of air pollution on construction sites. They are:-
exhaust gases from vehicles and machinery
exhaust material from chippers. Dust
Suggested measures:-Ensure that all vehicles and machinery
are fitted with appropriate emission control equipment, maintained frequently and serviced to the manufacturers‘ specifications.
Smoke from internal combustion engines
should not be visible for more than tenseconds
Noise and VibrationTo ensure nuisance from noise and
vibration does not occur:Fit and maintain appropriate mufflers on
earth-moving and other vehicles on the site.
Enclose noisy equipment.Provide noise attenuation screens, where
appropriate.Advise local residents when unavoidable
out-of-hours work will occur.Minimise air vibrations
Water PollutionUrban runoff from roads and other
impervious surfaces is a major source of water pollution.
Rainwater and snowmelt running off of roads tends to pick up gasoline, motor oil, heavy metals, trash and other pollutants.

Erosion
Many of the measures taken to reduce erosion and sediment run-off are:-
Implement a dust prevention strategy, developed at the project planning stage.
Take dust suppression measures, such as promptly watering exposed areas when visible dust is observed.
Install wind fences wherever appropriate.
Economical ActivityIn most communities, highway bypasses have
little adverse impact on overall economic activity:-
Understand that bypasses are generally beneficial, with few adverse economic impacts.
Small communities need to develop and market themselves as “destinations” to minimize adverse economic impacts from a bypass.
Bypasses will create a number of changes and issues to a community that should be addressed proactively.
