Our societies face repeated crises, whether these are political, social, economic, ecological or climatic. Population growth, human predation on natural resources, inequality and poverty that affect a significant part of population from around the world amplify a number of negative impacts that are increasingly visible and irreversible. Many think that the world as we know it is at stake. Nevertheless, and if these challenges can be overwhelming, nothing would be worse than giving up to, as some may present them, fatalities. Issues are numerous but there is for each of them a multitude of solutions, similar to low hanging fruits ready to be picked up. Every day initiatives all around the world participate to building up development trajectories that are more respectful of human beings, solidary, less polluting and less resources consuming. New tools are emerging everywhere. Innovations are set up and spread beyond all probability. The future is on, resolutely positive and committed. This being said, real constraints still exist but asking the question and believing in a set of solutions to be mutualised, shared and spread, is already knowing that it is possible to change things, to gather and mobilize ourselves for a different future, plural and united. These dynamics multiplied by 7.3 billion individuals today and 9 billion in 2050 represent true treasures and are vehicles of innovation. They show the path to a better future provided that they promote positive values. They may change the reality each of us experiment every day, as for now, here and elsewhere. The 21st Conference of the Parties (COP21), which will take place in Paris (France) from November 30th to December 11th 2015, should allow the adoption of a new climate agreement, one that is ambitious, universal and legally binding, with the objective of limiting global warming to 2°C by 2100. Day after day, climate change is becoming a growing reality for each one of us, with consequences increasingly perceptible around the world. There is no doubt that global warming is one of the main challenges our societies will be facing in the coming years. Nothing would be worse than giving in to inaction. Changes to be implemented are numerous and call for a global transition, bringing consumption, production and organization models that respect human beings and our common natural heritage, in a spirit of fairness and solidarity. This major event in the international agenda is also the occasion for all stakeholders, at every level of influence, to reaffirm their engagement and lead the way towards concrete actions. The COP21 presents a unique opportunity to share knowledge, to demonstrate the possibilities, to build partnerships and to leverage the scope of action. The NGO ENERGIES 2050 was created with this vision and to this end we are working every day, in France and internationally, to build together a sustainable future. The time for advocacy is over, demonstrate the “possible” may be the greatest change the world needs. Understand, share, implement and testify, those are the central themes of these two weeks events at the COP21 in Paris.

Saturday 28th of November, 9am to 5pm, and Sunday 29th of November, 9 to 12.30pm. Hôtel de l’Industrie, 4 Place Saint-Germain des Prés, 75006 Paris

Background and Rationale Crisis and opportunities are multiple in this early 21st century. Everywhere initiatives are set up to raise awareness, inform and share innovative solutions that are ecologic, fair and economic. Internet and social Medias are already playing a major role in this blooming of goodwill and collective intelligence… but meetings of projects holders remain essential. The purpose of this two-day event is to facilitate such meetings between stakeholders, whether they act at a national or international level, in order to mutualise and reinforce initiatives which will be, from 2016 on, implemented. Participants will present their tools and actions and will build up trust in each other… leading to common futures here and elsewhere… The exhibition “climate change and its consequences on children and forced labor”, presented by the association Human Resources without borders, will complete these events.

Objectives In partnership with the Société d’Encouragement pour l’Industrie Nationale, the aim is to debate, mutualise information, unite and scale up everyone’s means of action. Reflexion and conclusion of the debates will be largely disseminated on the Internet and on social Medias. During these two days, the app CliMade 21 will officially be launched, and the laureates of the « Shake your earth » contest will be announced.

The 21st Conference of the Parties (COP21) held in Paris from

30 November to 11 December 2015 – under the United Nations

Framework Convention on Climate Change (UNFCCC) – is

expected to lead to the adoption of the Paris climate agreement.

The international community must commit to ambitious but

realistic and legally-binding targets, while taking into account

the respective situations at national level and the founding

principle of shared but differentiated responsibilities. The goal

is to collectively reduce greenhouse gas emissions in order to

keep global warming below 2°c by the end of the century. It aims

to build populations' capacities to adjust to the known

consequences of climate change as well as those yet to come.

