- NTC (Net Transfer Capacity) values in previous tables, represents com-monly correlated values, given per each border and per each direction on the respective border. (Please note that some of TSOs on their web sites publish only one-half of the NTC value, i.e. their own part of NTC, and therefore NTC data can be different)

- AAC (Already Allocated Capacity) value represents part of transmission capacity allocated earlier by TSO in which table this value appears.

- ATC (Available Transfer Capacities) value represents amount of trans-mission capacity, which will be offered by the TSO in which table this value appears to the interested market participants through allocation procedure: usually by pro-rata or explicit auctions method. (Please note that some of TSOs on their web sites within their ATC value publish ATC part of the neighboring TSO, and therefore ATC data can be different

Joint construction of NPP announced once again (Albania & Croatia)

Almost all media in the region reported that Croatia and Al-bania have been continuing preliminary discussions related to joint construction of nuclear power plant (NPP) in Albania.

As recalled, the construction of NPP was recently announced during the visit of vice prime minister of Croatia Damir Po-lancec to Albania in the second half of March. At the time, it was announced that two countries should sign Memorandum of understanding on this issue by the end of April.

Spokesperson of ministry of economy of Croatia Tomislav Ma-zal confirmed that Croatia and Albania would sign memoran-dum of understanding for construction of NPP by the end of April, while experts from two countries should establish work team that should analyze this project.

Earlier, spokesperson of government of Croatia Zlatko Mehun said the initiative for this project came from Albania during the recent visit of prime minister of Albania to Croatia. According to Mehun, Albania believes that Croatia’s experience in con-struction and operation of NPP Krsko would be good reference for the project. However, two countries still did not reach any concrete agreement on this issue, Mehun said.

Media in Montenegro also reported that prime minister of Croatia Ivo Sanader and his counterpart in Albania Sali Berisha should sign the protocol for construction of NPP by the end of April.

The future NPP should be built near Skadar Lake, on the border between Albania and Montenegro (the lake belongs more to Montenegro). NPP should have 1,500 MW output, and it should be built by Croatian power utility (HEP).

Officials from Montenegro earlier reminded that construction of NPPs is not allowed in Montenegro. Also, Montenegro hopes that international conventions related to construction of NPPs will not be breached, i.e. all neighboring countries should issue approval for the project.

Commenting the latest announcements, prime minister of Montenegro Milo Djukanovic said that talks on future NPP are in preliminary phase so that Montenegro would be able to pro-tect its interests if necessary.

Alpiq to build hydro power plants in Albania (Albania)

Swiss Alpiq (former Atel) plans to build hydro power plants in Albania, with total investment value of 130 million eorus. Alpiq

plans to realize this project by forming consortium with local Hydro Power Nord Albania.

Alpiq and Hydro Power Nord Albania won a tender for con-struction of 80 MW HPPs in north of Albania.

EP HZHB against merger with EP BiH (Bosnia and Herzegovina)

Power utility of Herzeg Bosnia (EP HZHB), one of two power utilities in Federation of Bosnia and Herzegovina (BiH), said in an official statement it was against the merger with the other power utility in the entity, the Power utility of BiH (EP BiH).

EP HZHB believes that problems in electricity sector would not be resolved through merger. The company protested against several statements of highest officials of EP BiH related to merger of two companies.

In the related news, EP HZHB said it was not interested in con-struction of nuclear power plants (NPP), while construction of thermal power plant (TPP) Kongora would be built only if this was approved by local community in Tomislavgrad. By this statement, the head of EP HZHB Matan Zaric denied news pub-lished by some media that EP HZHB is interested in construc-tion of NPPs and TPPs.

Zaric also said that there are problems related to construction of TPP Kongora. According to him, the future TPP would not harm the environment. If local municipality does not issue the approval for start of exploration works in Kongora, EP HZHB will join EP BiH in project for construction of TPP Bugojno, Zaric said.

EP HZHB also confirmed that municipality of Livno invited the company to reconsider the construction of TPP in Livno.

Parliament of RS adopted new Oil law (Bosnia and Herzegovina)

In the first half April, the parliament of Republic of Srpska (RS) voted the new Oil law. The law envisaged that Regulatory en-ergy commission (REC) would be responsible for oil sector too (so far, REC was responsible for electricity and natural gas sec-tors).

Minister of industry, energy and mining of RS, Slobodan Puha-lac said that, according to new law, the companies would be allowed to get involved in oil business after REC issues neces-sary permits.

Minister also said that government could set the methodology for setting the highest prices of oil and oil derivatives. The Law defined mandatory reserves of oil and oil derivatives aimed to provide security to both economy and citizens. In addition, the law defined market rules in oil sector.

Government of RS to make study on wind power potential (Bosnia and Herzegovina)

Spokesperson of ministry of industry, energy and mining of Republic of Srpska (RS) Aleksandra Vukasinovic said that more than ten companies have expressed interest for development of wind farms in RS. However, due to complicated procedures and lack of feasibility studies, the ministry did not reconsider any of those requests, Vukasinovic said.

Vukasinovic announced that study on wind power potential should be completed by the end of this year. The study should be funded by donation provided by German KfW Bank, which will handle tender procedure for selection of the company that will conduct wind measurements.

On the other hand, other entity in the country, Federation of Bosnia and Herzegovina (BiH) has made the wind power study that estimated wind power potential at between 400 MW and even 2,000 MW.

Recently, company Vjetroenergetika BiH was granted conces-sion for construction of wind farm near Mostar. The company said it took four years to provide necessary permits. The future wind farm will be built in cooperation with Power utility of BiH (EP BiH) and it should have 16 wind turbines with overall out-put of 46 MW.

ERS negotiates with RWE on construction of HPPs on Drina River, EPS has no knowledge of that (Bosnia and

Herzegovina & Serbia)

Republic of Srpska (RS) has been negotiating with German RWE on joint construction of hydropower plants (HPPs) on Drina River. According to sources, RWE should be granted majority stake in the project, despite the fact that ERS and Power utility of Serbia (EPS) have signed cooperation protocol that envis-aged equal stake for two companies in this project.

