Enhancing Public Petroleum Management Program launched in Bangkok
CCOP‐Norway Cooperation Program for Enhancing Public Petroleum Management of the CCOP Member Countries (EPPM) had been approved by Norwegian Government in July 2008. The program incorporating 3 projects: Petroleum Resource Management with focus on Natural Gas (P1); Natural Gas Field Development and Environmental Issues (P2); and Metadata on Natural Gas Resources of the CCOP Region (P3), will be conducted through case studies, series of workshops, field trips, expert visits etc. aiming mainly at capacity building for CCOP Member Countries. In order to provide detailed information on the Program content and future plan of activities and enhance the networking
of various agencies in the Member Countries and Cooperating Countries/ Organizations that will be involved in the Program, CCOP had organized EPPM Program Launching Seminar in Bangkok, 9‐10 October 2008. There were 8 distinguished guests and resource speakers from Cooperating Countries and Organizations, 26 participants from CCOP Member Countries and 7 participants from CCOP Technical Secretariat.
During the Seminar, the EPPM National Coordinators, invited experts, coordinators from partner organizations, participants had shared their knowledge and been equipped with background information of Mergui‐North Sumatra Basin, the Puguang gas field of China, which will likely be the case studies for the projects P1 and P2; the Seminar participants were updated with detail information on the Program future plan of activities; the networking of various agencies in the Member Countries and Cooperating Countries/Organizations that will be involved in the Program was enhanced. The Institutional Cooperation Agreements between CCOP and NPD and and PETRAD were also signed during the Seminar. You all well know that CCOP Geo‐Resources E‐News is an additional channel for CCOP Geo‐Resources Network to exchange information, ideas and best practices, and to promote geoscience for sustainable development of geo‐resources in the CCOP Member Countries. We believe that the sector should make its own contributions to the mitigation and adaptation to the climate change, solutions for energy security, mineral commodity high prices, achieving Millennium Development Goals , etc. through sustainable and environmental‐friendly development of existing resources; taping with opportunities in the development of unconventional resources, like gas hydrate, coalbed methane, deep groundwater, deep marine minerals; addressing environmental issues, like CO2 geo‐sequestration; transfer and development of related advanced technologies.
We are looking forward to your ideas on what topics should be priorities for CCOP in the near future. E-News Team

Challenges of High Pressure & High Temperature Development
n the third quarter of 2008, the “Tailor from Stavanger” (PETRAD) in cooperation with CCOP, MLR, CNPC and CGS had organized the Seminar on “High Pressure High
Temperature (HPHT) Development & Drilling Technology” in Xian, China, from 24‐27 September 2008. This is a continuous series of tailor‐made seminars which bridges the Norwegian knowledge and expertise to the oil and gas industry in the region (CCOP and ASCOPE Members). In this Seminar, Norwegian experts from different agencies, companies came and share Norwegian expertise on the development of the Kristin Field on the Norwegian continental shelf. The Kristin gas and condensate field lies about 240 km from land. The reservoir is located 4500‐4850 m beneath the seabed in a Jurassic sandstone formation. It ranks as the world’s first subsea solution for such extreme conditions of reservoir pressure and temperature – 910 bar and about 170°C respectively. Nine of the producers were drilled as highly‐deviated wells in order to secure production volumes and enhanced value creation for Kristin. The drilling and completing these highly‐deviated wells in an HPHT reservoir was pioneering work, and the world’s first operation of this kind from a semi‐submersible took place on Kristin in the autumn of 2004. The very demanding conditions at the Kristin Field development resulted in newly developed technologies and operating procedures. The PETRAD seminars supported by Royal Norwegian Government are highly appreciated by CCOP and ASCOPE Members. The seminars are organized upon the requests from these countries. These seminars help CCOP and ASCOPE Members to bridge with Norwegian oil and gas expertise for both human resources development in the region and building foundation for further regional and global cooperation☺
Mission trip to Timor Leste
he CCOP TS Delegation led by Dr. Hee‐Young Chun, Director, had visited Timor Leste on 8‐11 September 2008 to meet with officials from the State of Natural
Resources and the newly created National Petroleum Authority of Timor Leste. The agenda of the meetings focused on the introduction of CCOP, on‐going capacity building activities, invitation for Timor Leste to join CCOP EPPM Program, and possible future CCOP‐Timor Leste cooperation. During the meeting, HE Mr. Alfredo Pires, Secretary of State, expressed strong interest for Timor Leste to become a Member of CCOP. CCOP TS already received the letter of intent from Timor Leste soon after the mission. The Secretary also appointed Mr. Amandio Gusmao Soares, Director of State Natural Resources as the Timor Leste EPPM National Coordinator. Mr. Soares later had participated in the EPPM Launching Seminar on 9‐10 October 08 in Bangkok.☺
CCOP became affiliated organization of International Union of Geological Sciences (IUGS)
he 2nd IUGS Council Meeting held in August, 2008 in Oslo, Norway, during the 33rd International Geological Congress had officially ratified
membership for CCOP within the IUGS. The Union, currently having 120 national members, aims to promote development of the earth sciences through the support of broad‐based scientific studies relevant to the entire earth‐system; to apply the results of these and other studies to preserving Earth's natural environment, using all natural resources wisely and improving the prosperity of nations and the quality of human life; and to strengthen public awareness of geology and advance geological education in the widest sense☺

