ENTSO-E CIM Standards

1st edition – IEC CIM 14 (UML 14v02, 2009)

• Primarily designed for a bus-branch model representation

• Does not include file header information

• Model assembling (merging) requires more logic when implementing

• Pure load flow exchange (no dynamics, no graphics, no GIS, limited short circuit data exchange)

Common Grid Model Exchange Standard (CGMES) based on draft IEC CIM 16

(UML 16v28)

• Includes file header information i.e. model assembling process is better defined; difference files are better defined – 61970-552

• Added dynamics package - draft 61970-457

• Updated equipment model - 61970-452

• New transformer & PST model – due to the alignment with DSO approach.

• Short circuit data exchange is adapted to IEC 60909

• Exchange of graphical layout added –61970-453

• Exchange of GIS added- based on IEC 61968-4

• Solved Power System State – 61970-456 including changes in SV and TP

• Added Steady State Hypothesis profile –the input to the load flow calculations

ENTSO-E and CIM: status

ENTSO-E approved CGMES Conformity Assessment

Framework

ENTSO-E organizes yearly Interoperability tests to validate

the development of the standards. This includes testing of,

with necessary support from vendors, any change to

CGMES and new IEC CIM standards that will be endorsed

by ENTSO-E or put for approval in IEC.

Outcome of IOP 2014

The last IOP test was held in the week of 14 July 2014 which had the

following objectives:

To validate test configurations (test data) which will be used for

the CGMES conformity on version 2.4.14;

To resolve reported issues related to CGMES v2.4;

To discuss ENTSO-E extensions applicable for the future version

of the CGMES. This development is necessary to satisfy the

requirements defined in the European network codes.

Key issues

• IEC CIM must be better in handling changes now when a bigger community and different domains is using it.

• Key improvement areas are:

• Better WG coordination

• Create a common roadmap for new items.

• Better version handling of the standard that separate minor and major (breaking changes). More attention should be paid on backwards compatibility of changes

• Better interaction between WG and CIMug. Get CIMugmembers active in evaluating changes and coming with use cases

• Attention on the TSO-DSO interface

Status CGMES and conformity

version 2.4.15 (from 7 Aug): https://www.entsoe.eu/major-

Text configurations related to the v2.4.15 were published. CGMES

conformity on v2.4.15 is running.

The conformity process is on demand, i.e. as soon as a vendor is ready

with its Declaration of Conformity a request to ENTSO-E for assessment

could be sent.

However, suppliers of tools used by TSOs for long term planning studies

are requested to issue their Declaration of Conformity by 28 Nov 2014.

Request for Proposal on Test Configurations Maintenance and Review

ENTSO-E publishes a request for proposal on test configurations

maintenance and review. The test configurations are used in the CGMES

conformity assessment process.

The deadline for submitting the offers is 8 December 2014 17:00 CET.

Status CGMES development

One new version of CGMES is under development – v2.5.x

– this is to meet the Network Codes and some long term

planning requirements

There are number of issues that should be processed by WG13

in cooperation with ENTSO-E. The post-IOP discussion started

in Aug and should continue

CGMES dynamics

The effort to verify the standard models is ongoing. Telco-s every 2 weeks

The schedule is to verify the models before the end of the year

The following vendors are participating: Siemens (PSS/E and Netomac),

DIgSILENT (PowerFactory), RTE/Tractebel (Eurostag), Neplan (Neplan),

CESI (Sicre)

3 test cases are produced for each standard model. Each vendor produces

Case 1 – data for 2 charts

Case 2 – data for 4 charts

Case 3 – data for 8 charts

The data from the 6 tools is then per chart and the 14 charts are analyzed

CGMES dynamics – still things to do

The typical values in the UML should be harmonized with the values using during the

implementation effort. Especially when values are missing

OCL rules to be added to some classes of the standard models. This is to document

the restrictions. WG13 already agreed on this, but the implementation is to be done.

Implementation guide to be packaged and published

Additional models to be added – Chavdar already collected some

UML (some attributes) will need adjustment based on the feedback from the

implementation process

Comparison with the last IEC 61400-27-1 FDIS (wind standard) is necessary

Modelica approach to be considered and implemented for the purpose of the user

defined models. It looks like it will be an easy plug-in however analysis is necessary.

Topics of interest – questions and answers

What worked for ENTSO-E out of the box and what had to be customized for ENTSO-E use.

– The CIM concept worked to satisfy general requirements of the business

processes. However the difficulties are in the details and the way to find the best

way to customize and to agree on extensions. The process is too slow and

complex.

What were the major barriers to adoption you had to overcome

– The natural complexity of CIM makes difficult for power system engineers to

understand. Therefore there was resistance to change. The costs involved and

the lack of vendors’ promotion of CIM approaches both in terms of price and

functions to cover business enhancement were additional barriers.

What were the major benefits for ENTSO-E achieved by adopting the CIM standards

– It enables to have a common data exchange approach across Europe. However

the process is not complete yet.

What new developments would ENTSO-E like to see in the CIM standards

– At first stage it is important to cover required data types for the purpose of

network codes

Are there any new uses of the CIM planned for ENTSO-E

– Currently the implementation of CGMES in both long term planning and

operational exchanges is ongoing. New uses could be planned upon the

completion on this task

What practical guidance and lessons learned could ENTSO-E share.

– Training is important

– Strong cooperation between users and vendors is necessary to understand the

requirements in order to have the right implementation of agreed profiles

– Conformity of CIM standard is necessary and the maintenance of the test data is

a key.
