National Park Service - Office of Public Health Public Health Consultant O-5 Billet (Full Promotion Potential) Non-Supervisory

Position Description and Duties

The National Park Service (NPS) is recruiting a Commissioned Corps officer to fill the position of Public Health Consultant (PHC) with a duty station in Omaha, NE. Applicants in the Engineering Category are preferred, but all candidates with a P.E. or REHS with strong wastewater, drinking water, and food safety background will be considered.

The PHC, under the general direction of the Team Lead, Field Services Branch, within the Office of Public Health (OPH), serves as a public health expert and advisor to the Director, OPH, as well as Regional Directors, supervisors, field staff and private citizens. The position is responsible for providing public health services to a geographic cluster of parks in support of the mission of the OPH and the NPS. The PHC evaluates public health and operational issues related to potable water treatment and supply, treatment and disposal of wastewater, food safety, and backcountry operations; consults on zoonotic and vector-borne disease issues such as rabies, Lyme disease, West Nile virus, and avian influenza; and provides support for other public health activities, including recreational water quality, special events, training, outbreak investigations, plan review, and emergency/disaster response.

Major Duties

• Provides data and advice to the Director, OPH and key NPS personnel on activities that

affect public and environmental health activities, policy, programs, projects, and initiatives.

• Provides expert technical assistance in the areas of drinking water treatment, wastewater treatment and disposal, food sanitation, vector-borne disease prevention, disease outbreak investigation/response and any other public health issues affecting parks within the assigned geographic area.

• Interprets and implements policies, standards, programs and procedures in the assigned areas of responsibility, and is responsible for their effective and timely communication and oversight of their implementation throughout the Service.

• Conducts on- and off-site program reviews and assistance trips to park units to evaluate compliance with policies, objectives, and standards, to monitor overall effectiveness of public health operations, and to provide technical assistance in the solution of specific problems.

• Communicates data driven results and summarizes primary scientific literature for the purpose of developing sound and practical public health advice and interventions.

• Conducts Public Health Assessments, Food Safety Evaluations and other public health response activities at the parks within the area of responsibility, provides a written

report on all observations and recommendations, and collaborates with senior park and regional management to communicate and follow up on recommendations.

Qualifications Required:

• Significant experience in engineering techniques related to wastewater collection, treatment and disposal systems and drinking water systems.

• Extensive knowledge, skill, and experience in conducting sanitary surveys of public and non-public drinking water supplies.

• Extensive knowledge, skill and experience in conducting sanitary surveys of wastewater collection, treatment, and disposal systems.

• Extensive knowledge of the principles and practices of general environmental and public health management.

• Knowledge of the concepts of food safety and Integrated Pest Management (IPM). • Knowledge in the concepts of disease surveillance, reporting and outbreak response. • Ability to learn and comprehend the NPS Capital Investment Strategy and use the

A Bachelor of Science degree in environmental health, engineering, public health or a related field is required. A Master’s Degree (eg. MPH, MSPH, MS, or equivalent) is preferred. Professional licensure as a Professional Engineer, Registered Environmental Health Specialist, or Registered Sanitarian (e.g. P.E., REHS, RS, etc.) from a nationally recognized credentialing body is required. In addition, applicants must meet RedDOG Readiness Standards.

Summary:

This is a reimbursable detail between the USEPA, CUC, and HHS. The Commonwealth of the

The Senior Engineer at the Commonwealth Utilities Corporation (CUC), will be working under

the general direction of the Chief Engineer who plans, schedules, directs, supervises, reviews,

and coordinates all engineering activities for EPA water and wastewater construction grant work.

The Senior Engineer will perform civil engineering work of considerable complexity in the

budgeting, planning, design, construction, and operation of facilities for the water and

wastewater systems and performs related work as required.

The Senior Engineer’s primary duties center on EPA SRF drinking water and wastewater

engineering work and supervision, as assigned, of the engineering office staff. The Senior

Engineer performs and oversees the performance of civil engineering work which may include

the planning, design, construction, of major engineering projects and planning and management

of water resources and wastewater treatment and disposal; serves as expert technical consultant

in engineering which may include interaction with other organizational units, agencies, and

public groups.

DUTIES and RESPONSIBILITIES

• Directs and coordinates the planning, design, and construction of drinking water

treatment and distribution infrastructure and systems.

• Directs and coordinates the planning, design and construction of wastewater collection

and treatment infrastructure and systems.

• Provides leadership and serves as a project manager on complex engineering projects

with multiple elements.

• Directs the establishment and start-up of computer-based information collection and

controls for water and wastewater systems and operations.

reporting systems, emergency operating programs, personnel training programs,

budgetary planning processes consistent with the utility’s user charge system, programs

• Provides engineering analysis to determine causes of poor system performance and

develops recommendations for corrective measures.

• Provides technical assistance, leadership, and initiative for utility capacity development

strategies and restructuring efforts through the development of technical, financial, and

• Serves as technical expert in the field of safe drinking water, wastewater, groundwater

Minimum Qualifications:

Current registration as a professional engineer by any state, the District of Columbia, Guam, or

Puerto Rico is required. Bachelors of Science degree in professional engineering from a U.S.

ABET accredited institution and four (4) years applicable experience, or an advanced degree

with three (3) years of applicable experience. Advanced degrees are preferred. Applicable

education and experience includes any combination of, but is not necessarily limited to,

knowledge and demonstrated work experience in: drinking water and wastewater infrastructure

design and construction.

Computer proficiency and excellent verbal and written communication skills in English are