The signatory parties of the countries and stakeholders are

coming together, yet despite strong political discourse, the

agreement is far from being reached and many issues still need

to undergo major negotiations just days before the start of the

COP.

Objectives

This preparatory workshop will enable negotiators and

stakeholders to have access to an up-to-date summary on the

main ongoing issues. The workshop will be an opportunity to

present the Guide to the Negotiations, the Summary for

Policymakers, and the Analysis, to the COP21 participants.

Background and Rationale*

Cities are the arena for many issues including social,

healthcare, economic and environmental challenges. Cities are

so important that many analysts believe they hold the key to the

greatest challenges of the planet's underlying issues, they

believe that the 21st century "will either be the century of the

city or it will not be", and that their future will determine the

future of our very civilisation.

As part of the climate agenda, it is important to take into account

the opportunities provided by cities and sustainable urban

strategies to facilitate the energy transition. Currently

encompassing 50% of the world population – and probably 70%

by 2050 – cities are already responsible for 75% of the CO2

emissions and are constantly expanding, above all in the

developing countries and especially in Africa. In practice, cities

are faced with multiple challenges which are only reinforced and

exacerbated by the effects of climate change; they face

unprecedented constraints with increasing critical areas.

To guide cities towards sustainable development, the Initiative

for Sustainable Cities of La Francophonie (IFVD) – created by

the OIF-IFDD and ENERGIES 2050 and supported by UN Habitat

– has set out a systemic approach to support cities in their paths

towards resilient, low-carbon development with a limited use of

natural resources, in order to create a better life and local

solidarity in the long term. The workshop will also be an

opportunity to present the "Grand Bassam, model sustainable

city" project.

Objectives

The aim is also to engage a range of stakeholders in the project

of the city of Grand Bassam (Côte d’Ivoire), which has set out

to become a model sustainable city. These stakeholders are

currently: the OIF/IFDD, IFVD, ENERGIES 2050, Brussels

Capital Region and CNOA (Côte d’Ivoire).

international organisations, financial institutions, climate

Conference Centre, Paris-Le Bourget, blue zone, Luxemburg room, European pavillon Conference organised by the Nubian Vault Association Background and Rationale Conference organised in the European Pavilion (blue zone) over the theme « Buildings/Human Settlements: a major asset for climate change adaptation and mitigation in the developing world» Africa is experiencing a rapid urbanisation process which should last over the next decades, nurtured by strong demographic growths: the continent’s population should reach 2.4 billion people by 2050 - including 1.34 billion of urban against 455 million at present time. The domestic sector, which already accounts for a quarter of global energy consumption at world level, will be at the heart of the issue, from a development perspective as much as for the struggle against climate change. It is essential to anticipate future needs in terms of infrastructures and resources and to limit the environmental and societal impacts associated with housing constructions. Solutions exist and the this sector certainly offers treasures of opportunities in terms of development as well as for climate change mitigation and adaptation.

Objectives

- To offer a comprehensive view of the narrow links existing

between adapted housing and climate change related issues

(adaptation as much as mitigation).

- Raise awareness over housings’ key issues and push decision

makers to get involved;

- Anticipate needs and funding opportunities to reinforce

programmes for adapted housing, accessible to all.

Conference Centre, Paris-Le Bourget, blue zone, OIF Pavilion, Number 6, Hall 3 Conference organised by the Institute of Research for Development with the OIF and IDRC Background and Rationale The final declaration of "Our Common Future Under Climate Change" International scientific conference, held in Paris in July 2015, reaffirmed the key role of science in implementing the Paris agreement. Developing countries must now find the path to sustainable development while pursuing the fight against poverty, environmental protection and awareness of climate change. Nonetheless, scientific capacity-building in developing countries, particularly in Africa, remains a challenge. What can we do to help these countries in having their own capacities to devise sustainable development models and fully contribute to the international production of knowledge?

