Pr ince Edward Is land has h is tor ica l ly been a prov ince of immi-

grants. Ear ly set t le rs f rom France, I re land and Scot land jo ined

the prov ince’s or ig ina l inhabi tants, the Mi ’kmaq, to create sys-

tems of habi ta t ion and commerce. These set t le rs were la ter

jo ined by immigrants f rom Lebanon, Hol land, China and many

other count r ies.

In the past decade, thousands more newcomers have chosen to

make Pr ince Edward Is land the i r home. Government has worked

on many f ronts to estab l ish and expand the serv ices that new

Is landers need.

Pr ince Edward Is land is cur rent ly exper ienc ing an increased

wave of newcomers as the prov ince’s annual immigrant in f lows

have st ra teg ica l ly and steadi ly increased in recent years to meet

the cha l lenges of an ageing populat ion. Recent newcomers have

come to the Is land through var ious avenues and for var ious rea-

sons. Some have been act ive ly recru i ted because of the i r sk i l ls ,

t ra in ing, educat ion and the i r ab i l i ty to cont r ibute to the economic

growth of the Is land. Some are expat r ia tes, or former Is landers,

who have chosen to return and reconnect wi th fami ly and com-

muni ty. Some are re fugees, seek ing pol i t ica l and socia l s tab i l i ty.

Others are drawn by the chance to exper ience the un iqueness

of Mar i t ime cu l ture, the d is t inct iveness of Is land l iv ing and the

common hope for new exper iences and a l i fe f i l led wi th oppor-

tun i t ies.

Over the past e ighteen months, wi th the input of the Is land’s

newcomer communi t ies, we have deve loped a modern day

Sett lement Strategy that in tegrates ex is t ing suppor ts and adds

new measures to encourage socia l and economic inc lus ion of

new Is landers in our One Is land Communi ty.

Over the last year, the Populat ion Secretar iat has commissioned

research and sought input f rom over 40 non-government organi-

zat ions and interested part ies represent ing newcomers, service

providers and communit ies. Addit ional ly, opinions and exper iences

regarding sett lement were sol ic i ted from al l levels of government.

Implement ing in i t ia t ives for newcomers has invo lved a great investment by

a number of dedicated ind iv idua ls, ins ide and outs ide of government.

Newcomers enr ich our soc iety and cont r ibute to our overa l l wel lbe ing in

many ways. Government has an important ro le to p lay in ensur ing set t le-

ment needs are be ing met in a t imely and ef fect ive manner, but throughout

h is tory i ts been the hospi ta l i ty o f our One Is land Communi ty that keeps

people here.

Th is Set t lement St rategy is an inv i ta t ion to a l l Is landers to become invo lved

in the set t lement exper ience of newcomers. There wi l l be cha l lenges; but

we a l l share the same un i f ied des i re – a safe and happy p lace to l i ve, work,

and ra ise fami l ies, wi th equal access to oppor tun i t ies for a l l .

Successfu l set t lement and retent ion are about people. Growing our One

Is land Communi ty wi l l requ i re leadersh ip f rom Government, a cooperat ive

sp i r i t f rom Is landers and newcomers a l ike and a suppor t ing network of

programsand in i t ia t ives for NEW Is landers toensureour Is landcont inues

to grow and prosper in the coming decades.
