AN ACT1

To enact R.S. 17:2.1 and to repeal R.S. 17:2.2, relative to redistricting; to provide for2

election districts for the State Board of Elementary and Secondary Education; to3

provide for election of members; to provide for effectiveness; and to provide for4

related matters.5

Be it enacted by the Legislature of Louisiana:6

Section 1. R.S. 17:2.1 is hereby enacted to read as follows: 7

§2.1. Districts for election of members of the State Board of Elementary and8

Secondary Education9

Louisiana shall be divided into eight districts for the election of eight of the10

members of the State Board of Elementary and Secondary Education. One member11

shall be elected from each of the following districts:12

(1) District 1 is composed of Precincts 1, 2, 3, 4, 5, 7, 8, 9, 10, 11, 12, 13, 14,13

Section 2. (A) The precincts referenced in this Act are those precincts identified as23

Voting Districts (VTDs) in the 2010 Census Redistricting TIGER/Line Shapefiles for the24

State of Louisiana.25

(B) When a precinct referenced in this Act has been subdivided by action of the26

parish governing authority on a nongeographic basis or subdivided by action of the parish27

governing authority on a geographic basis in accordance with the provisions of R.S.18:532.1,28

the enumeration in this Act of the general precinct designation shall include all29

nongeographic and all geographic subdivisions thereof, however such subdivisions may be30

designated. The territorial limits of the districts as provided in this Act shall continue in1

effect without change regardless of any changes made to the precincts by the parish2

governing authority.3

Section 3. R.S. 17:2.2 is hereby repealed in its entirety.4

Section 4. (A) Section 1 of this Act shall become effective solely for the purposes5

of qualifying and election of members of the State Board of Elementary and Secondary6

Education at the regularly scheduled elections in 2011, upon signature of this Act by the7

governor or, if not signed by the governor, upon expiration of the time for bills to become8

law without signature by the governor, as provided in Article III, Section 18 of the9

Constitution of Louisiana. If this Act is vetoed by the governor and subsequently approved10

by the legislature, Section 1 of this Act shall become effective for such purposes on the day11

following such approval. The provisions of Section 1 of this Act shall be effective for all12

other purposes at noon on January 9, 2012.13

(B) Section 3 of this Act shall become effective at noon on January 9, 2012.14

(C) The provisions of this Section and Section 2 of this Act shall become effective15

upon signature of this Act by the governor or, if not signed by the governor, upon expiration16

of the time for bills to become law without signature by the governor, as provided in Article17

III, Section 18 of the Constitution of Louisiana. If this Act is vetoed by the governor and18

subsequently approved by the legislature, the provisions of this Section and Section 2 of this19
