1. Creating Policy and Regulation § Ministerial Regulation (MEMR) on Preparation Program Procedures and Reporting of Implementation on Energy Conservation

§ Ministerial Regulation (MEMR) on National Action Plan for Energy Conservation (RIKEN)

2. Public Awareness Improvement § Conduct seminar/workshop and public advertisement through printed and electronics media, and dissemination of brochure on energy efficiency

§ Conduct National Energy Awards for building and industrial sector and participating in ASEAN Energy Awards

3. Education and Training § Training on energy efficiency and conservation by Centre for Training and Education – MEMR

BARRIERS FOR ENERGY CONSERVATION DEVELOPMENT

• Knowledge and understanding of the importance and benefits of energy conservation is still limited.

• Encouragement for Energy Conservation is still weak, because energy prices are still subsidized.

• Electrical equipment on the market is still much to be inefficient.• Ability to implement Energy Management and Energy Audit is still weak.• Implementation of Energy Audit results are still limited, therefore the ability to

invest in the field of Energy Conservation of energy is still low.• Support from Financial institutions for Energy Conservation business is still weak• Energy Services Company (ESCO) to support Energy Conservation is still limited. • Standardization and labeling programs have not been fully implemented and

functional.

MEASURES FOR ENERGY CONSERVATION DEVELOPMENT

In the Commercial sector:1. Training Program and Certification of Energy Auditor and Energy Manager,

2. Monitoring and Evaluation Program of Energy Management is designed to ensure "the building must" implement the company's Energy Management in each well.

3. Implementation of The Design Mandatory Standard on Energy Efficient buildings.

In the Transportation sector:4. Implementation of Mass Public Transportation Facilities Development Program

5. Through the Energy Saving Campaign Program, maintenance and driving with saving and a clean environment (smart driving)

6. Implementation of Traffic Management and Energy Efficient Vehicles.

In the Household sector:7. Energy Saving Campaign program is an effective way to build awareness and

create a culture of energy saving in the household sector.

8. Mandatory Standards Program and the Energy Efficient labeling can encourage the availability of efficient tools and equipment, 17

MEASURES FOR ENERGY CONSERVATION DEVELOPMENT

In the industrial sector, energy saving measures are divided into 3 groups:

1. No or low cost: a) increase awareness and knowledge of employees,

b) do the maintenance properly,

c) operate equipment according to SOP and

d) to install meters to monitor energy use

2. Medium cost:

a) to modify the main equipment for more efficient energy users and

b) make using of waste heat in an optimal

3. High-cost:a) to replace major appliances with efficient energy users, and

b) replace part or the whole process with a more efficient

CONCLUSIONS

• Indonesia has the big potential for energy conservation development, this can be seen from the energy conservation potential in the industry by 10-30%, 10-30% of commercial, transportation 15-35%, household 15-30%, and the other 25%.

• Government has issued many regulations to make the energy conservation business more conducive.

• Some of the supporting factors to succeed energy efficiency standard and labeling are Consumer awareness, Regulation, Supervision, Infrastructure readiness, and Manufacturers readiness.