Sources also say prime minister of RS Milorad Dodik sent this proposal to his counterparts in Serbia. According to new plan, RWE should own 50 % shares in the future company HE Gornja Drina, while ERS and EPS should own 25 % stake each.

The project on Drina includes construction of four HPPs, HPP Buk Bijela and HPP Foca (during the first stage), HPP Paunci, and HPP Sutjeska (during the second stage). The future HPPs should produce some 800 GWh of electricity per year.

General manager of EPS, Dragomir Markovic, said that this project is very important for EPS, but the final and mandatory agreements are yet to be signed. Both EPS and government of Serbia said ERS had not informed them on potential participa-tion of third companies in the project.

State secretary in ministry of energy and mining of Serbia Dusan Mrakic said that EPS could not be excluded from the

project, since the project simply could not be developed with-out participation of Serbia.

Statkraft to abandon projects in RS, government denies rumors (Bosnia and Herzegovina)

PR official of ministry of industry, energy and mining of Repub-lic of Srpska (RS), Aleksandra Vukasinovic said that Norway’s Statkraft is still interested in investments in energy sector in RS.

She denied recent statement from the ministry that Statkraft would abandon hydropower projects on Vrbas River due to global financial crisis and due to high cost of particular projects. Vukasinovic said that Statkraft should officially confirm con-tinuation of particular projects very soon. However, she said that Statkraft earlier spoke about possible cancellation of the project.

The project on Vrbas River refers to construction of four small hydropower plants (HPPs). According to initial plans, an-nounced in the last year, overall output of those HPPs should be between 75 and 80 MW. Government of RS and Statkraft signed Agreement on cooperation for this project in January 2008.

The feasibility study showed that most profitable option would be construction of two 17 MW HPPs, on sites Trno and Laktasi. Total cost of this part of the project is estimated at 60 million euros. According to original plans, preparations works should start in September this year.

Ministry of energy of RS pointed out that cooperation with Statkraft and another Norway’s company Technor Energy opens room for new investments of government of Norway in RS.

In the related news, officials from Technor Energy announced that preparation works for construction of small HPPs Cijevna 1 and Cijevna 2 should start in September this year. HPPs will be built on Bosnia River, near Doboj. Technor Energy should build six HPPs on Bosnia River with overall output of 76 MW.

Merger of EP BiH and coalmines proceeds as planned (Bosnia and Herzegovina)

The commission in charge for the merger of Power utility of Bosnia and Herzegovina (EP BiH) and seven coalmines held its second meeting in mid April.

The commission, headed by general manager of EP BiH, Amer Jerlagic, said in a report that all activities are going in accord-ance to plans. The commission also reconsidered business plans of future integrated company.

The next meeting should take place in May. It is expected that shareholders’ assembly of EP BiH should decide on takeover of government’s stake in the coalmines.

Government to perform audit on privatization of Energopetrol (Bosnia and Herzegovina)

Government of Federation of Bosnia and Herzegovina (BiH) de-cided to hire independent audit company to analyze business performance of oil company Energopetrol.

The government decided to take this step after it was unsatis-fied by the performance of Energopetrol and pace of invest-ments made by the new owner, the consortium INA-MOL. Government, which owns 22 % stake in Energopetrol, even an-nounced it could reconsider cancellation of privatization con-tract. The auditor should be selected by mid May.

Prime minister Nedzad Brankovic said that 4.6 million euros of losses posted in the last year was the partly consequence of poor management. Brankovic called the new owner to settle debts to the former employees in accordance to privatization contract as soon as possible.

According to data presented by Privatization agency, so far, new owner has invested some 20-30 % of the 10 million euros that should have been invested in the first year.

As recalled, in 2006, the government and Croatian-Hungarian consortium INA-MOL signed the agreement for recapitaliza-tion of Energopetrol. INA-MOL paid some 36 million euros for 67 % of shares in Energopetrol and the new owner was obliged to invest some 75 million euros in three-year period.

SEWRC fined CEZ for continuation of quarterly billing (Bulgaria)

State Energy and Water Regulatory Commission (SEWR) fined CEZ with 255,000 euros after electricity distributor ignored rul-ing of SEWRC regarding cancellation of quarterly billing. April 1 was the deadline for CEZ to impose monthly billing.

CEZ filed the complaint against the decision reached by SEWRC in December last year, saying it was not ready to change the billing procedure. Also, the monthly billing will incur additional costs of 5.5 million euros for the company, the regional director of CEZ Lubos Pavlas said. CEZ even proposed to lower electric-ity prices by 0.1 eurocents/kWh starting from July if regulator approves quarterly billing. This was rejected by SEWRC.

SEWRC said it has given additional three months (until July 1) to CEZ to start monthly billing. CEZ delivers electricity to some 2 million customers in Western Bulgaria and in capital Sofia.

German companies to invest 1.3 billion euros in wind farms (Bulgaria)

German company N-Vision Energy plans to build two wind farms in Bulgaria. The overall investments should reach 300 million euros, where some 75 % of the funds should come from loans. The wind farms should be completed until 2011, where overall power output will be 240 MW.

So far, N-Vision has completed projects with overall output of 900 MW. The company has local offices in Greece, France, Croatia, Spain and Italy.

Another German company, Enertrag said it plans to invest 1 billion euros for construction of three wind farms, with overall output of 600 MW, in the area of Dobrich. The projects should be completed by 2017, where the company should invest 30 % of its own funds in the projects. The company should complete one wind farm on Black sea cost by the end of the year.

In the related news, according to the data presented at energy efficiency and renewable conference in Sofia, Bulgaria has po-tential for construction of 3,000 MW in wind farms.

Unit 5 in NPP Kozloduy switched-off for regular overhaul (Bulgaria)

On April 11, unit 5 (1,000 MW) in nuclear power plant (NPP) Kozloduy was disconnected from the power grid for purpose of regular annual overhaul.

The disconnection was in accordance to overhaul timetable approved by national transmission system operator, ESO.

During the overhaul, the unit will be refueled with fresh nuclear fuel. The unit should be back in service by the end of May.

