Division President’s 2012 Annual Report

2011 has seen many highlights, however from my perspective it has been particularly pleasing to see the level of engagement we have had with both our members and the wider community.

This has taken a number of forms including new events and specific engagement programs with industry, the community and the State Government.

These activities have two outcomes, firstly to gain valuable feedback from both members and non-members on how they view Engineers Australia, and secondly to provide our input into matters affecting our profession.

It is important that we, as a profession, move away from an inward focus and become more involved in matters of public policy. A good example of this is the Engineers Australia report card on the condition of State and National infrastructure. We should both have, and clearly enunciate, an opinion on those areas we can influence through our smart thinking and designs. By actively engaging in the debate on matters such as the built environment, sustainable outcomes, infrastructure planning and design and humanitarian issues, we will become recognised for the contributor that we are. With that recognition will come an added level of awareness of what we do, and hopefully an increase in those who wish to both teach and follow engineering as a career.

This year we received 75 entries for the Victorian Engineering Excellence Awards and I would like to congratulate all Award recipients and entrants for the high professional standard demonstrated. We saw many examples of projects that showcased smart and innovative solutions to technical challenges. It was particularly pleasing to be able to recognise the impressive achievements in the less publically visible fields of Research and Development/Innovation, Smart Systems, Initiatives that Shape our Future, and Product Design and Manufacturing. The awards dinner attracted nearly 1000 guests, which is a record.

The Awards dinner was also used as an opportunity to celebrate our Individual Award winners; Peter Bowtell was named 2011 Professional Engineer of the Year and Gavin Chater, Young Professional Engineer of the Year. I wish to congratulate them both on their achievements.

Australian Engineering Week was celebrated in August with over 70 events, including site visits to many of our major projects. We also hosted National President Merv Lindsay and visited the Bendigo region. The week’s events take a lot of organising and congratulations are due to the Victoria Division staff for an excellent program.

In order to strengthen involvement of our members we have introduced some new initiatives this year and one of the highlights has been our quarterly Member MeetUps. These events, intended to provide a networking opportunity for members, have been a huge success, with around 100 attendees at each of them.

In 2011 we changed the format of our Fellow’s luncheons. We have been able to attract a number of high profile speakers to our Luncheons this year and have put particular effort into raising the technical standard of these events with the intention of encouraging discussion and debate. The time constraints around the lunch, combined with the amount of business that we need to get through, restricts what many may regards as the more stimulating part of the event and we will look at ways to address this challenge in 2012.

By moving to the Crown Palladium we were able to accommodate a larger number of guests and consider that the fact that we attract up to 400 guests for these lunches is a testament to their success.

Another new initiative was the Thought Leaders Forum. Mr Tony Arnel, Chair of the World Green Building Council, delivered the inaugural keynote - International Cities of the Future: Sustainable, Liveable and Smart, attracting an audience of over 200 people.

Over the course of the year I have been privileged to attend a large number of events that showcase our profession and the work done by individual members. In particular, visiting the different regional groups has confirmed the interest and commitment of these members and the pride they have in their work. Despite this commitment, there is a widely-held feeling that we could be doing more to involve the younger members and future leaders.

In an effort to meet the need to engage more effectively with our future leaders the division introduced a new Board of Engineering CPD Delivery Strategy in 2011 to support the development and promotion of CPD activities. A key part of the strategy is the engagement of young engineers on Committees to aid the succession planning process. We will continue to roll this out in 2012.

The regional visits culminated in the annual Country Family Weekend, hosted by the South West group in Warrnambool. A well organised program included both technical and non-technical visits and was much appreciated by the 80 attendees.

We continue to support a range of school programs including: Engineering Students @ work, Challenge for Change, Discover Engineering, Year 9 Humanitarian Engineering Conference Workshops and 8,677 students and 320 teachers in Victoria were engaged through the EngQuest program.

Other notable events held during the year include:

• A 2-day symposium organised by Victoria Division and the Structural Engineering Branch featuring internationally acclaimed Structural Engineer Mike Schleich from Germany

• 3 policy papers prepared by the Victorian Transport Branch which were presented to the relevant State Government Ministers

• 4 heritage recognition markings across Victoria

• The final major event was the Year of Humanitarian Engineering Conference, held in conjunction with Engineers Without Borders and RedR at the end of November.

The Victoria Division staff, led by Glenda Graham, has worked tirelessly throughout the year and are to be thanked for their efforts in making 2011 such a success. We continue to be the envy of other States with the highly professional events that we organise, manage and deliver and this is a direct result of the hard work and dedication of Division Committee staff.

