This includes plants that may even eventual- ly make their way into home gardens around the state. Much of this work is done at the AgCenter Hammond Research Station. Efforts in 2012 include new research with roses. One new rose group being evaluated is a collection from Biltmore Home and Gardens. The most popular of these is expected to be Loretta Lynn. These are low-mainte- nance landscape roses for the South. The station is working with Jim Mills at K and M Nursery in Buckatunna, Miss., on the landscape per- formance of different mini-flora roses. The mini-floras are a new class of roses – crosses between miniature roses and floribunda roses. The plant growth character- istics and flower size mostly resemble a smaller-grow- ing floribunda. Also in the trial garden are the Southern Living Plant Collection’s new landscape shrub roses – Majesty and All A Flutter. The sun garden plant evaluation area has new plants that will be available in 2013. These are trialed in land- scape settings to see how they will perform in Louisiana prior to general introduction next spring. Researchers are excited about the new Cheyenne Spirit purple cone- flower – this will be an All-America Selections winner in 2013. In addition, next year will see a new addition to the Louisiana Super Plant BabyWing begonias –a bronze- foliaged, white-flowered variety. And a new cousin of the popular Senorita Rosalita cleome will be Senorita Blanca cleome. New perennials that have been performing well include the Atomic series of veronicas. These plants are not widely known to most Louisiana gardeners. Previously, Sunny Borde Blue has been the most well- known and planted variety in Louisiana. The Lyrical series of salvia nemorosa shows lots of appeal. Most of the perennial salvia species, such as nemorosa, are good landscape performers and are drought-tolerant. “I commend the HouseAgriculture Committee for recog-nizing that Southern agriculture isunique and farm policy must betailored to benefit all agriculturalcommodities throughout thecountry,” Strain said.

Strain recently met with thestate’s Congressional delegationand House Agriculture

Committee and staff members inWashington, D.C. to discuss theFarm Bill.

“We brought our concerns to thetable and worked on solutions thatmake sense for Louisiana farm-ers," Strain said. "The proposedlegislation now creates a balancedapproach for both Louisiana pro-ducers and the entire Southernregion.”

Strain said the draft includeskey provisions for rice and othercommodities that provide a prop-er safety net for Louisiana farm-ers and producers throughout theSouth.

“While direct payments may

now be a thing of the past, theproposed legislation provideseffective and fair policies toenable Louisiana farmers andranchers to continue to supply uswith safe and affordable food andfiber.”

The bill seeks to reform,streamline and consolidatenumerous programs, and reducethe federal deficit by $35 billion.The proposed legislation createstwo risk-based management toolsonly intended when a producersuffers a significant loss.

The bill also includes an exten-sion of the U.S. Sugar Program,which is vital to Louisiana sugar-

cane growers, and it creates a newrisk management program calledthe Stacked Income ProtectionPlan or STAX, for cotton produc-ers. It also expands the SeniorFarmers Market Nutrition pro-gram to benefit not only low-income seniors but also providelow-income families access tofresh fruits and vegetablesthrough coupons that can beexchanged for eligible foods atfarmers markets.

Strain said he looks forward tocontinuing dialog with both theHouse Agriculture Committeeand our state’s Congressional del-egation.

“The USDA is makingmuch needed changes to thedisaster declaration process,”Agriculture and ForestryCommissioner Mike Strain,D.V.M., said. “In the past,there was so much red tapeand bureaucracy it could takeweeks or even months after aparish met disaster criteriabefore a USDA designationwould be issued.”

The amended rules and pro-cedure include:For drought, once a parish

is categorized by the U.S.Drought Monitor as experi-encing a severe drought foreight consecutive weeks dur-ing the growing season, theparish nearly automaticallyqualifies for a natural disaster

designation. Disaster declaration

requests no longer must beinitiated by a governor orIndian tribal council. Reduced the USDA Farm

Service Agency (FSA) emer-gency loan interest rate from3.75 percent to 2.25 percent. Annual rental payments by

producers on ConservationReserve Program acres usedfor emergency haying orgrazing will be reduced to 10percent in 2012 instead of 25percent.

“This is a step in the rightdirection,” Strain said. “It isimportant to be able to deliv-er assistance to farmers andranchers when they need itthe most.”

Shrimp Deviled Eggs12 large eggs12 oz. shrimp, boiled, peeled andchopped very fine 1 cup or more of mayonnaise1 med. shallot, minced

1 clove garlic, minced ½ tsp. dill weedSalt, cayenne pepper to taste Paprika

Boil eggs. Drain. Place the cooked eggs in a bowl of ice water. Chillthoroughly. Peel the eggs. Cut into halves lengthwise. Remove the yolks.Place the yolks in a bowl and the whites in an egg dish. Reserve a fewshrimp for your garnish. Chop the remaining shrimp very fine. Fold theshrimp with the mayo, shallot, garlic and dill weed with the egg yolks.Season with salt and cayenne pepper to taste. At this point, add mayo asneeded. You want it to be firm. Fill each egg with the mixture. Garnisheach egg with a small piece of shrimp, dill weed and paprika.