Objectives

By building on the lessons learnt from past experiences, as well

as potential areas of collaboration for research on adaptation to

climate change through regional cooperation, this round table will

address the following issues:

- Challenges for scientific research on climate change in

Africa;

- The role of scientific capacity-building in developing

countries, beyond producing knowledge;

- The role of South-South cooperation;

- The challenges involved in developing a culture of

innovation that ties in as closely as possible with the

situation at national level

Presentation of AVN*

The Nubian Vault Association (AVN, Association la Voute Nubienne), through its 'Earth Roofs in the Sahel' Program, offers a valid, affordable, and appropriate technical solution based on three integrated concepts: a roof, a skill and a market. AVN organises the training and support of local teams to promote this solution for as many people as possible, as soon as possible, by generating a large-scale market in Nubian Vault construction. As a result, families can acquire comfortable, sustainable, and decent housing, at the same time improving their economic conditions, their quality of life, and their environment.

A Roof >> Nubian Vault (NV) construction uses local skills and labor and renewable materials (earth, rocks, water...) for sustainable low cost homes and other buildings. They are environmentally friendly and cheaper, more comfortable and longer lasting than the widespread, but expensive and sub-standard cement block, metal roofed buildings.

A Skill >> Masons trained through AVN's Program have built more than 2,000 homes and other structures for their clients. NV building creates jobs, reduces poverty and releases scarce resources to go to improved nutrition, health, education, and capital for improved economic productivity.

A Market >> AVN works to diffuse the NV technique and create a demand for NV housing, kick-starting a durable market for NV construction: local people take ownership of the concept to become clients, builders, or partners.

The aim now is to spread this successful economic development experience to new areas, from the three initial countries of Burkina Faso, Mali, and Senegal into neighboring countries, especially Ghana and Benin.

Construction, resources and local knowledge, challenges for sustainable housing in Africa Africa is confronted to an exponential growth of demand in terms of housing and constructions: in some parts of sub-Saharan Africa, the building stock may increase fivefold by 2050. Whereas this exponential growth presents multiple risks (environmental impacts, proliferation of slums, chaotic urbanisation process…), it is also source of opportunities: economic development enhancing local know-how and resources, with co-benefits in terms of climate change mitigation and adaptation.

Challenges of sustainable and low carbon construction in Africa Africa is experiencing a rapid urbanisation process which should last over the next decades, nurtured by strong demographic growths: the continent’s population should reach 2.4 billion people by 2050 - including 1.34 billion of urban against 455 million at present time. The domestic sector, which already accounts for a quarter of global energy consumption, will be at the heart of the issue, from a development perspective as much as for the struggle against climate change. Background and Rationale

The debate will focus on interstate negotiation between EU State members in the definition of environmental related targets. The EU use its competencies for environmental protection, that it has since the 1986 unique act, to influence member states, and then to pressure them in increasing their use of renewables, improving their energy efficiency and reducing greenhouse gases emissions. Still, theoretically, the EU does not have any constraining power in these domains. For example, the competency related to energy mix is exclusively the responsibility of each State. Nevertheless, the European community adopted its first action plan for the environment in 1972 and commit to reduce its GHG emissions within the framework of the Kyoto protocol, signed in 1997. Member States are actively involved in these decisions. At the European council in October 2014, Head of States and Governments agreed on the objectives themselves, which were less ambitious than those originally planned by the European Commission. The European Parliament is not taking part in this process. Objectives are common but the efforts are shared in regards to each States’ potential. This is therefore closer to an interstate decision process than a European one, although the EU endorses it and can remind the States of their commitments. This process enables some progresses, but is not without drawbacks.

Objectives This debate will enable participants to better understand a decision process which is specific to the European Union, related to environmental targets. European countries are very different from one another but successfully agreed on specific targets. This is a positive signal for the whole planet. The endorsement of states objectives by a supranational organisation, in this case the European Union, can allow this organisation to push States in fulfilling their targets and to create a collective responsibility, overcoming the simple interstates relationships, which can fluctuate through time. The debate is opened and will highlight the positive sides of this peculiar system, but also dispute it compared to federal systems, in which objectives can be imposed more easily thanks to the juridical constraint. The underlying theme is therefore the analysis of the European soft-law system in terms of setting objectives to fight against climate change.

Background and Rationale

This interview will put the emphasis on ENERGIES 2050’s vision of development under climate change. The fight against climate change is one of the cornerstone of ENERGIES 2050 activities and, as it became more and more crucial to implement concrete actions, the association have progressively increased its number of projects in this field.

