Ms. Van Meter called the meeting to order at 2:31 p.m. and Director Coats led the flag salute.

APPROVE THE NOVEMBER 24, 2020 ENGINEERING AND OPERATIONS COMMITTEE MEETING MINUTES

The minutes for November 24, 2020 were approved by unanimous roll call vote as submitted.

Operations Update – Reservoir Isolation Plan

Mr. Milroy presented the reservoir isolation plan for Plant 108. The presentation included a map showing the District’s pressure zones with the location of the plants, and an engineering drawing of Plant 108. Mr. Milroy explained that Plant 108 was scheduled for rehabilitation of the interior coating system in the beginning of February as part of the prioritized rehabilitation list that was developed for the District. He noted that the 2-million-gallon reservoir is the District’s tallest tank standing 48 feet tall. Mr. Milroy provided a detailed explanation of the process of isolating the tank in preparation for the rehabilitation.

Engineering Updates - Sterling Natural Resource Center (SNRC)

Mr. Noelte presented a site plan of the Sterling Natural Resource Center which illustrated major facility tanks and structures, and a detailed explanation of the various flow paths within the SNRC, including how each process changes the water and sludge as they move through the facility. He noted that the water coming into the treatment plant takes advantage of the topography, using gravity to capture the liquid flowing into the collection system.

BACKGROUND / ANALYSIS:

Updates are provided below for three items that Engineering staff are working on.

Sterling Natural Resource Center:The fabrication of the two digesters is mostly complete.The Headworks Building steel frame has been constructed.Footings for additional steel tanks have been poured.The electrical metering equipment has been installed.Wiring is being pulled in the Main Electrical Building.The lower-level walls of the Biosolids Building have been poured.The chemical storage and metering structure for liquids treatment has been poured.Electrical duct banks and yard piping continued to be installed.Design and permitting work for the new discharge location, Weaver Basins, is ongoing.Construction progress photos are shown in Exhibit 1.

Development Updates:Grading work for Phase 1 & 2 of the Mediterra residential development continues, and the District isworking with the Developer on the potential formation of a Community Facilities District (CFD).The District coordinated with the Developer of a proposed 50-unit residential development north of SantaAna Canyon Rd to determine the optimum sewer main configuration.

Elm Street Water Main Replacement:The District’s contractor has completed the installation of the 2,000 feet of main. The disinfectionprocess has been completed, and the installation of the service laterals to customer meters has begun.

Subject: Lillian Sewer Main Project

RECOMMENDATION:

This report is provided to the Engineering and Operations Committee for its information only.

BACKGROUND / ANALYSIS:

During the development of the fiscal year 2020-21 budget, the wastewater camera crew identified two segmentsof sewer main in need of repair due to cracks in the pipe. The first was 650 linear feet on Lillian Lane south ofBaseline Street through 11th Street north of 10th Street and the second approximately 390 feet on 11th Street eastof Cole Ave and west of Palm Ave. The current budget describes these two streets as one project.

Knowing that the sewer mains have cracks it is normal practice to periodically go back and make sure the crackshave not increased in size. Unfortunately, crews have found more cracks on Lillian Lane and now recommend1270 feet of pipe to be replaced this fiscal year. Due to the increased footage of pipe in need of replacement staffrecommends making Lillian Lane and 11th Street two separate projects. Current fiscal year addressing LillianLane and next fiscal year make 11th Street a new project. 11th Street will be reevaluated with a new updatedfootage for replacement in fiscal year 2021-22.

The District has a proactive pipeline video monitoring program to inspect sewer mains to help prioritize this CIPproject. This program identified approximately 1,270 lineal feet of 6-inch VCP sewer pipe on Lillian Lane justsouth of Baseline Street to 10th Street with cracks in the pipe. The job will be to remove the existing sewer pipeand replace with new.

Staff issued a Request for Bids to three Contractors and two bids were received during December 2020.Unfortunately, one contractor was unable to provide a quote for the job due to staff sick with Covid-19. Thelowest responsive bid for the construction was received from TK Construction for $231,820.

The recommendation for repairs on Lillian Lane will be present to the Board of Directors in April 2021.
