ABOUT

Quest Community Development Organization, Inc. (Quest) was founded in 2001 with the mission “to develop affordable housing and provide needs-based community services to enhance the quality of life for underserved individuals and families.” Quest provides four distinct programs that support our mission. Quest Support Services provides wrap around supportive services and case management to all of the residents of our Transitional and Permanent housing properties. Quest Property Management professionally manages all Quest properties, addresses emergencies and on-going maintenance, and assures that all properties are in compliance with the regulations set forth by the funding agency. Quest Property Development works to expand the reach of Quest by developing new construction or substantial rehabilitation properties. Quest Payee Services is a Social Security Administration organizational representative payee program that provides financial management services to men and women who have been deemed unable to maintain their benefits.

Through Quest’s humble beginnings as a provider of housing for the homeless, the organization has grown dramatically in recent years. The next three years promises even greater growth as we establish ourselves as the pre-eminent non-profit developer in the State of Georgia. The emergence of the Mercedes Benz Stadium, the new home for the Atlanta Falcons, has re-invigorated Vine City/English Avenue, and Quest seeks to play a central role in preserving housing affordability of these communities. FELLOWSHIP GOALS

The Rose Fellow will provide technical expertise and work closely with the property development manager and executive leadership on development projects, as well as serve as lead some of them. The fellow will add to the capacity and competency

of Quest Property Development by assisting throughout the pre-development stages, perform density and feasibility studies, and participate in construction administration activities.

Quest has developed a strategic initiative called Quest West 2020, which encompasses all of the pipeline projects that will be completed by the year 2020 that will aid in transforming Atlanta’s Westside. The intersection of Joseph E. Boone Boulevard and Joseph E. Lowery Boulevard will showcase these efforts and will include a retail/office building and construction of low income apartment housing. Over the next three years, we are proposing to construct over 100 new affordable housing units, including single family homes. One of Quest’s main goals is to preserve the affordable housing stock. As such, we plan to transform at least seven blighted properties, and assist existing low income residents in purchasing homes.

Quest has entered into an exciting partnership with Georgia Tech to implement environmentally sustainable housing projects using the latest advances in sustainability technologies and next level solar solutions. The fellow will be actively involved in working with Georgia Tech to integrate these technologies into our future housing units.

PROJECTS AND ACTIVITIES

Quest will expand its affordable housing footprint over the next three years through the following projects, and the Rose Fellow will play an instrumental role in all of them:

STRATEGIC & CONCEPTUAL DESIGNAs one of the largest non-profit community development organizations in Georgia, we recognize the need and assume the responsibility of pursuing the most appropriate

innovations in affordable housing design and construction for the communities we serve. Our goal is to identify similar organizations throughout the country who are developing state-of-the-art single and multi-family structures for low income persons. The fellow will play a key role in assisting us to identify new innovations, and design them within our particular community context.

QUEST WEST MIXED USE COMPLEXQuest will help develop a 1.8 acre site at the intersection of Joseph E. Boone and Joseph E. Lowery Boulevards which represents the heart of Atlanta’s Westside, but it is severely underdeveloped. This project will be instrumental in spearheading extensive future economic development in Atlanta’s Westside. This two building development will offer a mix of uses which will include “Quest Commons West,” a new housing community projected to be at 53 residential units.

At the west end of the site will be the Quest Non-Profit Center for Change (QNCC), which will be 37,266 square feet of office space across three levels above one level of 12,422 square feet of retail space. The QNCC will offer lease space to best-in-class non-profits. These agencies will provide local residents with opportunities for affordable banking, access to fresh foods markets, education programs, and more – all in a central location. The QNCC will also offer social enterprise opportunities that provide entrepreneurial and job training for local residents, as well as incubator office space for community-based services that reflect the needs of the residents.

MULTI-FAMILY PROJECTSQuest has two multi-family housing projects that we expect to begin construction in 2018:

Holly Street ApartmentsHolly Street Apartments is a $5.5 million proposed new construction development that is slated to begin construction in the first quarter of 2018 and will contain 40 units of affordable housing for older persons (55+). This senior community will be a mix of 30 one-bedroom units and 10 two-bedroom units. We targeted State funding from Georgia’s National Housing Trust Fund (NHTF) allocation that specifically targets extremely low income households at or below 30% AMI. We have set aside 18 of our units for NHTF units. This funding is crucial in allowing us to provide decent housing for one of Atlanta’s most vulnerable populations. Finally, we expect to have project based rental assistance vouchers for every units.

Dalvigney StreetQuest plans to redevelop two vacant multifamily buildings with the support of the Atlanta Housing Authority. We propose a substantial rehabilitation of the two buildings that will return twelve (12) units back into service. All of the units will be income restricted as housing for low income families and the rents will be affordable to 50% AMI. We will also serve as the property managers and will ensure that the property is professionally managed. The total development cost for this project will be $795,800.

Quest HomesQuest also plans to develop some of our 25 single-family homes. A few of the initiatives we are pursuing include affordable single family rental, affordable home ownership, as well as partnering with other non-profit organizations to provide them with program housing. One example we are currently pursuing is a residential program for youth aging out of foster care, and for youth ages 18-24 who reside in the area and will be released from the Fulton County Jail. A local non-profit agency will lease the homes from Quest on behalf of their clients. We expect to begin demolition/construction on the initial homes in the 4th quarter of 2017.
