mining lease has been granted by the State Government over an area of 3.09 ha for mineral

stone.

2.1 Identification of project and project proponent

The proposed stone mining is at Village: Hathudami, Thana: Khunti and District: Khunti

(Jharkhand). The mine area is proposed for Khata No. 56, Plot No. 185 having area: 3.09 ha.

Mine lease has been granted to M/s SANDCUBE Infrastructure Pvt. Ltd. who is working as

owner of this company. The Company is Private Company.

2.2 Brief description of nature of the project

The mine area is proposed for Khata No. 56, Plot No. 185 in Village: Hathudami, Thana: Khunti,

District: Khunti (Jharkhand) having a total area of 3.09 ha. Mining will be done in a semi-

mechanized way, i.e. partially by machinery and partially by manual means. Now, considering

the demand and supply of stone, Lessee wants to apply Environmental Clearance for his mine

lease for stone production. Hence he has applied as New Project and sought Environmental

Clearance for this project from DEIAA Khunti.

2.3 Need for the project and its importance to the country

The economy of India is the eleventh largest in the world by nominal GDP and the third

largest by purchasing power parity. The primary reason for the economic growth can be

attributed to the growth in infrastructural facilities such as roads, highways & buildings.

Infrastructural growth is directly proportional to the availability of raw materials such as soil,

stone, sand etc. With the growing infrastructural requirement of the India, the demand of raw

materials has increased geometrically. The stone is required in various construction activities and

will be sold to nearby markets to fulfill the requirement of local people.

2.4 Demand – Supply Gap

The growth in India’s economy and population, coupled with urbanization, has resulted in an

increasing demand for residential, commercial, industrial, public roads & highways as well as

other physical infrastructure. Considering the demand of the mineral and its sufficient availability

in this area, it is essential to have stone mine to sustain the demand and supply gap.

2.5 Imports vs. Indigenous Production

There will be no imports for the proposed project. All the mined stone will be used in developing

the infrastructure.

2.6 Export Possibility

The present project does not seek the export possibility as it is a cheap mineral and the demand is

high in the local area.

2.7 Domestic/Export Markets

Excavated stone will be used for domestic market.

2.8 Employment generation (direct and indirect) due to the project.

The proposed stone mining activity is envisaged to improve the socio-economic condition on a

micro-economic scale by generating local employment of approximately 17 peoples directly and

indirectly.

3. PROJECT DESCRIPTION

3.1 Type of project including interlinked and interdependent projects, if any.

The present project is an application for the fresh Environmental Clearance and it is neither

interlinked nor interdependent as the mined mineral will be sold to market directly.

The mining lease area is located at Village: Hathudami, Thana: Khunti, District: Khunti

(Jharkhand). The mine area is proposed for Khata No. 56, Plot No.185.

No ecological sensitive zone that lies within 5 km radius of the proposed mining area.

As per the EIA Notification 2006, the project will be considered as a Category ‘B2’ project.

3.3 Details of alternate sites considered and the basis of selecting the proposed site,

particularly the environmental considerations gone should be highlighted.

No alternate site was considered as the project is mineral specific. The mining lease area has

already been granted to the project proponent.

The average rated capacity of the project will be 14610.24 tonnes per year and the mining

operations will be confined to the lease area granted. The mine lease area is spread over an area

of 3.09 ha at Village: Hathudami, Thana: Khunti, District: Khunti, State: Jharkhand.

3.5 Project description with process details

Stone mining will be done at the proposed site. Mining operations is to be carried out by

opencast method by semi-mechanized means i.e. with the help of machinery and by the manual

means. Mining will be carried out in the form of benches. The overburden removal from benches

will be done by drilling method and blasting with deployment of small excavator and dumpers.

Mining operation is proposed in this small area for further five year plan. Drilling and blasting of

stone faces will be carried out by using wagon drill. For transporting waste to the respective

dumping sites, tippers and Hydraulic Tractor will be used.

BLASTING:

Blasting has got the utmost importance in mining operation because it has to compatiblewith the shovel / loader but also preferably as it will obviate the necessary of secondaryblasting which is known to be very costly. The feed size for the crusher has to be lowbelow 600mm because it is important that variations of the hardness of the formation donot result in waste use of explosives with unbalanced product size. It is also veryimportant that fines so generated are kept as low as possible. .

