Invitation to Bid MR 205 /2019

SUPPLY AND INSTALLTION OF 145kV RATED EARTH SWITCH COMPLETE WITH CIVIL WORKS Energy Fiji Limited (“EFL”) invites Bids from eligible, qualified and capable companies for the supply and installation of 145kV Rated Earth Switches Complete with Civil Works. SECTION I - INSTRUCTIONS TO BIDDERS Notes to Bidders: This section provides detailed information necessary for Bidders to prepare their Bids, in accordance with the requirements specified by the EFL. It also provides information on Bid submission, opening, evaluation and the award of contract.

1. Scope The entity of the EFL specified above invites bids for the supply of and installation of 145kV rated earth switches complete with civil works as described in the Bidding Document.

2. Eligibility of Bidders

2.1 This bidding is open to all eligible companies

2.2 EFL in its sole unfettered discretion, can disqualify or otherwise determine ineligible any potential Bidder that the EFL believes is, has been or will be, whether directly or indirectly, engaged in criminal or any other unethical behavior, financially unsound, or otherwise unfit in the EFL's opinion to participate in the bidding exercise.

2.3 In its Bid, the Bidder shall indicate the origin of Goods proposed.

2.3 A Bidder shall not be eligible to participate in this bidding or in the performance of the

contract if the bidder:

Is bankrupt or being wound up, is having its affair administered by the courts, has entered into an arrangement with creditors, has suspended business activities, is the subject of proceedings concerning those matters or is in any analogous situation arising from a similar procedure provided in national legislation or regulations.

Has been the subject of a judgement which has the force of judicator for fraud, corruption, involvement in a criminal organization or any other illegal activity detrimental to the financial interests of EFL.

Is guilty of misrepresentation in supplying the information required as a condition of participation in this bidding exercise or fail to supply this information.

Is subject to a conflict of interest.

3. Bid Prices

3.1 The Bidder shall indicate on the appropriate Price Schedule, the unit prices (where applicable) and total Bid Price of the offered goods.

3.2 The Bidder’s separation of price components will be solely for the purpose of facilitating the comparison of Bids by EFL and will not in any way limit the EFL’s right to contract on any of the terms offered.

3.3 All non-exempt duties, taxes and other levies payable by the Contractor under the Contract/Purchase Order, or for any other cause shall be included in the rates, prices and total Bid price submitted by the Bidder.

4. Bid Currency

4.1 Unless otherwise specified in Section II, the unit rates and Prices shall be quoted by the Bidder entirely in FJD.

5. Period of Validity of Goods

5.1 Unless otherwise specified in Section II, bids shall remain valid for a period of 90 days after the deadline for the receipt of Bids. A Bid valid for a shorter period shall be rejected by EFL as non-compliant.

5.2 In exceptional circumstances, EFL shall may solicit the Bidders’ consent to an extension of the period of validity. The request and the responses thereto shall be made in writing.

6. Bidders Comments

Bidders shall put in their comments in the comment section in all the required places. Please note, failure in providing any necessary information would void the bidding document. EFL shall ask for any information from the bidders, if required, whereby the bidder shall respond in three working days.

7. Warranty

Bidders shall provide 24 months warranty on the product supplied from the day of installation. All defect such as rust works or electrical defects, shall be rectified by bidder if the warranty period is not over.

8. Site Visit

Site visit is allocated for each site as follows - EFL Vuda NCC on the 5th of July, 2019 - EFL Cunningham Substation on the 4th of July 2019.

SECTION II – TENDER SPECIFICATIONS

1. Description These new 145kV rated Earth Switches will replace the existing four (4) earth switches for the 132/33kV Power Transformers in Vuda NCC and Cunningham Road Substation. Two earth switches will be installed in Vuda NCC Substation and two will be installed in Cunningham Road Substation. These are only earth switch units with no disconnector facility

2. General Specification Below is the general specification for the earth switch Rated Voltage: 145kV Insulator make – Porcelain Insulator color - ANSI Brown Frequency: 50Hz Withstand Voltage: 650kV-PK Short Circuit Current: 16kA DC Supply for auxiliary contacts: 110V Unit shall have auxiliary contact for interlocking with - 132kV Breaker for the transformer

1. 33kV Disconnector – Transformer LV Bidder can proposed earth switches with optimal design specifications which is better than above in their bid.

