LEGISLATIVE AND INSTITUTIONAL FRAMEWORK
Law no. 121/2014 on energy efficiency
Transposed the Directive 2012/27/UE on energy efficiency, amending Directives 2009/125/EC and
2010/30/EU and repealing Directives 2004/8/EC and 2006/32/EC into national legislation
Governmental Decision no. 122/2015 regarding the approval of the National Energy Efficiency
Action Plan (2014-2020)
In accordance with the provisions of Law no. 121/2014 on energy efficiency, within the Romanian
Energy Regulatory Authority was established the Energy Efficiency Department, by Order of ANRE’s
President no. 95/2014, published in the Official Journal no. 737/2014.

“EUROPE 2020” - TARGETS FOR ROMANIA
greenhouse gas emissions: 20% lower than 1990 level;
24% of energy from renewable sources in gross final energy consumption;
energy efficiency: 19% reduction of the primary energy consumption, which
means 10 Mtoe till 2020.

For the last 5 years, primary energy intensity has continuously declined.
The value of this indicator depends on how the GDP is expressed.

Primary energy consumption decreased in 2013 from the previous year by 8,2 %, while the GDP grew in
real terms with 3,4% .

Final energy consumption decreased in 2013 by 4.6 %, in terms of GDP growth.
This reflects an increase in energy efficiency within end-use sectors due to both economy restructuring and energy
efficiency programs. The drop in final energy consumption led to a reduction in primary energy consumption of 1481
thousand toe.

CONCLUSIONS
Strengths:
1. Achievement of the 2020 target for the energy from renewable sources
2. Transposition of the Directive 2012/27/UE for energy efficiency and approval
of the National Energy Efficiency Action Plan (2014-2020)
3. Decreasing of the energy intensity.
Weaknesses:
1. Poor information at national level regarding the benefits of the energy
efficiency
2. Degradation and disorganisation of the district heating
3. Historical inconsistency of the national energy efficiency programs,
including financing issues (ex. blocks of apartments rehabilitation program,
ESCO contracts, etc.).