Government in favor of construction of new natural gas network for South stream project (Bulgaria)

Minister of economy and energy Petar Dimitrov said once again he was against the possibility for using the existing natu-ral gas network in Bulgaria as a part of the future South stream pipeline.

In February, Minister Dimitrov said that Gazprom proposed such option to Bulgaria. Dimitrov was against proposal, since Gazprom would gain 50 % ownership over existing natural gas transit network in Bulgaria. In the same time, Bulgaria would not diversify its natural gas supplies, which was one of the goals of the project. Because of that, the minister was strongly in favor of construction of parallel network across the country.

On the other hand, Russian media said Gazprom still did not receive official denial for this option. Bulgarian media recently said that Russian side would insist on their proposal for us-

ing the existing network for the purpose of the South stream project.

The agreement on South stream project is expected to be reached during the energy summit in Sofia on April 24-25 or few days later during the visit of Bulgarian prime minister to Russia.

EVN and Alpine Bau to takeover Turkish part of the Gorna Arda project (Bulgaria)

Deputy minister of economy and energy Valentin Ivanov said that consortium of Austrian companies, EVN and Alpine Bau, have reached an agreement for purchase of Turkish part of hydropower project Gorna Arda project. Turkish part in the project is owned by successor of Cheylan Holding, the com-pany CCG Insaat Sanayi Yatirim Ve Turizm.

Ivanov announced that National electric company (NEK), who controls 69.9 % stake in Gorna Arda project, and Austrian con-sortium should negotiate on changes in joint venture compa-ny. The negotiations should be completed by the end of the month.

The minister of economy and energy Petar Dimitrov later confirmed the news. Dimitrov believes that Turkish company should withdraw compensation request against NEK at the Paris Court by mid May. As recalled, Turkish side claimed 75 million euros compensation saying the NEK wanted to exclude them from the project.

As recalled, Gorna Arda project has been stalled for the past ten years. The project was initiated in 1998 under power-for-infrastructure cooperation agreement between Bulgaria and Turkey. Bulgaria said the project failed due to bankruptcy of Turkish partners. The project, a part of national energy strat-egy, includes construction of three hydropower plants with overall output of 170 MW.

BEH to establish renewable energy division (Bulgaria)

Bulgarian energy holding (BEH) plans to establish special divi-sion that will be in charge for development of renewable en-ergy projects. The division should be established by the end of the year, CEO of BEH Galina Tosheva said.

According to official plans, Bulgaria should produce 12 % of electricity from renewable energy sources (RES) until 2010 and 16 % until 2020.

Bulgaria and Qatar interested in joint construction of LNG terminal (Bulgaria)

President of Bulgaria Georgi Parvanov and Qatar’s emir Hamad bin Khalifa Al Thani confirmed joint interest in construction of liquefied natural gas (LNG) terminal in Bulgaria. This was said during the visit of Qatar’s emir to Sofia in mid April.

According to the earlier statement of minister of economy and energy, Petar Dimitrov, Bulgaria will try to diversify its natural gas supplies. By 2020, some 40 % of natural gas import should come via TGI pipeline across Greece, through Nabucco pipeline and through LNG terminal. In this moment, entire Bulgaria’s natural gas import comes from Russia.

Dimitrov said that priorities should be construction of LNG in-frastructure (does not exist in this moment), expansion of stor-age facility in Chiren and construction of new storage facilities. In addition, Bulgaria will be involved in construction of natural gas links with Greece, Serbia, Romania and Turkey.

LNG Croatia to be established (Croatia)

Croatian oil industry (INA), Croatian power utility (HEP) and natural gas transmission company Plinacro signed a statement for establishment of new company LNG Croatia.

The news was first published by local press, and it was later confirmed by officials from HEP.

According to announcements, INA will hold 56 % stake in new company, while HEP and Plinacro will control 40 % and 4 % stake, respectively. LNG Croatia will have Supervision board headed by the representative of the government, while the members will be appointed by three companies.

LNG Croatia will become member of Adria LNG consortium, which will be responsible for construction of liquefied natu-ral gas terminal (LNG) on Krk Island. By the latest agreement, Croatian companies resolved problems regarding their partici-pation in the project that lasted for a while. It is expected that LNG Croatia would be included in Adria LNG consortium by the end of May.

Adria LNG consortium was established by E.ON Ruhrgas, OMV, Total, RWE and Geoplin. The consortium reserved 25 % stake in the project for Croatian companies. The head of Adria LNG, Michael Mertl recently invited Croatian partners to get in-volved in the project as soon as possible. According to latest announcements, LNG terminal, with capacity of 10-15 billion cbm per year, should be operational in 2014.

Several local experts were against granting the majority stake in LNG Croatia to INA, which is majority owned by Hungarian MOL. Former director of INA believes that Plinacro should own majority stake in LNG Croatia due to strategic importance of future terminal for Croatia.

INA to postpone investments due to global crisis (Croatia)

Local press reported that Croatian oil industry (INA) plans to re-duce investments in this year, while new investments would be postponed due to global economic crisis.

According to sources, the company will continue ongoing in-vestments, but it will try to negotiate better financial terms for making the payments for particular projects. INA will try to postpone deadlines for payments until 2010, sources said.

INA refused to comment latest headlines, yet PR division of INA said that company would adjust its activities in accordance to current market development.

As recalled, in the last year, INA posted loss of 150 million eu-ros.

HEP Group signed agreement on new corporate governance model (Croatia)

In mid April, the chair of the management of Croatian power utility (HEP), the parent company in HEP Group, Ivan Mravak and directors of subsidiary companies, the HEP Production, HEP Transmission, HEP Distribution, HEP Trade and HEP Supply have signed new Agreement on mutual relations.

The agreement is the most important internal document of the Group. According to the agreement, the parent company is the founder and sole owner of the subsidiaries, which are given as-sets of the parent company only for management.

Hellenic Petroleum to close refinery due to maintenance (Greece)

Hellenic Petroleum SA plans to shut the largest of its three oil refineries in Greece, later in 2009, due to maintenance, cutting supplies ahead of peak winter demand for heating fuels. Main-tenance at the Aspropyrgos refinery will begin in early Septem-ber, Mr. Evangelos Stranis, a company spokesman, said in a in-terview to local press.