2. Drawings It is a requirement for the bidder to submit proposed GA drawings, schematics and steel structural drawings of the proposed earth switch with the offer. It is not mandatory to submit final drawings or complete as-build drawings, however, a clear design with dimensions of the earth switch is preferable. A full as-build drawing will be required upon design review.

3. Routine Test It is mandatory for the bidder to provide all test reports for type test and routine test of the earth switch as part of this tender. EFL will not carry out F.A.T or design review at the factory of manufacture, however, type test reports shall be provided.

4. Construction Earth Switch shall:

a. Be manual operated with one operating handle. b. Have three separate pole; one pole per phase. Have mechanical connection on each pole so

operation could be carried out from one operating handle. The bidder can however propose their own design. Existing setup design is as per below image.

c. Have the female contacts as fixed, whereas the manual operation shall rotate and plug into the male contacts.

d. Have provision for two termination palms to be bolted on each pole terminal. Each palm will have four holes with center to center dimension of 50mm. Sample for the palm is below. Note, bidder is not required to supply the palms.

e. Earth switch will be used to earth the 132/33kV Transformer. As noticed from the image in

Part 2 above, the conductor is terminated on each pole and have no break in between.

(Conductor comes from the 132kV bus to the earth switch, then to the 132kV surge divertor

terminal and straight to the HV bushing of the transformer). Conductor connection on each

terminal of the earth switch pole is as per below. However, the palm connection shall be as

above palm from Part 4.

5. Quality Of Materials And Workmanship

All steel supplied under this contract shall be new and of the high quality and class most suitable for

working under the conditions specified and shall withstand the variations of temperature,

atmospheric conditions arising under working conditions without distortion or deterioration or the

setting up of undue stresses in any part and also without affecting the strength and suitability of the

various parts of the work which they have to perform.

5.1 Standards

AS Standards are to be adopted in general. The works shall be in accordance with the following:

AS 1559 Hot - Dip galvanized steel bolts with associated nuts and washers for tower construction

AS 1252 High strength steel bolts with associated nuts and washers for structural engineering

AS 1627 Metal Finishing – preparation and treatment of surfaces

AS 1796 Certification of welders and welding supervisors

AS 2214 Certification of welding supervisors – structural steel welding

AS 2312 Guide to the protection of structural steel against atmospheric corrosion by use of protective coating

AS 4100 Steel structures

AS 4860 Hot – dipped galvanised (zinc) coatings on fabricated ferrous articles

ASTM Standard specification for zinc (Hot-Dip Galvanizing) Coatings on iron and steel products

5.2 Steel Grade

All steel must be of minimum GRADE 300 and shall be fully tested in accordance to AS/NZ 3678 and

all other associated Australian standard.

5.3 Storage of materials

All structural steel stock or fabricated steelwork shall be stored above the ground on platforms, skids

or other supports, and adequately protected against corrosion. Steel which has been bent, damaged

or excessively rusted will be rejected. Fasteners and other small steel components shall be stored in

a weatherproof building or sealed weatherproof containers.

5.4 High strength structural bolts

High-strength structural steel bolts, nuts and washers shall conform to the requirements of

AS/NZS1252 manufacture and supply.

5.5 Welding Standards

Welding shall conform to the standard for Structural steel welding of plates and comply to AS/NZS

1554.5 , AS 1796 and AS 2214 standard with minimum 5mm Fillet UNO.

5.6 Preheating

Welding shall not be performed when the surfaces are moist, during periods of strong wind, or in

showery weather unless the work and the welding operators are adequately protected from the

elements. Immediately before welding, all weldments shall be flame scavenged to remove mill scale,

moisture, paint and other foreign material from the assembled joint for a minimum distance from

the point of welding of 75 mm.