The distribution of charge in the blast hole is a follows:

Bottom charge with booster (slurry explosives) and column charge also by low speedslurry explosives will be charged in the ratio of 15:85 respectively.

Considering the nature of strata / deposit and height of the bench deck charging shall becarried out in as following manner:

a) Deck Charging with drill cuttingb) Air decking

Pattern and Sequence of Firing:

In normal patterns of holes with 3.0 m burden, a spacing of 3m will provide the bestresults. The pattern of delay blasting in conjunction with use of detonating fuse will takeinto account existence of any natural cleavage layout and sequence of firing of the blastholes pattern proposed for blasting.

Depending upon the composition of the formations, some degree of deck loading mayhave to be resorted for better fragmentation.

3.6 Raw material required along with estimated quantity, likely source, marketing area of

No raw material is required for the proposed stone mining project. As it is a stone mining project

the finished product is stone and small stone chips. The finished product will be carried out to the

local markets through tractors or trolleys.

3.7 Resource optimization/recycling and reuse envisaged in the project, if any, should be

briefly outlined.

Resource optimization/recycling and reuse are not envisaged. Negligible amount of waste water

is expected.

3.8 Availability of water its source, energy/power requirement and source should be given

Water is required for domestic purposes, dust suppression and plantation purposes.

Approximately, 3.985 KLD of water is required. No power is required for the mining operations.

The fresh water for domestic and plantation purposes will be sourced from the nearby villages

and private water suppliers will be hired for dust suppression purposes.

3.9 Quantity of wastes to be generated (liquid and solid) and scheme for their management

/disposal.

Very less amount of waste water is expected at site. The generated waste water will be disposed

through soak pit. Small amount of solid waste will be generated which will be further cleared by

the workers itself. The overburden which will be generated at the site will be used in filling of

low lying areas, roads and excavated pits. Excavated soil will be used in plantation purposes

along the periphery of mine lease area.

4.3 Topography

Khunti is one of the Eastern districts of Jharkhand and is situated in the Northern plain of India

and Eastern Plateau and Hill region. The district is full of forest resources and has several jungles

of sal tress and bamboos, and a variety of other indigenous trees. Parasnath hills have a number

of plants having medicinal uses. Leopards, bears, jackals, wild pigs and hares are the wild

animals found in the certain parts of the district which have thick forests. The terrain is highly

undulated at the project site. The ground in the area is rising from east to west and forming

almost plain topography. The lower altitude in the area is 333mRL at the western part whereas

the highest altitude attained by the area is 340mRL at the northern part of the area.

4.4 Existing land use pattern (agriculture, non-agriculture, forest, water bodies including

area under CRZ), shortest distances from the periphery of the project to periphery of the

forests, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from

the HFL of the river), CRZ. In case of notified industrial area, a copy of the Gazette

Notification should be given.

There are no national parks, wildlife sanctuary and other notified eco sensitive areas within 10

km from the periphery of the project site.

4.5 Existing Infrastructure

There is no building & structure within mining lease area except some vegetation existing on the

lease area which will be cleared when required. Nearest railway station is Hatia railway station

near about 32 km from project site in the NW direction.

4.6 Soil classification

The soils of Khunti district can be broadly into the soil developed in different formations like

Granite or Granite Gneiss of Archean age, sand and shales of Gondwana Formation and Alluvial

Plain. Texturally the soils of District have been classified as:

(a) Stony and Gravelly- These are low grade soils having a mixture of cobbles, pebbles and

gravels, generally found at the base of the hills.

(b) Sandy Soils- It is found near the stream beds containing 60% sand and is easily drained. This

type of soil is poor in respect of fertility and requires manuring.

(c) Loamy Soils- It consists mostly of detritus of decomposed rocks and vegetables matter. It is

suitable for cultivation. Normally these are found in valleys near the hills.

(d) Clayey Soils- These soils are found near tank beds. These are sticky soils. Their water

bearing capacity is very high. The area is very fertile but crop yielding capacity improved with

addition of sand, lime and organic manures etc.

4.7 Climate data from secondary sources

The climate of Khunti district is Semi Tropical with hot & dry in summer and cold in winter

throughout the district. The temperature varies from 44oC maximum to 8oC minimum. The

annual rainfall varies from 110cm to 130cm. The area received rainfall by South-West monsoon.

Rainy season sets in the middle of June and lasts till September. During summer the hot spell

prevails from March to middle of June. Rainy season starts from middle of June to end to

September. Winter starts from the middle of November and continues till the end of February.