The full shutdown, which was originally scheduled to take place in the first half, will last about a month, a company official said, declining to be identified because he is not authorized to speak publicly about the work. He didn’t give a reason for the delay.

The Aspropyrgos plant can process 7.5 million metric tons of oil a year. European refiners tend to conduct maintenance in the spring and autumn ahead of peak demand for gasoline in the summer and rising consumption of heating oil in the winter

EVN Macedonia asks for electricity price increase (Macedonia)

According to EVN Macedonia officials, electricity price must be increased from current average of 3.4 denars for KWh to 3.7 denars for KWh (8.8%).

According to ELEM, they are currently calculating needed electricity price, and they are speculations that MEPSO will also request for electricity price increase.

Regulatory comission officials said that they have not received reports from these companies, and until they are received and analyzed, no increase is possible.

Previous electricity price increase was 13.5%.

3 bids for „Cebren” and „Galiste” (Macedonia)

3 bids were submitted before closure of tender for concession and construction of HPPs „Cebren” and „Galiste” on Crna reka. Bids were submitted by Italian „Enel Spa”, German/Slovenian „RWE and HSE” (Holding Slovenske Elektrane) and Austrian „Verbund”.

Tender commission will announce winner of the tender after evaluation of offers.

The tender for construction of HPPs was cancelled in the be-ginning of December last year, while the new, third tender was published in the second half of December last year. HPPS will be pump storage hydropower plants with capacity Cebren (347 MW) and Galiste (194 MW). Two HPPs should produce overall amount of 1.1 TWh of electricity per year, where esti-mated cost of the construction is some 540 million euros.

Court help needed to repair power cable (Macedonia)

EVN Macedonia will request help from court, in order to repair underground power cable, supplying around 600 households. Problem came when failure occured in 20KV power cable, on a place that is located under private house. By this time, failure left households unpowered for a week.

Owner of the house did not allow EVN Macedonia workers to repair the cable, and did not accept any of the offered so-lutions. A lawsuit for „Obstruction of electricity supply” was filled.

EPCG published tender for import of electricity in period June-December (Montenegro)

In the beginning of April, Power utility of Montenegro (EPCG) has published a tender for import of 987 GWh of electricity in period June-December this year. The deadline for submitting the bids is April 29, while the winners in the tender will be se-lected within a month. The main tender criterion is the least offered price.

EPCG plans to import 228.8 GWh of electricity during night (between 00:00-07:00 CET) and 758.3 GWh during day (07:00-24:00 CET).

In June, EPCG plans to import 41.1 GWh of electricity, in July 196.23 GWh, in August 229.555 GWh, in September 192.9 GWh, in October 104.3 GWh, in November 94.5 GWh, and fi-nally, electricity import in December should be 128.495 GWh.

EPCG divided requested amount in 14 lots, where bids could be submitted for all, for particular lots, or for part of the lot, where minimum bid should be 5 MWh/h.

EPCG estimated the worth of the procurement at some 54 mil-lion euros.

EPCG and winners in the tender will sign preliminary agree-ments, where final agreements will be signed with companies that win the contracts for the first four lots. Particular lots refers to deliveries in June, July, August and September, where re-quired amount of electricity is 36 GWh, 81.84 GWh, 81.84 GWh and 79.2 GWh, respectively.

The signing the contracts for the rest of lots will be, if neces-sary, agreed through additional public invitations for the bid-ders that sign preliminary agreements.

Deadline in the tender for privatization of EPCG not to be extended (Montenegro)

Officials from tender commission for privatization of Power utility of Montenegro (EPCG) said that deadline for submitting the bids would not be extended although this was demanded by several companies.

The unnamed officials from tender commission denied previ-ous news that government of Montenegro has been reconsid-ering an option for prolonging the deadline. Local press said that several companies called for extension, so that they could complete application procedures.

According to rules, the government could prolong the dead-line five days before expiration of original deadline. As recalled, the tender for privatization and recapitalization of EPCG was published on February 2, where the deadline is April 30.

So far, tender documentation was purchased by Italian compa-nies Edison and A2A, Russian Inter RAO, Power utility of Serbia (EPS) and Norwegian NTE. This was less than expected since

some 20 companies recently took part in the investors’ confer-ence for privatization of EPCG.

The future strategic partner will be offered to purchase up to 45 % stake in EPCG (partly through recapitalization and partly through purchase of the shares from the government and from minority shareholders). In addition, the future partner will be offered five-year management contract.

The partner, interested in acquiring majority stake in EPCG, will be obliged to post overall profit of at least 240 million euros after expiration of five-year period. This condition was seen as unrealistic for some potential partners. In the same time, the strategic partner will be obliged to increase output of thermal power plant Pljevlja and hydropower plant Perucica and to in-stall 175,000 of new electricity meters.

The government expects that overall worth of transaction could reach between 300 and 500 million euros.

Transmission system operator listed on stock exchange (Montenegro)

Montenegro’s electricity transmission system operator, Prenos AD, which was recently separated from Power utility of Mon-tenegro (EPCG) into independent company, was officially listed on Montenegro stock exchange in the first half of April.

The overall capital of Prenos is 120 million euros, while nominal share price is 1.06 euros. During the first trade day, buyers of-fered 12 eurocents/share.

The state owns 70 % stake in Prenos, while investors’ funds and minority shareholders own the rest.

Martifer to takeover development of 35 MW wind farm in Dobrogea County (Romania)

The local press reported that Portuguese company Martifer, i.e. its local subsidiary Eviva Energy, has been involved in negotia-tions for takeover of project for construction of 35 MW wind farm at Babadag, in Dobrogea County. The sources said that worth of the transaction could reach 7 million euros.

In the last year, Eviva Energy purchased 10 % of stake in lo-cal company Ground Investment, which has been developing abovementioned wind farm.

General manager of Martifer Renewables, Manuel Silvia re-fused to comment the latest rumors.