I would also like to thank the 2011 Division Committee for their support, hard work and good humour. In particular I would like to acknowledge John McIntosh (Deputy President) and David Eltringham (Immediate Past President) who ably represented both the Division and myself at those events where I was unable to be present.

Thank you to everyone who nominated for positions on the 2012 Victoria Division Committee and National Congress and congratulations to the newly elected members. The Division remains in good health having enjoyed a 6% membership growth for 2010 / 2011

Finally, I would like to extend my congratulations and support to the President elect, Mr John McIntosh FIEAust CPEng EngExec NPER, who will lead the Division into 2012, the Year of the Regional Engineering Team.

Victoria Division continued to perform strongly throughout 2011. I am pleased to report that Victoria Division continued to grow at an annualised rate of 6.1%. The Division currently has the largest number of members across all Divisions, including the highest number of Fellows, EngExec’s Graduates, and female members. We have also maintained a strong growth in our student members, ensuring the development of the next generation of graduates.

The new staff positions created last year to support the Board of Engineering and the Regional Groups have been very successful. We have seen significant increase in the use of the support services offered by the Division staff and over the last 6-months we have worked with a number of our Groups to develop and implement a new, shared, project management methodology to underpin our program delivery. This is providing substantial improvements and we will move to a stronger Delivery Partnership model with all groups in the new year.

Our schools programs offer was strengthened by the introduction of the very successful Grade 9 Humanitarian Conferences and Challenge for Change programs introduced as part of our Year of Humanitarian Engineering activity. These programs will continue in 2012.

It has been an active year for policy and advocacy. We have established regular meetings with the new Government at both ministerial and Departmental level and have participated in a number of government inquires, including the inquiry into Effective decision making for significant infrastructure projects.

We continue to promote the recommendations of the Infrastructure Report Card in all appropriate meetings, especially the need for an independent body, Infrastructure Victoria to interface with Infrastructure Australia.

We responded to the Victoria flood crisis by instigating a 2-day Flood Forum for shire engineers to discuss lessons learnt. This Forum was jointly hosted with IPWEA and Consult Australia. The policy document developed during the Forum was submitted to Government for their flood inquiry.

We also hosted a CEOs Forum to develop a strategy for Migrant Engineers and we are currently working with Government on the recommendations in this strategy.

The President hosted the first of our press lunches with key infrastructure press and we used this opportunity to launch the 2nd of the Transport Branch’s policies and we continued to lobby Government on the need for National Registration and an amendment to the Evidence Act to enable engineers to authorize Statutory Declarations.

Highlights of the work of the individual Division portfolios are provide below.

MEMBERSHIP PORTFOLIO

Victoria Division’s total membership at 1 July 2011 was 22, 748 compared to 21,449 the previous year, leading to just over a 6% membership growth over the last financial year. There was continued growth, particularly in the grades of member (MIEAust) and student member (StudIEAust). There was also a healthy growth in the number of female members.

Membership activities throughout the year to support this membership growth include:

On-Boarding strategy and Member Testimonials

Over the last year our Membership team have continued to ensure that new members are welcomed to our organisation. This strategy has focused on personal phone calls being made to welcome new members followed by an email articulating the top 10 benefits of membership. In 2012 we will re-introduce regular webinars to ensure new members are aware of the servics on offer and we will also encourage our local Colleges to contact new members to extend a personal invite them to their next event.

Fellows Campaign

The Division President, wrote to all Fellow Members calling for their assistance to identify senior engineers they considered worthy to invite to apply for Fellowship of the Institution. This is the 2nd year of this process and it has been well received. Over 70 senor engineers were nominated and many have been inducted as Fellows.

Lapsed Members Contact

A major emphasis of our membership strategy has been re-engaging with over 600 recently lapsed members. Again we have had a very positive response with many lapsed members re-joining.

Student Membership

Through our attendance at all Victorian University Career Expo’s and over 50 Membership presentations at Universities and TAFE’s and our active Campus co-ordinator program, we have had contact with over 5,000 University and TAFE students throughout the year. Our strong student member numbers reflect this activity.

Engineering Careers Expo

Over 8,000 people from across Victoria attended the Engineering Careers Expo at Etihad Stadium in March 2011 to visit over 80 exhibitors and attend the three presentation streams. The event had both a record number of exhibitors and visitors. This activity led to an increase in membership across all grades.

2011 Victorian Division Individual Professional Engineer Awards

The winners of Engineers Australia, Victoria Division’s Individual Awards Program were announced at the Victorian Engineering Excellence Awards Presentation Dinner on Thursday 22 September at the Palladium Ballroom, Crown Towers.

