What is Strategic Sourcing, and How does DOC use Strategic Sourcing?

What is Strategic Sourcing? Today, as budgets tighten, the U.S. General Services Administration (GSA) is uniquely positioned to help federal agencies get better outcomes from their program dollars by leveraging the scope and scale of the federal government to deliver common sense solutions and significant savings. By utilizing GSA solutions, agencies can free up valuable resources that allow them to focus on their core missions. GSA is pursuing a number of common sense initiatives to help agencies reduce their costs, from assisting agencies to shrink their real estate footprints, right size their fleet, or ensure cost effective travel, by utilizing GSA solutions.

How does DOC use Strategic Sourcing? The DOC strategic sourcing program is a structured and collaborative process of critically analyzing an organization’s spending patterns to better leverage its purchasing power, reduce cost and improve overall performance. By going out to the market as one large buyer DOC will enhance buying power, provide greater visibility into pricing, and reduce the time it takes to process SSI orders.

Benefits of the DOC Strategic Sourcing Program

• These initiatives create significant savings by making purchases as if the Department of Commerce was a single, unified buyer, rather than purchasing through thousands of small, duplicative contracts.

• By encouraging the Department to commit to the collective purchase of certain commodities, DOC is able to negotiate better prices and services, while simultaneously reducing wasteful contract duplication across the Department.

• Another benefit of the strategic sourcing program is that these contracts provide greater visibility into pricing, allowing the government to further reduce prices within strategically sourced solutions, as well as other contract vehicles.

• Contractors are required to report transactional data on all program sales. For the first time, this level of financial information collection provides us with a clear picture of agency spending behavior.

Finally, strategic sourcing also dramatically reduces agency contracting cycle times and duplication, saving additional administrative burden and cost.

Strategic sourcing is able to eliminate the significant amount of time and money wasted by putting in place thousands of duplicative contracts across the government, and even within agencies, for similar items and with many of the same vendors.

Enterprise Services Strategic SourcingStrategic Sourcing Catalog (1 of 2) Strategic Sourcing Initiatives – Catalog of Common Supplies and Services Enterprise Services -Acquisition provides acquisition support and services to all Bureaus in DOC for items that have been designated as “common”. All orders under the catalog are designated to be performed by Enterprise Services-Acquisition in order to promote efficiency and economy in order processing as well as streamline coordination and vendor management administration. Currently, as Enterprise Services – Acquisition builds capability, the responsibility for order placement is dependent on the item being purchased. The chart below outlines the contracting activity who is responsibility for ordering under the acquisition catalog.

The Acquisition Catalog will continue to expand as more common items are sourced, leveraging the buying power of the DOC.

Background

The previous PCs contract with Intelligent Decisions expired on February 24, 2018 and the portal has deactivated. ES is pleased to introduce the new provider, CSP Enterprises, a Maryland-based small business.

Ordering on the CSP Enterprises contract has already begun. You will be able to access the portal through this link .

With the exception of purchase card orders, Enterprise Services will process all orders to the new PCs vendor. The process for preparing and submitting a C.Request will not change. Below is a screenshot of the CSP Online Ordering Portal homepage, and on the next slides are screenshots of the portal and how to navigate and log in to the NOAA specific ordering guide.

What is the Enterprise Services Portal?

The Enterprise Services portal went live in April of 2018. This portal is a “one stop shop” for all information on Enterprise Services. Specifically, Enterprise Services – Acquisition uses the portal to communicate additions to its strategic sourcing portfolio, among other important acquisition resources. Recent Strategic Sourcing Initiative Updates

• Microsoft has been approved and is being competed on the GSA IT 70 Schedule now. Award anticipated in May 2018.

• The now-expired Endpoint contract is being re-competed as “Anti-Virus” on the GSA IT 70 Schedule. Award anticipated in May 2018. McAfee, Symantec, and Trend Micro will be the offerings.

• ES-A intends to award on t he new ServiceNow vehicle on the GSA schedule, exclusive to Carahsoft. This vehicle will be available to all of Commerce.