Objectives

The goal is to present constraints and opportunities for countries to fight climate change, based on some of ENERGIES 2050’s concrete projects/actions, especially regarding INDCs’ preparation and the way civil society can be part of the transition. ENERGIES 2050’s vision is also to avoid locking effects and to scale up innovation as well as new ways to consider trends of

Creative geniuses, human beings of today, as those of tomorrow, can be these magicians, carrying the future, for a better living, here and elsewhere.

The initiative “The future we make” addresses the need to act that we all carry inside of our hearts, and which would only need less noise to be audible. Launched by the NGO ENERGIES 2050 and the manager of the project Sagesses de l’Humanité (Wisdoms of mankind), “The future we make” aims to be a link between past, present and future knowledge, to multiply opportunities for action here and elsewhere, towards societies in transition, equitable, solidary, respectful of the intra and intergenerational balances. Time is not anymore for advocacy but for action, to testify about possibilities. The press conference will announce the official launch of the initiative “The future we make”.

Sunday 6th of December, 3pm to 3.50pm, Conference space n°6, Grand Palais. Background and Rationale The issues of sustainable development and those of climate change are closely related. The year 2015 reminds us how the international agendas on both these questions are tightly intertwined, with the adoption of the Sustainable Goals for Development (SDG) in September and the COP21 which will take place in Paris in December. Beyond the official desire of each and every one to act, beyond the engagements announced by the governments and by all players, the experience of concrete implementation remains a challenge in most countries. In the framework of the climate negotiations, one of the central question is to address the mitigation requirements, the needs for adaptation as well as the imperatives of development. This reality was at the heart of the Intended Nationally Determined Contributions (INDC) that countries have elaborated as an engagement taken under the framework of the future climate agreement. Mitigation vs adaptation; economic development vs resilience; consumption and production vs low-carbon development strategies… In practice, most of the signals are red, and the challenges that were not addressed yesterday are today exacerbated by the consequences of climate change. However, some see in these challenges a great opportunity to act and to transform into success the situations that could apparently not be solved. Climate change would then be an opportunity to implement a new economic, environmental and social paradigm.

Objectives

This conference will present case studies and concrete examples in developing countries, proving that it is possible to conciliate development, adaptation, resilience with co-benefits in terms of mitigation. The official launch of the initiative ethiCarbon Afrique® will be done during this conference.

Climate Generations Areas, Paris-Le Bourget, Side event room n°9 Conference organised by the Association RSE and PED and ENERGIES 2050 Background and Rationale Africa is only responsible for 7.8% of global emissions but is confronted to the severe impacts of climate change – droughts, erosion, lower water availability… 650 millions of Africans have no access to electricity. In this context, how can sustainability be promoted, with an economic development which preserve the climate and answer the needs of soon to be 2 billion Africans? While challenges are numerous, Africa’s development can only come from its entrepreneurs, who everyday launch innovations that do not exist anywhere else. A large scale entrepreneurial movement building on renewable energy, for which the continent dispose of large resources, is ongoing. Solar stations are installed in off-grid villages, enabling inhabitants to store food, to reload their mobile phone, to have light in their house as well as outside, to improve their access to water. Renewable energy also enable the development of economic activities: milk refrigeration, electrified activity zones working with solar systems, bioclimatic houses, etc. We all have, in the South as well as in the North, a responsibility to preserve the climate and implement the SDGs in Africa, and we

have to imagine new cross territories solidarities that can amplify the entrepreneurial movement, for Africa’s sustainable development.

Objectives This event will discuss the results, conclusions, and recommendations of a large webconference labelled COP21, organised the 20th of November for the 18th edition of the International Solidarity week, by the association RSE and PED in collaboration with several partners including ENERGIES 2050. The name of the conference was “CSR and COP21 in Africa – challenges and solutions from economic stakeholders?” This unique event connected 10 groups in 10 different locations in France and Africa, through the use of a webconference platform.

