Background Enterprise Asia is a facilitation strategy, devised to connect Australian screen businesses with key Asian territories. The program aims to benefit companies entering new growth markets in the Asian region by creating opportunities to gain detailed insights into government requirements, incentives, marketplace engagement, content and business approaches. The China delegation visit is the result of the second funding round of Enterprise Asia.

Screen Australia has engaged with China since the agency’s inception in 2009. This has included a previous delegation visit to SCTVF in 2009; a film and TV business event at the Shanghai Expo, 2010; increased facilitation and presence at Shanghai, and now Beijing, international film festivals; working with DFAT on the three Australia-China Film Industry Forums; and the hosting of and participation in multiple visits from various Chinese industry and government delegations. New developments In the past 12 months there have been two significant advancements for the factual sector in China. Both these initiatives will assist in considerably building the Chinese documentary sector: • The China Documentary Broadcasters Union (CDBU), consisting of 100

local TV stations, and the China Documentary Producers Union (CDPU), consisting of well over 1000 professional documentary producers, were established. The aim of these two organisations, both under the auspice of CCTV, is to guide mainstream culture, promote the sound and rapid development of the Chinese documentary industry and concentrate the resources and manpower of the Chinese industry to build a national platform for cooperation and exchange in producing and broadcasting documentaries. It will increase opportunity for international co-productions, commissioning and broadcasting of factual content as well as working more with international festivals and in training.

• The Beijing International Documentary Centre (BIDC) – the first centre in China for documentary development and communication. Consisting of key partners BTV, China National Documentary Film Group, China Television Artists Association, RECREO group (Investors) and LIC, the centre aims to build international trade platforms, liaise between partners and clients and to offer various services including investment, production, distribution, marketing and legal and human resource support in the documentary sector.

Enterprise Asia delegation Over 30 Australian delegates were involved in the two events in China over a seven-day period. Twelve companies received Enterprise Asia support to travel and develop projects and pitch materials suitable for the Chinese market. Australia China Documentary Forum Screen Australia’s Enterprise team organised and successfully staged all aspects of the two-day forum in Beijing. The intent of the forum was to create opportunities for Australian and select Chinese delegates to attend information sessions on working together, listen to case studies of successful co-financed productions and hold one-on-one meetings about projects and content.

Around 180 delegates attended the two days, held at the Intercontinental Hotel, Financial Street, Beijing. A list of some of the Chinese delegates is provided in Attachment A. Senior representatives from CCTV9, BTV, CCTV10 and SMG (2 channels) along with government representatives from SARFT and CFCC were in attendance. This high-level business facilitation collaboration in China for documentary was a first for both countries. Simultaneous interpretation was available throughout the forum.

Prior to the forum kicking off, Screen Australia presented a briefing session to delegates. This included a brief overview of our engagement with China to date and some practical and cultural hints and tips, and also offered the delegates a chance to meet each other, many for the first time.

The forum was officially opened by the Australian Ambassador to China, HE Ms Frances Adamson, and was followed by a session on Screen Australia and co-producing that referenced the recent Screen Australia report Common Ground, given by Chris Oliver. The three key pages of the report, ‘Recommendations’, ‘Key Findings’ and ‘Where To Now?’ were translated into Chinese and distributed at all events.

There were also significant presentations by senior representatives of CCTV, BTV and Shanghai Media Group (Docu-Channel and ICS5, International Channel).

Day 1 of the forum was a chance to showcase Australia’s good relationship with CCTV9. There were presentations and panel discussions around successful co-producing, for example, highlighting The Story of Australia (CCTV9 and Bearcage, Australia), and the experiences of China and rest of world utilising the experience of Rare Media, CICC and NZHZ. This session was followed by a networking lunch at the Chinese restaurant in the hotel, sponsored by Screen Australia, which allowed the Australian delegates to

meet and discuss issues with potential Chinese partners more informally. After lunch, there was another panel on the international marketplace, moderated by Liz Stevens, which included the ABC, SBS and participants from CCTV9 and Australian sales agent Flame Media. The afternoon of Day 1 saw all Australian companies meeting, one-on-one, with the various Chinese companies. Around 50 per cent of the Australian companies attending had Mandarin speaking capability within their team and Screen Australia provided additional interpreters. Screen Australia also engaged the services of a Mandarin-speaking business consultant, Hannah Skrzynski (CreativeAsia), who assisted in the ‘on the ground’ logistical coordination, MC’d the event and assisted with the business facilitation on both days.

Day 2 of the forum saw a broader perspective introduced with presentations from senior representatives from BTV and SMG. Mr Chen Dali, Executive Director, BTV HD Documentary Channel and Managing Director, BIDC, gave an impressive presentation, which included pitching projects in development, and also led a team of five producers to the event. This was followed by two back-to-back presentations from Shanghai Media Group – the International Channel (ICS5) and the Docu-Channel. Following the presentations, Screen Australia hosted a buffet lunch, which was followed by more business match-making with the Day 2 attendees. The second day of the forum saw, as anticipated, a smaller attendance. This meant that the Chinese delegates, especially from the broadcasters, were in high demand and that the bigger teams, like BTV, were able to split and work three meetings at a time.

On the evening of the second day, Screen Australia hosted a meeting with the Chinese and Australian broadcasters to speak about the Common Ground report and encourage bilateral discussions and collaboration between the two countries’ broadcasters in the future. The response from broadcasters was encouraging.

On the third day in Beijing, the Australian companies were able to make off-site meetings with their own contacts. One of the unscheduled events resulted from an invitation from the major production facility LIC, owned by Chinese–Australian Leiland Ling, for a tour of the facility and then a hosted dinner with LIC staff. Around 20 delegates took the opportunity to visit the facility at the Beijing Olympic Stadium on their last evening in Beijing.