The local press also said that Martifer has been developing its own wind farm, with 35 MW output, near the Ground Invest-ment’s wind farm in Babadag. The company earlier said its goal is to build 400 MW in wind farms in Romania by 2012, where total investments should reach 600 million euros.

In the related news, Danish company Vestas confirmed that an-other Portuguese company, Energias de Portugal (EDP), has or-dered wind turbines with overall output of 228 MW that should be installed in Romania. In the end of 2008, overall output in Romanian wind farms reached 76 MW.

EnergoNuclear appointed management, rumors on reducing government’s stake in Cernavoda project

(Romania)

In the beginning of April, EnergoNuclear, the project company for construction of units 3 and 4 in nuclear power plant (NPP) Cernavoda, held its first shareholders assembly. The assembly appointed Dan Ionescu, the official from Romanian Energy Regulatory Authority (ANRE), to be a general manager of Ener-goNuclear.

The assembly also appointed Tudor Serban, the state secretary in ministry of economy, to be the chair of the board of direc-tors.

EnergoNuclear was established by Nuclearelectrica (51 % stake), GDF Suez, RWE and Enel (9.15 % each) and ArcelorMittal and Iberdrola (6.2 % each).

The construction of units 3 and 4, with 700 MW output each, should start in 2010-2011, while the units should be put in serv-ice in 2015-2016, according to latest estimations. The cost of the project is estimated at 4 billion euros.

Local sources also said that foreign investors were in favor of appointing different management team, but the change of at-titude came after government decided to reduce its stake in the project, sources said. The main reason for this would be the fact that government lacks funds for the project. As recalled, the initial plans for the project envisaged that no one, neither state nor strategic partners, would have majority control in the project.

Initially, minister of economy Adriean Videanu, rejected such claims saying the state would not reduce its stake in the project, but later said that government could be more flexible in this sense. Videanu, however pointed out that government would not give up the project. In this year, the government will pro-vide some 15 million euros for its share in EnergoNuclear.

Minister also said that government should decide on the loca-tion of the second NPP in Romania in September. According to plans, construction of the second NPP in Romania would start until 2020.

Hidroelectrica estimates Q1 profit at 20.5 million euros (Romania)

Electricity producer Hidroelectrica expects to post 20.5 million euros of gross profit in the first quarter of 2009, which would be 1 % higher compared to the same period last year. Total revenues should reach 127.5 million euros (+1 %). Increase in profit was the consequence of higher electricity prices.

The rise in profit is expected despite 13 % decline in produc-tion, the company said. In the first three months in this year, overall electricity production reached 3.8 TWh compared to 4.4 TWh last year. Decline in production was consequence of weaker hydrology, the company said.

In this year, the company plans to produce 15.2 TWh of elec-tricity. In the last year, overall electricity production reached 17 TWh.

The estimated total revenue of Hidroelectrica in 2009 should reach 625 million euros; the gross profit should reach 17.5 mil-lion euros, while overall investments should reach 275 million euros.

3 % decrease in natural gas prices from May 1 (Romania)

Prime minister of Romania Emil Boc announced that natural gas prices would be reduced by 3 % starting from May 1. PM Boc said that national energy regulatory authority ANRE should approve price reduction.

ANRE recently decided not to change natural gas prices during April, in order to enable suppliers to recover part of their losses from the last year.

E.ON Gaz Romania, one of leading natural gas distributors in the country, believes that price of natural gas should decrease over medium term and not immediately from May 1. The com-pany believes that price reduction would not be in accordance to actual costs. In addition, the price reduction in this moment, could led to increase in prices in the future, E.ON Gaz Romania believes.

Unplanned outage of unit 2 in NPP Cernavoda (Romania)

At 15:00h on April 7, unit 2 (700 MW) in nuclear power plant (NPP) Cernavoda suffered unplanned outage. The company said the outage happened after loss of electricity supply in primary circuit caused by unexpected reaction of protection equipment.

The company said that all safety systems reacted properly, where plant’s staff carried out planned procedure for such events. The unit 2 was restarted on April 9, at 16:00.

Romgaz to build 400 MW power plant (Romania)

State-owned natural gas producer Romgaz said it still wants to build its own power plant. This was said by the deputy general manager of the company Lucian Stancu. The company believes that new power plant will make savings for the company.

Stancu said that new power plant should have 400 MW output or more. According to him, overall electricity consumption of Romgaz is some 100-120 MWh/h.

In 2009, Romgaz plans to invest some 210 million euros or some 1.4 % lower compared to last year. The investments will relate to modernization works and geological researches aimed to discover new natural gas deposits.

In the last year, Romgaz produced 5.85 billion cbm of natural gas or some one third of overall national needs.

Restructuring of electricity sector to be finalized in this year (Romania)

Minister of economy Adriean Videanu said that restructuring of electricity sector, which will led to establishment of two to four integrated companies, should be completed in this year.

Videanu said the issue of restructuring is being discussed with each involved company. He did not give the details regarding the particular companies.

Minister announced that restructuring model would be differ-ent to one earlier endorsed by Authority for State Assets Re-covery (AVAS). The new model will also include public private partnerships and joint venture projects.

In the same time, minister Videanu confirmed that Memo-randum for construction of pump storage hydropower plant Tarnita-Lapustesti was approved by the government, while the consultant for the project should be selected soon.

According sources, the latest restructuring scenario leaves Nu-clearelectrica, Romgaz and Electrica out of future integrated energy companies.

The inclusion of electricity distributor Electrica would discrimi-nate other local electricity distributors that do not have its own production, sources say.

According to sources, the government will establish two inte-grated energy companies. The first company will include hy-dropower plant (HPP) Iron Gates, Electrocentrale Bucharest, thermal power plants (TPPs) Mintia, Paroseni and Deva, Roma-

nian Authority for Nuclear Activities (RAAN) and National Coal Company.

The second company will include hydropower plants (HPPs) on Lotru and rest of the HPPs, energy complexes in Turceni, Rovi-nari and Craiova and Oltenia National Coal Company (SNLO).