Eggs CarbonaraHard boil 8 eggs. 3 strips of crisp cooked bacon, finelydiced1 clove of crushed garlic

3 tbsps. grated ParmesancheeseMayonnaise, enough tomoisten mixture

Peel and let cool. Slice in half and remove the yolks. In a small bowl,combine yolks, 3 rashers of crisp cooked bacon, crushed garlic,Parmesan Cheese. Mash together with a fork and add enough mayon-naise to make the filling moist and pipe-able. Pipe filling into eggsand garnish each with one cooked rotini.

Bacon-Jalapeno Deviled Eggs6 hard-boiled eggs, peeled and halved4 slices thick-cut bacon1 fresh jalapeño, seeded and diced4 tbsps. mayonnaisePinch of sugar

Pinch of chili powderPinch of saltPinch of garlic powderPaprika, for dusting

Preheat oven to 425F. Cut up bacon and place in a oven-safe pan. Bakebacon for roughly 20-25 minutes or until crispy throughout. Remove fromoven and cool on a paper towel-lined plate. Once cooled, cut into smallpieces. Remove the yolks from the hard-boiled eggs and place in a mixingbowl. To the yolks, add salt, garlic powder, chili powder, jalapeño and mostof the bacon (save some bacon for later). Mash/mix all ingredients withlarge fork. Gradually incorporate mayo until a fluffy mixture is formed.Taste and adjust seasoning if necessary. Using a pasty bag (or a Ziploc bagwith a corner cut off), place yolk mixture into bag and squeeze into boiledegg white centers. Garnish with remaining bacon and dust with paprika.

½ cup mayonnaise2 tsps. Dijon mustard1 tsp. cider vinegar 1/4 tsp. pepper1/8 tsp. salt

Cut eggs into lengthwise halves. Remove yolks to small bowl. Mashyolks until very fine and crumbly; blend in mayonnaise, mustard andrest of ingredients. Refill hollows in whites with yolk mixture.Sprinkle with paprika if desired

Louisiana Deviled Egg Casserole6 hard-cooked eggs2 tbsps. fresh chopped chives1 tsp. Dijon mustard1 tbsp. mayonnaise1/2 tsp. pepperLa. Hot Sauce to taste

2 cups prepared white sauce frompacket or white gravy mix 3/4 cup grated Cheddar cheese1 cup Louisiana crawfish tails,sprinkle with Cajun seasoning1 cup Zapp’s Craw tater potato chips

Cut eggs in half lengthwise. Mash yolks with mustard, mayonnaise,pepper and hot sauce. Refill whites. Make white sauce. Combinewhite sauce and cheese; stir over low heat until cheese melts. Crushpotato chips fine. Layer ingredients in one large or six smallcasseroles as follows: potato chips, eggs (cut side up), cheese sauce,potato chips, crawfish, cheese sauce and potato chips. Bake at 350degrees for 30 minutes. Garnish with additional crawfish, if desired.NOTE: Go easy on salt - potato chips contribute plenty.

Agriculture and Forestry CommissionerMike Strain announced that the LouisianaDepartment of Agriculture and Forestry(LDAF) is intervening in the Gulf RestorationNetwork. v Jackson lawsuit that seeks toimpose strict numeric water quality standardson the entire Mississippi River Basin.

Strain made his comments to the generalassembly of the Louisiana Farm BureauFederation's annual conference in NewOrleans at the Marriott Hotel June 29.

Strain had previously announced the LDAFintentions regarding the lawsuit at a pressconference at the LSU AgCenter's CrowleyRice Research Station in Acadia Parish June28.

"We are joining the EnvironmentalProtection Agency (EPA) in a lawsuit todefend the EPA against the Gulf RestorationNetwork," Strain said. "The Gulf RestorationNetwork is suing the EPA to force them to setnumeric guidelines for nutrient runoff. TheGulf Restoration Network wants to set specif-ic numbers of what can come off your fieldand into our waterways."

Under the Clean Water Act, states may useeither "narrative" or "numeric" standards as amethod for determining water quality, Strainsaid.

Most states in the Mississippi River Basinuse narrative standards, such as "no nutrients

at levels that cause a harmful imbalance ofaquatic populations."

If the lawsuit is successful, EPA would beforced to override existing state standardswith federal water quality standards and toexpress those standards as specific numericlimits on nutrients.

Strain said he agrees with the EPA that thecase is a state's rights issue.

"What is best for Louisiana is for us to lookat what our nutrient numbers are and baserunoff levels on what is normal for our envi-ronment," Strain said. "If we lose this lawsuitit will cost the Louisiana agricultural produc-er more than $400 million and outside groupswill be dictating to us how much fertilizer wecan use. That cannot stand. We are going tofight this vigorously."

