• What we’ve achieved:– First Prosecution in 2006– Successfully prosecute an average of 150 offences
per year (currently at 820 prosecutions)– Won the British Parking Association’s Enforcement
Award in 2010– 2 suspended custodial sentences– Implemented the first cross-borough fraud
investigations initiative

How to share best practice• Wanting to share is key:– Many local authorities don’t have the appetite to
participate– What works for one authority may not work for
another– “We don’t have a problem
with parking fraud”

How to share best practice

• Why taking action is important:– Blue Badge Fraud Happens– Genuine users of the scheme are being affected– Local authorities are being defrauded of millions of
pounds (estimated £4.6 million p/a)– Show support for local community
by enforcing proactively and fairly– Publicity on enforcement acts as a good deterrent
to potential future offenders

Act 1970• Theft Act 1968

How to share best practice• How can enforcement be shared:– Fraud occurs across borough/county borders– Look to established teams with proven success– Use information sharing opportunities– Spread the cost
