ing S.A. affiliated Manning Agency Offices. A specific case study on collision issues was gener-ated by company’s Training Officer, Capt. Y. Usik in order to be included in the Officers' training agenda. As such, bridge team Officers will be briefed on the following issues: �� Incident Investigation & Analysis of Collision

E nterprises Shipping & Trading S.A. has been eligible for the Large Fleet designation by the USCG since May 2005 without fail. Compa-

nies enrolled in the Large Fleet program must renew on a yearly basis to ensure continued eligibility. As such, on March 2017 the Commander of the U.S. Coast Guard congratulated EST S.A. on its renewal in the “Large Fleet” designation program. Ship Management companies that have 25 or more individual vessels in their fleet, in which each one of those vessels have made at least one arrival within the past 12 months to the United States, are eligible to participate in USCG "Large Fleet" designation pro-gram. More specifically, the companies participating in the "Large Fleet" program are entitled to one additional detention before being targeted by the U.S. Coast Guard. This means that if a Large Fleet participant is associated with 3 detentions within a 12 month pe-riod, then that Ship Management entity will be targeted.

We would like to thank you for the time invested to provide us with your sincere opinion and for your ef-forts to improve company’s quality services and safety standards.

W e are pleased to announce the results of the “Mariners’ Satisfaction Survey-Year 2016”, the analysis of which took

place in 2017. The objective of the survey was to seek seafarers and shore based employees’ opin-ion on company’s performance so as to identify areas for improvement.

The Mariners’ Satisfaction questionnaire was sent to the Master, Ch. Officer and Ch. Engineer, 2nd, 3rd and 4th Officer as well as to the 2nd and 3rd Engineer onboard each of our vessels. Two Hun-dred and Ninety Six (296) was the total number of the questionnaires received by the vessels which represents quite a good sample of the Mariners opinion. The level of satisfaction obtained from the Mariners’ Survey was 95,24% .

Although high scores were achieved on all areas, the survey also revealed “weak” areas such as “company’s image compared to other shipping Mariners’ Level of Satisfaction compared to previous Surveys

Actual Incident with Aluminum Ladder and Related Near Miss

� ALWAYS CONDUCT VISUAL INSPECTION OF ALUMI-NUM LADDERS BEFORE EACH AND EVERY USE. CHECK FOR ANY SUPERFICIAL WEAR OR ANY DIRT;

��Confirm that ladder is proper for use and confirm maximum weight according to maker’s instructions / label;

��Ensure that ladder has been placed at the correct angle at a flat surface and that the pins have been properly secured;

���Do not use a ladder when the weather condi-tions are not appropriate;

This month we received a Near Miss from one of our ships, resembling an actual incident that occurred a few days ago to another shipping company. We pre-sent both case below to emphasize that lessons learnt from Near Misses can truly prevent a greater loss and should not be taken lightly. What happened? During maintenance of the accom-modation lights, an Electrician climbed on the top step of a PENGUIN Aluminum Ladder to secure the safety belt and at that moment the alloy stepladder broke. Route Cause: The ladder step had two rivets securing it on one side but on the side that broke it only had one:

The Near Miss: During daily inspection of the ER equipment, a portable ladder with a bent side was found.

POLLUTION HAZARD: Clogged Deck Drains

Finding: During routine inspection of the cargo deck, the drain line scuppers were found totally clogged by chip-

ping/rust particles.

Clogged deck drains could be the cause of environ-mental contamination.

PSC CIC on Safety of Navigation

P aris MoU Committee approved a CIC on Safety of Navigation to be carried out jointly with the Tokyo MoU. The CIC aims at check-

ing the compliance with Safety of Navigation, in-cluding Electronic Chart Display Information Systems (ECDIS). The CIC will be carried out from September to November 2017 and the relevant questionnaire will be published in August.

PSC officers/inspectors usually check : ��if the electronic charts (some reports indicate that

not all of them are ENCs) are updated until the last editions and corrected until the last Notices to the Mariners available;

��if appropriate charts, adequate for the intended voyage are uploaded in the ECDIS;

��if ECDIS software is maintained and kept updated according to the latest IHO standards, by looking up at the ECDIS system references;

AMSA latest Marine Notices also draws attention to the importance of using only official nautical Charts to comply with flag State requirements. Those vessels that use unofficial nautical charts or amend their original voyage plans whilst enroute to an Australian

port (and don't use the required official charts for the amended plan) might be detained. For ships using ECDIS to meet the chart carriage re-quirement of SOLAS, all ENCs (and any Raster Navi-gation Chart (RNCs) must be of the latest available edition and be kept up to date.

