The Board of Medical Examiners of the State of North Carolina met at theSheraton Highwoods, Raleigh, North Carolina, November 27-December 2,1981, for the purpose of interviewing applicants for license by endorse-ment of credentials and other business.

The Board reviewed a letter from this physician. The Board adopted amotion that Dr. Stopford be informed that his teaching request requires noaction on the part of the Board.
Emergency Medical Services Hearing Report
Dr. Sullivan reported on the hearing concerning Emergency Medical Servicesheld in Raleigh, on November 13, 1981. The Board adopted a motion thatRule 21 NCAC 32H .0405 TECHNICIAN PERFORMANCE IN THE PRESENCE OF A PHYSICIANbe amended as follows: When there is a physician licensed to practicemedicine present at the scene of a medical traumatic emergency and thatphysician chooses to assume medical responsibility for the patient(s), theEmergency Medical Technician-Paramedics and Emergency Medical Technician-Intermediates at the scene shall: (1) require and allow that physicianto contact the sponsor hospital and the physician who receives the call atthe sponsor hospiital shall make the decision as to whether or not the physicianon the scene is to be allowed to take charge of the patient(s) and give orders,(2) if the physician on the scene is allowed to take charge, EMT-P's and EMT-I's on thescene shall permit that physician's orders to take precedence over all otherprocedures and/or protocol normally utilized within that emergency care program,(3) follow the orders of that physician within the limits enumerated in Rules.0402 and .0403 of this Section. The Board also adopted a motion that theother amendments to the EMS regulations presented at the hearing be approved bythe Board.

The Board adopted a motion that the recommendations of the Office of EmergencyMedical Services concerning the programs reviewed with reference to requirementsof the new regulations be approved by the Board of Medical Examiners, and thatthe Office of Emergency Medical Services draft the letter concerning theserequirements, to be sent to Dr. Reynolds for her review and signature.

The Board members held a discussion concerning this drug 1 i st. I t was decidedthat i f any of these drugs are used the paramedics would have to be in touchwith the physician at the hospital.

The Board reviewed a report indicating that Dr. McLeod has retiredfrom the practi ce of medi cine and that the revocation of Dr. McLeod' s1 icense to practice medicine in the state of North Carol ina is now in force.The Board adopted a motion that this report be accepted as information.

Data Requests
The Board adopted a motion that the data requests from Wesley C. Fowler,Jr. , M. D. , Liz Cullington, and Alice M. Delancy not be approved.
St. Georges University School of Medicine
The Board adopted a motion that Dr. Ginn be written a letter advisinghim that the Board is studying this school and lacks sufficient infor-mation to make an evaluation of the St. Georges University School ofMedicine at this time.
Proposal for Executive Secretary to Interview Ap licants for Licensurewho have Graduated from Medical School within a Ten Year Period
The Board adopted a motion that this proposal be accepted as information.
Proposed Nominations to Federation Board of Directors
The Board adopted a motion that Howard McKory, M. D. , and MichaelVitek be nominated as members of the Federation Board of Directors.

Dr. Ward appeared as requested. The Board adopted a motion that the sus-pension of Dr. Ward's revocation be continued under the same conditions, thathis Schedule 2 and 2N prescribing privileges not be reinstated, that he berequested to appear before the Board again in one year, and that he furni sh a reporton hi s physi cal condi tion from hi s physi cian before appearing before theBoard next year.
Karl Lander Lawing, M. D. , Lincolnton, North Carolina
Dr. Lawing appeared as requested. The Board adopted a motion that Dr. Lawingbe requested to appear in one year, and that the suspension of his revo-cation be continued under the same conditions.
Proposal for Nurse to Insert Venous Catheter
The Board adopted a motion that a letter be written to Mr. Adams withcopies to the Board of Directors and the Chairman of the Medical Staffof Wilson Memorial Hospital stating that the Board of Medical Examinersconsiders the insertion of venous catheters to be a medical act.
John E. Littman, New Bern, North Carolina
The Board adopted a motion that the proper procedures be instituted toprefer charges against John E. Littman, M. D. , that he be so notified inwriting, and that he be advised he will be given a hearing on suchcharges that will be presented against him.
DEA Regulations and Public Health Laws
The Board adopted a motion that the Executive Secretary secure informationconcerning DEA Regulations and Public Health Laws and distribute it toall Board members.
Board of Pharmacy Questions
The Board adopted a motion that the Board of Pharmacy be requested todevelop an instructional pamphlet before the Board considers sendingthese questions to applicants for licensure.
North Carolina Board of Medical Examiners Committee Appointments 1981-1982
The President announced the following committee appointments:

Additional Board Meetings
The Board adopted a motion that the staff choose a hearing that can becompleted in one afternoon to be held January 22, 1982, at 1:00 p. m. ,that the staff choose a weekend in the middle of February, 1982, tohold Dr. Corpening's hearing beginning on a Saturday morning at 9:00 a.m. ,in Raleigh at a specific location to be determined in January, thatthe staff also choose possible dates and locations for additional meetingsto be held for the purpose of conducting hearings, and that at theJanuary, 1982, meeting the Board consider these proposals as well asthe meeting schedule for 1983-1984.
Ph sician Extenders Problem Applications
The Board adopted a motion that all directors of physician extenderprograms in North Carolina be requested to review twenty-five problemphysician extender applications and that these directors also berequested to recommend solutions to these problems.
There being no further business to come before the Board, the meeting adjournedat 4:30 p. m. , Wednesday, December 2, 1981.