In addition to the LDAF joining with theEPA in the lawsuit, Strain said the statedepartments of Environmental Quality,Natural Resources, Attorney General andGovernor's office have intervened in the law-suit. Also, 16 other national and regional agri-cultural organizations, including theLouisiana Farm Bureau Federation, are par-ticipants in the lawsuit.

Strain said farmers and state governmentmust continue to work together to minimizenutrient runoff but the state oppose a "onesize fits all" approach."

Baton Rouge, LA (July 18, 2012) - Anincrease in Eastern Equine Encephalitis(EEE) and West Nile Virus (WNV) casesin horses has prompted LouisianaDepartment of Agriculture and Forestry(LDAF) Commissioner Mike Strain,D.V.M., to warn owners to vaccinatetheir horses.

“The rain we’ve been hav-ing creates breedinggrounds for mosqui-toes. If a mosquitobites an infectedbird, Eastern EquineEncephalitis or WestNile can be spread tohorses, dogs, catseven alligators and, ofcourse, humans,” saidStrain.

The mosquito-transmitted dis-eases can cause inflammation orswelling of the brain and spinal cord.

So far this year, the LDAF Office ofVeterinary Health is reporting eightWNV and 10 EEE cases in horses withnew positive cases trickling in everyday.

“Horses are infected the same wayhumans become infected, by being bit-

ten by infected mosquitoes,” said Strain.“We want people to also be mindful ofmosquitoes and to take preventativemeasures to stay safe.”

Infected horses may show lethargy,weakness, paralysis or even death.

Prevention includesavoiding mosquitoes,

using mosquitorepellants that

are safe forhorses andhumans, andvaccinationfor horses.So far, there

is no vaccina-tion approved

for people.Ten cases of WNV

have been reported inhumans so far this year. “We need to fol-low the One Health concept in which webattle these deadly diseases together inan effort to keep humans and animalssafe,” added Strain.

Horse owners should contact theirlocal veterinarian regarding proper vac-cination protocols during this time ofincreased risk.

ST. GABRIEL, La. – Rust dis-eases and bermudagrass controlhighlighted the presentations at the30th annual sugarcane field day atthe LSU AgCenter Sugar ResearchStation July 18.

“Brown rust has become ourbiggest problem,” said LSUAgCenter plant pathologist JeffHoy.

The disease comes in spring andaffects sugarcane at a time that itgrows most vigorously, said Hoy.He is evaluating new fungicidesand studying when and where tobest treat for the disease.

“If we can minimize the losseswith a good fungicide, we can havea good crop,” he said. “The finalquestion for producers is, ‘does thisstuff pay?’”

Orange rust, a similar sugarcanedisease that occurs later in thegrowing season, has been identi-fied in several fields this year. Thedisease appears to have come toLouisiana by spores carried in thewind from Florida, where it hasbeen for several years.

So far, the disease has been foundon only one variety, Ho 05-961,which only has been planted forseed this year. “You have to knowwhat you’re looking for and lookhard to find it,” Hoy said of discov-ering an infection in a field.

Fungicides that work on brown

rust also are effective on orangerust, Hoy said.

Bermudagrass is a persistentproblem in sugarcane, but weatherconditions during the past yearhave eased the situation this year,said LSU AgCenter weed scientistJim Griffin.

The sugarcane crop grew rapidlythis past spring and shaded outbermudagrass, Griffin said,explaining various alternatives forsuppressing bermudagrass at plant-ing.

“We cannot control bermuda-grass in sugarcane, we can onlysuppress it,” he said. Several herbi-cide combinations can be effectivein slowing down the growth untilthe sugarcane crop can out-com-pete it.

“You get four to six to eightweeks of effectiveness followingapplication, then the herbicides aredegraded and don’t persist,” Griffinsaid.

He suggested sequential herbi-cide applications at planting in latesummer. The second applicationhelps prevent bermudagrass fromre-establishing and helps controlother winder weeds.

LSU AgCenter sugarcane breederMichael Pontif reviewed the sugar-cane varieties available toLouisiana growers and pointed outthe strengths of each. He was

accompanied by Ed Dufrene withthe U.S. Department ofAgriculture’s AgriculturalResearch Service sugarcaneresearch unit in Houma.

It takes about 12 years for varietydevelopment, Pontif said.

The next new variety may be in2014 from USDA, Dufrene said.

Twelve years from crossing tocommercialization is typical forsugarcane, said LSU AgCentersugarcane specialist KennethGravois.

Standing in front of examples ofsugarcane plants in various stagesof variety development, Gravoisexplained how wild cane from Asiawas introduced into U.S. sugarcanebreeding about a century ago. Atthat time, sugarcane grown inLouisiana began suffering frommosaic and stalk rotting diseases,and new sources of genetic materi-al had to be incorporated into thebreeding programs.

“Basic breeding doesn’t give youa commercial variety but a varietyto put into the crossing program,”Gravois said.

Today, sugarcane developmentincludes breeding for varieties tobe used as biofuels that can begrown in other climates and notcompete with food crops, Gravoissaid. “Research is the arena forinnovation and risk.”