The charts such as below should not be used for Navigation: ��Photocopies ��facsimiles or imitations of official paper charts ��large format commercial printed copies of

scanned ENC, and ��paper charts ‘assembled’ by printing several

small portions of a Raster Navigational Chart (RNC)

��a superseded edition date (compared with cor-responding details on the AHS website)

��ink of a different colour (or be in black and white)

��inconsistent colour across the chart ��colours that can be erased, or ��a different weight or feel of the paper.

New Cyber Securi ty Poster

A s mentioned in the previous issue of ESTS Newsletter, 'Cyber risk' means any risk of

accidents, incidents, financial loss, business disruption or damage to the reputation of an organisation through failure of its electronic sys-tems or by the persons using those systems. A draft resolution has been proposed which would require that cyber risks are appropriately incorporated in vessels SMS no later than the first an-nual verification of the company's Document of Compliance after 1 January 2018. A joint initiative by the International Chamber of Shipping (ICS), BIMCO and the Maritime and Port Authority of Singapore (MPA) has seen the re-lease of a new awareness poster which focusses on the threats posed by cyber-attack and measures to mitigate the risk to vessels. sz

Qatar D iplomatic Row-Shipping Affected

I t has been reported that the UAE, Saudi Arabia, Bahrain, Egypt, Yemen and Libya have each cut diplomatic

ties with Qatar.

Bahrain has issued a formal notice banning vessels to and from ports in the state of

Qatar with effect from 6 June 2017.

The ports of Fujairah and Abu Dhabi (UAE) have issued no-tices banning all Qatari registered vessels from entering their territorial waters with effect from 6 June 2017. Internationally registered vessels arriving from or intended to call at Qatari ports are also banned. We have been advised that other UAE ports will also follow this course of action.

The Saudi Arabian Port Authority has issued a similar notice stating that Qatari registered/owned vessels will not be al-lowed entry into its ports and all vessels arriving from or in-tended to call at Qatari ports are also banned, irrespective of nationality. Source: North of England P&I

Denmark Gets Stricter with Sulphur L imi t V io lat ions

T he IMO Ballast Water Convention will enter into force on 8 September 2017. However, a number of administrations have co-

sponsored a proposal to IMO that could delay the requirements for fitting ballast water treatment sys-tems on existing vessels until 2019.

Extensive exchanges of view were reported on the proposed timescale for installing ballast water treatment systems during MEPC 70 (IMO’s Marine Environment Protection Committee) in October 2016. A proposal was left on the table for further discussion at the next session, MEPC 71.

MEPC 71 is to be held in June 2017 and a compro-

mise proposal has been jointly submitted by Brazil, India, Cook Islands, Norway, UK and Liberia. The ad-ministrations propose an amendment of Regulation B-3 of the Ballast Water Convention.

This amendment would effectively postpone the start date of the phasing-in programme for installing ap-proved ballast water treatment systems on existing ships by two years. The start date for new vessels (i.e constructed on or after 8 September 2017) would remain unchanged under the proposal.

T he Danish Environmental Protection Agency (EPA) announced that it has come down hard on sulphur polluters at sea. The first

fines have now been imposed on two shipping companies, who have been using non compliant fuel causing illegal air pollution. Specifically, after the Danish EPA issued a report concerning a foreign shipping company, which

was sailing with fuel containing too much sulphur, the Danish police issued a fine for the company, that is one of the first fines, and so far the largest fine in Denmark for this type of case. In addition to the fine of DKK 375,000, a fine of DKK 30,000 has been issued to another foreign shipping company for a less serious violation of the sulphur regulations. Denmark regularly monitors the sulphur content of ship fuel by taking fuel oil samples from ships in Danish ports. Furthermore, sulphur emissions by shipping are moni-tored from the air using a ‘sniffer’ installed under-neath the Great Belt Bridge. The ‘sniffer’ can ‘smell’ if too much sulphur is being emitted by a ship, and the Danish EPA will then receive an alarm and can

continued from page 10 ”Denmark Gets Stricter with …” ask the Danish Maritime Authority to take an oil sample when the ship reaches port. If the ship is on its way to a foreign port, the Danish EPA will advise the relevant authorities abroad.

