DEAR FRIENDS,We’re happy to share with you this report of West
Suburban PADS’ impact in 2013. Two accomplishments
we’re especially proud of:
» The most aggressive growth initiative in our 23-year
history – expansion of our “Open Door Housing”
program for homeless, disabled persons. We expected
it would take three years to reach this program’s
65-household capacity. At the conclusion of year
one, we had filled half – and closed the waiting list.
Capacity building in this area remains a strategic
priority. The potential savings to the communities that
move disabled persons from homelessness to stable
housing is a minimum of $10,000 per person.
» The addition of a “shelter diversion” component to our
Homeless Prevention program. By helping participants
problem-solve and connect with community
resources, we prevented 241 people from entering our
shelter system in the first 12 months of the program.
We hope you’ll visit us, online or in person, to learn
more about our turnkey service model (see page 2) and
our mission to transition people from housing crisis to
housing stability.

EMERGENCY Services » Emergency Shelter provides immediate,
temporary crisis response for 40 to 70
persons per night from mid-September
to mid-May.
» Transitional Shelter for up to 15 persons
per night includes case management,
support group activities and life skills
training from June to August.
OUTREACH & Engagement – connects the most service-resistant
homeless persons - living on the streets
and in the emergency shelter - to
resources and programming.

Supportive HOUSING » Open Door Housing - long-term
housing plus services for individuals &
families who are homeless and have

for veterans and chronically homeless
persons.
» Rapid Re-Housing for individuals &
families who need immediate but short-
term services to return to stability.
» Transitional Housing, up to 24 months,
for working homeless individuals and
families who are pursuing training and
education to improve their earning
potential. Dedicated units for veterans.
» Interim Housing at the West Cook Y
offers a bridge to stable housing for male
clients who have income or are enrolled
in the Employment Readiness program.
EMPLOYMENT Readiness– to prepare for a successful, sustained re-
entry into the workplace.
» One-on-one coaching addresses root
causes of job insecurity.
» Career Passport is an intensive group
program for clients who are committed
to resolving their long-term barriers to
employment.
Homeless PREVENTION » Financial Assistance to prevent loss of
housing by providing one-time rental
and/or utility assistance, a security
deposit or first month’s rent for persons
leaving homelessness.
» Shelter Diversion services include
assessment and linkage to resources as
alternatives to the emergency shelter.
» AfterCare for PADS graduates to improve
housing retention and prevent their
return to homelessness.

…to the 858 people, all living below the poverty line, who turned to us in 2013 to resolve their housing crises.
Helping 338 people resolve physical & mental health issues, and reduce their
reliance on drugs or alcohol, transitions them from survival behaviors to self-sufficiency.
Transitioning 117 people to service-supported housing saved taxpayers more than $1 million last year by reducing emergency room visits, hospitalizations & costs associated with incarceration.
…to the communities of west Cook County, where we are the primary provider of supportive housing and emergency shelter.
Private contributions account for nearly 50% of West Suburban PADS’
annual operating budget. One thousand volunteers support clients’ transition from housing crisis to housing stability every year.
…to donors and volunteers who respond to the problem of homelessness by becoming part of the solution.

Since 1992, we have transformed the lives of more than 10,000 people by helping
them meet their immediate housing and crisis needs, addressing their health and
income needs and transitioning them back to housing stability.
Today, we’re having long-term impact on the communities of west Cook County by
1.) preventing the loss of housing before it occurs, 2.) alleviating the need for long-
term shelter, 3.) moving people into sustainable permanent housing solutions and 4.)
improving housing retention.