Solutions Corner, Grand Palais, Room 3 Background and Rationale Our word is facing the limits imposed by a development model that is based on the research of economic growth at all cost, and that relies on relatively cheap and abundant fossil fuels. The consequences are numerous: an exponential increase of greenhouse gases emissions, important and sometimes irreversible environmental damages, an accentuation of social disparities, of underemployment, of human migration, etc. Climate change is a reality for our society. The private sector is often considered as the source of the problem because of its sole economic concerns. However, companies present an incredible capacity for innovation that can transform our consumption and production models. Whether it is creating tomorrow’s new green technologies, providing more environmental and human friendly products or adopting more responsible methodologies and processes, the private sector has a crucial role to play. If the environmental and social commitment of the private sector and the green economy cannot succeed to address all the challenges that our societies are facing by themselves, these approaches still allow to rethink our production and consumption models, from a sustainable development perspective. The Organisation for Economic Co-operation and Development (OECD) addresses the notion of green growth as being “about fostering economic growth and devilment while ensuring that the natural assets continue to provide the resources and environmental services on which our well-being relies. To do this

it must catalyse investment and innovation which will underpin sustained growth and give rise to new economic opportunities”. In practice, green growth is closely linked to innovation in many fields: - Economic, for production, process and distribution activities; - Social in terms of gender and geographical equity, of participation and organizational system; - Technological in terms of efficiency and sobriety; - Environmental, taking into account the different functions of ecosystems.

In addition to what precedes, in Africa it is a matter of securing to a whole working-age population (500 millions of people in 2020), a social—inclusive growth that creates economic opportunities for all labour-intensive sectors. Knowing that African economies are highly dependent on natural capital, such a growth would stimulate more efficient investments while respecting as best as possible the preservation of natural resources.

Objectives Through a set of real examples, this conference will highlight the numerous opportunities to innovate and take action in a sustainable way, under climate change circumstances.

Background and Rationale Our societies face repeated crises, whether on the political, social, economic, ecological or climatic perspective. Population growth, human predation on natural resources, inequality and poverty that affect a significant part of population from around the world amplify consequences that are increasingly visible and irreversible. Many people think that the survival of the world as we know it is at stake. This pleads for an immediate action from all actors and more than any time before, the challenges of sustainability, equity and solidarity must be set as a priority for each of us. Nevertheless, it is easy for the citizen to feel overwhelmed, excluded, distrustful or depressed by debates of experts and by those who present the situation as a fatality.

Objectives This event aims to exchange on the new roles of civil society in a context of climate change, as a major player in the transition towards low carbon territories and greater solidarity. Civil society must assume a new participative and inclusive leadership. The examples of the project “I, citizen of the PACA region, am engaged for the climate” and the international initiative “Shake Your Earth” will be emphasised.

Presentation of S.E.R.E* The association S.E.R.E was created in 1992 to gather environmental documentaries makers, both in France and abroad. Since then, professionals from all branches of the audio-visual sector working in the environment joined it. Its mission is to promote activities and knowledge about the environment, including nature preservation and sustainable development. S.E.R.E has five main domains of actions:

A cycle of debates with specialists, the “Tuesdays of the environment”, focusing on hot topics;

Audio-visual events (documentaries festivals, roundtables);

Workshops for professionals;

Publications;

Outdoor meetings in the nature. The S.E.R.E is organising numerous events with public institutions, associations or companies, and participate to professions fairs and festivals focused on the audio-visual and the environment.

Tuesdays of the environment The Tuesdays of the environment and ENERGIES 2050 organise a roundtable over the theme of Territories, Agriculture and Climate. Since 1992, the Tuesdays of the environment devote the first Tuesday of each month to debate over a topic linked to the environment and biodiversity. These are organised by S.E.R.E in partnership with the oceanographic institute Paul Ricard and are held within the companies’ foundation Ricard in Paris. Are also associated the WebTV Terre-TV and the radios RFI and Ethic.

Medias of the environment Confronted to repeated crisis, our societies need the Medias to play a central role in the promotion of more sustainable models, respectful of the environment. Everywhere, initiatives appear to raise awareness, inform and share innovative solutions that are ecologically aware, socially fair and economically viable. Internet and social Medias already play a central role in this blooming of goodwill and collective thinking… which will be discussed during the roundtable.