Sources say the restructuring model will enter pubic debate in May, while the necessary legislative procedure will take some 2-3 months.

Transelectrica to invest 110 million euros for upgrade of substations (Romania)

Electricity transmission system operator Transelectrica should invest some 110 million euros for upgrade of substations dur-ing this year, which would be 35 % higher compared to the last year. The investment includes 33 million euros for payment of loans.

The company said it would continue modernization works in substations Gutinas, Bucharest South, Cernavoda, Isalnita, Gura Ialomiţei and Lake Sarat.

In this year, the company should carry on feasibility studies for construction of 400kV links between Transylvania and Moldo-va, for interconnection links toward Serbia, Moldova and for submarine power cable toward Turkey.

EC Craiova to post 1.8 million euros of profit in Q1 (Romania)

Electricity and heat producer, Energy complex (EC) Craiova ex-pects to post overall turnover of 78.5 million euros in the first quarter of the year, which would be 19.5 % higher compared to the same period in the last year. In the same time, the net profit should reach 1.8 million euros (-44 %).

The rise in income was explained by rise of electricity prices for certain customers, while drop in profit was the consequence of reduced production and increased operational costs. The com-pany said the result was certainly affected by global financial crises.

EC Craiova plans to post annual turnover of 276 million euros (+ 3 %), while net profit should reach 2.85 million euros, higher three times compared to the last year. In 2009, total invest-ments should reach some 70 million euros.

In last year, the company managed to sign important supply contract with the largest company in local market, oil and gas company Petrom.

EC Craiova, with total output of 930 MW, is the third largest power plant in the country, after Turceni and Rovinari.

The company announced it would publish tender procedure for reducing the emission of greenhouse gasses in branch Craiova 2 on May 14. The worth of the contract is some 4.7 million eu-ros, and the project should be completed in 8-month period.

EC Craiova plans to find strategic partners interested in con-struction of 500 MW unit in Isalnita branch and 150-200 MW unit in Craiova branch. In period 2010-2016, total investments for increase of capacity should reach 600-700 million euros.

On April 2, ministry of economy, the majority owner of EC Craio-va, has published public invitation for expression of interest in the project for construction of 500 MW in Isalnita. The company is interested in establishment of joint venture company for this project, where strategic partner should have majority stake.

EC Craiova will invest existing assets in Isalnita in the joint ven-ture company, while strategic partner will be obliged to invest cash. The future power plant should act as independent elec-tricity producer. The deadline for submission of letters of inter-est is mid May.

State-owned electricity producers obliged to conduct electricity trade on OPCOM (Romania)

According to the decree signed by the minister of economy Adriean Videanu on March 10, all state-owned electricity pro-ducers will be obliged to sell electricity only through OPCOM, the Romania’s power exchange. The decree, effective starting from April 1, was aimed to increase market transparency.

Local press said the minister decided to reactivate old decree after no company signed a sale contract through market for Bilateral Contract Market (PCCB) on OPCOM in three-month period.

The old decree signed in 2006, envisaged that Nuclearelectrica, Hidroelectrica, Turceni, Rovinari and Craiova were obliged to sell electricity only through OPCOM, while the new decree re-fers to all electricity producers owned by the state, i.e. it also in-cludes RAAN, Termoelectrica, Electrocentrale Bucharest, Galaţi, Midia and Deva.

Report on energy resources in period January-February (Romania)

According to National Institute of Statistics (INS), primary ener-gy resources in period January-February reached 5.488 million tons of oil equivalent (toe), which was 20.0 % lower compared to same period last year. The domestic production reached 3.937 million toe (-6.1 %), while import of primary energy re-sources reached 1.550 million toe (-41.9 %).

The coal resources amounted to 1.168 million toe (-19.5 %), where domestic production reached 0.938 million toe (-9.2 %) and import reached 0.230 million toe (-45.0 %).

Oil resources amounted to 1.677 million toe (-17.7 %), where domestic production reached 0.715 million toe (-3.3 %) and im-port reached 0.962 million toe (-25.9 %).

Natural gas resources amounted to 1.733 million toe (-28.6%), where domestic production reached 1.580 million toe (-6.6 %) and import reached 0.152 million toe (-79.3%).

Electrical energy resources reached 10.971 TWh, which was 1.241 TWh or 10.2 % lower compared to the same month last year. The domestic electricity production was decreased by 1.317 TWh (-10.9 %).

The production in thermal power plants (TPPs) was reduced by 0.988 TWh (-13.6 %), while the production in hydropower plants (HPPs) was reduced by 0.350 TWh (-12.5 %). The produc-tion in nuclear power plant (NPP) Cernavoda was increased by 0.023 TWh (+1.1 %).

The domestic electricity production amounted to 97.9 % of overall electricity resources, while electricity import amounted to 2.1 % of overall electricity resources. The production in ther-mal power plants amounted to 58.4 % of overall electricity pro-duction, production in hydropower plants amounted to 22.9 %, while production in nuclear power plants amounted to 18.7 % of overall electricity production.

Overall electricity consumption amounted to 8.531 TWh (-7.9 %), where 58.3 % was spent by industry and 18.2 % by house-holds. In the same period, electricity export was reduced by 281.7 GWh (-23.5 %).

Hidroelectrica to select advisor for project HPP Tarnita-Lapustesti (Romania)

Electricity producer Hidroelectrica should announce public in-vitation for selection of the advisor in the project for construc-tion of 1,000 MW pump storage hydropower plant (HPP) Tarni-ta-Lapustesti during April. This was announced by the officials from ministry of economy.

After the selection of the advisor, Hidroelectrica should publish invitation for strategic partnership.

According to plans, the model of future joint venture company should be similar to model for construction of units 3 and 4 in nuclear power plant (NPP) Cernavoda. According to sources, construction works could start in mid 2010.

Several companies already expressed interest in the project, such as Verbund, MVM Hungary, EDF, GDF SUEZ, as well as fi-nancial institutions EBRD and EIB.