All printed materials were available in both English and Chinese. These included the forum program; facts sheets on the Australian industry – documentary, drama and children’s content; a Delegates Directory; speakers’ notes; the Doing Business with Australia guide; and program information for SBS and ABC commissions and acquisitions.

Screen Australia’s new Chinese-subtitled promotional trailer highlighting the opportunities for Australian screen production partnerships in Asia was screened at the very start of the two days.

In addition, Australian companies had their own materials for distribution.

These attempts to bridge language barriers were well received by the Chinese delegates, many of whom said they thought Screen Australia was speaking to them personally.

Other meetings

State Administration of Radio Film and Television (SARFT)

Screen Australia met with Mr Zhang Chenxiao (Division Director for Europe, Nth America and Oceania), Mr Yang Yong (Deputy Director) and Ms Jiang Xiaoling (Division of International Cooperation, Film Bureau). Discussion was around Screen Australia and its intention to collaborate further with China, presentation of the Common Ground report and associated recommendations and outcomes of the forum. All marketing materials prepared for the visit were circulated to SARFT. The next few months will see the outcomes of the recent merger between SARFT and the General Administration of Press and Publication, now resulting in SAPPRFT, and also the outcomes from the recent Plenary deciding the future economic policy and five-year plan, held in Beijing at the same time as the forum.

Australian Embassy

Screen Australia also met with the Public Diplomacy team at the Australian Embassy in Beijing. The team was very supportive of the forum and attended the two days.

Screen Australia and the Embassy continue to work together to facilitate opportunities for the Australian screen sector in China.

Sichuan TV Festival and Market (SCTVF) Screen Australia last sent a delegation to SCTVF in 2009. Australia was well represented at this year’s SCTVF. We had the largest international delegation and biggest country presence. Our delegates took part on panels and in pitch sessions, screened films at local universities and for the public, won awards, and took meetings at the Screen Australia market stand.

International delegations from the UK, Israel, Finland, Turkey, Germany, Canada, Denmark, Russia, the US and South Africa were also present – the largest number of international delegations ever for an SCTVF.

Panels and presentations • Australia Day – Chris Oliver presented briefly on Screen Australia and

then introduced all the Australian delegates to an audience of around 100.

• Liz Stevens was one of several international VIPs who participated in a meeting with the General Director of Publicity Department of Sichuan Provincial People's Government, which included representatives from Denmark, England, the US, Israel, France, Russia and Finland.

• Chris also presented and participated in a drama panel with other international delegates from UK Pact, Georges LeClere and CCTV.

• Miriam Stein, Hatch Entertainment, participated in organising and then presenting on a panel on formats.

Events • International Doc night – Awards ceremony at which Alan Erson,

Essential Media, received a Gold Panda for Best Long Documentary for The Grammar of Happiness, which received Screen Australia funding.

• Australia/UK PACT networking event. Co-hosted by Screen Australia and UK PACT and funded by DFAT, UK Trade and UKPACT, this event was held onsite at the Holiday Inn, one of the venues for the festival, and attracted around 160 attendees.

• BIDC and Bearcage signing – Mr Chen Dali, BTV and Michael Tear,

Bearcage, attended the official signing of their next co-production, The Tale of Two Cities – Beijing: Canberra at a small event during the festival.

• The Australian Consul-General, Nancy Gordon, attended all three events and spoke at the networking event.

• Screenings – six Australian films were selected for screening at universities around Chengdu. Both the Nirvana team (James Bradley, Cathy Li and Rachel Clements) and Celeste Geer were able to attend the screenings and speak to students. They received the VIP treatment with red carpet, applause on entry, floral wreaths and hosted lunches by senior academic staff.

Pitch

This is the first year that there has been a pitch competition in China and was good preparation for Asian Side of the Doc coming up in March 2014. Three Australian pitches took part in the International Pitch competition – Alan Erson, Essential Media – Chinese Takeaway; Sue Clothier, Northern Pictures – Big Pacific; and Michael Tear, Bearcage – Finding Chinatown. In addition, there was a China Pitch for Chinese producers in the afternoon. From this event there were five Highly Recommended projects, with the winner being announced as China’s Van Gogh.

Matt Scully, ABC; Joseph Maxwell, SBS; and Liz Stevens, Screen Australia were part of the decision-makers panel, along with good representation from provincial and international broadcasters. Many Australian producers met with Chinese producers who pitched projects with a view to possible collaborations. Overall, this event was well organised and should develop into a worthwhile strand for the festival.

Market stand

This was the first time Screen Australia has taken a stand at this market. The stand was to offer Australian companies a space for business meetings as well as to distribute printed materials. Both Screen Australia promotional video clips were also screening. While the SCTVF marketplace is expanding with an aim to become more international, the market itself was far too noisy for business to be conducted, as it is more of a broadcast program and technology showcase and exhibition. It is also open to the general public, which means there are many attendees who are not there to do business.

Delegates found it difficult to talk business and the interpreters also found it difficult to listen and translate in the environment.

Conclusion and next steps Overall the feedback has been very positive from the Australian delegates. Most found the experience worthwhile and are expecting business, development and production outcomes. The targeted nature of the Beijing forum provided a direct contrast to the much bigger SCTVF. Australia needs to further and deepen its engagement with China to realise more development, production and sales to this important market.

Intelligence from this visit to China will feed into the agency’s Asian Strategy and will provide a good foundation for delegates to return for Asian Side of the Doc well informed about the market and the key players.