On average we spend 80% of our lifetimes in buildings! Through energy-optimised and integrated building technology, the energy demands of buildings can be reduced significantly (sometimes by as much as 50 percent), and carbon emissions can be avoided accordingly. The “Forum Technical Building Equipment” incorporates innovative solutions of modern building technology for residential and commercial buildings. Integrated solutions play a

decisive role in intelligent infrastructure and help to create the smart buildings of tomorrow. Background and Rationale At the heart of the economic and social organization of our societies, buildings are responsible for 32% of global energy demand, including 24% for the sole domestic sector. However, the continent is confronted with important needs, recurring energy poverty, an energy that is often too expensive, unevenly available, intermittent and leads to disproportionate social, environmental and economic costs. The equipment, whether it be for energy transport, for energy production or for energy use, is often outdated. Not to mention regulatory barriers for production or for energy uses in different sectors, that remain inappropriate for development strategies and / or for winning public-private partnerships. Nonetheless, if nothing is done the needs and consumption will increase along with a raise in constraints and impacts, knowing that the reality of climate change will actually worsen these difficulties by increasing countries’ vulnerability and thereby that of their citizens. Beyond this thorny reality, day after day, project leaders, local authorities, businesses, States, financial institutions or civil

society go into action and implement innovative solutions that would merely require a specific framework or additional financial resources to extend and be scaled up at global levels.

Background and Rationale Rural zones in developing countries are confronted to numerous challenges for energy supply, usually being far away from the grid. Renewable energy, in particular solar-based, appear as a viable solution to supply in electricity these remote areas. Solar energy systems enables electricity supply in hospitals and schools and reinforce basic social services in rural zones. Besides, it can increase populations’ incomes through supplying a direct access to cheap electricity. Finally, the use of solar energy is an alternative to biomass at domestic level, often source of important indoor pollution. Nevertheless, if solar energy presents considerable benefits in rural areas, important questions remain to be dealt with, especially regarding some technical, social and environmental aspects. For example, the sun is an intermittent source of energy, which cannot produce electricity during the night. Besides, PV

panels lifecycle, due to the fact that they are made with heavy and polluting metals, is posing threats in terms of collecting used materials and recycling. Finally, the panels need to be maintained and the training of local population as well as the creation of local management committee are absolutely essential for the viability of the panels.

Objectives Based on experiences in Nepal, Niger and Kenya, this conference will explore these different topics, enhancing the advantages and challenges linked to the use of solar energy in rural areas. Moreover, the presentation of an innovative carbon initiative will set light on new opportunities to fund such technologies.

Background and Rationale The tourism industry is an important contributor to greenhouse gas (GHG) emissions and is also strongly impacted by the consequences of climate change. This situation is not a fatality and there are multiple opportunities for action. neZEH is co-funded by the European Commission within the frame of the Intelligent Energy Europe Programme, aiming to accelerate the rate of large scale renovations of hotels into nearly zero energy buildings (nZEB), by providing technical advice to committed hoteliers and demonstrating flagship nZEB projects in the European hospitality sector Sixteen hotels across seven European countries (Croatia, France, Greece, Italy, Romania, Spain and Sweden) have been selected to become European neZEH Pilot Hotels. These hotels are to become inspiring frontrunners to the European hotel industry as examples of good practice to achieve nearly Zero Energy Building (nZEB) performance levels. Each large scale renovation plan includes not only challenging energy efficiency measures and the integration of renewable energy solutions but also a change in behaviour of management, staff and guests as they interact with the hotel.

The neZEH project has been able to offer several benefits to the 16 selected pilot hotels: access to technical expertise; implementation and interpretation of energy audits with technical solutions and Return of Investment calculations; feasibility studies; technical advice on tendering, selection of contractors and monitoring; identification of financing opportunities; hotel staff training; access to marketing tools; increased market visibility at national and EU/International level.

