RE: Bid Analysis for Reclaimed Water Option T-8 Dear Mr. Middleton:
Weston & Sampson has reviewed the bid proposals submitted for the Reclaimed Water Option T-8, which were received by the City of Naples and publicly opened at 2:00 PM on April 7, 2014 at the City’s Purchasing Department.
The project consists of installation of approximately 3,750 linear feet of reclaimed water main. The purpose of Reclaimed Water Option T-8 is to improve the reclaimed water system hydraulics in the southern portion of the City.
Beginning with a connection to the existing reclaimed system on 4th Street South and Central Avenue, then east along Central Avenue
North on 6th Street South, then east on 2nd Avenue North
Concluding with a connection to the existing reclaimed system at the intersection with 10th Street North and 2nd Avenue North
Nine bids were received by the City of Naples. Those bids, along with the Engineer’s Opinion of Probable Construction Cost, are presented below:

Horizontal Directional Drilling (HDD) Capabilities of Andrew Sitework LLC
As this project mainly involves installation of 16-inch HDPE reclaimed water transmission main by HDD, we contacted Andrew Sitework regarding their HDD capabilities and intent. Based on email and telephone discussions with Brian P. Brandfass, Estimator / Project Manager for Andrews Sitework:
Their initial intent is to utilize a subcontractor (ADS, LaBelle FL) for HDD. ADS/Centerline is the subcontractor that provided HDD services for Option T-7. A list of recent HDD projects performed by Andrew Sitework and ADS/Centerline is attached.
The guidance system to be used for installation of the directional drill bore path includes Tensor True Tracking Steering Tool and Truegyde Software used W/(MGS) Magnetic Guidance Probe
Summary and Conclusions
The low bidder for this project is Andrew Sitework LLC, with a bid of $812,567.00.
The low bid is less than the Engineer’s Opinion of Probable Construction Cost ($1,275,250.00).
Bid documents appear to be in order.
Metro Equipment Service, Inc. was the second lowest bidder, with a bid of $831,000.00.
The 2nd lowest bid is also less than the Engineer’s Opinion of Probable Construction Cost ($1,275,250.00).

Recommendations
The City of Naples should consider the award of this contract to Andrew Sitework LLC in the amount of $812,567.00.
It is the opinion of Weston & Sampson that a reasonable course of action for the City of Naples would be to issue a Notice of Award and subsequently enter into an agreement with Andrew Sitework LLC to perform the work associated with the Reclaimed Water Option T-8, subject to the following:
• Concurrence by City of Naples Legal Counsel and City Purchasing Department.
• Receipt of appropriate performance bond(s), payment bond(s) and insurance certificates.
• While not included in the bidding documents, the City may wish to include a “City-Controlled Contingency” in the amount of $50,000 in the construction contract award amount to account for unforeseen issues during construction, similar to other construction projects undertaken by the City
