Two days to think ahead
The IMAGINE seminar gathers Energy Cities’ members and representatives of key public, private and associative stakeholders.
Participants from various disciplines and positions are invited to share their visions of the cities of the future and their reflexions on the transition towards low-‐energy cities, while the city of Dobrich sets the scene for a real-‐life case study.
Objectives
Focus The 10th IMAGINE seminar will focus on efforts to maximize the energy independence of human settlements. Nearly zero-‐energy buildings are the most powerful but also the most affordable means towards the zero-‐energy city. Overcoming mistrust and prejudices to the “unaffordable” cost of the transition to nearly zero-‐energy buildings is a fundamental task of current days. Participating cities will share experiences and ideas on how they could shorten the path to their energy independence and what might be the role of buildings in these efforts.

IMAGINE The IMAGINE initiative looks back at more than seven years of foresight oriented work focussing on the links between Energy and Territorial Cohesion. IMAGINE relies on the contribution of diverse stakeholders directly or indirectly involved in local energy issues and based on the observation of actual practices and processes in an increasing number of local authorities. IMAGINE allows for these stakeholders to exchange their perspectives and long-‐term visions to shape cities of the future with imaginative low-‐energy solutions. From this dialogue, a concept of low energy cities with a high quality of life for all has emerged, as a challenge for a sustainable energy future.
IMAGINE foresight work is based on collaborative and participative methods. The energy transition needs the involvement of many different stakeholders that need to envision something that does not yet exist. This participative process, in itself, is essential.
Proposition Low-energy cities with a high quality of life for all This concept is proposed by Energy Cities as a model for the city of the future. It requires that one has to take a careful look at the transition path leading to change. Transformations will have to take place in the very nature of the cities’ organisation. At the same time, changes in values and ways of life will be a necessity and a condition. New modes of governance and decision-‐making will mean more dialogue, social innovation, stakeholder involvement. Democracy and politics are the driving force of the energy choices of the future and need to be disconnected from technological choices.
The 10th IMAGINE seminar will contribute to a better understanding of the way and the means of achieving energy independence of the cities and the importance of nearly zero-‐energy buildings on the road. Overcoming mistrust and misconceptions is an important condition for the success of these efforts.

How to get to Dobrich
The easiest way to get to Dobrich is via Varna Airport.
The trains from Sofia to Varna take a very long time (approximately 10 hours by bus or by train). Therefore, in case you fly to Sofia, it is advisable to get a domestic flight to Varna.
At the airport in Varna, the municipality of Dobrich will make sure that you will have specific microbuses or cars available for your travelling to Dobrich. The drivers will wait at the airport with signboards displaying “IMAGINE”.

THE IMPACT OF NEARLY ZERO-‐ENERGY BUILDINGS (nZEB) NZEB is the most acessible lever for cities to influence the local climate policies.