Objectives Throughout examples of concrete projects from the European “nearly Zero Energy Hotels” project (among others), this conference will highlight the major role of tourism towards resilient and low-carbon territories. Conference organised by the IRD (Institute of Research for Development) in collaboration with ENERGIES 2050 Background and Rationale Africa contributes to 2.4% of global emissions but the impact on GDP is higher than anywhere else in the world. Developed countries also committed themselves to mobilize $ 100 billion a year by 2020 to finance adaptation in developing countries through the Green Fund. Africa mobilizes less than 2% of the funding, the global emissions still continue to rise and the main polluters are still not legally bound to reduce their emissions. If the role of climate observation and information systems prove significant, many challenges still lie ahead to transform scientific discoveries into policy recommendations. Beyond the need of scientific bases, there are certainly good governance and good coordination, but also the need for adequate financial resources and expertise to implement the policy.

Objectives The objective of this side-event as three (3) multidisciplinary roundtables is to discuss the scientific, political and financial barriers for effective and sustainable climate and environmental policies in Africa. How to strengthen the interface between science and policy? How to fund research on climate change in Africa? During the COP17 in Durban, ENERGIES 2050 and Afrique Environnement Plus decided to unite their strength and scale up their means of actions through a partnership. ENERGIES 2050 regularly publishes papers in the magazine since then.

The International Organisation of La Francophonie (OIF) is an institution based on a shared language, French, and common values. It brings together 80 States and governments at present, including 57 members and 23 observers. According to the Report on French language 2014, there are 274 million French speakers around the World, including 212 million that use this language on a daily basis To help populations with limited access to drinking water or sanitation, the OIF launched its Initiative Water, supported by the Principality of Andorra. This initiative targets mainly rural and periurban populations. It is based on a multi-actors cooperation (NGOs, local authorities, private sector) and supports local policies related to water management. The Water Initiative and the non-profit organization ENERGIES 2050 are partners during the COP21, in order to propose meetings and exchanges of views on the sustainable and integrated management of water resources.

The relationships between access to drinking water and sanitation, energy, food security, environment, economy and human development have already been proved. The Declaration of Rio+20, United Nations Conference on Sustainable Development, underscores « the critical importance of water and sanitation within the three dimensions of sustainable development. » Yet, for a number of member countries of La Francophonie, water stress is still part of the population’s everyday life. These countries are presently faced with growing challenges: urbanisation, industrialisation, salinization, etc., that are exacerbated by the already strong impacts of climate changes. According to the 5th report of the IPCC, the increase in greenhouse gases emissions heightens significantly the risks associated with freshwater resources, and Africa is one of the most at-risk regions. The modification of the precipitation patterns alter the hydrological systems and disrupt the water resources, with impacts on crop production and food security in particular. A number of factors may contribute to a lower availability and quality of freshwater: increase in temperatures; increase in sediment load – nutrient and polluter elements brought by heavy rains; increase in the concentration of pollutants during droughts; the temporary interruption of treatment plants during inundations, etc. More than a third of underground freshwater stocks may presently be over-exploited, which should encourage stakeholder to find new means to adapt to climate change. In developed countries, irrigated agriculture puts considerable pressure on underground water reserves that are sometimes non-renewable. Countries with coastal areas, in both the North and the South, are threatened by the rise in sea level, soil salinization, pollution, etc. For a number of countries, climate change already resulted in rainfall variability, which reduces groundwater tables refill and heighten the risk of inundations or drought. In the absence of an improved sanitisation system, these natural disasters multiply the contamination, disease, and pollution risks. Besides, the challenges of access to drinking water and to improved sanitisation infrastructures are also governance challenges. In fact, even in regions facing water stress and climate changes negative effects, relevant technical solutions do exist. However, they require the support and strengthening of governance structures. The difficulties to access energy in rural areas and the lack of financing of the water and sanitation sectors are also between the reasons why, until today, about 780 million persons still do not have access to drinking water. In the water/sanitation field, the International Organisation of La Francophonie (OIF) implemented, from 2008 to 2015, in partnership with the Foundation Prince Albert II de Monaco and the Principality of Andorra, the Water Initiative of la Francophonie (I-Eau) that aims to support and assist its State and government members in the implementation of integrated water resources management (IWRM) and the skill building of local actors. The 2015-2018 programme of the OIF builds on the results of I-Eau with the launch of the new “Integration of sustainable development goals” programme. The latter aims to the capacity-building of target countries in the design and implementation of regional, national and local sustainable development strategies that are inclusive, participatory and result-oriented. There will be a particular focus on the Sustainable Development Goal (SDG) #6: “Ensure access to water and sanitation for all”. In a climate change situation, the OIF builds on the water and