CCOP seeking cooperation opportunity with Geological Survey of Finland
uring 13‐15 August 2008, CCOP TS had visited the Geological Survey of Finland (GTK). The delegation of CCOP TS, led by Director Dr. Hee‐Young Chun,
and the delegation of GTK, led by Ms. Karita Aker, Regional Director, had exchanged information about GTK activities in geophysical surveys, geochemical mapping, urban geology studies, GTK advisory role regarding adaptation to the climate change. After CCOP TS Director’s presentation on the overview of CCOP, there were presentations of CCOP TS Sector Coordinators. The presentation of the geo‐resources sector introduced some new project concepts, such as gas hydrate R&D, CO2 geo‐sequestration, deep groundwater development. Both sides agreed that there are opportunities of partnership for CCOP and GTK in EU funding policy and Finland Government support for CCOP Member Countries. After the Meeting, CCOP TS had visited the Geological Museum of the GTK and had the geological excursion to the National Park and geochemical sampling sites of Finland☺
Oil and Gas Sector Development in CCOP Member Countries
uring the period 1995‐2007, the financial support from CCOP Cooperating Countries has amounted to more than USD 11 million, of which more than USD 6 million (around
55%) went to the capacity building activities in petroleum sector of the CCOP Member Countries. The most recent outstanding projects/activities directly related to the oil and gas sector of CCOP Member Countries are:
‐ 1987 ‐ present: CCOP‐PETRAD Seminars ‐ 1992‐1994: Oil and Gas Resources Management (OGRM) ‐ 1996‐1998: Resource Evaluation and Planning (REP‐I
and REP II) ‐ 2002‐2006: Petroleum Policy Management Project
(PPM) ‐ 2003‐2007: Institutional Capacity Building Project (ICB‐
CCOP1)
‐ 2008‐2012: Enhancing Public Petroleum Management Program (EPPM).
The outcomes of these development assistances were quite encouraging: CCOP TS had conducted more the 400 regional seminars/workshops related to geo‐resources sector only during 1997‐2007 with more than 6,400 participants from Member Countries benefited from such activities. Among others, the most important impacts of the development assistance provided to CCOP through the above mentioned projects are:
‐ Building of regional geoscience databases to serve oil and gas industry needs
‐ Sharing local and regional experiences, knowledge and expertise
‐ Development of human resources and institutional capacity building
‐ Technology transfer ‐ Stimulation and increase of the mutual understanding
among the CCOP Member/Cooperating Countries ‐ Enhancement of the regional and bilateral cooperation
According to BP Statistics 2008, Oil production within CCOP Countries had been increased from 5.6 millions barrels per day (MBD) in 1995 to 6.1 MBD in 2007; the gas production has also been increased from 11.7 billion cubic feet per day (BCFD) in 1995 to 22.3 BCFD in 2007. In Fortune Global 500, Sinopec (China) had increased its ranking from 53 in 2004 to 16 in 2008; CNPC (China) also moved from 73 to 25; Petronas (Malaysia) from 186 to 95; PTT (Thailand) from 456 to 135, respectively; and CNOOC (China) just enters the list in 2008 at the 409 position. These “five big sisters” of CCOP Member Countries together produce total revenue of 427 billion USD in the last year. The high effectiveness of development assistance to oil and gas sector in CCOP Countries was due to many factors: generous support of the Cooperating Countries, Organizations, support and contributions of Member Countries, valuable advices of Advisory Group, close guidance of Steering Committee, the capacity of the Technical Secretariat team, without these CCOP could not have this history of successes over more than 40 years. success of implementing future development assistance the following factors may be critical:
‐ Project proposal development to be in line with Member Countries’ priority needs and donors’ policy
‐ Project design process to be in close consultation with representatives of Cooperating Countries/Organizations and partners agencies
‐ Well‐established and good practices of project coordination
‐ Responsiveness, transparency, accountability, equal treatment etc. to be guiding principles of project management
These well‐known features have been developed in the CCOP Technical Secretariat for long time by successive generations and now can be a warranty for successful implementation of any
future projects☺
CCOP exposed to international geosciences community
nternational Geological Congress (IGC) is organized every 4 years as an “Olympic for Geoscientists”. It had been approved to be an unique event, a meeting place, scientific forum, business meetings, showcases of geosciences expertise,
products, scientific deliberations, etc. for nearly 8,000 geoscientists. This year 33rd IGC was host by Nordic countries, in Oslo, from 6‐13 August 2008. The 33rd IGC had touched the whole spectrum of the Earth Sciences and focusing on topics which are of highest importance for the world and our region as well. It had shown the world that the Earth system sciences are the foundation for a sustainable development. CCOP TS had participated and made three presentations at the Congress: Geoscience for Sustainable Future in East and Southeast Asia ‐ the Role of CCOP by Dr. Hee‐Young Chun; and OneGeology‐CCOP: Toward interoperable and accessible geologic maps in East and Southeast Asia by Ms. Maraivic P. Uzarraga, are oral ones; and a poster presentation Development Assistance To CCOP: Impact on the Development of the Oil and Gas Sector In the Region by Mr. Nguyen Hong Minh. Through the participation and presentation at the Congress, CCOP is more visible in the world geosciences community. That helps to
promote CCOP as a most relevant organization for East and Southeast Asian regional geosciences cooperation. CCOP networking with different geosciences organizations in the world also was enhanced. Another benefit was that the Sector Coordinators had been updated with advanced technical, policy and development issues that will certainly help to organize future activities of CCOP and catch up with opportunities for CCOP to get funding for its projects and activities☺