Mr Peter Bowtell FIEAust CPEng named the inaugural 2011 Victorian Professional Engineer of the Year and Dr Frédéric Blin MIEAust CPEng received a High Commendation.

Mr Gavin Chater MIEAust CPEng was named the 2011 Victorian Young Professional Engineer of the Year.

ENGAGEMENT PORTFOLIO

In 2011, a number of significant events were delivered, attracting a broad range of stakeholders throughout the year:

Fellows Luncheons

This year three Fellows Luncheons were delivered:

March 2011 – ‘Australia’s Approach to Disaster Management’, held at Crown Palladium with over 400 attendees. The Luncheon was address by Mr Peter Baxter the Director General, AusAid.

June 2011 – ‘The National Broadband Network – an Engineering Challenge’, held at the Regent Theatre with over 450 attendees. The Luncheon was addressed by Mr Gary McLaren the Chief Technology Officer, NBN Co.

November 2011 – ‘A Monash vision for the 21st Century: Securing Victoria’s base-load power to secure Victoria’s growth’, held at Crown Palladium with over 400 attendees. The Luncheon was addressed by an expert panel, facilitated by Professor John Wilson, Spokesperson, Victorian Infrastructure Report Card. The panel included Mr John Howarth, AEMO, Mr Michael Hutchinson, TRUenergy, Mr Hans-Juergen Wio, Siemens, Mr Glenn Schumacher, NRG.

Victorian Engineering Excellence Awards

In 2010 we reviewed and restructured the awards, introducing a number of new categories; these were well received by industry and attracted a number of new sponsors.

In 2011 we received a record number of entries and conducted a judging process with 15 panels and over 90 judges. This process was presided over by the Chair of Judges, Professor John Wilson.

In September 2011, the Victorian Engineering Excellence Awards were presented in front 1000 engineering professionals, members and industry. Mr Paul Collier facilitated the evening, with sponsors presenting the awards to the Award of Excellences’ and High Commendations.

Thought Leaders Breakfast series

Over 200 attended the inaugural Though Leaders Breakfast to hear Mr Tony Arnel, Director and Chair of the Green Building Council of Australia and Chairman of the World Green Building Council deliver and address on ‘International Cities of the future: Sustainable, Liveable and Smart’.

Australian Engineering Week

Australian Engineering Week was held in the first week of August in 2011 with over 65 events held across Victoria including site tours, technical seminars and information sessions for high school students.

Member MeetUp networking functions

This is a new initiative designed to provide Engineers Australia members a chance to meet and network with other members. Three Member MeetUps were held in 2011. These proved to be very successful and planned to be held quarterly in 2012.

Schools Program

A strong schools program was delivered in 2011. Victoria Division continued to grow its successful Schools Speakers Program, Discover Engineering, which aims to promote engineering to secondary school students as a possible career choice. Approximately 50 schools were visited across the state, with 100 speakers registered on the program.

We increased the number of EngineeringStudents@Work programs and delivered four Year 9 Humanitarian Engineering Conferences with over 160 students. This is a joint initiative with Akorn Education, Engineers Australia and EWB. We also introduced and new Challenge for Change Program with YEA-V, EWB and Monash University.

The Knowledge Management Portfolio commenced in 2011 and seeks to use a range of strategies and practices to identify, create, represent, distribute, and enable adoption of knowledge and experiences.

The Portfolio conducts ongoing research into current best practice techniques around Knowledge Management and participates in the following regular forums:

- Knowledge Management Round Table Forums - Knowledge Management Leadership Forums - ‘Culture Club (Implementing Knowledge Sharing Cultures)’

CPD Strategy

This portfolio is responsible for the management and facilitation of a newly devised CPD Strategy intended to improve the efficiency, quality and impact of our Continued Professional Development (CPD) activities in Victoria. This strategy was trialled with a number of our groups in 2011 and will continue to be rolled out in 2012.

To operate in conjunction with the role out of the CPD Strategy, an online ‘Knowledge Centre’ is currently being built to provide our Board of Engineering and Regional Groups with tools and information to assist our volunteers to perform their roles more efficiently and more consistently.

Engineers Victoria (EV)

The Knowledge Management Portfolio is also responsible for the production of Engineers Victoria (EV), the Division’s quarterly newsletter. In 2011 EV was produced in March, June, September and December and was distributed to approximately 13,500 people, including members of Victoria Division, sponsors, supporting organisations, government and media.

Media Relations

In 2011 Engineers Australia, Victoria Division had over 40 media hits, two 8 page Engineering features in The Age newspaper and 60 radio ads promoting the Engineering Careers Expo.