According to the latest analyses by the ministry of economy, the cost of the project will reach 1.3 billion euros. The construc-tion of HPP, that will have four 250 MW units, is seen as one of the priorities in energy strategy in period 2007-2020.

will provide short-term reserve and conditions for balancing the future output of 2,000 MW in wind farms.

Highest state officials and Russian minister Shoigu discussed on NIS and South stream project (Serbia)

In the beginning of April, Russian minister of emergencies Sergey Shoigu had a one-day visit to Serbia during which he met the highest Serbian officials.

Two sides discussed various economic topics, where sources suggested that most important issue during talks was resolv-ing disputes in Oil industry of Serbia (NIS), majority owned by Russian Gazprom Neft.

Sources said that Russian side expressed dissatisfaction with the fact that NIS, prior the privatization, has written-off debts to several of its debtors, mostly public companies.

On the other hand, the government of Serbia was unpleasantly surprised after new owner recently published that NIS posted financial loss in 2008, for the first time since 2000.

Two sides are expected to find compromise on these two is-sues. Minister of energy and mining of Serbia Petar Skundric announced that disputes related to NIS should be resolved un-til the next shareholders assembly, scheduled on April 21.

Another topic during Shoigu’s visit was South stream project. President of Serbia Boris Tadic and minister Shoigu expressed support for the project and called for its completion as soon as possible.

Shoigu also met prime minister of Serbia Mirko Cvetkovic. Two officials said that good relations between two countries were strengthen after signing the cooperation agreement in oil and natural gas sector in the last year.

Shoigu also announced that Russia would grant 7 million eu-ros for cleaning the minefields along the future route of South stream pipeline (the bombs remained after NATO bombing in 1999).

NIS to invest 118 million euros in 2009; the refinement reduced to minimum (Serbia)

Oil industry of Serbia (NIS) announced it would invest some 118 million euros in this year; 68 million euros will be invested in refineries and 50 million euros will be invested in environ-mental projects.

The investments will go along despite losses posted in the last year (some 40 million euros), the management said.

The new management once again confirmed that moderniza-tion would be completed in 2012 (in accordance to privatiza-tion contract, overall investments to reach 547 million euros),

so that NIS would produce fuels in accordance to Euro 5 stand-ard.

In the separate statement, NIS announced it had reduced re-finement down to minimum due to 10-15 % drop in sales in the first quarter of 2009. Pancevo refinery has reduced refinement down to 7,500 tons per day compared to 8,000-8,500 tons in the same period last year.

The management also announced that financial report for the last year should be audited by the end of April, instead of end of June, as it was earlier announced. The audit will be performed by KPMG. As recalled, the report submitted by the new man-agement was different to the report made by former manage-ment, which said that NIS posted profit in the last year.

Srbijagas and Austrian Heat signed the contract for construction of production line in Banatski Dvor

(Serbia)

Natural gas company Srbijagas and Austrian company Heat, which won in the international tender, signed a 5.5 million eu-ros contract for construction of production line in underground storage facility in Banatski Dvor.

Director of Srbijagas, Dusan Bajatovic said that construction works should start in mid April and it should last some four months. After works are completed, the facility will be able to deliver 5 million cbm of natural gas per day (some half of daily consumption during winter).

Bajatovic said that works in Banatski Dvor would also include opening of eight new production drills. The cost of this works is 12 million euros and it should be completed by November 1.

Bajatovic also said that capacity of the facility would be in-creased up to 300 million cbm during the next winter season. According to plans, the capacity should be increased up to 470 million cbm during the first stage of construction.

Bajatovic said that Srbijagas and the government would recon-sider options for construction of new natural gas storage facili-ties in Serbia in order to increase national gas reserves at level of six-month consumption. Bajatovic did not reveal details re-lated to location of new facilities, yet he said that Serbia could be able to store some 5-7 billion cbm of natural gas.

Bajatovic said that company would spend some 30 million euros for pumping the technical gas into the facility, which should start on July 1. This project could be funded by the state, through loans or the company could reach an agreement with Gazprom regarding delivery of natural gas.

Bajatovic also confirmed that negotiations regarding establish-ment of joint venture company for modernization of Banatski Dvor with Russian partners (in accordance to energy agree-ment between Serbia and Russia) are underway.

bia, despite the decrease in wholesale import prices. Starting from April 1, import natural gas price was reduced from 335 euros/1,000 cbm down to 270 euros/1,000 cbm.

Bajatovic said that current retail prices are still below the mar-ket prices. In this moment, Srbijagas sells natural gas at 295 euros/1,000 cbm, where market price would be 320 euros/1,000 cbm, Bajatovic said.

Due to reduction in import prices, Srbijagas could reduce its losses by some 3 million euros. However, this would be much lower compared to accumulated losses of some 30 million eu-ros since the beginning of the year.

In 2008, Srbijagas managed to collect some 90 % of bills. On the other hand, collection rate in December fell to 50 % and in February down to 33 %. In the same time, customers owe to Srbijagas some 130 million euros. Bajatovic said the company was forced to acquire loans in order to acquire missing funds.

Bajatovic announced that joint venture company for construc-tion of South stream pipeline across Serbia should be estab-lished in April. The future joint venture company will have the head office in Switzerland and its branch in Serbia.

Bajatovic said that two sides should decide whether to establish subsidiary company in Serbia. Another option could be change of local laws since foreign company cannot be granted license for pipeline management. Two sides are still negotiating on the share of management and on the share of ownership in case if one side step out the project.

By the end of September, necessary feasibility study should be completed, while Gazprom should reach final decision related to the project by March next year, Bajatovic said. According to him, designing and, possibly, construction works of the South stream pipeline should start in 2011, while the pipeline across Serbia should be operational in 2015.

In the related news, minister of energy and mining Petar Skun-dric said that particular contracts for construction of each sec-tion of South stream pipeline should be signed in Sofia on April 24-25 during the energy conference. However, the agreements will be only preliminary, while final contracts should be signed after completion of feasibility studies.

Skundric also confirmed that feasibility study for Serbian part of the pipeline should be completed in September this year, while project documentation for entire route of South stream pipeline should be completed in June next year.