4.9 Regional Structure:

The rocks of CGC have been subjected to repeated folding, high grade regionalmetamorphism and profused igneous activities. The present structural set up of the areaindicates three generations of structural deformations as evidenced by the presence ofvarious structural features like folds, faults, unconformity, schistosity, foliations,lineations, boudins etc. The area is structurally disturbed with Antiforms and Synformswith a number of cross folds dissecting the rocks. The main structural trends in this beltare controlled by the folding in the meta-sedimentary rocks of the area. In general, thefold axis strikes ESE to WNW but at some places it changes from NNE to SSW. Thelineations due to the presence of elongated minerals are commonly found in the granite

gneiss and mica schist, with a dip varies from 30° to 40° towards ENE. The plunge of thelineation is compatible with the regional fold axis.

The foliation of the schistose rock strikes about ENE to WSW with a dip varies from 30°to 60° in northerly or southerly direction depending upon the folded nature of the schist.Many numerous slip planes traverse the schistose rocks which are parallel to sub-parallelto the axis of fold causing foliation in the schist.

Some small faults marked in the area by silicification, brecciation. In the area, three tofive sets joints are also noted in the intrusive granite. The minor folds like puckers,lineations etc. are also observed in the area which is compatible with the regionalstructures prevalent in the area.

4.10 GEOLOGY AND STRUCTURE OF THE AREA

The area under study forms a part of the Chotanagpur Gneissic Complex. The Proterozoicrocks in the area show considerable variation in the composition and mineralassemblages. The quartzitic body in the nearby quarry possesses very good bedded andschistose structures. The strike of the planer structures in quartzite is EW and the dip is13 ° towards south (Plate no. 5).

The general succession of the rock types exposed in the area is as follows:

Small folds like puckers and lineations formed due to the presence of micaceous andother platy minerals are widely observed in the area. No major deformation is noted inthe area.

5. PLANNING BRIEF

5.1 Planning concept (type of industries, facilities and transportation etc.) town and

country planning/development authority classification.

The present project is stone mining project mainly dolerite.

5.2 Population Projection

The manpower proposed for the project is 17 people. Local people will be given employment.

They will be hired from nearby villages. No influx of people is anticipated. Hence, there will be

no change in the demographic structure of the area where the project is proposed.

5.3 Land use Planning (Breakup along with green belt etc.)

The stone mining will be carried out on an area of 7.64 acre. Green belt will be developed along

the periphery of the mine lease area and the areas suggested by local gram panchayat.

5.4 Assessment of infrastructure demand (physical & social)

5.4.1 Physical

Conditions of roads are moderate and needs to upgrade.

5.4.2 Social

The good numbers of educational facilities are available in the study area.

Medical facilities are lacking in the local villages.

The study area is rural type.

Census details of the study area are given in the Table no. 13

5.5 Amenities/Facilities

The mine site office, first aid room & temporary rest shelter will be established in the lease area.

Clean drinking water will be provided.

6. PROPOSED INFRASTRUCTURE

6.1 Industrial area (processing area)

As it is a stone mining project it is not applicable.

6.2 Residential area (non-processing area)

This is not required as mine workers comes from nearby villages. Rest shelter to the workers will

be provided outside the lease area.

6.3 Green belt

The details of the plantation are as given in table below. All the trees will be planted along the

boundary or periphery of the mine lease area.

6.4 Connectivity (Traffic and transportation road/rail/metro/water ways etc.)

The lease area is well connected by Ranchi- Khunti Road NH at a distance of approx 3.0 km in

east direction from the mine site.

6.5 Drinking water management (source & supply of water)

The daily water demand including for process & domestic water will be 3.985 KLD which will

be supplied by the water tanker and from nearby villages.

6.6 Sewerage system

The domestic effluent from the mining site will be managed through soak pit.

6.7 Industrial waste management

There will not be any industrial waste generation.

6.8 Solid waste management

Solid waste generated will be of domestic in nature and separate bins will be used for collection

of organic, inorganic and inert waste. No littering will be allowed in the mine site. Overburden

will be used in filling of low lying areas, excavated pits and plantation purposes.

6.9 Power requirement & supply/source

The mining would be semi-mechanized. Electrical power will not be required at the site.

Transportation will be done through tractor/trolleys operating on diesel.