However, with regard to the DKK 375,000 fine, the Danish EPA received an anonymous tip-off. In order to strengthen supervision of the sulphur regulations even more, in the last six months of 2017 the Danish EPA will commence mobile monitoring of ships’ sulphur emissions in Danish waters - a task which is currently out to EU tender.

O ften during a Port State Control (PSC) prob-lems arise regarding the certificates a sea-farer has to show. Especially

training on ECDIS as well as certifica-tion of electricians is an ongoing issue. This is now clarified by IMO through a newly released circular. A new STCW.7/Circ.24 was devel-oped, in which various difficulties iden-tified during the implementation of the 2010 Manila Amendments to the STCW Convention regarding certificates, documentation and training. ��No reference to IMO Model Courses is required in

any certificate or documentary evidence. ��It is recommended that normally the reference to

the STCW Convention or Code should be named as “STCW 1978, as amended”.

��Generic ECDIS training is part of the certificates and no further documents should be required. If there is a lack of ECDIS competence a limitation

will be included in the certificates of competence (CoC) of the seafarer. If there is no limitation in

the CoC this should be evidence of seamen having completed the re-quired training and that the standard of competence has been achieved. For the type specific familiarization no requirements exists. This lays in the re-sponsibility of the company and should be part of the ISM system.

Consequently, each shipping company can decide how they do the familiarization within their com-pany and how they ensure the documentation of such a familiarization. �� It was reported that persons on board (especially

electricians) were asked by PSC to possess certifi-cates as Electro Technical Officer (ETO) or Electro Technical Rating (ETR). As long as this function is not mentioned in the Minimum Safe Manning there is no need to provide such a certificate of competency or certificate of proficiency.

��Step 1 For the filling: Melt butter in a pan and cook onion until softened. Add vinegar and stir. Remove pan from heat and stir through flour. Add cheese, stir and let aside.

��Step 2 For the dough: Sift flour and combine with sugar and yeast in the bowl of a stand mixer. Attach the dough hook to the mixer, dissolve salt in water and add it gradually in the flour. Beat on medium speed until mixture shines and dough releases from the sides of the bowl.

��Step 3 Transfer mixture on a well-floured surface and knead well for another 10 minutes with your hands. Place in an oiled bowl, cover with a cloth, and set aside in a warm, draft-free place to rise until doubled, for an hour.

��Step 4 Combine the filling ingredients into the dough and knead for 10 seconds. Cover with a cloth and set aside in a warm, draft-free place to rise until doubled, for 10 minutes. June 28, 1712 Philosopher Jean-Jacques Rousseau (1712-1778) was born in Ge-neva, Switzerland. His book The Social Con-tract stated that no laws are binding unless agreed upon by the people, a concept that deeply affected the French. 22 dead after blast at Ariana Grande concert in Manchester Manchester, England 22 May (CNN)- The attack out-side an Ariana Grande concert at Manchester Arena killed at least 22 people, including children, and was carried out by a lone suspect carrying a bomb, Man-chester Police said.

"The attacker, I can confirm, died at the arena. We believe the attacker was carrying an improvised ex-plosive device, which he detonated, causing this atrocity," said Chief Constable Ian Hopkins. While police believe the suspect was acting alone, investigations are ongoing to establish if he was part of a network. As many as 400 police were deployed overnight, Hopkins said early Tuesday. He added that residents should expect to see more armed officers on the streets.

Philippines conducts air strikes to regain con-trol of ISIS occupied city

(CNN) 29 May-The Philippines military is conducting air strikes as it fights to regain full control of Marawi, a city on the southern island of Mindanao that was overrun by ISIS affiliated fighters last week. More than a hundred people have died and 70,000 have fled the town of 200,000 since fighters from the Maute Islamist militant group entered the city, and clashed with military and police. The Maute militants set fire to churches and other buildings as they entered the city, flying the flag of the so-called Islamic State, to which they pledged allegiance last year. Locals told CNN last week there were long lines as people piled cars with family members and be-longings as they sought to escape the ISIS-backed fighters. The Philippines is a predominantly Catholic country but Mindanao has a significant Muslim population.