sanitation sector and the strengthening of local governance as a vehicle for the sustainable development of the whole community. Over the years, the OIF has thus supported youth and women networks working for the sustainable management of water resources ; built technical and financial partnership with a range of organisations such as Eau Vive, the International Secretariat for Water, the International Office for Water, the Office Franco-Québécois pour la Jeunesse (Franco-Quebec Agency for the Youth), etc.; supported local authorities capacity-building and increased knowledge; strengthened governance; put forwards innovative solutions and processes for development; and supported advocacy actions for the adaptation of the water and sanitation sectors to climate change. As women are mainly in charge of water and sanitation, the OIF has been the first international organisation to sign a partnership with UN Women. It also created a network of Francophone women working in the field of sustainable development and climate change. The OIF supports the World Youth Parliament for Water and the drafting of national and local strategies on sustainable development, provides training on environment management tools and does the follow-up of the international negotiations on climate, biodiversity and desertification. The adoption of the SDGs in September 2015 induced a change of paradigm and is now the base of a new post-2015 programme of development. Now a new, legally-binding agreement on the climate change, which is expected in Paris in December 2015, would open new financing opportunities for local governments, including in the sectors of water and sanitation, agriculture, livestock breeding and forestry, energy, etc. These opportunities are vehicles for local development. The OIF and its partners took the opportunity of the 21st Conference of the Parties on Climate Change to support advocacy for a wider recognition of the water and sanitation challenges in the climate negotiations. The aim was also to prepare for the period following the COP21, in order to implement concrete and multipartners actions on the adaptation of the water/sanitation sector to climate change that simultaneously contribute to achieving the SDGs. To go further the respective actions of its partners in which La Francophonie already plays its part, the OIF, with the support of the Principality of Andorra, wished to have a part in a range of parallel activities specific to the water and sanitation sector, in partnership with the non-profit organisation ENERGIES 2050 in the areas that the latter made available (Blue Zone in Le Bourget, Climate Generations Areas at Le Bourget and the Grand Palais in Paris). These areas and exchange of views should allow the partners of La Francophonie to gather and share their energies around concrete projects for a better recognition of the water and sanitation challenges.

ENERGIES 2050 is a well-known and recognized player in the fight against climate change. ENERGIES 2050 participates in global conferences and intercessional negotiations for several years and regularly intervenes in these fora as well as in many global or local projects on these issues. ENERGIES 2050 was leader in the production of the "Guide to the Negotiations" and the "Summary for Policymakers" for the 20th Conference of Parties to the UNFCCC (COP20) in Lima (Peru) and is also in charge of the 2015 edition for Paris Climate Conference (COP21). This valuable and renowned book is published annually by the Institut de la Francophonie pour le Développement Durable (IFDD), a subsidiary body of the International Organization of La Francophonie (OIF). ENERGIES 2050 also helps Togo, Senegal and Djibouti to prepare their INDCs (Intended Nationally Determined Contributions) ahead of their national contributions at COP21 Paris agreement. ENERGIES 2050 also supports Niger in preparing its application to the Green Climate Fund. During COP21, ENERGIES 2050 will take part in the ministerial meetings organized by IFDD/OIF as well as in the preparatory workshops. It will also be involved in several satellite events organized by international networks, numerous actors of civil society as well as international institutions (UNEP, UNDP, REC IM-efficient -Resources Cities-, UNEP-SBCI – Sustainable Buildings and Climate Initiative). Among the highlights of ENERGIES 2050 and its partners’ programme of activities during the COP21, there will be:

The launch of « ethiCarbon Afrique® » initiative by ENERGIES 2050 and SABER-ABREC: rethink climate change as an opportunity to implement a renewed solidarity in order to contribute to financing Africa’s energy transition.

Launch of the initiative « the future we make » cofounded by ENERGIES 2050 and the head of project of Sagesses de l’Humanité. A link between past knowledge, present and future in order to scale up the opportunities for action, here and elsewhere ;

Launch of the app CliMade 21, initiated in partnership with ADOME association and DDoogle as well as several other partners.