5.7 Appearance and finish of welds

Exposed faces of welds shall be made reasonably smooth and regular, shall conform as closely as

practicable to specified dimensions and shall not at any place be less than the specified

dimensions. The surface of fillet welds shall junction as smoothly as practicable with the parent

metal. Butt welds shall be finished smooth and flush with abutting surfaces on the exterior faces of

steelwork which will remain exposed to view and where required for assembly.

5.8 Protective Galvanised coating of steelwork

This Specification sets out details of galvanised coating systems, surface preparation and galvanising

application requirements for the protective treatment of structural steelwork elements. Protective galvanised coating of miscellaneous steelwork is to comply with the requirements of

and AS 4680 - Hot-dipped galvanized (zinc) coatings on fabricated ferrous articles. Fasteners such as high strength and commercial bolts, nuts and washers shall be hot-dip galvanized

in accordance with the requirements of AS 1214 - Hot-dipped galvanized coatings on threaded

fasteners (ISO metric coarse thread series). Prior to galvanizing, all surfaces of steelwork shall be prepared by abrasive blast cleaning, in

accordance with AS 1627.4 to Class 2 ½, with a profile height not less than 30 nor more than 60

micrometers followed by removal of dust and debris by vacuuming or other means.

5.9 Hot-dip galvanizing

a. For hot-dip galvanizing fabricated steelwork the size of the galvanizing bath shall, preferably,

allow the plate assembly or sub-assembly units to be fully immersed in a single dip, two times.

b. The material used for galvanizing shall be zinc metal specially manufactured for this purpose

and shall be at least 99.5 percent pure.

c. The temperature of the galvanizing bath before dipping shall not fall below the range 470

degrees Celsius to 480 degrees Celsius d. As well as safety precautions, the Contractor shall take all precautions to avoid distortion of the

fabricated units during galvanizing. He shall be liable to rectify or bear the rectification cost for

any avoidable distortions resulting from incorrect procedure. The Contractor shall draw

attention to any design features which may lead to difficulties during galvanizing before

galvanizing commences.

e. After hot-dip galvanizing the mass of covering zinc on all steelwork surfaces shall average not

less than 900gm/square metre (130 micrometers thickness) and at no point shall the mass

fall below 750gm/square metre (105 micrometers thickness).

5.10 Testing and Acceptance – 2 Samples

(a) Measurement of zinc coating shall be carried out using an approved thickness gauge in the

manner described in AS 1580 - Paints and related materials - Methods of test, Method 108.1 -

Determination of dry film thickness on metallic substrates - Non-destructive methods. Pencil type

instruments are not acceptable. Readings shall be taken peripherally 100 mm from each end. (b) Where a single measurement is below 105 micrometers a square of 100 mm sides shall be

drawn around the point. Ten measurements shall be carried out in this square area. If the average

value of the ten measurements is not less than 105 micrometers the work is acceptable on that area.

If "deficient" areas, showing an average value of less than 105 micrometers when examined as

specified, total 5 percent or more, of the total surface of the member, the plates shall be liable to

rejection

6. Packing

The Plates shall be carefully packed for transport and shipment in such a manner that it is protected from all dust and climatic conditions during loading, transport, unloading and subsequent storage in the open.

7. Warranty

The Contractor shall provide warranty period of twelve [12] months after delivery of the equipment.

8. Requirements

1. Bidder shall provide schematic and GA drawings for the disconnector upon installation.

2. Bidder shall provide civil drawing of the pads, which shall be certified by a registered

engineer.

3. All design shall be carried out to withstand Category 5 Cyclone.

4. As part of the supply of the disconnector and carrying out concreting padding works,

bidder shall also provide suitable steel structure for installation. All materials for pad

construction is to be supplied by the bidder. Steel structures shall be at least 5mm of

thickness.

5. All steel structure and components shall have anti corrosion treatment to places where

welding is carried out and holes being drilled.

6. Bidder shall carry out design review prior carrying out construction works.

7. It is the responsibility of the bidder to carry out full installation works of the earth switch.

8. It is the responsibility of the bidder to arrange for the transportation of all materials from

the port to the site of works (DDU price). EFL will only pay Duty and Vat on the items.

9. Bid price validity – 90 days.