7. REHABILITATION AND RESETTLEMENT (R&R) PLAN

7.1 Policy to be adopted (central/state) in respect of the project affected persons including

home oustees, land oustees and landless laborers (a brief outline to be given)

Since there are no people living at the project site. The resettlement and rehabilitation is not

applicable.

The project activity will be taken up in parallel along with the opening of mine, after the

Environmental Clearance is granted. The production will commence after the grant of

Environmental Clearance. The project will be completed when the entire mineral will be

excavated.

8.2 Estimated project cost along with analysis in terms of economic viability of the project

The project proponent will incur a total cost of Rs.45 lacs and may vary from place to place and

with magnitude of the stone mining. This will include the rent/lease for land, cost of labor, cost

of transportation, fuel charges etc.

8.3 CSR Budget

Total Cost of the project – Rs. 45 lacs

Yearly CSR cost is @ 5% of the total project cost

Hence, a sum of Rs. 45,000 per annum will be spending on the CSR activity.

9. ENVIRONMENTAL MANAGEMENT PLAN

9.1 Air Environment Management

Water sprinkling on haul road and approach road.

Plantation around the mining lease area will be provided to arrest dust emissions.

Monitoring of Air quality will be done on regular basis.

Tractors/Trolleys will be covered by tarpaulin sheets during transportation.

Regular maintenance of vehicles.

Sharp drill bits will be used for drilling to reduce generation of dust and noise level.

Drilling machines will be equipped with water injecting system to prevent dust to get air

borne.

Rock breaker will be used for breaking over size boulders in order to reduce dust and

noise generation, which otherwise generates due to secondary blasting.

Controlled blasting and optimization of use of explosive energy will be done which helps

in reducing the above emissions.

All the vehicles that will be used for transportation i.e. trucks, tippers, and dumpers will

be maintained regularly and checked for Pollution under Control.

Personal Protective Equipment like dust mask will be provided to all employees working

in the likely dusty areas.

9.2 Water Environment Management

No wastewater will be generated in mining activities except sanitary waste.

Sanitary wastewater will be treated in septic tank/soak pits.

Garland drains will be created around mine area and dump area.

The wash off and leachates from dump sites will be collected by providing garland drains

around the dump sites and they will be de-silted in these drains.

The drains will be cleaned regularly before onset of monsoon.

Surface runoff will be discharged through sedimentation tank.

9.3 Noise Environment Management

Mitigation measures to control ambient noise levels:

Green Belt/Green Cover will be developed around mine pits to attenuate noise levels.

Employees will be provided with personal protection equipment (PPE’s) at high noise

area.

Operator enclosure will be provide with aquatics prove cabin.

Proper maintenance, oiling and greasing of machines at regular intervals will be done to

reduce generation of noise.

Blasting will be performed strictly as per the guidelines specified under blasting

technology.

Blasting operations will be carried out only during daytime as per mine safety guidelines.

Proper warning signals will be used.

Adequate safe distance from centre of blasting will be maintained.

During blasting, other activities in the immediate vicinity will be temporarily stopped.

Overcharging will be avoided.

Optimization of blasting

Usage of staggered pattern

Supervision of drilling and blasting operations to ensure design blast geometry.

Sub-drilling will be kept just adequate to tear-off the bench bottom.

9.4 Soil

Proper mitigation measures will be adopted to control dust emissions like water

sprinkling.

There will be no outside discharge from mining lease area.

There is no toxic element present in the mineral which may contaminate the soil.

9.5 Occupational Health and Safety Measures

The fugitive dust emission will be suppressed by water sprinkling on haul and

transportation road. The level of dust emissions will be controlled as per permissible

limit.

All workers (regular and daily) will be registered under ESIC for regular monitoring of

their health and occupational diseases.

All employees regular or contractual will be selected for complete health check and

occupational disease check in ESIC hospital which comes under Ministry of Labor.

Any suspected case will be further examined by ESIC occupational health detection

center.

10.1 Financial and social benefits with special emphasis on the benefit to the local people

The project will bring economical benefits to the state by the way of royalty for mineral and

people by the way of direct (17 laborers) and secondary employment (5 persons for transport)

opportunities. The mine management will be helping nearby villages by providing aid to school,

conducting medical and social awareness camps, helping in formation of self help groups etc

especially keeping in the view the tribal and economically backward population in the area as

part of its corporate social responsibility. Thus the project will bring out socio-economic

improvement of the area and will prove beneficial to the area.