EPS to publish tender for revitalization works in HPP Djerdap 1 (Serbia)

Power utility of Serbia (EPS) should publish tender for revitali-zation works in hydropower plant (HPP) Djerdap 1 by the end of the April. The worth of the contract is estimated at 30 million dollars, and, according to local press, local companies will be given preemptive rights.

As recalled, EPS and Russian company Silovie Mashini signed the final amendment to the Agreement for revitalization of HPP Djerdap 1 in the second half of March. Two sides finalized the long lasting negotiations and agreed that overall cost of the project would be 168 million dollars. The project will be funded through payment of 100.5 million dollars of clearing debts of Russia toward Serbia, while the rest of the funds will be invested by EPS.

The overhaul should start in September, and it should be com-pleted in 2015. Russian company will get 140 million dollars for delivery of new equipment for six units in the HPP, while the rest of the works will be carried out by EPS. The renewal will result in increase of output of HPP Djerdap 1 from 1050 up to 1,200 MW, while operational life of the plant will be prolonged by another 30 years.

EPS: increase in electricity prices still possible (Serbia)

General manager of Power utility of Serbia (EPS) Dragomir Markovic said that electricity prices still could be increased by 8 % in this year, yet he did not say when this could happen.

This was later confirmed by the minister of energy Petar Skun-dric, but minister of economy Mladjan Dinkic said that there would be no increase in electricity prices during the economic crisis.

As recalled, 8 % increase in prices should have been imposed on April 1, but this had been cancelled. According to initial plans, electricity prices should have been increased in April and August, each time by 8 %.

During the press conference, general manager of EPS said the company expects to post overall income in this year of 1.45 bil-lion euros instead of 1.55 billion euros after increase in prices was not approved.

Head of EPS said that company would be forced to reduce in-vestments and maintenance works due to decrease in income. In the first quarter of this year, collection rate was 3 % lower compared to last year. Markovic warned that average price of electricity in Serbia of some 4.5 eurocents/kWh is among the lowest in the region.

Markovic confirmed that overall income of EPS in 2008 reached 1.75 billion euros, while annual loss reached some 100 mil-lion euros. On the other hand, overall debts of the customers amounted to 550 million euros, where 320 million euros was owed by households.

EPS owes some 160 million euros, where highest debt is to-ward transmission system operator EMS for transit services and toward companies that carried on maintenance and renewal works in power plants.

Markovic said that overall annual loss due to theft of electric-ity reaches some 80 million euros. According to the latest data, losses in distribution network stands at 14 %, where some one third is related to electricity theft.

By 2015, EPS plans to replace 2.4 million electricity meters for which some 700 million euros will be invested. (EPS has 3.3 mil-lion electricity meters in this moment). The new system will en-able remote reading of electricity consumption.

By 2015, EPS plans to invest 9 billion euros in order to maintain electricity production and to reduce losses. Some 3 billion eu-ros should come from loans, 3.5 billion euros from own income and 2.5 billion euros should be provided by strategic partners. Some 1 billion euros should be invested for environmental projects, Markovic said.

EPS to publish list of eligible bidders for new TPPs (Serbia)

Minister of energy and mining Petar Skundric said that list of eligible bidders for strategic partnership in the tenders for con-struction of new units in thermal power plants (TPPs) Kolubara B (2x350 MW) and Nikola Tesla B (700 MW) should be published by the end of April.

Minister reminded that 53 letters of interest were submitted, where 26 referred to TPP Kolubara B and 27 to TPP Nikola Tesla B. Power utility of Serbia (EPS) earlier said that 14 respectable power companies expressed interest for the projects, but re-fused to name them due to confidentiality reasons.

Minster Skundric said that overall cost of construction of new units should reach 1.6 billion euros.

Skundric also confirmed that government should approve con-struction of new CCGT power plant in Belgrade. He reminded that government already approved construction of new CCGT power plant in Novi Sad (450 MW).

According to the latest announcements, EPS should select strategic partners for projects in TPP Kolubara B and TPP Nikola Tesla B by the end of the year. General manager of EPS, Drago-mir Markovic, said that first unit in TPP Kolubara B should be put in service in 2014, and the second should start operations in 2015. As for TPP Nikola Tesla B, the new 700 MW unit should be operational in 2016.

Tender for import of electricity in period June-December

Content: In the beginning of April, Power utility of Montenegro (EPCG) has published a tender for import of 987 GWh of electricity in period June-December this year. The deadline for submitting the bids is April 29, while the winners in the tender will be selected within a month. The main tender criterion is the least offered price.

EPCG plans to import 228.8 GWh of electricity during night (between 00:00-07:00 CET) and 758.3 GWh dur-ing day (07:00-24:00 CET).

In June, EPCG plans to import 41.1 GWh of electricity, in July 196.23 GWh, in August 229.555 GWh, in Sep-tember 192.9 GWh, in October 104.3 GWh, in Novem-ber 94.5 GWh, and finally, electricity import in Decem-ber should be 128.495 GWh.

EPCG divided requested amount in 14 lots, where bids could be submitted for all, for particular lots, or for part of the lot, where minimum bid should be 5 MWh/h.

EPCG estimated the worth of the procurement at some 54 million euros.

EPCG and winners in the tender will sign preliminary agreements, where final agreements will be signed with companies that win the contracts for the first four lots. Particular lots refers to deliveries in June, July, August and September, where required amount of electricity is 36 GWh, 81.84 GWh, 81.84 GWh and 79.2 GWh, respectively.

Ruse Integrated Energy Farm

District administration Ruse intends to use the pro-ceeds of the Grant from the Kozloduy International Decommissioning Support Fund for co-financing the establishment of an integrated energy farm, consisting:• Supply and installation of Biomass gas generation reactor, gas cooling, gas washing and gas drying us-ing straw• Supply and installation of CHP plant for production of electric and thermal energy• Supply and installation of biomass (straw) trans-port, handling and storage facilities• Up-grade of the existing heat only boiler (HOB) for the utilisation of biogas

The tendering includes design, engineering, pro-curement, delivery, construction, installation, pre-commissioning and commissioning of works and is expected to begin in the Q III 2008.
